An AI Enabled Community Engagement Platform to Increase Connections, Discover Resources, and Gather Deep Survey Data

EMPOWERING AIRMAN AND FAMILY WELLBEING /// CREATE A CULTURE OF CARE

SameGrain’s consumer social platform and app has privately matched thousands of individuals, including military members and families, for relevant and meaningful connections resulting in numerous success stories. This proposed solution will leverage our trained ML algorithms, patented technology, and expertise to build a custom app, powered by SameGrain, designed specifically for Airmen and their families.

Via SameGrain’s gamified and novel survey process, individuals build anonymous data profiles that can match with other individuals “stigma free” on millions of potential data points ranging from the same rank, jobs, skills, and deployments to the same age children, interests, needs, exercise habits, Covid-19 status, and/or medical conditions. In-depth matching between individuals who share specific common attributes removes feelings of isolation and loneliness, improves the overall connectedness of a base or community, and fosters the exchange of information, peer support, and the ability to find new friends.

SameGrain’s unique communication and optional GPS location tools work to keep individuals connected and engaged. In addition, Total Force members can match with mentors, resources, educational information, and other technology solutions based on their specific needs and location. This reduces information overload and increases the awareness of relevant and nearby resources that are open and eligible to an individual based on their user profile and current needs.

Surveys can easily be customized to meet the specific objectives of individuals, communities, and leadership. New pop survey questions can be added in minutes empowering Total Force members to provide immediate feedback while enabling leadership to gain instant insights. Answers to surveys generate deep anonymized data for leadership which can be displayed in a real-time dashboard to illustrate the readiness of a specific base or squadron or to identify future needs or growing stress factors.

VALUE PROPOSITION Developed by Internet Pioneers and Data Science PhD’s, SameGrain is a simple “one-stop” proven solution that tackles multiple problems via a single platform. Currently hosted via AWS, the app can easily be reskinned and personalized for multiple USAF use case matching scenarios, community engagement applications, and data gathering needs.

SameGrain’s consumer platform has intelligently matched military members who served on the same bases, from the same hometowns, with the same rank, life hurdles, marital status, aged children, golf handicap, food preferences, allergies, medical conditions, and more. This level of deep multi-tiered matching paves the way for relevant, meaningful, and networked relationships that provide the framework for a caring community.

EMPOWERING AIRMAN AND FAMILY WELLBEING /// CREATE A CULTURE OF CARE

The Care Portal creates a single, reliable source of information for Airmen and their families, wherever they are in the world, on any device. Airmen will receive a digital experience that is prepared for and anticipates their needs based on research-driven journey maps and persona tools. The Portal will leverage both existing and new data, to guide Airmen to relevant resources based on their needs. The Portal will account for various needs at each point in an Airman’s service journey and will collect additional feedback data via the Portal as well as surveys, and other experience data collection methods.

For leadership, data collected via the Portal is integrated with other signal sources (e.g., surveys, social media), synthesized in real-time, and placed in context via the journey maps and persona tools. Our platform provides targeted and actionable insights and metrics to installation leadership via customized dashboards that provide a single place to view and understand the state of the Airman experience, both at the individual and community levels. Most importantly, this data empowers leadership to take timely and effective actions that support the mental, physical, social, spiritual, and financial well-being of individual Airmen, their families, and the broader Air Force community.

The platform provides a holistic approach to understanding an Airman’s experience, capturing and aggregating insights from existing surveys, deploying micro-pulse engagements, social media posts (fully integrated for immediate comment consumption), and digital intercepts. The platform’s proprietary AI engine enables the system to review all available data (quantitative + qualitative), creating a single view of the Airman during their career, identifying sentiment aligned to key themes, and generating alerts associated with desired topics of leadership. Configurable dashboards and real-time alerts create a single source of truth for overall Airman “State of Readiness.”

