Chief Content Officer - L.A. Public Media Service – Radio Bilingüe Job Description: A major new public radio programming and digital media service will produce content directed to a younger, ethnically diverse, underserved audience in Los Angeles with an initial focus on the largest group, Latinos, for testing, development and launch over a seven-month period. Radio Bilingue, Inc. will hire the Chief Content Officer on a full-time temporary basis.

This search is for a Chief Content Officer who will design program/formats/program concepts and develop a strong 21st century vision for the new service rooted in Los Angeles. The Chief Content Officer will be hired on a full-time temporary basis during the project’s program testing and development phase. The right individual will recruit, audition and lead the creative team of hosts, producers, and content creators in developing and testing innovative multi-platform programming, attracting new audiences, better serving the coverage area, and creating new opportunities across traditional radio and digital media platforms.

The Chief Content Officer will work in tandem with the Project Director to lead the development of a totally fresh sound and programming service in tune with the needs of an underserved ethnically diverse audience. He or she will report to Radio Bilingüe Hugo Morales and collaborate with Radio Bilingüe staff and project partners.

Job Duties: • Envision the future of the service across all platforms and explore opportunities to improve and expand it • Lead the design of program/formats/program concepts • Lead program development and testing • Identify and collaborate with partners to produce music, cultural, editorial material and specials • Create position descriptions; recommend hires and direct staff and consultants. Provide motivation, goals, and evaluations • Communicate the program’s goals, successes, needs and risks to the project partners. Effectively negotiate among all constituencies to deliver the resources the work requires. • Responsible for overall quality, budget and of programming deliverables

Qualifications Desired: • Clear understanding of and commitment to public/community radio mission, vision and culture. • Success in developing new innovative programming concepts • Ability to work independently and handle multiple deadlines and priorities effectively • Skilled in media research, interpretation and application • Experience with audience analysis, targeting and testing • Demonstrated ability to serve the defined audience • Experience on the L.A “beat” and with relevant topics for L.A Latinos and other communities of color.

43 • Rooted in the fundamentals of radio and new media programming • Effective manager of budgets in a fast moving broadcast environment • Ability to articulate new ideas and vision to a creative team • Understands and applies the principles of good journalism • Has demonstrable management and delegation skills • Ability to attract and recruit talent, especially of key staff such as Senior Producers, and hosts • Skilled collaborator and skilled in staff performance critique and improvement

Required Experience: Several years of related work experience, including management oversight of administrative, budget and staffing functions.

Required Education: Degree in a related field, preferred.

About the Project

The Corporation for Public Broadcasting seeks to increase service to younger, ethnically diverse, underserved communities by supporting development of a new public media program service in Los Angeles. Acknowledging the tremendous diversity of the Los Angeles community, CPB conducted research that defined an initial target segment for this model effort -- Latino listeners aged 20-45 who are in general partly acculturated, proficient in both English and Spanish, have established roots in the community and some higher education. CPB has awarded a grant to Radio Bilingüe to manage the startup and program development for the new service in Los Angeles. Radio Bilingüe has a 30-year track record and is a Latino-controlled noncommercial radio network and the prominent producer and distributor of Latino-oriented programming in public media nationally. Radio Bilingüe seeks to develop a sustainable, relevant and vibrant programming service.
