Minister’s Foreword In February 2004, after the failure of the original privatisation framework, the Victorian Government entered into new franchise agreements with Melbourne’s public transport companies, Yarra Trams and Connex. These partnership agreements find the balance between government support for public transport in Melbourne and the operational expertise provided by experienced private rail operators. Almost one year on, the new arrangements are running smoothly, providing stability across the public transport system and giving a solid foundation for a range of improvements in service delivery. Some of the other benefits to passengers that stem from these agreements include: • Additional front-line customer service staff; • Increased security patrols; • Improved driver training programs; • All night New Year’s Eve services; • Additional rolling stock; and • Improved standards for the upkeep of transport facilities. The key themes of this summary report include the background to the failure of the original contracts, the renegotiations, the nature of the new partnership agreements and the challenges of the refranchising process. A Guide to the Major Exhibits in Junee Roundhouse Museum Mail Van KP 1942 is one of 11 built between 1912 and 1914 for overnight mail trains between regional New South Wales and Sydney. Mail was picked up at stations and sorted as the train went along. It was later converted to standard gauge and used on New South Wales main southern line express trains, including the Spirit of Progress. 7 VFW at Sydney Terminal in 1973. The depot is to be rebuilt, preliminary work has already been undertaken but we still need several members to assist. The depot junction pointwork is presently being rebuilt. Remember this work must be completed before we can begin regular running of interstate cars on our sys tem, The Brisbane car, 180, needs a lot of time spent on it to strip off all the paint, inside and out, before minor repairs to bodywork and electrical etc, can be carried out. The regular workforce (all five of them....yes, FIVE of them) would be grateful for your help. Hail and Farewell! an Evocation of Gippsland He Has Brought to Life Gippsland and Its People
CHESTER EAGLE HAIL and Hail and Farewell FAREWELL! Gippsland is an area unique in Australia; backed by mountains, bounded by the sea, cut off from the main Sydney-Melbourne axis An Evocation of Gippsland of Australian history, it lacks those starker elements of the Australian mainland which have captivated our artists and the eyes of visitors. Yet, in many ways, Gippsland still embodies the nineteenth-century Chester Eagle Australia celebrated by those who search our past and present for a national ethos. It seems to have a rare capacity to absorb change without altering its basic nature. AND FAREWELL HAIL In 1956, Chester Eagle was sent to Gippsland, to Bairnsdale—a town the existence of which he was only dimly aware—as a Victorian Education Department appointee to the local technical school. On arrival, following initial dislike, he felt challenged, stayed twelve years, and 'fell in love' with the place'. In Hail and Farewell! An Evocation of Gippsland he has brought to life Gippsland and its people. History, main-street gossip, bar talk and daily incident are combined with affectionate portrayals of local identities and reverential descriptions of the divine landscape. The place and its people live and breathe in its pages—the lean-to scoreboards, stump carvings, salmon trawlers and towering trees; the post-pioneering villages and their inhabitants—earthy, insular, and all acutely aware of each other. PART B SUBMISSION – RAIL PROJECTS VICTORIA OUTLINE OF OPENING PRESENTATION Introduction 1 This outline has been prepared in respect of RPV’s opening presentation to the Advisory Committee. 2 It should be read in conjunction with RPV’s Part A Submission1 and adopts the defined terminology contained therein. RPV and its Role in Delivering the Project 3 RPV is an administrative office within the Department of Transport. 4 It is responsible for obtaining the applicable statutory approvals for the full Project and for the delivery of Stage 1. Arrangements for the delivery of Stage 2 are subject to Government decision-making. Upon the completion of the construction and commissioning of Stage 1, V/Line will become responsible for the ongoing operation and maintenance of the train services and infrastructure delivered by Stage 1. The Structure of RPV’s Case 5 It is the task of RPV to assist the Advisory Committee in preparing a report in response to its Terms of Reference and to provide such information as required. To this end the Advisory Committee has a substantial amount of information before it, including the Greater Geelong Planning Scheme, the exhibited material, and the material produced for the hearing. The Advisory Committee has also conducted an accompanied inspection of the subject land and the Maddingly facility as a useful comparison for Stage 1.
