ISSUES o Elmira, NY is an industrial city. The largest employers are Hardinge Brothers, which makes precision machines, and a Toshiba Display Devices facility. Rep. Amo Houghton represents this area -- the 31st Congressional District. o According to John O'Mara, the issues of greatest concern to those attending the events in Elmira are health care and Whitewater. There will be many physicians in attendance. o Immigration -- Gov. Cuomo is seeking to add New York to the list of States who have filed lawsuits against the federal government seeking payment for past services provided to undocumented immigrants under a failed immigration policy. Undocumented immigrants apparently cost NY $970 million last year. o Gambling -- becoming more and more popular in States -- NY is also considering approval of casino and riverboat gambling. This would require an amendment to the NY constitution. Gov. Cuomo opposed gambling in NY outside of the already legalized gambling on the upstate Indian reservations. Amendment could be before voters by 11/95.

There is no outstanding Republican candidate to run against Moynihan. In a poll conducted from 4/9 to 4/11, Sen. Moynihan crushed his possible Democrat opponent :

The National Republican Senatorial Committee says this is their one big hole in Senate races this year. It's such an uphill climb against Moynihan that they would rather focus their attention on the more competitive races.

GUBERNATORIAL RACE

Governor Cuomo' s unfavorable numbers are high and his re- elects are low. Yet, because the Republicans have been so divided over a candidate, Gov. Cuomo is likely to benefit from the GOP's disarray. Add to this the Libertarian candidacy of radio shock jock Howard Stern and it becomes even more interesting. From a "hack poll" done by Prodigy computer services subscribers, 51% preferred Stern, 21% Cuomo, and 22% the GOP nominee. Subscribers are "overwhelmingly" Republican and many political experts believe that Stern would draw voters from the right. Stern does have the highest unfavorable rating of all the candidates, however, most being under the impression that this is a publicity stunt. Stern's reasons for running? -- "to reinstate the death penalty, improve the collection of highway tolls ... and ensure that road construction crews work only at night."

Among Republicans, Rep. Green is considered to be the strongest contender. He announced his candidacy referring to himself as the "Unity candidate" meaning that he is more moderate. A poll conducted 3/23-30 showed Cuomo with 36% and Green with 27% in a head-to-head.

As you know, Senator D 'Amato has handpicked State Senator as the GOP candidate and has handed over his $400,000 war chest initially established to benefit D'Amato in his own possible run for Governor. D'Amato, probably hoping to gain the support of the Conservative Party in the State, recommended a Pataki-London ticket. However, Conservative Party Chair Michael Long "said he doubted a Pataki-London ticket could be arranged."

The "bare it part" was provided by a female stripper "who braved the a chilly rain to expose her breasts on the steps of the Capitol." Misty Costa said Stern "would fight for topless rights": "I'm fighting for the right to bare my t--s if I want to." Costa said she wasn't hired by Stern, who is said to be on vacation (Finnegan/Lombardi, N.Y. DAILY NEWS, 4/7). Infinity Broadcasting Corp, which employs Stern, "is still trying to determine exactly how the equal-time rules will apply" now that Stern is a candidate. The FEC has indicated that "opposing candidates must be allowed an equal amount of airtime" on Stern's NY affiliates after the 9/13 primary. "But that may change once the lawyers confer on his unusual situation" (N.Y. NEWSDAY, 4/6).

ELMIRA, NEW YORK -- The following are .remarks of Senate Republican Leader Bob Dole prepared for delivery tonight at the Souther Tier County Republican Dinner in Elmira, New York:

Today the Bosnian city of Gorazde is on the verge of collapse and the United States, together with NATO, is on the verge of losing its credibility in world affairs. The events of this past weekend are evidence that the United States has abdicated the leadership role it assumed in February when Sarajevo was rescued. Since then, we have turned over the reins to the United Nations -- which has already lost all credibility in the former Yugoslavia. Gorazde: A Humanitarian Catastrophe With more than 300 people killed in Gorazde, 1,100 wounded, 30,000 people displaced from their homes, and Bosnian Serb forces shelling the city's water power plant and hospital, the situation in Gorazde is a humanitarian catastrophe. Yet, the U.N.'s response has been to issue more statements and to pull out U.N. peacekeeping forces. Meanwhile, President Clinton has taken the position that the United States and NATO cannot take action unless authorized by the United Nations. I reject that 'view. The United States does not have to wait on the United Nations to establish U.S. policy toward Bosnia. Not Getting Peacekeeping We Pay For The U.N. peacekeeping record in the former Yugoslavia is one marked by failure. This year, the United States will spend at least $3'00 million to fund UNPROFOR in the former Yugoslavia, but we are not getting the peacekeeping we are paying for. The fact is that UNPROFOR has not carried out resolutions passed by the U.N. Security Council, such as Resolution 836 which authorizes the use of force to protect "safe havens" such as Gorazde. Instead of getting protection of so-called safe havens in Bosnia, the U.S. taxpayers have gotten big bluffs for the buck. It's no wonder the Serbs have now called the U.N.'s bluff. Serious Questions About U.N. Funding We have reached the point where we must consider whether further funding of UNPROFOR can be justified -- especially since the presence of UNPROFOR troops are cited by our allies as a key obstacle to lifting the arms embargo against the Bosnians. And so serious questions must be asked when UNPROFOR's mandate expires on the 30th of April; expansion of UNPROFOR at this time may be the worst option for the protection of Bosnians. American Leadership Needed to Lift Embargo Therefore, I call upon the President to resume a serious effort to lift the arms embargo against the Bosnian government. President Clinton indicated today that he still favors the lifting of the arms embargo against the Bosnians. However, this cannot and will not occur without U.S. leadership. The President should make it_ clear that the United States is ready to and will lift the embargo unilaterally if our allies and other members of the U.N. Security Council refuse to go along. Unlike the embargo against Iraq, this arms embargo violates the U.N. Charter and Bosnia's right to self- defense. Lifting the arms embargo may not help the people of Gorazde who are on the brink of death, but it may save other Bosnians from the dangers of U.N. indecision and appeasement.
