1 REPORT ON ARAB SCOUTING’S EFFORTS IN CONFRONTING THE COVID-19 PANDEMIC Introduction

In the past several months, the world has witnessed the emergence and spread of a global pandemic that threatened humanity around the world and affected the way we live, work and interact.

At such times, the true nature of scouting appears with the true application of the scout promise ‘and help others in all conditions’, and ‘duty towards others’. Scouts in the Arab region in coordination with national authorities have taken upon themselves to server their communities through large scale coordinated efforts and initiatives that affected their communities and countries.

Efforts included raising awareness about the disease and its precautions, sterilizing and sanitization campaigns, supporting people in need and caring for elders among other activities.

These efforts have also demonstrated a role model in volunteering that really manifests the scout movement as the most prominent youth movement and made us all proud of our affiliation to scouting.

Achievements mentioned in this report are a sample of what the Arab Scouts have done and still are doing during this period. Their efforts have amounted to over six million serving over 11 million beneficiaries.

It is worth mentioning that these efforts not only served the community but also the future generation through its contributions towards 13 sustainable development goals

I would like to take this opportunity to applaud the efforts of the scouts and the Arab Scout Organizations for this tremendous and effective effort that will be forever remembered in the history of scouting.

SUSTAINABLE DEVELOPMENT GOALS (SDG’S)

DURING CONFRONTING COVID-19 PANDEMIC

In 2015, all UN member states adopted the Sustainable Development Goals (SDGs), also known as the Global Development Goals, as a global call to act to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity by 2030. The 17 Sustainable Development Goals are complementary that is, they recognize that action in one area will affect outcomes in others, and that development must balance social, economic and environmental sustainability, by pledging to leave no one behind. Countries have committed to accelerate progress for those who are still in the back. Everyone needs to reach these ambitious goals. Creativity, knowledge, technology and financial resources from all of society is essential to achieving the SDGs in every context. This report highlights the scouts contribution toward achieving the SDGs representing 19 national scout organisation in the Arab Region, through community actions responding to the COVID 19 pandemic in 2020

Overview: The first scout troop was established in Tajhiz Al Salt school in 1924. Scouting was officially founded in Jordan pursuant to the Cabinet’s decree in 1955 and became a member of the World Organization of the Scout Movement (WOSM) during the World Scout Conference held in 1955. Guiding started in 1938 and recognized by the World Association of Girl Guides and Girl Scouts (WAGGGS) in 1963. In 1987, Youth Law was issued and the Jordanian Association for Boy Scouts and Girl Guides was established.

REPORT ON ARAB SCOUTING’S EFFORTS IN CONFRONTING THE COVID-19 PANDEMIC 7 Based on the role of THE Jordanian Association For Boy Scouts And Girl Guides in educating its members During Ideas and the local community by providing them with the necessary knowledge, skills and culture, as well as facilitating ways to exchange experiences between them and their peers in the world, in the field of health awareness and education, the Jordanian Association for Boy Scouts and Girl Guides held a series of electronic campaigns and events for different ages since the outbreak of Covid-19 pandemic. These campaigns focused mainly on the importance on preserving good health and maintaining new health habits, in addition to implementing training programs to qualify scout and guide leaders. Members of the Jordanian Association for Boy Scouts and Girl Guides participated in several initiatives of organizing places of worship, distributing charitable and health aid, sterilizing and awareness campaigns in cooperation with relevant bodies and entities. These efforts highlight the role of scouting and guiding in community development.

Overview

Scouting was previously founded in several of the individual emirates in 1954. The Supreme Council of Scouting in Emirates was officially declared in 1972, pursuant to a decree of the Ministry of Youth and Sports. Overview Les Scouts Tunisiens (The Tunisian Scouts) is the national Scouting organization of Tunisia. The establishment of the Tunisian Scouts is dated backed to 1916, when the French brought Scouting to the country for children of French military and other citizens, until the Tunisian Muslim Scout Association emerged in 1933. During the period 1938-1936, a number of Tunisian scout associations were established including Scout Star Association, Scout Crescent Association, Scouts of Tunisia and Scouts of the Green Tunisia…etc. After independence of Tunisia, representatives of four scout associations, namely Islamic Tunisian Scouts, the Scout of Tunis, the Islamic Scout Federation and Al Raja Scouts, held a meeting in 1956 and decided to gather their efforts in one single association named Les Scouts Tunisiens (The Tunisian Scouts). Les Scouts Tunisiens became a member of the Arab Scout Organization and the World Organization of the Scout Movement in 1956 and 1957, respectively.

