Inverness General information Inverness, the capital of the Scottish Highlands acts as the hub for transport, administration and economic links in the north of Scotland. One of the fastest growing cities in Europe it is well provisioned with retail, healthcare and industrial sectors plus a booming tourist trade. Within minutes of leaving the city it is possible to be surrounded by wide-open spaces and stunning scenery – most notably Loch Ness, which at around 23 miles long holds more fresh water than all the lakes of England and Wales combined. The River Ness that flows out from Loch Ness winds through the heart of the city, providing tranquil riverside walks along its banks and Ness Islands. Transport links Inverness’s connections to the rest of the UK, Europe and beyond are strong, with daily flights from the airport to London Heathrow, London Gatwick, Manchester, Dublin and Amsterdam. Regular rail services serve Aberdeen, Edinburgh and Glasgow, plus the Caledonian Sleeper runs overnight to London Euston six times per week. By road it is 2.5 hours to Aberdeen, and access to the UK motorway network via Perth can be made in under 3 hours. Travel times to Highland mountain regions – and their winter ski resorts – are also brief with Aviemore and the Cairngorms under an hour to the south-east and Ben Nevis just 70 miles to the south-east. Ullapool and the West Coast can be reached in just over an hour. Inverness Airport The location of Inverness Airport 9 miles to the east of the city makes it ideally positioned for commuting in from the wider area. -

Kinghorn Loch Case Study by Julie Farr August 2007 PREAMBLE This case study is the second in a series being published by the Caledonia Centre for Social Development as part of the “Popularising the community right to buy provisions of the Land Reform (Scotland) Act 2003” project. This case study is written by Julie Farr who is a Director of Kinghorn Community Land Association 2005. The case study is published by the Caledonia Centre for Social Development and should be cited as follows: Farr, Julie, 2007. Kinghorn Loch Case Study. Caledonia Centre for Social Development, Inverness. INTRODUCTION This case study documents the experience of the Royal Burgh of Kinghorn in using the Land Reform (Scotland) Act 2003 (LRA) to attempt to acquire part of the former Burgh Commons for the community. Kinghorn Community Land Association 2005 (KCLA) was established in March of that year, at which point it submitted a late application for an area of land bordering Kinghorn Loch. This land was used for recreational purposes and was designated as open space in the Local Plan. KCLA 2005 has an interest registered in this land but has hit barriers in activating the right to buy even though it was on the market. The Association has subsequently applied to register an interest in a further eighteen areas of land surrounding Kinghorn Loch. Many lessons have been learnt by KCLA and it is hoped that other community bodies can learn from the organisationʼs experience. RUX congratulates Network Rail (NR) for delivering £98million of vital improvements over the late August Bank Holiday weekend. Blessed with fine albeit very hot weather, a 10,500 strong team worked round the clock to finish 448 projects on time, allowing a normal service to resume on the Tuesday. Some projects such as track renewal and the transfer of signalling control will have an immediate benefit; some will enable an improved timetable in December, while others have laid the ground for future developments. But all contribute to the Rf aim of a better railway. Well done! Roger Smith We continue with the usual roundup of news items from groups around the UK. Building Better Transport CEC02083844_0001 Building Better Transport Ministerial Foreword When I was appointed Tr ansport Minister last spring, Scotland's Transport: Delivering Improvements was not long published. That document identified key priorities for transport that have underpinned our work over the last year. It also promised that we would issue a report on progress. We have taken huge steps forward since then. The key to progress was our decision last year to allocate unprecedented sums to transport over the next three years. Spending on transport will rise by over 50% over three years, with almost £1 billion per annum being spent by 2006. Spending on public transport - which is now top of our priorities - will rise by over 70% in three years. That decision made an enormous impact. There is now money to fund major new infrastructure projects. The sense of momentum is building. People are beginning to believe. Transport improvements that once seemed a pipe dream stand a genuine chance of becoming reality. The new communications links that businesses have been crying out for are just around the corner, and the economy will thrive on them. Resources are not unlimited, but we can be certain that the transformation of Scotland's transport infrastructure will be well under way by the end of the decade. We have been criticised in the past for not committing the funds needed to enable major projects to proceed. That has now changed. All schemes will still have to continue to demonstrate value for money and stand up to rigorous economic and environmental scrutiny. But the security of a £1 billion per annum budget has enabled us over the year to make firm funding commitments, including the MS and M80 motorway upgrades in west central Scotland; the reinstatement of the Airdrie-Bathgate railway line; a new bypass, the Western Peripheral Route, for Aberdeen; and has allowed us to make further progress with rail links to Glasgow and Edinburgh airports. -
