Incentives for cutting S.J. emissions proposed By Audrey Cooper, Record Staff Writer Published Thursday, April 24, 2003 FRESNO -- Business and community leaders at a first-ever clean-air summit Wednesday unveiled a proposed plan to cut smog by offering tax incentives and government funds to industries or groups that cut emissions. The Operation Clean Air summit drew more than 400 people from around the San Joaquin Valley, which is by some standards the country's most polluted area. That pollution has been linked to climbing asthma rates, premature deaths and cancer. Operation Clean Air is a public-private organization interested in finding voluntary measures to cut the Valley's pollution. It was the brainchild of Fresno-area politicians and includes representatives of the nine-county Valley air basin. Officials said the proposed plan was only a draft and would go through several changes over the next few months. But the popular centerpiece of the plan is a proposed "Air Quality Improvement Zone," which could work similar to municipal economic-improvement zones that use various financial incentives to encourage urban redevelopment. -

Nationalization, partisan realignment, and the reapportionment and redistricting of House seats all contributed to a House where Republicans do not necessarily always dominate, but in which they have had an edge more often than not. November 20, 2015 The Honorable Barack Obama President of the United States The White House Washington, DC 20500 Dear Mr. President: Our country has long served as a welcoming beacon to individuals and families who seek safety and refugee status within the borders of the United States. For years we have been proud to welcome refugees into our communities in their pursuit of a better life and future. However, we are deeply concerned that the Islamic State of Iraq and Syria may have exploited the generosity of the refugee system to carry out Friday’s terrorist attack in Paris. While the tragic event was a direct assault on the European Union’s refugee system, the potential for this situation to arise in the United States is escalated by information revealed by the Director of the Federal Bureau of Investigation, James Comey. In testimony before Congress, he admitted to certain inadequacies in the system that would prevent the thorough vetting of the 10,000 refugees your administration has pledged to admit into the United States. As governors, we are charged with ensuring the safety and wellbeing of our citizens. In order to adequately fulfill this duty, we request that you immediately review the process by which you conduct background checks on all individuals applying for refugee status and address the gaps acknowledged by your director of the FBI. In the wake of this recent tragedy, and until we can ensure the citizens of our states that an exhaustive review of all security measures has been completed and the necessary changes have been implemented, we respectfully request that you suspend all plans to resettle additional Syrian refugees. -

Declaration of Independence One of the most important duties of an American citizen is casting a ballot in an election. This November, Michigan’s citizens will be voting to select the fifteen representatives and one senator who will be responsible for making sure the voices of the people of Michigan are heard in the United States Congress. In order to help the voters of Michigan make an informed choice about their representation in Washington, D.C., the Michigan Catholic Conference has solicited the positions of the thirty Democratic and Republican candidates for the U.S. House and Senate on a variety of issues. We are pleased to make their answers available to you. Questionnaires were sent to the congressional and senate candidates from the major parties in early September 2002. Candidates were asked to mark whether their position was in support of, or in opposition to, the subject of questions found on pages two and three. Candidates were also given the opportunity of noting where they had no position on an issue. In some cases, candidates provided comments or answers on questions unsolicited by the Michigan Catholic Conference. Because the MCC candidate questionnaire did not include a spe- cific area for comment, these unsolicited comments and additions have not been reproduced here. The comments of the candidates will be provided upon request. “Knock the EPA Out!” Environmental Politics and Community Identity in Appalachian Ohio* In May 1988, millions of Americans tuned into a special edition of the Oprah Winfrey Show broadcast from a small town in southeastern Ohio, a region hard hit by industrial and mining losses. “They were middle class people, once earning good money in the coal mines [and] in the steel mills,” the show’s opening sequence declared as Rust Belt imagery flashed across the screen. “But the rug was pulled out from under them. They never imagined themselves standing in welfare lines, never imagined relying on food stamps.” As they discussed the problems of job losses in the area, many in the audience, especially those laid-off from the region’s mines, mills and power plants, blamed new environmental regulations, particularly the Clean Air Act, and envisioned a return to the industrial past. “The whole bottom line is: knock the EPA out!” railed one audience member. “We want work. We don’t want the clean air. We want the factories back. We want the mines back.”1 The late 1960s and early 1970s were a golden age for the communities of southeastern Ohio. Nestled in the foothills of the Appalachian Mountains, local residents benefited from an upswing in mining employment prompted by the increased use of coal in electricity production. By the mid-1980s, however, a variety of factors including a lack of economic diversification, low education levels, and inadequate transportation as well as the increasing environmental standards encoded in the Clean Air Act manifested in high unemployment, poverty and out- migration.
