The actual condition of the use of biomass in these countries, however, are not particularly clear and a study based on a new scheme is needed for a smooth implementation of biomass usage. The use of biomass resource in the South East Asian countries has been conventionally approached from two facets. One, is the identification of agricultural, forestry and stock raising resources and estimation of potential through statistical data. This approach has been adopted by many research organizations including WRI. The other, is a resource utilization study implemented in a more micro level as part of a regional study. Although each of these approaches provide an important source of information, they have shortcomings. The former tends to be a mere country analysis, making it difficult to examine the possibility of implementation by region. The latter provides detailed information, but lacks universality. A new study approach is thus necessary to probe the possibility of biomass resource utilization projects in the South East Asian region. With support from local research organizations in the subject countries (Thailand, Malaysia, Indonesia, Vietnam, Cambodia, Laos, Myanmar, Nepal and Bhutan), this study adopted an integrated approach of combining estimation of the amount of resource and local surveys, and examining the possibility of project start up. This study, thus, identifies the possibility of using biomass from a realistic point of view. In the general survey on biomass, FAQ data was mainly used to estimate the amount of biomass resource (in the provincial level). With support from local organizations, current usage and future issues were addressed, and verified through local survey. A realistic picture of the biomass usage was thus identified. Government related information were gathered by local organizations, and biomass related policies and regulations were identified through local interview surveys. Information on organizations involved in biomass usage, policy and environmental regulation related to biomass usage, regulatory standards in comparison with Japanese regulatory standards where mapped out. Information on capital investment and practice of financial institutions were gathered through interviews to experts familiar with financing in development countries, and to experts on management of agriculture, forestry and stock raising. In order to identify the financing conditions and capacity of local commercial banks, various analysis were performed; analysis of financing conditions; analysis of capital investment and cash flow by size of production in the agriculture, forestry and stock
