Comments on the New Draft London Plan

Ruislip Residents Association area of interest includes significant parts of three Wards in the London Borough of Hillingdon (LBH) i.e. Eastcote & East Ruislip, Manor and West Ruislip.

Whilst recognising the challenges facing London over the next few years we generally support the submission made by the LBH on the Draft Plan. In addition we wish to express our particular concerns about the detrimental effect the current proposals would have on the area:

Ch4 Housing The threefold increase in the annual number of new homes proposed for the Borough and the increase in demand this would result in on transport, health, education services etc.

Ch. 7 Heritage & Culture Proposals to develop in these areas should respect the current planning requirements e.g. Conservation, Area of Special Local Character etc, to ensure the local character is maintained.

Ch. 8 Green Infrastructure and Natural Environment The probable loss of Open Space to ensure an adequate supply of land for new schools, health centres, etc. that would be required, should the increase in the number of new homes be adopted.

The removal of the presumption against back garden development. The current policy enhances the local environment and also provides a refuge for wildlife.

Ch. 10 Transport The proposed decrease in parking standards. Many residents of the outer Boroughs work in areas not easily accessed by public transport and the use of a car is essential to maintain their employment potential.

DRAFT NEW LONDON PLAN - RUISLIP VILLAGE CONSERVATION PANEL

Unfortunately at present members of Ruislip Village Conservation Panel are unable because of major illnesses and other personal problems to contribute more than a brief response to the Draft London Plan. We trust you will appreciate that this does not imply that we are other than extremely concerned by some of the proposals contained in it.

Ruislip is located in the north-west of Outer London, in the London Borough of Hillingdon. It was an ancient village, mentioned in the Domesday Book, and still retains many aspects of its older and calmer past. The “village” is now a London suburb, but its transition into a Metroland town in the 20th century has left a rich heritage of good buildings and green space.

Ruislip Village Conservation Panel fully supports the submission of the London Borough of Hillingdon on the Draft New London Plan, and also fully supports the submission of our neighbours in the Eastcote Conservation Panel, with whom we share a thousand years of history.

We believe that the Mayor of London is proposing to make draconian changes to the existing London Plan. If successful it will change life as we know it.

We are opposed to the new plan to allow infill building in gardens. We believe it is not possible to sustain the threefold and excessive increase in the number of dwellings now planned to be built in the London Borough of Hillingdon over a 10 year period.

We do not object to evolving/evolutionary changes and developments in high streets, but it is totally unacceptable to encourage high rise buildings in town centres. Ruislip’s transport connections to Central London are good, but the Draft Plan has no proposals to improve transport within the Hillingdon and the surrounding area, and this will drive up car ownership levels. Proposals to then reduce the amount of parking allowed for any new build will prove to be a nightmare for town centres.

We do not object to sustainable growth and change (and indeed have seen much change in recent years). But we do object to arbitrary growth figures imposed on the area, and a collection of proposals that will change the nature of Ruislip.
