National Anthem The National Anthem was played. 11-02 a.m. 2. Oath or Affirmation Shri Fali Sam Nariman (Nominated) made and subscribed oath and took his seat in the House. 11-03 a.m. 3. Obituary References The Chairman made references to the passing away of: Shri T. Chengalvaroyan (ex-Member); Dr. (Shrimati) Sathiavani Muthu (ex-Member); and Prof. Ramlal Parikh (ex-Member). The House observed silence, all Members standing, as a mark of respect to the memory of the departed. 11-09 a.m. 4. Reference to the Super Cyclone in Orissa The Chairman made a reference to the super cyclone that hit the state of Orissa on the 29th October, 1999 and made an appeal to the whole country to rise as one and join in the process of restoration, rehabilitation and reconstruction to help rebuild coastal Orissa. The House observed silence, all Members standing, as a mark of respect to the victims of the tragedy. 11-11 a.m. 5. Reference to the completion of 50 Years of Constitution of India The Chairman made a reference to the successful completion of 50 years of the Constitution of India that was adopted on the 26th November, 1949. 11-14 a.m. 6. Starred Questions The following Starred Questions were orally answered. Starred Question Nos.1 regarding Import Price of Steel items. Starred Question No.3 regarding Installation of powerful transmitters for AIR, Bhuj. Starred Question No. 4 regarding Inclusion of communities in STs list in Assam. Starred Question No. 5 regarding Floor price for import of Steel. Starred Question No. 7 regarding Programmes telecast from Jalandhar Doordarshan . Shri Jagmohan (Minister of Urban Development) laid on the Table a copy (in English and Hindi) of the Notification S.O. No. 791(E) dated 28.9.1999 publishing the Delhi Urban Heritage Foundation Regulations, 1999 under Section 58 of the Delhi Development Act, 1957. Shri Jual Oram (Minister of Tribal Affairs) laid on the Table a copy each (in English and Hindi) of the following papers: (i) Tenth Annual Report and Accounts of the Tribal Cooperative Marketing Development Federation of India Limited, New Delhi, for the year 1997-98, together with the Auditors Report on the Accounts. (ii) Review by Government on the working of the above Federation. (iii) Statement giving reasons for the delay in laying the papers mentioned at (i) above. Ms. Maneka Gandhi (Minister of State in the Ministry or Social Justice & Empowerment (Independent Charge) laid on the Table a copy each (in English and Hindi) of the following papers, under sub-section (1) of section 619 of the Companies Act, 1956: (a) First Annual Report and Accounts of the National Safai Karamcharis Finance and Development Corporation, New Delhi, for the year 1997-98, together with the Auditor's Report on the Accounts and the comments of the Comptroller and Auditor General of India thereon. (b) Review by Government on the working of the above Corporation. II. Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (I) above. Shri O. Rajagopal (Minister of State in the Ministry of Law, Justice & Company Affairs) on behalf of Shri Dilip Ray laid on the Table, a copy each (in English and Hindi) of the following papers: (1) Memorandum of Understanding between the Government of India (Ministry of Steel) and Kudremukh Iron Ore Company Limited for the year 1999-2000. (2) Memorandum of Understanding between the Government of India (Ministry of Steel) and Steel Authority of India Limited for the year 1999-2000. (3) Memorandum of Understanding between the Government of India (Ministry of Steel) and National Mineral Development Corporation Limited for the year 1999-2000. (b) Review by Government on the working of the above Council. (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above. (a)Forty-fourth Annual Report of the Tea Board, Calcutta, for the year 1997-98. (b) Review by Government on the working of the above Council. II. A copy each (in English and Hindi) of the following papers, under sub- section (1) of section 619 of the Companies Act, 1956: (a) Annual Report and Accounts of the India Tea and Restaurants Limited, Mumbai, for the year 1998-99, together with the Auditor's Report on the Accounts and the comments of the Comptroller and Auditor General of India thereon.. (b) Review by Government on the working of the above Company. Shri O. Rajagopal (Minister of State in the Ministry of Law, Justice & Company Affairs) laid on the Table, a copy (in English and Hindi) of the Special Protection Group (Amendment) Ordinance, 1999 (No. 10 of 1999) promulgated by the President on the 18th November, 1999 under sub-clause (a) of Clause (2) of article 123 of the Constitution. 12-01 p.m. 9. Leave of Absence Shri Shankar Roy Chowdhury (Independent) was granted leave of absence from all the sittings of the House during the current Session of the Rajya Sabha. 10. Special Mentions 12-02 p.m. Dr. Manmohan Singh raised a matter regarding deletion of the name of Late Shri Rajiv Gandhi from the Bofors chargesheet. Shri Jaswant Singh, Minister of External Affairs and Leader of the House replied and also laid on the Table a copy of the Statement on investigations in the Bofors case. 12-24 p.m. (2) Shri K.R. Malkani Shri Gurudas Das Gupta raised a matter regarding setting up of FBI liaison office in India by United States. Shri Jaswant Singh, Minister of External Affairs and Leader of the House replied. 12-36 p.m. (3) Shri J. Chitharanjan Shri E. Balanandan Shri Rama Shankar Kaushik raised a matter regarding demonstration before the Parliament on 29.11.99 by LIC, GIC and Bank employees to protest against the proposed Insurance Regulatory Bill, 1999. 12-56 p.m. (4) Shri C. Apok Jamir raised a matter regarding ambush on Nagaland Chief Minister. (The House adjourned and reassembled at 2-07 p.m.) 11. Government Bills Passed I. The Notaries (Amendment) Bill, 1997 29TH NOVEMBER, 1999 Shri Ram Jethmalani (Minister of Law, Justice and Company Affairs) moved for the consideration of the Bill.
