The Charles River Basin Commission has the honor to make the following report of its proceedings for the fiscal year ending v 0 19 9 No . 3 0 . , 1 C J . 5 19 0 As required by law, the ommission filed, on an , , m e n the state ent printed h rewith of its expe ditures and receipts , n together with an abstract of its doi gs .

This will be the last report of the Commission for a full year . An additional and final statement will be made of the Com ’ mission s doings for the seven months of the current year ending 30 9 10 1 . June , As provided in the original Charles River Basin Act and in a 524 1909 a ch pter of the Acts of , the c re and control of the Charles River Basin will pass to the Metropolitan Park Com 1 1910 w n C mission on July , , he this ommission will cease to exist .

R B Ba iver Dam creates is merely a ack y improvement , the Commission deems it wise to give something more than a formal F statement concerning the project . rom residents of the Back Bay came practically the only opposition which was encoun tered by the seven thous and petitioners who endorsed the proj 190 1 M w ect in . uch good ill be derived from this work by the H E R R B S N MM S 2 R S E C S N. an C A L IV A I O I IO "J .

B people who reside on the shores of the asin, although a few of them are still inclined to the contrary opinion ; but the chief benefit of the water park will accrue to the overcrowded popu W End N End S End C lation of the est , the orth , the outh , harles m town and East Cambridge . To those who are fa iliar with the

n e co ditions in these localities, the realization of this proj ct , which had official endorsement as far back as the inaugural of 1 8 1 n G 6 m . overnor Andrew in , will be ost gratifyi g The citizens of Watertown and Newton and those of Boston and Cambridge living near the river above the main Basin will also profit by the new conditions . As was stated in the brief for the

C mm C R e petitioners before the o ittee on harles iv r Dam, nearly people living in the valley of the Charles may expect to have their health and happiness measurably enhanced by the conversion of what had become a foul and unsightly tidal m estuary into an unsurpassed water park, si ilar in plan to the B H Ge m Alster asin at amburg, r any, but vastly greater in size M and in possibilities of future development . oreover, owing to e its central location, a large proportion of these peopl who dwell B B in the tenements of oston may reach and enjoy this asin, both m in su mer and in winter, without even the expenditure of a car m m fare . To no other etropolitan city in A erica has nature gi ven the opportunity to develop such a beauty spot in its midst .

still lacking . During the past year the Commission was able to complete B Em m the greater part of its work on the oston bank ent, which, m already in use by thousands of pedestrians, see s destined to

become the most popular promenade in the city . It Virtually extends the Charlesbank Park from the new Cambridge Bridge

Charles ate W to g est, and will be described in detail later in

this report.

CO T O F T H E W R . I . S O K ’ The Commission s total expenditures from the beginning of its work to the close of the fiscal year were which is less than half a million dollars in excess of the cost of the last Con bridge and approaches between Boston and Cambridge .

To aid the commission appointed by the Supreme Judicial C 419 1899 ourt, under authority of chapter of the Acts of , to apportion the expense of the Charles River Basin work among M the cities and towns of the etropolitan Park District, the Commission has from the beginning kept detailed accounts of

all the expenditures chargeable to the various parts of the work .

The cost of each part to the close of the fiscal year, including

its distributive share of the expenses of administration, is given m below, and a sa ple of the distribution sheet accompanying each n B voucher is printed as Appe dix .

D B RDER H LAN O ING ON T E BASIN . Certain effects of the Charles River Dam and the work done in

m the m relation to it have beco e apparent to public, but since any em nl m of th are o y partially understood , it see s desirable that the m Com ission should make an official summary of the situation . Much work remains to be done on the shores of the Basin before the public will reap the full benefit of the work authorized by the Charles River Basin Act and amendments thereto ; but if the people generally can be made to realize the effects of the m ul changes already wrought, there will be uch less delay in the timate fruition to the municipalities which will bear the major portion of the expense . Among the more important effects of the Dam upon the land bordering on the Basin is the reclaiming of the low or marshy land which was formerly flooded by the tides several times each m year. The per anent level of the Basin is established at a 2 Dam grade of % feet below the average high tide . The , being m 21 m approxi ately feet in height above ean low water , keeps out B all tides . etween the Cottage Farm Bridge and the Water Dam 4 m town there are about 93 acres of marsh land . The shores of the asin for more than n miles on either side, with the exception of the la d in front of the Brighton Abattoir and two or three wharves of small im portance , have been taken and dedicated to park purposes or are

