BAB I PENDAHULUAN 1.1. LATAR BELAKANG Salah satu isu penyiaran yang paling sensitif sejak dikeluarkannya UU No 32 Tahun adalah masalah Sistem Stasiun Jaringan (SSJ). Di saat wacana Sistem Stasiun Jaringan LPS televisi eksisting (RCTI, SCTV, MNCTV, Indosiar, Global TV, ANTV, Trans7, Trans TV, TV One dan Metro TV), beserta polemiknya terus bergulir di ranah penyiaran Indonesia, di sisi lain, praktik Sistem Stasiun Jaringan yang berasal dari televisi-televisi non eksisting (televisi lokal), seperti SUN TV Network, Kompas TV, JTV dan Bali TV juga menjadi perhatian berbagai kalangan karena dinilai terdapat sejumlah persoalan di dalam penyelenggaraannya. Sebagai perbandingan, pada model SSJ LPS TV eksisting, sepuluh stasiun televisi swasta yang mengudara secara nasional diwajibkan mendirikan badan hukum baru, melepas stasiun relai, melepas saham secara bertahap, serta pancaran siaran tidak boleh dilakukan hanya dengan perantara stasiun relai. Di mana praktiknya, status kepemilikan LPS televisi eksisting diturunkan menjadi kepemilikan lokal untuk menciptakan diversity of ownership dan diversity of content seperti yang diamanatkan Undang-Undang, namun pada penyelenggaraan SSJ televisi non eksisting, justru sebaliknya, terjadi akuisisi dan pembelian saham televisi-televisi lokal. Grup-grup besar seperti SUN TV Network yang merupakan anak perusahaan MNC, Kompas TV dari kelompok Kompas Gramedia begitu agresif bermitra dan bersinergi dengan stasiun-stasiun televisi lokal untuk membentuk jaringan, serta memperluas daya siar ke berbagai penjuru Tanah Air. Uki Hastama, anggota dari Asosiasi Televisi Swasta Indonesia (ATVLSI), pengamat media dan konsultan televisi lokal, kepada peneliti, menyampaikan fakta tentang kondisi dunia penyiaran yang sekarang ini tengah diwarnai 1 perburuan dan persaingan untuk membeli stasiun-stasiun televisi lokal. Uki menyebut SUN TV, serta kelompok Kompas Gramedia yang akan membuat televisi jaringan KompasTV, sangat gencar meminang televisi-televisi yang memiliki Izin Penyelenggara Penyiaran (izin frekuensi) di berbagai daerah. -

Selain sebagai penyalur informasi dan pendidikan, media massa juga menjadi andalan pusat hiburan yang mudah untuk dijangkau. Kemudahan tersebut yang kemudian membuat kebutuhan audien akan informasi meningkat, dan membuat pelaku media madda memenuhi kebutuhan audien, terutama bagi media massa yang paling populer yakni televisi. Saat ini, terdapat 10 stasiun televisi swasta yang telah mewarnai peretelvisian Indonesia. SCTV, RCTI dan Indosiar lah yang merupakan stasiun televisi dengan rating and share tertinggi. Penelitian ini menggunakan metode analisis isi isi dalam menganalisis program-program yang terdapat pada tiga stasiun televisi tersebut berdasarkan unsur edutaiment yakni untuk meningkatkan pengetahuan, mengambil sikap yang positif, menyesuaikan norma sosial, dan mengubah perilaku. Edutainment merupakan salah satu bentuk media pembelajaran yang dikemas dengan nuansa menghibur dan mendidik serta mudah dicerna oleh masyarakat. Dari total 276 program di SCTV, RCTI dan Indosiar, ternyata program yang dapat mengubah perilaku adalah program yang paling banyak jumlahnya persentase nya yaitu (87,02%) diikuti dengan program pengetahuan (3,4%), sikap positif (8,6%) dan norma sosial (0,93%). -