Overview

Scouting appeared in Algeria after the First World War by the French people, whose goal was to raise their children, and the origins of the Scouts Musulmans ALgeriens dated back to 1935. During the 1940s and 1950s, the way was paved to the Scouts Musulmans ALgeriens to participate in the Arab scout jamborees and conferences and gained the membership of the Arab Scout Region. Its membership in the World Organization of the Scout Movement was accepted after the state’s independence.

Overview

The scout movement in Saudi Arabia began in 1944, when the first scouting unit was formed in the Scholarship Preparation School in Makkah. In 1954, the Department of Physical and Social Education was established at the Ministry of Education and one of its functions was to work on

spreading the scout movement in the Kingdom’s schools. The Saudi Arabian Boy Scouts Association was established in 1961, and it was registered at the Arab level and recognized globally in 1963.

After imposing a complete closure in the country, the Association provided 20 spray pumps in cooperation with the Federal Ministry of Health, and a number of sites were sprayed, such as hospitals, ministries, youth clubs, police stations, quarantine centers and security forces, fulcrums in roads and bridges. In cooperation with a number of service committees in residential neighborhoods, the Association sterilized 18 residential districts.

In the field of psychological counseling for people who were in contact with persons infected with Covid-19, the Association, in cooperation with a number of specialists, conducted a psychological counseling workshop to train 15 scout leaders and directed them to work through media to provide moral messages that contribute to relieving the psychological pressure on those who were in contact the infected persons. The number of beneficiaries who received direct support in all states is estimated at 3,000 citizens and the number of indirectly supported people is estimated at 6,000 citizens.

Overview

The Scout Movement started in Syria in 1912 and stopped its activity during the First World War, then it came back and the scout teams were formed in 1919. Scouts of Syria was officially established in 1924. However, its activity was halted and then resumed in 1936, when Scouts of Syria became one civil organization. In 1954, it was registered at the Arab level and a republican decree was issued in respect of the statute of the Scouts of Syria. It was recognized globally in 1924.

Overview Iraq Scout Association was founded in 1918. In 1920, the board of Iraq Scout Association was formed after the independence of Iraq. It was recognized globally in 1956, where Iraq has become a member of the World Scout Bureau, and in 1965 the Supreme Council of Iraq Scout Association was formed, while in 1970 the Supreme Council of Iraq Girl Guides Association was formed. In 1984, scouting and guiding in Iraq merged. However, a decision of comprehensive ban of scouting was issued and Iraqi membership was suspended with the Arab Scout Region and World Organization of the Scout Movement in 1990. It continued internally thriving under the auspices of the Ministry of Education. The membership of the Iraq Scout Association resumed at the Arab and world levels at the 41st World Scout Conference in the «Baku» Azerbaijan, 2017.

was considered the founder of the Scout Movement in Libya. In 1954, the first scout troop was

established in both Benghazi and Sabha and became a member of the World Organization of the

Scout Movement in 1958.

The indicators and numbers views, follow ups, and posts for awareness posts, especially in social media, were very large, as the number of posters exceeded 200, the number of videos 86, as well as episodes on local radio channels.

Sterilization: Sterilization campaigns were among the first activities in which Libyas scouts participated, even before the announcement of cases of infection, as they included government buildings, public places, shops and large markets, in cooperation with the National Safety Authority in general, and some civil society organizations, as an example the city of Derna, which is a mediumsized population city. The number of government buildings that have been sterilized in this city exceeded 300.

Humanitarian aids: There are many people whose work has stopped because of the Covid-19 pandemic, whether citizens or expatriates, and many of them work for a daiy wage alongside the displaced due to the conditions of war.

For this reason, the scouts of Libya respond quickly to help these brackets of society, as scouts communicate with supporters and donors and scouts prepared food supplies to be distributed to the people in need.