VALUE PROPOSITION The challenges and stresses facing Airmen are rapidly evolving. Resilient and ready Airmen require evolving and tailored support for their wellbeing, driven by real-time data and trend analysis. The traditional approach of providing all information to all Airmen is no longer sufficient for delivering an intentional experience. The barrage of information overwhelms, or isn’t received, which reduces effectiveness for influencing behavior and supporting wellbeing. Our approach provides Airmen and families with a Portal that delivers resources and information tailored to their unique situation and stage in their journey. Airmen are able to access the information they need when they need it, enhancing their experience and satisfying their needs.

AI Solutions to Leverage on and off Base Partners in Wellness

EMPOWERING AIRMAN AND FAMILY WELLBEING /// CREATE A CULTURE OF CARE

This partnership uses a full cycle platform for integrating military members, families, and Veterans into their communities while helping those communities grow and improve. The process begins with a search of filtered, compatible local and national resources designed to help Airmen and their families identify a community solution to their need - everything from local mental health resources to employment to nonprofits coordinating social activities. The current database contains thousands of nonprofits, for-profit mentor groups and programs, educational opportunities, and state and federal benefits all searchable to local chapter or affiliate. The individual can view details about the resource and read feedback others left about their experience. There is an option for the person to connect with the resource - after which the system follows up to ensure the service provider responds in a timely fashion - and for the person to leave anonymous feedback for others to read to help them make better decisions. With each interaction, the system AI (a machine learning neural network with Natural Language Processing integration) assists them in finding the next step through suggesting additional resources. This creates a long-term culture of care using new and existing community services.

The raw data from feedback and demographics is anonymized and secured with multiple encryption layers, and the technology then analyzes this anonymized input using proven AI algorithms. The assessment generates quantifiable and unbiased impact information, for example measuring how much stress is being reduced through a 10-week equine therapy program. This analysis has already been used with service and benefit providers looking to consistently and efficiently improve their impact in the military and Veteran communities. This analysis is also critical to military leadership, identifying potential gaps in services and localized solutions.

VALUE PROPOSITION The intent of Opportunity Path is to provide comprehensive support, empowering airmen and their families to make choices that will improve their overall wellbeing through education, advocacy, and program and resource integration. This in turn increases individual resilience, reduces vulnerability, improves conscientiousness, and ultimately adds significant value to the Air Force and the surrounding communities. The consolidation and automatic filtering of available, local resources minimizes stress, and the ability to provide feedback for service providers allows each individual to see their voice is being heard and gives them the opportunity to impact their community in helping others. Each of these actions is proven to have significant psychological benefits that improves readiness and organizational effectiveness.

This platform and the resulting analysis provides benefit to Air Force leadership. The analyzed information results in data without the self-selection bias found in most survey techniques. Already used with service and benefit providers looking to consistently and efficiently improve their impact in the military and Veteran communities, the platform has the potential to not only give USAF leaders the ability to identify airmen needs but to understand which programs are effective and which programs can improve. The Command Climate Survey can also be integrated into the platform to create a rolling impact analysis of unit morale and welfare that remains free of self-bias and self-filtering. With no element of the platform taking longer than five minutes to complete, a commander can conduct frequent assessments and have real-time information on squadron resilience, stress, cooperation, and readiness all in a quantified, dashboard setting.

ELANA DUFFY COMPANY Pathfinder EMAIL [email protected] PHONE 908 763 2417 7 SOLUTION ID: 7155 BASE COMMUNITY VIRTUAL ASSISTANT

EMPOWERING AIRMAN AND FAMILY WELLBEING /// DEVELOPING AND MAXIMIZING ADOPTION OF TECHNOLOGY PLATFORMS

We propose to build custom functionality, tailored for the Air Force community, into one or more virtual assistant services (e.g., Alexa, Siri) This functionality would be designed to help servicemembers and their families have convenient, voice-controlled access to information and resources that enhance their engagement with the community and improve their wellbeing. The project would advance adoption of technology by the Air Force, providing a state-of-the-art digital communication tool with Air Force specific content and relevant services.

