Hillingdon Labour Party Submission to Local Boundary Commission November 2018 Introduction The commission has determined that Hillingdon Borough shall serve the projected electorate of 227619 (~22800) with 53 councillors. This requires an average 4300 electors per councillor. Hillingdon Labour party remains concerned with the projected electorate numbers for 2024 which we deem as an underestimate particularly in the south of the borough. It is felt that with the high propensity of rented accommodation, some of which is low quality in the southern part of Uxbridge & South Ruislip (south of the Uxbridge Road, A4020) and throughout Hayes and Harlington, the number of residents requiring councillor support is higher than this projection. Also, voter registration is at a low level because of high turnover of tenants. We ask that the commission considers this imbalance when regarding the variances from the norm in our suggested ward boundaries. We propose that the following ward boundaries remain unchanged as the electoral equality remains within the accepted bounds Uxbridge North with a projected 12887 electorate for 3 councillors has a variance of 0.1% West Drayton with a projected 12749 electorate for 3 councillors has a variance of 1.2% Further wards in Hayes & Harlington remain with unchanged boundaries, see below. We propose the removal of West Ruislip as a single ward, and dispersing the streets amongst the adjoining wards. West Ruislip has no historical sense as a population centre and is purely named as a tube station. Most residents, when asked, describe the south of this area as Ickenham and the north of the area as Ruislip. Further, we propose the merging of Manor & Cavendish wards after some dispersal and additions of streets to create a combined ward. We propose the addition of a ward created by splitting Botwell ward into two: Wood End The detail for wards is described individually below. With appendices of maps, plus lists of streets which we propose should move across existing ward boundaries. In only one existing ward, Eastcote & East Ruislip, do we propose moving streets across a constituency boundary, necessitated because of the arbitrary number of electors per councillor provided to us and to achieve electoral equality. We have attempted to follow the boundaries of polling districts where ever possible, mainly to prevent the requirement for a very detailed list of all streets and the need for very high-resolution maps which we have neither facility for nor the time to deliver from scratch. We have been provided with no detail of the uplift from the 2018 electorate to the five year projected electorate, at street level. We therefore will assume that, for the streets we propose to move, any differences due to our estimates will be negligible. © Hillingdon Labour Local Campaign Forum - November 2018 Page 1 of 18 Hillingdon Labour Party Submission to Local Boundary Commission November 2018 Wards within the Ruislip Northwood & Pinner Parliamentary Constituency Harefield The arguments regarding this ward, which is large in area but small in population density, remain the same as they existed in 1999. In order to maintain electoral equality with 2 councillors serving this ward, we suggest that roads from the current West Ruislip ward be added to the southern end of the ward boundary. A discussion on the anomaly of West Ruislip appears above, with the proposal that the ward is best split amongst the surrounding wards, Harefield being one such. These roads are in the Breakspear area and close to Ruislip Lido and will provide a second centre of population which is unavoidable given the electoral equality required by this review. However, there is a natural affiliation and affinity between these two areas. This is particularly apparent in the rural farm land that is shared between Harefield and the Breakspear Road area, with Breakspear road North being a rural lane joining both areas. People living in the Breakspear road area would regard themselves as being in a rural area close to Harefield, much like those in nearby South Harefield. The Harefield Academy is also the closest secondary school to this area, where many of the young people from this area attend. The current Harefield ward has a projected electorate of 6117. Our proposal will add further streets providing approx. 