- B i devoted to quasi public uses . ecause there is no longer a var a 10 B tion in the water level of feet or more, and because the asin ’ now e is filled with fresh water, the land at the water s edg can m s be made ore attractive by beach effect and planting, and at a cost greatly reduced below that of the old wall treatment ,

Another land effect of the Dam is in preventing the flooding of B and C cellars in both oston ambridge , also in preventing back n water in the railroad yards a d other low points in Boston . It m appears that uch of the flooding of cellars , not only in the Back Ba S End y district but in the outh , even as far as the Vicinity S of Dover treet, was due to the rising of the tide to extraordinary 1 C R . 2 heights in harles iver The grade of feet, which is the Dam 6 top of the , is nearly feet higher than the highest tide w was o Dam hich of rec rd at the time the was built, that being the 1851 m m tide of , which, with the stor acco panying it , destroyed ’ M e C m 1909 the inot s Ledge lighthous and on hrist as morning, , ’ a tide almost exactly the same height as the Minot s Ledge tide was recorded on the gages which the Commission has caused to

The matter of reducing the amount of sewage mixed with storm water that shall find its way into the Basin or into the river from the outlet of the Boston Marginal Conduit below the

flow age system cannot take care of their entire in time of storm. This condition was one of the important reasons for the build in B M C w m m g of the oston arginal onduit , hich was ade anda B tory upon this Commission by the statute of 1903. The oston M m ain Drainage syste , however, should be put in a position so that it may take care of this overflow sewage as far as possible without enlargement of its plant . To accomplish this object this Commission recommends legislation to permit the connec tion of the Boston Marginal Conduit with the Boston main in terce tin H S p g sewer at ereford treet , in order that the overflow B s t from the city of oston sewers in times of torm can be s ored , so B M C S far as possible, in the oston arginal onduit and the tony B n rook channels u til after the storm has passed . When the B M pumping plant of the oston ain Drainage system is relieved, w this overflow, more or less contaminated by se age, can then flow

B M dis back into the oston ain Drainage system , and not be charged below the Dam or into the Basin in case the storm comes at high tide . The cost of this connection will be a compara tivel y small amount, while its value for sanitary and esthetic purposes may be of great importance . In its recommendations to the Legislature of 1909 the Com mission suggested that authority be given to erect a pumping at plant, an estimated cost of from to to provide circulation for the water in the Fens ponds ; but the Legislature thought it wise to subject the Fens ponds to a test of a year un der the conditions wherein the circulation formerly provided by

In its recommendations to the Legislature of 1909 the Com mission also dealt with the desirability of securing an open an connection between the Fens ponds and the river . This c be done by removing, at an expense of to the gate chamber in the old sea-wall and the gate-chamber alongside of B S F eacon treet , which structures are across the outlet of the ens ponds and pre vent the pass age of boats and canoes . There Shoul d be legislation authorizing the Metropolitan Park C w B ommission, hen it assumes the care and control of the asin, to remove or compel the removal from the Basin of obstructions to navigation, such as sunken scows , piles or other materials .

T T XXIII . LI IGA ION . The Commission is pleased to report that in nearly seven years

w adminis it has had no suit brought against it, gro ing out of the ra i n t t o of its work . It has had numerous petitions on account n of la d takings , and has disposed of all these cases except where there was a dispute as to title . Attorney- General Malone has successfully defended before the Supreme Judicial Court one suit for an injunction to pre vent the Commission’s carrying out the directions of the Legisla n ture, and has defeated on demurrer the applicatio of numerous n other parties for inju ction .