With the proper digital cloud infrastructure built, the virtual assistant could serve as a conversational portal to all kinds of useful information, for example: schedules for base community events, deals at the base exchange, base- wide notices, or relocation assistance. Additional integrations would allow users to schedule appointments, place orders at the commissary, take surveys or other interactive activities.

In addition to convenience services and base information, the functionality could also support wellbeing services. This could include both financial planning, as well as life coaching, and even digital counseling. Rather than have to dig through webpages or pick up pamphlets, a servicemember can simply ask their virtual assistant “I need help with X” and receive relevant information or schedule an suitable appointment. The convenient connection through a servicemember’s virtual assistant to appropriate information helps use technology to advance a culture of care.

The frequency of requests for services could be used as early warning signals to leadership. An uptick in requests for financial or mental health help might suggest it is time for an awareness campaign on base. Alternatively, the platform would be a convenient way to administer surveys to collect information directly. Both would provide additional insight into the wellbeing of the community.

VALUE PROPOSITION The proposed virtual assistant solution would give Air Force servicemembers and their families convenient, conversational access to services and information that can improve their wellbeing and experience with life on base. This improved wellness to the individual and community accrues up to the Air Force strategically by improving morale, readiness, and retention. The proposed solution would also give leadership new data insights into community health, and provide some quantitative indications of challenges facing the community.

The proposed solution would accelerate the adoption of technology platforms that can connect people to information sources, as well as leverage modern communication devices, such as “smart home” appliances. The appliances themselves are commercial consumer hardware, and familiar to servicemembers. The digital cloud service infrastructure underlying the solution is robust and mature. The solution development would be limited to the implementation of the custom services and connection to information sources of interest. These facts reduce development and adoption risk significantly.

A virtual assistant which has the capability and custom services to help servicemembers and their families quickly and conveniently find information helps the Air Force advance its culture of care. By leveraging technology already familiar to many, especially younger servicemembers, it puts Air Force resources and recommendations front and center. Servicemembers and their families will be getting information and assistance conveniently through the same smartphones and smart home devices they already use.

EMPOWERING AIRMAN AND FAMILY WELLBEING /// DEVELOPING AND MAXIMIZING ADOPTION OF TECHNOLOGY PLATFORMS

Our solution provides an intuitive tool to give base commanders and support staff complete situational awareness over multiple aspects of their installation. The commander can easily generate a custom survey to solicit feedback from any or all target demographics on the installation. Survey targeting can be as wide or as specific as the commander would like to see. For example, they could target every Airmen, spouse, and civilian worker on the entire installation or only target spouses that shop at the commissary at last two times each week. Questions in the general pool can be selected or custom questions can be input into the survey.

The novel aspect of our solution is how the feedback is solicited from the respondents. Respondents are asked to select words representing their thoughts on the question topic. For example, a respondent could be asked, “Please select five or more words representing the commissary.” Many different words are provided to the respondent such as “clean, dirty, hideous, immaculate, smelly, fresh, plentiful, insufficient” and many others. Our machine learning models generate the weight of words based on common usage in the English language. For example, immaculate is weighted more heavily as a positive than clean. Whereas, hideous is a stronger negative word compared to dirty. These weights are used by the machine learning models to generate a more accurate response from the targeted set of respondents. The respondents can also provide additional feedback in the form of comments to each question in the survey. These comments are also fed through the machine learning models to generate additional insights.

We found this method of collecting data yields more accurate results than asking respondents to provide a number rating or collecting comments alone. Profiles for each respondent are generated and monitored over time for deviations in their response patterns that could indicate changes in their mental health and wellbeing.

VALUE PROPOSITION Up-to-date feedback and analytics are required if base commanders hope to make prompt and informed decisions to increase the safety, security, and wellbeing of service members and civilian workers under their command. Our solution allows base commanders and support staff maximum flexibility in collecting feedback from Airmen, family members, and civilian workers under their command. An intuitive dashboard displays the current state across the installation, trends occurring over time, future projections, and expert advice on how to reverse negative trends and continue fostering positive trends.

