The current Conservative Party has been racked with accusations of scandal and corruption. At least three Canadian Senators, hand-picked by the Prime Minister, are having their housing and living expenses reviewed, two Conservative Members of Parliament are being taken to task for improper accounting of their election expenses, and a court case recently determined that “there was an orchestrated effort to suppress votes during the 2011 election campaign by a person with access to the CIMS database” which is “maintained and controlled by the CPC (Conservative Party of Canada)”. -

We have three hours in front of us and therefore we should jump right into it. First of all, a warm welcome to Jutta Urpilainen, the Commissioner-designate for International Partnership. It is great to finally start this hearing and I know that the Commissioner-designate is looking forward to this as much as we in the Committee are. Before we start, I would like, just quickly, to go through the formalities and the setting for this hearing. First, in line with the guidelines from the approval of the Commission, Parliament evaluates the Commissioner-designate on the basis of their general competence, European commitment and personal independence. It also assesses the knowledge of their prospective portfolio and their communication skills. Before the hearing, Ms Urpilainen had replied in writing to a preparatory questionnaire. The written answers have been distributed to Members in all languages. We do note that the Committee on Legal Affairs has raised no objection to our holding this hearing. The structure of this hearing is as follows: the Commissioner-designate is invited to make an opening oral statement of no longer than 15 minutes. -

Orchard to Run for Tory Leadership
Orchard to run for Tory leadership By ALLISON DUNFIELD Globe and Mail Update Friday, January 17 – Online Edition, Posted at 4:52 PM EST Saskatchewan farmer and long-time Tory David Orchard Friday announced his intention to join the upcoming Progressive Conservative leadership race. Mr. Orchard, who had been expected to enter the race for some time, will officially announce his candidacy on Tuesday at a press conferences in Ottawa and Montreal. His bid raises the number of candidates to three. Of those, Tory MP Peter MacKay is the most well-known and is considered the front-runner. Mr. MacKay announced Thursday that he would run. Calgary lawyer Jim Prentice also launched his bid Thursday. A statement from Mr. Orchard's office says Mr. Orchard's campaign will focus on his commitment to the "historic principles of the Progressive Conservative Party and about how the renewal of national government based on those principles is essential to the preservation of our country and the values upon which it is based." Mr. Orchard, a free-trade opponent, came second to outgoing Progressive Conservative Leader Joe Clark at the 1998 leadership convention. At his early morning news conference in Nova Scotia Thursday, Mr. MacKay promised tax cuts and a political comeback to Tory party faithful. Both he and Mr. Prentice spoke of the need to bring more co-operation to Canada's right-wing parties, but Mr. Prentice said his intention is to first build the Tories and then do what he can to push forward notions of co-operation. The Progressive Conservatives had hoped to snag several high-profile candidates early on, including New Brunswick Premier Bernard Lord and Ontario businessman John Tory. -

CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense. -

Jun. 9 2003 0:14 AM ET Canadian Alliance leader Stephen Harper plans to push ahead with a campaign to unite the right-wing vote in Canada. In an interview with CTV's Question Period Sunday, Harper said cooperation between Canada's two right-of-centre parties -- the Alliance and the Progressive Conservatives -- is the only way to unseat the powerhouse Liberal government. Acknowledging the "complicated" issues that still separate the two parties, Harper said they are not insurmountable. "There are loyalties to brand name and history and there are differences over some policy matters, but I think there are less differences among us than we have with the Liberal party. "The lesson is it's going to be awfully tough to take on the Liberals alone and we should look at a bigger tent." But new PC party leader Peter MacKay appears to have ruled out the option. In a fourth-ballot deal to win the Conservative leadership, MacKay made a deal with rival David Orchard -- opposing a merger with the Alliance. The Opposition leader discounted the influence of the PC party's "silent leader," adding that the deal has created "new options" for the political right. "Before, it was a matter of just rebuilding the old party. Now the option is to work in a Canadian Alliance or work in a coalition with David Orchard," Harper said. "I don't think David Orchard necessarily has a veto in this country on the future of conservatism." However, Harper's latest strategy doesn't involve uniting the two parties. -

MYTH MAKING, JURIDIFICATION, AND PARASITICAL DISCOURSE: A BARTHESIAN SEMIOTIC DEMYSTIFICATION OF CANADIAN POLITICAL DISCOURSE ON MARIJUANA DANIEL PIERRE-CHARLES CRÉPAULT Thesis submitted to the University of Ottawa in partial Fulfillment of the requirements for the Doctorate in Philosophy degree in Criminology Department of Criminology Faculty of Social Sciences University of Ottawa © Daniel Pierre-Charles Crépault, Ottawa, Canada, 2019 ABSTRACT The legalization of marijuana in Canada represents a significant change in the course of Canadian drug policy. Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with. -

CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict. -
