Uzbekistan E-mail: [email protected] The European Commission Web site: www.euro.who.int ADecember 2007 E92119 Directorate-General for Original: English Health and Consumers Abstract “Support to health security and preparedness planning in EU neighbouring countries”, a WHO Regional Office for Europe project supported by the European Commission, Directorate-General for Health and Consumers, has the overall objective of assessing national capacity to respond to public health emergencies and imple- ment the International Health Regulations (IHR), in selected European Neighbourhood Policy (ENP) countries while promoting a multisectoral approach to ensure the interoperability of existing public health emergency plans and their coherence with the EU policies and strategies. After negotiation with the relevant ministries of health, Armenia, Azerbaijan and the Republic of Moldova were selected for assessment. In November–December 2007, a WHO multidisciplinary team, in cooperation with local counterparts, carried out the assessment in Azerbaijan using a newly-developed standardized assessment tool. The WHO health system framework was used as the conceptual basis for describing and analysing the health system. The report includes the conclusions of the assessment team as regards generic preparedness planning, the IHR, chemical safety and climate change and health in relation to disaster preparedness and response. Foreword This report describes the situation in the area of health crisis management in Azerbaijan as of December 2007. A WHO mission to the country completed its work on 8 December 2007, which is therefore the cut-off date for the information in this report and any changes in the situation that have taken place since the mission are not reflected. The report evaluates the arrangements in place and the level of health system preparedness to any crises, regardless of their cause. It also pays attention to risk prevention and mitigation initiatives in the country. While the emphasis is on the national level, some attention has been paid to crisis management capacities on the regional level and to the linkages between various levels of government. The preparation process for comprehensive health security assessments in selected Member States of the WHO European Region started in early 2007 with expert consultations to develop and define an assessment tool. The countries to be assessed also needed to belong to the group of countries falling under the so called European Neighbourhood Policy of the European Union. Azerbaijan fulfils the above mentioned criteria. Both the Ministry of Health and the Ministry of Emergency Situations welcomed the assessment team from the WHO Regional Office for Europe to pilot the newly developed assessment tool in the country. The assessment visit took place from 28 November to 8 December 2007, by a six- member team (Annex 2) representing expertise in the areas of general disaster preparedness and response, chemical safety, health effects of climate change and the International Health Regulations. During the assessment visit, the WHO team met with over 50 representatives from the key institutions involved in crisis management activities in Azerbaijan. The national contributors are acknowledged in Annex 5 of the report. This health crisis management review in Azerbaijan was carried out thanks to the support from the Ministry of Health and the Ministry of Emergency Situations of Azerbaijan. Particular thanks are also extended to the staff of the WHO country office in Azerbaijan, who supported the preparation and implementation of the mission from its inception, organized the visit, contacted all relevant sectors, provided background information and participated in the interviews. Ros-Lehtinen pointed out importance of expansion of economic and trade ties between the countries, and said that the third meeting within the framework of the US-Azerbaijan partnership held in Washington brought new initiatives to civil aviation. The Committee chairperson described Azerbaijan as a `significant` partner of the US in the fight against force and extremism, and highlighted that there is a close cooperation between the US and Azerbaijan not only in the fields of prevention of terrorist attacks, but also proliferation of biological and nuclear weapons. “We are satisfied particularly with the exercises conducted for the security of the Caspian Sea”. One reason for that is that religious pluralism poses special challenges not only for the state and society, but also for particular religions and believers. Many of them are now struggling in various countries to come to terms with other kinds of pluralism, an especially difficult challenge given that religious communities are especially sensitive to both in-group and out-group distinctions, such as proper versus improper, saved versus unsaved, and the like (Davidson and Pyle 1998). 1 Religious pluralism also presents challenges to outside observers, who—tending to make simple generalizations about religions—often lack the expertise of internal divisions within other faiths. That is far from a purely theoretical problem, because affiliation with a particular group within a faith can have a significant impact on social and political choices. Until the end of the Soviet Union, contacts between Muslim groups in the USSR and their co-religionists abroad were limited. But one aspect of Soviet-era Islam continues to inform those contacts.

    Ilham Aliyev: Political portrait Dr. Benyamin Poghosyan, Chairman, Center for Political and Economic Strategic Studies Background President of Azerbaijan Ilham Aliyev has been the leader of Azerbaijan for the last 17 years. He inherited his power from his father late President Heydar Aliyev. Heydar Aliyev was a prominent statesman in Soviet Azerbaijan. He was the head of the Soviet Azerbaijan KGB in 1967-1969, and the first secretary of the Azerbaijani Communist party in 1969-1982. During the last decade of the Soviet Union Heydar Aliyev was the member of the influential Political Bureau of the Soviet Union’s Communist Party Central Committee and the Vice Prime Minister of the Soviet Union in 1982-1987. Heydar Aliyev returned to the leadership role in Azerbaijan in summer 1993, when the military coup ousted from the power pro-Turkish Azerbaijani President Abulfaz Elchibey, and was elected President of Azerbaijan in October 1993. After the ceasefire agreement signed between Armenia, Azerbaijan and Nagorno Karabakh Republic in May 1994, Heydar Aliyev paid significant attention to the development of the oil sector of Azerbaijan and signed the “The Contract of Century” with Western oil companies in September 19941. Meanwhile, Ilham Aliyev graduated from the Moscow State Institute of International Relations (MGIMO) in 1982 and defended his Ph.D. thesis there in 1985. Ilham Aliyev lectured in MGIMO for several years, then started a business career and left for Istanbul in 1992. Ilham Aliyev returned to Azerbaijan in late 1993. He was the Vice President, then the first Vice President of the State oil company of Azerbaijan (SOCAR), and was elected as a member of the Azerbaijani Parliament in 1995 and 2000.