We have developed and implemented this technology within our own company in the form of a monthly employee engagement and resiliency survey. Our executive staff is provided with complete situational awareness over the spoken and unspoken thoughts and feelings of all our employees. Decisions can be made quickly, company policies can be created or modified, and the impact of those changes measured for effectiveness. This led to a significantly more agile workforce and positively impacted our productivity, workforce health, and revenue.

EMPOWERING AIRMAN AND FAMILY WELLBEING /// LEVERAGING EXISTING AND NEW DATA TO IDENTIFY AND MONITOR TRENDS IN REAL-TIME

The highly successful LAMDA process found in industrial quality improvement programs focuses big data and analytics tools to drive situational awareness, deeper organizational insight and effective action. Our proposed “DEW Line” project applies LAMDA as follows:

LOOK at the active and passive sensing data for key insights. Active sensing includes both scheduled traditional surveys as well as ad-hoc questionnaires on specific topics. Passive sensing includes monitoring social media for mentions of support programs and frequently occurring needs. Additionally, passive sensing of other “predators” like high-interest credit card offers, community crime reports, etc. discover emerging needs as they happen.

ASK what the data are telling us to do. “Big data” synthesis develops actionable information in three ways. Sentiment Analysis associates mentions of support programs and community issues with intent or mood. Program Performance combines self-reported program information with data from the LOOK stage to quantify program effectiveness. Idea Capture turns mentions of common community needs into program actions that addresses specific emerging issues.

MODEL relationships between program actions and community outcomes. Resource Allocation models compare investments of time, people, and other resources to Program Performance and Sentiment Analysis information. Program Generation uses structured creativity techniques like TRIZ and AHP to allocate resources to new programs identified in Idea Capture.

DECIDE where and how to allocate resources that drive the Comprehensive Airman and Family Wellbeing Model. Decision making will engage command staff, airmen and their families. All information from the previous stages is available to review online in near real time. Resulting actions are associated with the information to ensure transparent feedback.

ACT by rapidly deploying new programs and messages while tuning existing ones for greater effectiveness.

Once I know you wear glasses, I’ll show you where the eye doctor is and if your spouse does yoga, I’ll give her the schedule of the closest yoga studios. I’ll tell you which restaurants have the best options for your paleo diet and the most epic places you can use your kayak, all rated by other airmen and families in my community- augmented database.

Here’s an invitation for your family to our next monthly welcome BBQ. I’m going to send you weekly activity suggestions & events based on your assessment. I’ll also connect you to other people with similar interests & health habits to make it easy for you to find a running partner or cooking buddy. You can organize meetups through me, like a dinner club or a Saturday pick up game, and I’ll invite others to it for you and help you coordinate everyone.

I’m also going to help you make some healthy habits right off the bat. Moving disrupts all your routines and social support and research shows you’ll make some new habits here within 2 months that will last a long time. I know how to coach you as you settle in to make sure those are good habits that help you stay in peak shape, eat well, stay relaxed, build a new social circle and have fun in your off time. Is there anything you specifically want to improve? Now is a perfect time to set some goals.

I’ll check in with you periodically to see how things are going. You’ll tell me about problems more truthfully than you would on a survey or in person because research shows that you’re much more comfortable sharing feedback and personal info with me, a chatbot, and I’m available 24/7. That’s really helpful real time data. Even though you know I’m not a ‘real’ person, you’ll feel that I care about you and that I want you to succeed and thrive here.

Security with Convenience and Simplicity

BASE SECURITY /// BASE ACCESS

Today’s base access is slow, labor-intensive, and not particularly secure because anyone can steal or copy a legitimate ID card of someone who looks more-or-less similar. FacePass is a secure system for permitting base access with just your face and without requiring a guard.

