INTRODUCTION BART is the backbone of regional transit services in the Bay Area. It encompasses 39 stations and 95 miles of track in four densely populated Bay Area counties, carrying around 300,000 passengers each weekday. The extension to San Francisco International Airport, due to open in 2003, and planned extensions to Warm Springs, San Jose and Oakland International Airport, will further enhance BART’s role. BART, however, is much more than a regional transit provider. It has a major impact on land use and lo- BART is much more than a regional transit cal transportation in the region, particularly in the provider. BART also has a major influence on economic development opportunities and quality of life in the communities it serves, allowing the creation of new jobs and housing without increasing regional traffic congestion and air pollution. "Access" refers to both the trip to the Defining Access station, and from the station to the Access is defined to the portion of BART riders’ trips final destination. between their origin, such as home or work, and the station faregates, and between the faregates and their final destination. The entire journey may involve many modes, such as walk-bus-BART-walk, or drive-BART-bus-walk. These guidelines consider access at all times of day, not just in the morning peak. Potential riders will be lost if they cannot reach the station because parking lots are full or no feeder bus services are available. Potential riders may also be lost if access constraints mean that the door-to-door journey involving BART becomes more expensive, time consuming, unreliable or frustrating than an alterna- tive means of travel, such as driving the entire way. A companion document, Guidelines for Transit Oriented Development, will address wider issues of station area planning. These will be an important complement to the Access Guidelines, particularly in terms of pedes- trian-friendly building and site design. Document Structure The following chapter discusses BART’s existing ac- cess policies. It also considers the context for each mode, in terms of the key constraints to improving access. Chapter 3 presents the detailed mode-by- mode access guidelines, which form the heart of this document. Finally, Chapter 4 recognizes that achiev- ing the best practice described in these guidelines is not always possible at all stations, for a variety of reasons. For example, there may be financial and land use constraints, and

Keller is the vice chair of the committee. “Citizen oversight, if done properly, can help us achieve that.” BART NEEDS CHANGE IN STATE LAW TO MOVE FORWARD BART is a special district created by the state legislature and requires an amendment of the BART Act to create citizen oversight as adopted by the Board today.

    Prepared Testimony of Carole Ward Allen San Francisco Bay Area Rapid Transit District AB 1586 (Swanson) Senate Public Safety Committee Mark Leno, Chairman Rm. 4203 State Capitol June 15, 2010 Mr. Chairman and Members of the Committee, I am Carole Ward Allen, and I am one of nine elected Directors of the San Francisco Bay Area Rapid Transit District (BART). I represent parts of Oakland and Alameda County and I serve as Chair of BART’s Police Department Review Committee. So, it should come as no surprise that I am here today to urge your support for AB 1586 – legislation that will allow us to expeditiously move forward to authorize our BART Board to implement important citizen oversight of the BART Police Department. I don’t need to reiterate the urgent need for this bill to pass, and for BART to act as soon as we can. We are often reminded that BART owes its community, and the riders we serve, a transparent system of police oversight. And that is what AB 1586 would allow through BART’s plan : (1) to appoint an independent police auditor to conduct important review of specific BART police actions; and (2) to appoint an eleven member citizen review board to assist the auditor in oversight of the BART Police Department and to recommend appropriate disciplinary action -- should it be necessary. Mr. Chairman, after months of deliberation over the past year and a half among BART Board Members and a specific Subcommittee that I established to draft a citizen oversight model – a subcommittee that included members of the community – the BART Board of Directors unanimously approved a strong proposal last August.