Therefore, all the countries in the world give attention to TV broadcasting business. In Indonesia, the government requires TV stations to broadcast locally, except through networking. In this state, there are 763 private TV companies broadcasting free to air. Of these, some companies have many TV stations and build various broadcasting networks. In this article, the author reveals the substantial TV stations that control the market, based on literature studies. From the data analysis, there are 14 substantial free to network broadcast private TV broadcasters but owns by eight companies; these include the MNC Group, EMTEK, Viva Media Asia, CTCorp, Media Indonesia, Rajawali Corpora, and Indigo Multimedia. BAB 2 INDUSTRI DAN REGULASI PENYIARAN DI INDONESIA 2.1. Lembaga Penyiaran di Indonesia Dalam kehidupan sehari-hari, istilah lembaga penyiaran seringkali dianggap sama artinya dengan istilah stasiun penyiaran. Menurut Peraturan Menkominfo No 43 Tahun 2009, yang ditetapkan 19 Oktober 2009, lembaga penyiaran adalah penyelenggara penyiaran, baik Lembaga Penyiaran Publik, Lembaga Penyiaran Swasta, Lembaga Penyiaran Komunitas, maupun Lembaga Penyiaran Berlangganan yang dalam melaksanakan tugas, fungsi dan tanggungjawabnya berpedoman pada peraturan perundangan yang berlaku. Jika ditafsirkan, lembaga penyiaran adalah salah satu elemen dalam dunia atau sistem penyiaran. Dengan demikian walau lembaga penyiaran bisa dilihat sebagai segala kegiatan yang berhubungan dengan pemancarluasan siaran saja, namun secara implisit ia merupakan keseluruhan yang utuh dari lembaga-lembaga penyiaran (sebagai lembaga yang memiliki para pendiri, tujuan pendiriannya/visi dan misi, pengelola, perlengkapan fisik), dengan kegiatan operasional dalam menjalankan tujuan-tujuan penyiaran, serta tatanan nilai, dan peraturan dengan perangkat-perangkat regulatornya. Entman dan bagaimana program tersebut mengkonstruksinya. Tinjauan Pustaka dalam penelitian ini meliputi Media Massa, Berita, Ideologi Media, Konstruksi realitas oleh media massa, Analisis Framing. Penelitian ini menggunakan metode analisis deskriptif. Pada metode deskriptif akan mengeksplorasi atau menjelajahi peristiwa yang akan diteliti secara mendalam. Penelitian ini menjelaskan bagaimana sebuah framing dibentuk oleh program berita, framing dibentuk dalam dua aspek yaitu seleksi isu dan penonjolan aspek tertentu dari suatu isu. Seleksi isu yang ditampilkan oleh segmen “Pilihan Indonesia 2019” di program Seputar iNews Siang menurut tim redaksi RCTI ialah berdasarkan kegiatan yang berkaitan dengan tema besar pemilu 2019 Penonjolan isu yang dilakukan oleh segmen “Pilihan Indonesia 2019” adalah berdasarkan tiga aspek yang mempengaruhi pemberitaan dalam suatu program yakni adalah bahasa yang menggungkapkan gagasan dengan kalimat, narasi , headline yang memperjelas penekanan. -