A considerable number of miscellaneous accessories for the Operation of the lock- gate houses were designed or studied dur a n ing the year, mo g which might be noted the cases for the w contactor boards , slate finish for the rear of the s itchboards w an m in the to er room, auto atic gas water heater , screens for

14- n 24— - i ch and inch pump wells , and a lighter for the handling of stop - planks at the Lock and to be used at other times as a a landing flo t . The original designs did not contemplate heating the upper - in lock gate house , though allowance for doing so was made the design of the boiler plant ; but owing to the large amount of condensation inside the house occurring in cold weather and the damaging effect thereof on exposed steelwork and particularly

on the electrical apparatus installed, it was decided to install radiators necessary to keep the house at a temperature sufficient

to prevent such conditions . Plans were accordingly made and

Lo k- e c gat s. — m The lock gates, their operating achinery and the boiler plant have been described in previous reports . During the year their operation continued satisfactorily. In order to eliminate, so far as possible, the dangers attending an inspection of the trucks

- of the lock gates under air pressure, telephones were installed by which the man under air pressure could converse with his

- attendant in the upper or open portion of the lock gates . A

- study was made of caissons to be attached to the lock gates , by which they could be floated should it be desirable for any reason w m . to remove a gate ; finished dra ings , however, were not ade The lock- gates were originally operated from a temporary

' operating tower by temporary wiring . During the year the m m n change was ade from temporary to per ane t operation, and it took about one mile of lead-covered electric cables for the per manent wiring of the control of the motors operating the lock

Roadway.

On account of the change of grade at the two ends of the Dam, one connecting with Charles Street in Boston and the other with mm S C m Co ercial Avenue at Prison Point treet in a bridge, it was necessary to raise the grade of the Old streets and to con struct a masonry wall on the Boston side along the northerly end a l of the Ch r esbank. This work of regrading and of construct m ll m ing asonry was substantia y co pleted at the end of the year , and the work of laying necessary duct conduits for electrical wires, so far as they came within the roadway, was in progress m at the sa e time . The work of paving the roadway of the Dam was commenced

- during the year, including the necessary catch basins , drains , etc .

o w 85 The t tal width of the roadway bet een fence lines is feet, with a sidewalk 10 feet in width on each side . In the center is a double line of tracks of the Boston Elevated Railway Company .

The foundation under the stone block paving is gravel, varying from about 12 inches in thickness at the edgestone to about 2 feet in thickness at the center of the roadway. The paving blocks w e e ere laid on a gravel bas rather than on a concrete bas , as the fill for the roadway had been in place only a short time ; and as m m m fil 50 the axi u depth of ling is some feet, it is expected that

r more or less settlement will occur for two or three years . Fo

The shaft is fitted with suitable bearings and rotates with the gate . The outer end of each gate is furnished with a spring catch, which engages w—ith a latch containing a spring buffer attached to the lower lock gate house in the case of one gate and to the roadway fences in the case of the others .

Drawbridge. The motor brakes originally installed in the machinery for operating the draw were found to be inadequate when the draw

For was operated in a high wind or when covered with snow . this reason it was deemed advisable to install auxiliary brakes . A general design was furnished by the Scherzer Rolling Lift B C ridge ompany, which was developed in detail by the office o force, and the work on the erecti n of the auxiliary brakes was commenced toward the close of the year .

Operation of Lock and Drawbridge. The operation of the Lock and drawbridge is under the imme diate charge of a superintendent, who is also the electrical a engineer. Under him are four electrical assist nts , who operate the lock-gates and drawbridge from the tower in the lower lock gate house, working in three shifts of eight hours each, and not more than forty-eight hours per week except in cases of emer n ge cy. There are two lockmen on each shift to assist navigation n through the Lock and to take a d make fast lines as directed . The force have exercised judgment in handling the traffic and in m m aintaining the various electrical, echanical and heating appliances . The’ Lock and drawbridge were operated successfully through out the year without any delay to navigation. The tugboat cap and tains have become acquainted with the situation at the Lock, w ffi take their tows through ithout di culty . The electrical devices for the control of the Lock and draw bridge have been completed during the past year and have proved satisfactory. There has been occasion to pump out the Lock eight times dur n ing the year, for examini g the various gates, etc . , that are under water, and for cleaning the Lock . Heating Plant. The boiler plant at the Lock is used to heat the upper and

- - a lower lock gate houses , the lock gates themselves , the ch mbers

- containing the sluice gates used to control the flow of the river , and the stable and boat-house on the Cambridge side of the river .

The plant consists of two horizontal , return tubular boilers , 52 3 and 16 each having tubes inches in diameter feet long, with a heating surface of 755 square feet and a grate area of 16

was n square feet . This plant built to burn a thracite coal , and a Sturtevant blower was connected with the flue in order to fur nish a good draft at all times , as the chimney is not high . The 297 n plant used to s of coal during the year, varying from ton per day in mild weather to tons per day on the coldest days .