FacePass performs point-of-access identification and offers manpower reduction through automation---a camera and facial recognition software identify the driver, just as a human guard would do ordinarily, and then other software checks to see if the driver is authorized access, permitting access if so. With this product, special traffic lanes at the gate use boom gates to control access, and drivers stopped at the gate look in a camera which is positioned in the traditional location of a security guard. If the system recognizes an authorized driver, the boom gate opens, permitting access for that driver. For bases that have more gate traffic lanes than they can afford to man with security guards, this product is attractive because security personnel can automate those extra lanes, improving secure throughput and at a cost far lower than the cost of manning the lanes. For special, low-volume facilities, this product provides secure access without the need to man facility gate at all. And, for high-security facilities, the accuracy of facial recognition provides extra assurance that the driver is identified correctly.

FacePass requires only face photos of authorized personnel. It uses the image of the driver to to a 1:N search through its database of authorized personnel to determine whether or not to raise the boom gate.

Today, the accuracy of a good facial recognition algorithms is equivalent to a fingerprint, according to NIST Facial Recognition Vendor Test (FRVT) Ongoing. (Source: https://www.nist.gov/programs-projects/face-recognition- vendor-test-frvt-ongoing). With a photo of someone else’s ID card, it’s not difficult to produce a copy sufficient for entry. But you can’t change your face.

VALUE PROPOSITION Today, base security focuses on ID card checking. Unfortunately, guards spend little time comparing the ID card photo with the person presenting it. Guards are not trained facial examiners and cannot be faulted for their inability to catch imposters. In contrast, FacePass identifies by face, includes liveness detection, and is very accurate and reliable. Some bases have more gate lanes than they can afford to operate. In other cases, a base might have an access-controlled area that is ordinarily not manned, or one that requires special security in addition to a guard. In all these cases, FacePass provides a simple and innovative solution to a relevant problem. This has impact on throughput, by opening lanes, on security, by providing super-human ability to recognize authorized users, and also on security costs.

Throughput is a significant issue at the base gate because time waiting in a traffic jab is time wasted on the mission.

Face Pass has been shown to work multiple times at multiple simulated gates. We know it’s viable, scalable, effective, and affordable. It’s ready for prime-time.

A Life Cycle Solution for Base Security

BASE SECURITY /// BDOC

ARES Security provides a life cycle solution for Base Security and Defense that combines the power of modeling, simulation, virtualization, sensor fusion, common operational picture (COP) and AI to provide the tools that the Base of the Future needs to Assess, Train, and Respond to incidents.

ASSESS The foundation for AVERT is a 3D physical model, a “digital twin” that is used for security design, vulnerability assessment, training, and real time security operations. AVERT Physical Security ingests 3D models and characterizes them with security features including alarms, sensors, barriers, response forces, patrol routes, vehicles, C-sUAS, adversaries, weapons, etc. by using our 50K element library. The AVERT simulation engine then assesses the impact of any threat against the integrated base defense plan and quantitatively determines Security Effectiveness. Threats include Active Shooter, VBIED Gate Runner, sUAS, Insider Threat, and more. Cyber pathing analysis can also be used to analyze the impact of cyber threats on physical devices that control access to secure facilities. AVERT has been proven through a DoD Accreditation, and is currently used to protect the US stockpile of nuclear weapons, the Pentagon, 65% of North America commercial nuclear, and other critical infrastructure / commercial facilities.

TRAIN AVERT Virtual Tabletop transforms exercises into a virtual experience where leadership can walk through complex threats, make critical decisions, evaluate outcomes and fine tune response plans. The AVERT simulation engine can play the adversary and virtually display the evolving incident. AVERT Virtual Reality Training transforms the 3D model into an immersive virtual environment for the training of Security Forces on TTPs for their Base.

RESPOND When seconds count, AVERT C2 provides a Common Operational Picture that fuses sensors, alarms, cameras, communications, ATAK, Ghost Robotics mobile sentry, SimpleSense 911, UAS, etc. within BDOC CONOPS.