Therefore, in general, most of the countries regulate TV business well to produce an optimal impact on the nation. In Indonesia, the TV broadcasting business is growing very significantly. After implementing Broadcasting Act number 32 of 2002, the number of TV broadcasting companies increased to 1,251 compared to before 2002, which only had 11 channels, and were dominated by the private TV stations. However, the economic contribution of the TV broadcasting business in Indonesia is still small. Even in 2017, the number of TV companies decreased by 14.23% to 1,073. This situation raises a serious question: how exactly does Indonesian government policy regulate the TV industry? This article is the result of qualitative research that uses interviews and document analysis as a method of collecting data. The results showed that the TV broadcasting industry in Indonesia can not develop properly because the government do not apply fair rules to the private TV industry. CHAPTER I INTRODUCTION In this chapter, the intern would like to give a bit of introduction in what this internship report with the title of “The Application of Production Assistant Role in the Production Process of KDI 2018 in MNCTV” will talk about. I.1. Background Television is one of the most popular electronic communication devices that are used by people in the society as a source of information, education and entertainment. Television word comes from the combination of two words the first is “Tele” come from Greek word which means “far” and the second one is “Visio” come from Latin word which means “sight or vision.” The first television program aired in Indonesia was in the year 1962, 17 August to commemorating Indonesia Independence Day by TVRI (Televisi Republik Indonesia). TVRI is a television station that is own by the Indonesian government. After more than a decade in 1976 Palapa A1 satellite was inaugurated by the SKSD (Satelite Komunikasi Satelite Domestik) through the help of this satellite, television program can have broader broadcast up to national scale. Through the development of the satellite in Indonesia created new opportunities for new television station owned by private ownership to grow. One of the first television company with private ownership is RCTI (Rajawali Citra Televisi.) in the year 1989 RCTI become the second television station in Indonesia after TVRI. 1 Robert Wagner (2008) an expert in economy once predicted that “the economic trends are characterized by lessening the influence in the roles of the government in the economic sector, and in the increasing number of private ownership.” this is proven by television station with private ownership started to rise after RCTI. -

Digital technology is the right solution in overcoming the frequency limitations in analog broadcasting, but until now Indonesia has not yet realized digital broadcasting because there is no legal umbrella governing it and Law No.32/2002 on Broadcasting does not yet contain these rules. This research aims to provide policy ideas and regulations on digital broadcasting that should be made by the government. This research method is a documentation or library study by looking at data derived from several regulations on digital broadcasting in Indonesia and several related articles. The results showed a process of mutual influence between the agent and the structure behind the making of broadcasting digitalization regulation which is illustrated by the attraction of very strong interests between the interests of the public, capital owners, and the government. The choice of the multiplexing model used for digital broadcasting has been a heated debate. Single multiplexing is the most appropriate model to use. The control of frequency by the government creates the public sphere (public sphere) which contains a balance between private and public interests. So that the ideals of broadcasting with a diversity of ownership and diversity of content can be realized. -

It marks by the strength of audience awareness and familiarity with the name of the program. Marketer of television station are considered can create brand knowledge of the program in the audience memory. Nevertheless, as a business, television industries supposed to dynamically follow market need and wants. The brand of the television program which has strength awareness as well as the image on the audience memory will gradually change as much as a media business. This study using a qualitative method and case study as a research strategy to reveals the research problem about how the newsroom team arranged their strategies to maintain brand knowledge to the popularity program. The case study was conducted on RCTI news program “Seputar Indonesia” which has top of mind in audience memory then changed into “Seputar iNews”. This study aiming to enquire how television broadcasting journalist strategies to maintain brand knowledge of their news program. The result is newsroom team have adapted and innovated their process to maintain brand knowledge. They were using main strategic such as maintain their replacement news program typically, maintain brand element whose have audiences top of mind, also using the digital platform. -

The younger generation prefers social media to find information and entertainment. As a result, old media like television began to be abandoned by the audience. Another impact is advertisers on television tend to decrease. In the theory of media convergence (Pavlik, 2001), to survive the old media must adopt new media technology, so that the content can appear on diverse or multi-platform media. Television must use social media to maintain loyal audiences and reach social media users to watch television news. The MNC group which has four free to air televisions, iNews, RCTI, MNC, Global TV, began to build social media. This research aims to describes the activities of MNC's social media team in utilizing social media. This study uses a qualitative perspective with a case study method. Data collection is done by in-depth interviews, observation and documentation. The conclusion of this study is MNC group uses social media to promote its news programs. Social media become as program extensions for television. The MNC social media team works as a content uploader for news programs that have aired on television, and also creates their own social media content. News curation is carried out by social media teams. -
