APPENDIX IV to the minute of meeting of the Strategic Policy Committee of 31 January 2012 (Article 3(d) refers)

MINUTE of MEETING of the SPECIAL SUB COMMITTEE of the STRATEGIC POLICY COMMITTEE held in the Committee Room, Town and County Hall, Forfar on Tuesday 22 November 2011 at 11.30am.

Present: Councillors BOB MYLES, JOHN WHYTE, ALEX KING, ROB MURRAY, PETER MURPHY and PAUL VALENTINE.

Councillor MYLES, Convener, in the Chair.

1. APOLOGIES/SUBSTITUTES

Apologies for absence were intimated on behalf of Councillors Ian Mackintosh and David May, with Councillor John Whyte substituting for Councillor Ian Mackintosh.

2. DECLARATIONS OF INTEREST

The Sub-Committee agreed to note that no declarations of interest were made.

3. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Sub-Committee of 8 November 2011 was submitted and approved as a correct record.

4. SIXTH PERIODIC REVIEW OF WESTMINSTER CONSTITUENCIES

With reference to Article 4 of the minute of previous meeting, there was submitted a spreadsheet detailing proposals as submitted by Councillor Valentine, along with the original proposals suggested by the Boundary Commission and a map plotting the counter-proposals.

Following discussion, the Sub-Committee agreed to submit revised proposals for both the Angus East and Kincardine constituency and the Dundee East and the Glens constituency which subsume the Angus Council area, as follows:-

Angus East and Kincardine constituency

1. Transfer 3943 electors from Ward 7 Aberdeen City (Midstocket/Rosemount) to the proposed Aberdeen North constituency from the proposed Aberdeen South constituency.

2. Transfer 7094 electors from Ward 17 Aberdeenshire (North Kincardine) to the proposed Aberdeen South constituency from the proposed Deeside and Gordon constituency.

3. Transfer 3147 electors from Ward 17 Aberdeenshire (North Kincardine) to the proposed Deeside and Gordon constituency from the proposed Angus East and Kincardine constituency.

Dundee East and the Glens constituency

1. Create a new constituency named “Dundee City” by:

 Transferring Dundee City Wards 1 (), Ward 2 (), Ward 3 (), Ward 4 () from the proposed Dundee West and Gowrie constituency;

 Transferring Ward 7 Dundee City () from the proposed Dundee East and the Glens constituency; 586

 Transferring 6580 electors from Ward 5 Dundee City () from the proposed Dundee East and the Glens constituency; and

 Transferring 4638 electors from Ward 5 Dundee City (Maryfield) from the proposed Dundee West and Gowrie constituency.

2. Create a new constituency named “Strathmore and Sidlaw” by:

 Transferring Dundee City Ward 6 () and Ward 8 () from the proposed Dundee East and the Glens constituency;

 Transferring Angus Ward 1 (Kirriemuir and Dean), Ward 4 (Monifieth and Sidlaw) and Ward 5 (Carnoustie and District) from the proposed Dundee East and the Glens constituency; and

 Transferring Perth & Kinross Ward 1 (Carse of Gowrie) and Ward 2 (Strathmore) from the proposed Dundee West and Gowrie constituency.