Thousands of food aids were distributed to families all over entire Libya, and Ramadan Iftar was prepared more than once, and several thousand of Iftar meals were distributed to expatriate workers.

Other efforts fall under community service: 1. Establishing medical aid teams from a group of volunteer doctors who provide services for free to citizens under the name “Hello Doctor”.

2. Female former scouts participated in the project of sewing facemasks in cooperation with the Medical Supply Authority, so that facemasks were made according to the specifications as former scouts made hundreds of facemasks.

Overview The scout movement was introduced Egypt in 1914. The spread of scouting first started in 1918 when the first scout group was formed in the Royal School (now Khedive Ismail School). In 1920, the first Scout Association was established and called “the Egyptian Scout Association”, under the chairmanship of Mahmoud Shukri Pasha. The Egyptian Scouting was globally recognized in the World Scout Conference held in Paris in 1922, and registered at the Arab level in 1954.

65 REPORT ON ARAB SCOUTING’S EFFORTS IN CONFRONTING THE COVID-19 PANDEMIC Since the announcement of the Covid-19 pandemic, the states focus has been to transform all activities in line with the new situation, while committing to social distancing, staying at home and preventing large gatherings. So, the Egyp-tian Scout Federation began to develop plans and activities that are commensurate with the new reality. The following lines show the efforts of the Federation:

1. Sterilizing all headquarters, and scout camps in all governorates, in order to keep the places of the Egyptian Scout Federation free of any infection causes that can help the spread of the virus, as well as to have the headquarters ready when the state needs it at any time during Coronavirus pandemic.

2. Sterilizing public headquarters in governorates, such as: health directorates - schools - youth centers - police departments - mosques -churches - archaeological areas – banks…etc. This has been a contribution from scouts to community, and to fulfill the scouting promise of (duty towards the homeland and others). Rovers and leaders from the scout teams and groups from the four central associations in the governorates sterilized the scout headquarters, youth centers, banks, places of worship …etc, in cooperation with the Ministry of Youth and Sports.

Association Des Scouts Et Guides De Mauritanie emerged in 1946, from the gate of Mauritania’s southern city of Bucky and the first national camp was held in Adjerbal Bekihdi in 1954. In 1962, it was dissolved for political reasons, and then appeared in 1978. Association Des Scouts Et Guides De Mauritanie was recognized by the World Organization of the Scout Movement (WOSM) in 1981, and became a member in the Arab Scout Region.

Overview

The Scout Movement began in Yemen in 1917. Yemen Scout Association was established in 1975, and obtained the membership of the World Organization of the Scout Movement (WOSM) in 1980. Yemen Scout Association became a member of the World Association of Girl Guides and Girl Scouts (WAGGGS) in 1990.

77 REPORT ON ARAB SCOUTING’S EFFORTS IN CONFRONTING THE COVID-19 PANDEMIC The General Commissioner Yemen Scout Association issued a circular to the commissioners of scouts in the governorates regarding training 15 members of Scouts and Girl Guides in all parts of the directorates in the various Yemeni governorates, so that they will subsequently train awareness raising teams about the risks of the outbreak of the Covid-19.

• The training program was launched in the temporary Yemeni capital, Aden, by training 120 scouts and guides from the Association’s members, by specialists from the Ministry of Health, and at the level of each directorate, sponsored by the Ministry of Youth and Sports. The program qualified about 10,000 scout and guide members in all liberated Yemeni governorates.

• In Hadramawt governorate, identification and awareness courses was launched on the risks of the outbreak of the Covid-19, for 15 scout leaders and guides from the Mukalla District. These leaders will train members of their scouting teams on how to prevent the Covid-19 and benefit from these leaders in delivering the awareness messages through their scouting teams in the directorate to raise the degree health awareness of Covid-19.

Seven months after the outbreak of covid-19 pandemic, the Arab Scout Organizations through

the efforts of scout members worked hard to reduce catastrophic pandemic impact . They have

done a lot in response to their scout promise and duty toward their nations and communities.

This, again, proved the scout movement commitment and its readiness to intervene during the

crises and disasters that our communities may face.