VALUE PROPOSITION Security Forces at Travis and Dyess AFB have been active in their support of the AVERT solutions and succinctly articulated the value in the following way:

• Increased Security Effectiveness • Optimized Investment Through Cost Benefit Analysis • Security Forces Training • Rapid Incident Response

After 100’s of projects, ARES Security has proven that Security Effectiveness can be improved while cost is reduced. The AVERT solutions are ready to be deployed to rebuild Tyndall into the Base of the Future as well as support the USAF Base Security and Defense needs in the US and aboard.

BLANE SCHERTZ COMPANY ARES Security Corp EMAIL [email protected] PHONE 256 527 4469 24 SOLUTION ID: 6539 INTEGRATED TAK ENABLED

Private LTE Sensor Ecosystem

BASE SECURITY /// BDOC

Our solution is built around a private LTE node serving up to 400 end point devices per RF front end (x2). Each node is equipped with a core virtual server stack for edge-connected services (no backhaul to the cloud, the internet, or any higher communications echelon is required). All LTE nodes, known as Banshee units, come equipped with federated TAK servers capable of providing situational awareness to connected smart devices, as well as a medium for IP sensors to communicate with the broader environemnt.

Banshee units are deployed either in static or mobile configurations. Our concept for Base Defense holds that each base will have a unique architecture due to geographic area and mission sensitivity, but in general security forces would be equipped with manpackable LTE nodes for foot mobile operations, vehicle nodes for mobile operations,. and static nodes for base operations center situational awareness.

Each node is able to operate indepedently of the other, but with integrated MANET radios as layer two meshing, instead operate as a single dynamic, mobile LTE network for base defense sensor ecosystem communications - allowing security forces personnel to do more with less, and achieve sensor alerts in austere environements where they might not otherwise have reliable communications or have to deal with proprietary protocols that don’t communicate with one another in a larger network. LTE provides a large portion of high bandwidth spectrum that can be utilized without royalty payments to carriers as owned infrastructure. A mixture of static sites & mobile applications gives USAF/SF maximum flexibility at huge cost efficiencies over MANET alone or legacy systems - with the ability to scale as the mission requires.

VALUE PROPOSITION Our value proposition is built around scale. Our company is made of former US military SOF & Intelligence Community personnel who grew tired of proprietary widgets that cost too much to deploy in a meaningful way. By leveraging multiple waveforms, GFE software (TAK) & “repurposing” MANET radios as layer 2 backhaul to connect LTE nodes capable of serving hundreds of end points (each), we are able to provide a huge cost efficiencies to sensor ecosystem support, “battlefield tracking”, and base defense.

In addition to connecting phones to our network, we are also able to fly drones, connect to CCTV camera systems, and any sensor with an IP address & a cheap, commercially available radio hardened for cyber.

DAVID PETERSON COMPANY Fenix Group EMAIL [email protected] PHONE 703 474 2313 25 SOLUTION ID: 7023 TACTICAL 360-CAMERAS

for Critical Incident Response

BASE SECURITY /// BDOC

WHAT IS A TACTICAL THROWABLE CAMERA AND WHAT MAKES THIS SOLUTION UNIQUE? The Bounce Explorer Recce 360 is a throwable sensor platform. The 1.6lbs, spherical, softball sized device houses six lenses which connect to one central camera, allowing for 360-degree image/audio capture. Full 360-degree panoramic video is captured and then electronically stabilized, allowing the camera to maintain right-side-up image orientation and stabilization regardless of the cameras physical position. Practically, this means the camera can be rolled down a hallway or spun on a rope and still maintain a steady fixed-field of view on any target selected by the end user. The camera system is encased in a durable rubber shell which allows for the device to be thrown through windows, dropped repeatedly onto concrete, or thrown down a stairwell while maintaining core functionality.

