Long Live the Revolutions: Fighting for France's Political Future in the Long Wake of the Commune, 1871-1880 Abstract The traumatic legacies of the Paris Commune and its harsh suppression in 1871 had a significant impact on the identities and voter outreach efforts of each of the chief political blocs of the 1870s. The political and cultural developments of this phenomenal decade, which is frequently mislabeled as calm and stable, established the Republic's longevity and set its character. Yet the Commune's legacies have never been comprehensively examined in a way that synthesizes their political and cultural effects. This dissertation offers a compelling perspective of the 1870s through qualitative and quantitative analyses of the influence of these legacies, using sources as diverse as parliamentary debates, visual media, and scribbled sedition on city walls, to explicate the decade's most important political and cultural moments, their origins, and their impact. -

3.1 Les non diplômés Un tiers de bacheliers Bélep En 2009, la proportion de personnes sans diplômes au sein de la population non scolarisée atteint 37,5% contre 56% en 1989 et la part des bacheliers 32% contre 17%. Le niveau de formation générale augmente mais demeure en deçà de la métropole, où les sans diplômes constituent 34% de la population non scolarisée et les bacheliers 40%. Le niveau reste très inégal. Ainsi, le taux de non diplômés atteint 55% dans les provinces Iles et Nord contre 32% en province Sud. Par commune, il s’échelonne de 27% dans la capitale à 77% à Belep. De même, le taux de bacheliers est évalué à 15% au Nord et aux Iles contre 37 % au Sud. Ce taux fluctue de 44% à Nouméa, 33% à Pouembout et au Mont-Dore, 29% à Dumbéa, Païta et Koumac jusqu’à 10% ou moins sur la côte Est et dans les cinq îles. The following list of contemporary territories gives names as of 2012, dates of independence, names changed since independence, a selective list of colonial names, and colonial rulers since the late nineteenth century. It does not list names of all territories that were amalgamated in the early decades of colonial rule. Colonies that were part of the federations of French West Africa and French Equatorial Africa are marked (FWA) or (FEA). A slash under “Date of Independence” denotes that the process of independence from European empires was not accomplished in a single watershed event. A slash in other columns denotes successive names or rulers, while an ampersand conveys that separate colonies of different rulers were amalgamated around the time of independence. NEW CALEDONIA PBN PLAN SUMMARY This document presents the performance-based navigation (PBN) deployment program in the New Caledonia airspace sector of NANDI Flight Information Region (FIR NFFF) as well as all aerodromes providing instrument flight procedures. This plan sets out navigation specifications choices and deadlines that have been selected, following a collaborative approach between the Air Navigation Service (SNA-NC) on the one hand, and all the airspace users on the other. This plan also proposes the deployment forecasts related to these procedures and is intended to be updated on a regular basis following an annual consultation between all stakeholders.