Of All the steam piping at the Lock, including that in the boiler w room, pipe galleries under the Lock and alls of the Lock, have been covered with magnesia covering ; that in the boiler room has no covering outside of the magnesia other than the usual light w duck ; that outside of the boiler room, ho ever, including the m w stea main bet een the Lock and the sluices , has an additional water -proof covering consisting of two layers of roofing paper w and held in place ith asphaltum paint copper wire, and a j acket

SO far there has been no trouble in operating these gates on m account of freezing, but in order to mini ize as much as pos sible the trouble from this cause , canvas screens were placed in

- the stop plank grooves at each end of each sluice, to prevent in some degree the admission of cold air . In previous years a sluice was constructed along the Basin wall on the easterly side of the forebay of the sluices, for the purpose of drawing salt water from the bottom of the Basin and tim discharging it below the Dam . During the present year a m n ber sub erged outlet was constructed for this sluice, extendi g down some 28 feet below the normal elevation of the water in B the asin, for the purpose of drawing the salt water into one of m m n the ain sluices , access to the water fro the ordinary entra ce

- being cut Off by stop planks . During the greater part of the year only one man is needed to

- operate the sluice gates that control the river flow, but when freshet flows occur , and particularly when there is ice in the

B o asin, an additional force is necessary in order t see that ice does not j am at the entrance of the sluices and also to assist in running the ice through the ice-run gate in the upper lock-gate as it is broken up in the Basin and canals .

Eart Fi h lling. Work on the earth filling at the Dam proceeded during the E year except in the winter . arth was brought in scows from the Harbor and from the Basin and the Cambridge canals ; some m m was also brought fro Ca bridge in carts .

Retainin alls g W . The earth portion of the Dam is held in place by masonry

- the walls , one , on the down stream side of the roadway, called

H w u - m arbor all , and the other, on the p strea side of the park on B the Dam, called the asin wall . The Harbor wall is a masonry structure built on piles with 9 8 a concrete base extending from elevation to elevation 101 . From this point to the coping the wall is faced with quarry—faced ashlar masonry with concrete or rubble backing. The face of

the wall is laid to a curve having a radius of 30 feet . The piers

a R of the Boston Elev ted ailway caused some additional work, as closures had to be made between each pier and specIal stones were required for making the returns on each side of the pier . Piles have been driven for the foundation of the Basin wall at the place previously left open to permit scows containing earth n filling for the Dam to pass through the ope ing . Previously all of the Basin wall had been built when the tides were ebbing or

low flowing, so that by taking advantage of water the base of the wall could be placed in the dry ; but on this last section the con crete was placed under water and the lower course of the stone masonry was bedded in the concrete before it had set . This method of conducting the work was quite successful .

r r Surfacing the Pa k A ea. The grading between the Lock and the Charlesbank having been completed, the final surfacing of this portion of the Dam m m . was com enced This consisted in placing and grading loa , laying a granolithic sidewalk along the Lock wall to the rest pier , and constructing gravel walks and brick gutters on other ha portions of the embankment . The granolithic work d all been

- completed, the concrete catch basins built and the vitrified drains and fibre conduits had all been laid at the end of the year .

- cast iron water pipe , to furnish a supply to fixtures for use in watering the grass ; brick gutters ; gravel walks ; the furnishing,

An air compressor on wheels was set up , and the work of drilling the holes for the anchor bolts wi th compressed air started ; but the stone was of such a character that the drills stuck and it was impossible to make the

e m desir d progress by using power, so the co pressed air plant m was discarded and the work was co pleted by hand drillers . About the time the drilling of the holes was completed the ma terial the for the fence was delivered, and work proceeded rapidly and was substantially completed by the end of the period covered by this report .

Plans were made and contracts signed during the year for dredging in the upper Basin to give a depth of water at normal Basin level of 5 feet up to Galen Street Bridge in Watertown 5 and of 3 feet from that bridge to the Watertown Dam . The foot channel has a bottom width of 50 feet up to a point 800 feet

a - below the bove mentioned bridge, above which point it widens m to a basin with a maximum width of 120 feet . I mediately above the bridge is provided a basin 500 feet long with a maxi f 1 2 w mum width o 0 feet . During the year some cubic yards were dredged from