WHAT IS THE BOUNCE EXPLORER RECCE 360 USED FOR? Police and Military end users around the country use the camera to gain immediate situational awareness during the last 30 meters of reconnaissance. The camera systems have been deployed in active shooter scenarios, barricaded suspect situations, as well as at vehicle checkpoints as a search camera. Response teams utilize the camera as a throwable device to clear rooms, as a pole mounted camera to search attics or crawlspaces, or via a physical tether to search wells, sewers or down stairwells.

HOW DOES THE SYSTEM COMMUNICATE? Cameras can communicate through a variety of communication options including a internally-generated Wi-Fi hotspot, Trellisware modules, or 4GLTE network. Data is streamed in near real-time, back to an end user’s phone, where operators can utilize the panable 360-degree panoramic video. The cameras Wi-FI hotspot has a range of 120ft. When connected by 4G module, any authorized user on the network can connect into the camera’s feed. This means that the base operations center could monitor any camera deployed on the network in near real time.

VALUE PROPOSITION IS THIS SOLUTION RELEVANT TO THE AIR FORCE? WHAT KIND OF IMPACT CAN THE RECCE 360 HAVE ON THE USAF’S BASE OF THE FUTURE? Bounce Imaging’s throwable cameras will ultimately result in a safer, better connected installation during times of emergency. While it’s impractical to have video surveillance in every room on an installation, its more than reasonable to equip each SF vehicle with a readily deployable camera system. Some reconnaissance tools exist that can aid first responders during a critical situation, but only the Recce 360 can be transported, deployed, and operated by a single Airmen and provided immediate 360-degree situation awareness. Beyond its utility to the individual user, the ability to broadcast a cameras feed to a broader 4G network means that the Base of the Future’s Operations Center will have the ability to have video eyes on any situation within the network space where the camera is deployed. Thus, providing base leadership with critical information during events where a first person view of an event/space is invaluable.

Mark Series UAV (MK4) is a heavy-lifter that uses a build technique entirely unique to the world of multi-rotors, resulting in the stiffest, strongest, and lightest of its size in the world. The MK4 is 81”L x 81”W x 7”H. In its tethered configuration, it can currently lift up to 65 pounds using its universal payload system and can fly for extended periods before needing a maintenance check. The payload configuration allows for ultra-efficient and compact mounting of traditionally cumbersome/heavy objects. A single airframe can carry multiple payloads at one time or can enable hotswapping depending on the situation. It could easily carry any sensor that fits the weight parameters. This UAV can fly in wind speeds up to 40 mph, light rain, and dust. The tether is 250 feet, though it can be customized based on desired flight altitude and operational needs.

This suite of UAVs can integrate with base security and access operations to enhance security and provide more real-time data while driving efficiencies through automation of processes and reducing time to response.

VALUE PROPOSITION The Base of the Future will make use of the growing Internet of Things/Battlefield Things. Our UAVs can integrate with security and surveillance operations to provide persistent surveillance or automated alert response. This allows the military to respond to alerts without deploy personnel to evaluate uncertain and potentially dangerous situations along the base perimeter. It also allows for quicker response times because the alert can trigger autonomous processes to launch and direct the UAV.

The Aero Series (A3 and A5), with its long flight times, can fly persistent or ad hoc missions to monitor along the base perimeter and provide real-time EO/IR video. To support perimeter security, a small fleet of these drones could be stationed at the base and programmed to run regularly scheduled perimeter sweeps. They could also be integrated to the perimeter sensor system for dispatch anytime an alert is triggered or in case of an emergency response situation to provide situational awareness. This solution could be fully autonomous, enabling more rapid response times and reducing the need for human interaction.

The Mark Series (MK4) can carry large payloads and for long durations in its tethered configuration. The MK4 solution allows for: aerial deployment (50-400 feet) of ISR sensors to support access point surveillance and threat detection well beyond the base perimeter; deployment of an aerial communications hub (ex: LMR repeater, cellular transmitter, and LTE backhaul for data); or a loud speaker/long-range acoustic device to support proximity warnings or emergency announcements before potential threats get too close. It can also function as a rapidly deployable communications tower for use in cases of wide-scale power loss by connecting to a generator.

