Message from Lok Sabha The Food Safety and Standards Bill, 2006 Secretary-General reported to the House the following Message received from Lok Sabha, signed by the Secretary-General of Lok Sabha:- “In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Food Safety and Standards Bill, 2006, as passed by Lok Sabha at its sitting held on the 26th July, 2006.” 5. Report of the Department Related Parliamentary Standing Committee on Information Technology Shri Vijay J. Darda laid on the Table a copy (in English and Hindi) of the Thirty- fourth Report of the Department-related Parliamentary Standing Committee on Information Technology on “The Indian Telegraph (Amendment) Bill, 2006.” 7. Report on the Indian Parliamentary Participation at International Conference Secretary-General laid on the Table a copy (in English and Hindi) of the Report on the participation of the Indian Parliamentary Delegation in the Fifty-first Commonwealth Parliamentary Conference held at Nadi, Fiji, from 1st to 10th September, 2005. 12:03 p.m. 8. Recommendations of the Business Advisory Committee The Chairman informed Members that the Business Advisory Committee in its meeting held on Friday, the 28th July, 2006, has allotted three hours each for consideration and passing of:— (i) The Actuaries Bill, 2005, after it has been passed by Lok Sabha; (ii) The Juvenile Justice (Care & Protection of Children) Amendment Bill, 2005, after it has been passed by Lok Sabha; (iii) The Wildlife (Protection) Amendment Bill, 2005; and (iv) The Right to Information (Amendment) Bill, 2006. 2. The Committee has also recommended that the sittings of Rajya Sabha fixed for Monday, the 28th August, Tuesday, the 29th August and Wednesday, the 30th August, 2006, during the current session, be cancelled. 3. The Committee has further recommended that in order to complete the Government Legislative and other business, the House may sit up to 6-00 p.m. and beyond, each day, during the remaining part of the current Session”. Motion for Election to the Court of the Aligarh Muslim University A motion for election of one member to the Court of the Aligarh Muslim University was moved and adopted. 12:05 p.m. 10. Motion for Election to the Central Advisory Board of Education A motion for election of one member to the Central Advisory Board of Education was moved and adopted. 12:06 p.m. 11. Motion for Election to the All India Council for Technical Education A motion for election of one member to the All India Council for Technical Education was moved and adopted. 12:07 p.m. 12. Matter raised with permission Shri A. The Rajiv Gandhi University Bill, 2006 Shri Arjun Singh (Minister of Human Resource Development) moved for leave to introduce a Bill to establish and incorporate a teaching and affiliating University in the State of Arunachal Pradesh and to provide for matters connected therewith or incidental thereto. Shri Arjun Singh introduced the Bill. 1:02 p.m. IV. The Constitution (Scheduled Tribes) Order Amendment Bill, 2006 Shri P.R. Kyndiah (Minister of Tribal Affairs and Minister of Development of North Eastern Region) moved for leave to introduce a Bill further to amend the Constitution (Scheduled Tribes) Order, 1950 to modify the list of Scheduled Tribes in the State of Bihar. Members of Parliament. My definite view is that it should be discussed in the House. The perception is that the Members of Parliament are robbing the Exchequer; they are over-paid; and their facilities are incomparable. ...(Interruptions)... Last time, I had mentioned about the salaries that are paid to the hon. Members of Parliament in foreign countries and the facilities that are being enjoyed by them.

In addition, Original Version of the Lok Sabha proceedings is being prepared and kept in Parliament Library suitably bound for purposes of record and reference only.

SEZs are being created under the Special Economic Zone Act 2005, a model promoted with frenzy by the Ministry of Commerce and Industry (MoC) with the promise of creating jobs, ushering investment and heralding unprecedented economic growth in the country. Making the most of a central Act that empowered states to create such exclusive 'growth' zones, government have gone on a widespread drive of acquiring, leasing out and selling land to private and government developers. The central government's fast track approval of over 237 SEZ proposals has led to total land area acquired of approximately 134,000 hectares for 67 multi-product SEZs alone. Claims of the MoC that agricultural land has been left untouched and not a single farmer has been displaced by SEZs created thus far are far from the truth, as it is farmers groups that are leading protests around the country.
