    Court of Justice of the European Union PRESS RELEASE No 14/16 Luxembourg, 18 February 2016 Judgment in Case C-176/13 P Press and Information Council v Bank Mellat The Court of Justice confirms the annulment of the fund-freezing measures in place against Bank Mellat since 2010 The Council failed to provide sufficient grounds or evidence In order to strengthen efforts to combat Iran’s nuclear proliferation-sensitive activities and the development of nuclear weapon delivery systems in Iran, the Council froze the funds of various Iranian financial entities, including Bank Mellat, 1 from 2010 onwards. The reasons given for freezing Bank Mellat’s funds were essentially as follows: ‘Bank Mellat engages in a pattern of conduct which supports and facilitates Iran’s nuclear and ballistic missile programmes. It has provided banking services to United Nations and EU listed entities or to entities acting on their behalf or at their direction, or to entities owned or controlled by them. It is the parent bank of First East Export [FEE] which is designated under United Nations Security Council Resolution 1929’. Bank Mellat successfully challenged the freezing of its funds before the General Court.2 The Council subsequently appealed to the Court of Justice to have the General Court’s judgment set aside. In today’s judgment, the Court of Justice, confirming the principles established in Kadi II,3 finds, as did the General Court, that the first two sentences of the reasons set out above do not enable Bank Mellat to establish specifically which banking services it provided to which entities, particularly as the persons whose accounts were managed by Bank Mellat are not identified.

ABSTRACT The concept of public square has changed significantly in Iran in recent centuries. This research inves- tigated how modernity is manifested in the public squares of Tehran. In this regard, Tehran has been chosen as the main concern, while in its short history as the capital of Iran, the city has been critically transformed: first because of constant urban development during the Qajar Dynasty and then due to its rapid growth during the late Pahavi era and second because of the culture of rapid renovation and reconstruction in contemporary public spaces. Considering these facts, the urban transformation of Baharestan Square as one of the most influencing public squares of Tehran in the recent century leads us to understand the process of Iranian modernization, which is totally different from common patterns of western modernity. Analysing the historical changes of Baharestan Square based on manuscripts, western travellers’ diaries, historical images and maps, from its formation till the Islamic Revolution (1978), shows how the traditional elements of the square as well as its form and function have been totally transformed. Analysing the spatial qualities of Baharestan Square clarifies that its special loca- tion near the first Iranian Parliament building, Sepahsalar Mosque and Negarestan Garden represents it as the first modern focal point in Iranian’s political and social life. Despite this recent change in women’s presence in public spaces, Iranian women, like in many other Muslim-majority societies in the Middle East, are still invisible in Western scholarship, not because of their hijabs but because of the political difficulties of doing field research in Iran. This dissertation serves as a timely contribution to the limited post-revolutionary ethnographic studies on Iranian women. The goal, here, is not to challenge the mainly Western critics of modern and often privatized public spaces, but instead, is to enrich the existing theories through including experiences of a more diverse group. Kaboudvand 1Planning Research Institute, Agriculture Economy and Rural Development, Ministry of Jihad 2Rural Development Department, Tehran, Iran Abstract: The concept of sustainability has been considered as a framework for understanding the development process and environment resource management as well as delicate a balance between economy, environment and health sociality around the world in the recent decades. This research tries to determine the level of sustainability of Karaj rural development in order to identify and investigate the possibilities of Karaj County. For this purpose, 30 indicators of social, economic and environmental and structural-infrastructural are applied, using factor analysis and cluster analysis techniques for grading and evaluating the sustainability of the 82 villages were used in Karaj County. Thus, the 30 variables were reduced to 4 factors. According to the result of the principal component analysis with rotation, 65.32% of total variance among the 30 variables was explained by these 4 factors. Results indicate undesirable present condition in the studied region which Farokh Abad and Ghezel Hesar villages are sustainable, while Morad Abad and Ahmad Abad villages are unsustainable comparison with other settlements. Finally, the strategy policies are presented in different dimension in order to enhance and improve of the sustainability of Karaj County.

The increasing process of weakening social relations will eventually lead to social disconnectedness. Since the traditional neighborhoods in Iran enjoyed a built-in enclosure and hierarchy and such enclosure had a significant impact on the residents’ sense of place attachment, this question comes to mind that whether the enclosed form of a residential complex can also affect the level of the inhabitants’ sense of place attachment similar to the traditional neighborhoods? Hence, in this paper we have attempted to examine the lives of the residents of the residential complexes such as Shahrake Ekbatan and Shahrake Gharb in the Greater Tehran to come up with a clear answer to the raised question.