9000 projected electors for two councillors which is above the mean by 5% See appendix Harefield. Ickenham As the electoral equality figures would be imbalanced with either 2 or 3 councillors as the boundary now stands, we propose that it remains at 3 councillors with the extended boundary to the east, incorporating streets from the so-called West Ruislip ward. A discussion on the anomaly of West Ruislip appears above, with the proposal that the ward is best split amongst the surrounding wards, Ickenham being one such. This includes some of the slightly higher density streets leading to Ruislip High Street, which extend just beyond the north east extent of Long Lane. The current Ickenham ward has a projected electorate of: 8831 our proposal provides 12,800 electors for three councillors which is just below the mean by 1% See Appendix Ickenham Northwood Hills As the electoral equality figures would be imbalanced with either 2 or 3 councillors as the boundary now stands, we propose that it remains at 3 councillors with the extended boundary to the south, incorporating streets from the pre-existing Eastcote & E. Ruislip ward. Eastcote & E. Ruislip is the single ward which crosses constituencies. See below. The current Northwood Hills ward has a projected electorate of: 9540 our proposal will add further streets providing 12,500 electors for three councillors which is just below the mean by 3% See appendix Northwood Hills © Hillingdon Labour Local Campaign Forum - November 2018 Page 2 of 18 Hillingdon Labour Party Submission to Local Boundary Commission November 2018 Eastcote & East Ruislip (now Ruislip & Eastcote) The current Eastcote ward has a projected electorate of: 10647 Our proposal will remove some streets from its northern boundary to adjacent Northwood Hills and incorporate streets from West Ruislip, and from the northern boundaries of Manor & Cavendish. As this ward is no longer confined to the East of Ruislip, we propose renaming the ward RUISLIP & EASTCOTE. This provides 12,500 electors for three councillors which is just below the mean by 3% See detail in the below appendix Eastcote & East Ruislip © Hillingdon Labour Local Campaign Forum - November 2018 Page 3 of 18 Hillingdon Labour Party Submission to Local Boundary Commission November 2018 Wards within the Uxbridge & South Ruislip Parliamentary Constituency Manor & Cavendish These are currently two separate wards, we suggest merging these into a single ward. The current individual wards have a projected electorate of: 18,983 Our proposal will remove some northernmost streets to Eastcote & East Ruislip ward and the most southern polling district, UB3, to South Ruislip; providing 13,800 electors for three councillors which is above the mean by 7% We suggest the new ward be named: Manor & Cavendish See detail in the below appendix Manor & Cavendish South Ruislip The current South Ruislip ward has a projected electorate of: 10395 Our proposal will incorporate streets from a single polling district, UB3, in the existing Cavendish ward providing 13900 electors for three councillors which is just above the mean by ~8% See detail in the below appendix South Ruislip Hillingdon East (now Oak Farm) The current Hillingdon East ward has a projected electorate of: 10,100 Our suggestion is to reduce this ward by one councillor. Our proposal will remove some southern-most streets to the existing Brunel ward, leaving some 7800 electors for 2 councillors which is just below the mean by -9% The reduction of streets focuses the ward on the Oak farm estate which is a large housing estate that is central to, and predominates, the ward. People living in this area would identify with Oak Farm more than they would Hillingdon East – with this in mind we propose changing the name to OAK FARM. This also helps to remove some confusion with Hillingdon borough versus the Hillingdon Ward. See detail in the below appendix Hillingdon East Uxbridge South (Now Uxbridge Cowley) The current Uxbridge South ward has a projected electorate of: 10,232 Our proposal will incorporate streets to the east from the existing Brunel ward providing 12,400 electors for 3 councillors which is just below the mean by 4% A major part of the local area Cowley, which is an ancient village that contains 16 listed buildings, now forms part of this ward. We believe that local residents would welcome the recognition of Cowley being reintroduced © Hillingdon Labour Local Campaign Forum - November 2018 Page 4 of 18 Hillingdon Labour Party Submission to Local Boundary Commission November 2018 because many feel that it has been swallowed up by Uxbridge. It remains a distinct area between Uxbridge and Yiewsley. We therefore propose renaming it UXBRIDGE COWLEY See detail in the below appendix Uxbridge South Brunel (Now St John) The current Brunel ward has a projected electorate of: 9080 We suggest changing this to become a two seat ward. Our proposal will remove westerly streets to Uxbridge South and Yiewsley. Whilst taking on a small section from Hillingdon East ward – to its north-eastern boundary. This will provide 8000 electors for two councillors which is below the mean by ~7%. The westerly streets to be moved to Uxbridge South contain Brunel University to maintain electoral equality. It therefore behoves us to rename the new ward. St John the Baptist Church is an historical building and most of its historical parish covers the area of our proposed ward. This also provides a better community link, because Brunel ward was named after the University which has only been in existence since 1967.