BASE SECURITY /// PERIMETER SECURITY

The Adelos (AI) Team proposes the prototype implementation of The Phosonic Perimeter Security Sensors and Analytics Platform (PSSAP). PSSAP emphasizes the delivery of timely actionable intelligence into the Security Force Base Defense Operations Center (BDOC) through an autonomous network of fixed and mobile intelligent sensor “things” integrated through the next-generation AF Platform for Integrated C3 and Responsive Defense (PICARD). AI has chosen four team partners to achieve the perimeter security system: 1) Silent Sentinel for their advanced, long-range Thermal Infra-Red (IR) Pan/Tilt/Zoom (PTZ) and tracking camera units; 2) ADR for their autonomous launch, observe, and return Unmanned Aircraft Systems (UAS) capability; 3) Deep Analytics (DA) for their emergent Radionuclide Threat Tracking System (RNTTS); and 4) SRI for their Person Borne Improvised Explosive Device (PBIED) detection and tracking. Each capability shares information across GeoJSON-message formats, represents an intelligent thing or analytical function, and is orchestrated through a standard-based common operational picture. All interaction relies upon the PICARD platform for inclusion into any Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) system currently deployed into the BDOC. Three specific perimeter vulnerability sites are chosen at Tyndall Air Force and detailed systems of systems analytics are described for prototype implementation. Site 1 and Site 2 scenarios describe waterborne threat mitigation using the PSSAP system and Site 3 describes threat device detection and tracking for SF response. PSSAP provides advanced perimeter security capability, especially from waterborne threats and specific threat device capabilities that may transition from water to land. The PSSAP prototype contains machine learning heuristics across various sensor phenomenologies deployed across the PICARD-edge infrastructure for BDOC security augmentation.

VALUE PROPOSITION The Base of Future Challenge calls for innovative solutions to address perimeter security requirements across a diverse AF base constellation. One area of concern is emergent waterborne threats that require unique and sophisticated detection, classification, localization, and tracking of various threat vectors. AI, in partnership with Silent Sentinel, ADR, Deep Analytics, and SRI proposes the Phosonic Perimeter Security Sensors and Analytics Platform (PSSAP), combining land-water-air mobile and fixed sensors, machine-based analytical functions for detection, classification, localization, tracking, identification, and notification and threat assessment for AF Security Force BDOC dominance. PSSAP is standardized on the emergent PICARD platform for IoT-based “things” and provides an edge-based analytical capability. PSSAP is designed to provide Security Force (SF) with reliable and actionable threat intelligence across various interfaces and reduce false positive and nuisance alarms through a defense-indepth approach to validation. The AI team proposes the utilization of Tyndall AFB as a test-range for deployment of the PSSAP prototype. Three test site areas are chosen that present existing, real-world, operations, waterborne and extended-waterborne attack surfaces, and advanced threat vectors into the Tyndall AFB weapon system(s). Detailed CONOPS were presented, integrating fiber optic tripwire for early detection, C2 with Thermal IR PTZ with tracking electro-optics (EO), mobile video analytics from autonomous UAS launch, observe and return mission capabilities, advanced RN and IED detection, and tracking through streaming machine learning (ML) video analytics. A notional SF UX-UI interface has been integrated and is compatible across the PICARD platform. The three threat areas represent complex scenarios where currently no waterborne threat perimeter security sensor systems exist at Tyndall AFB. PSSAP has applicability across various AF base facilities.

BASE SECURITY /// PERIMETER SECURITY

The SMASH x4 is a smart optics with an embedded Laser Range Finder and image sensor that provide data and imagery to the onboard computer and to the user’s display. The system is mounted on a standard Picatinny Rail and allows the warfighter to use the service rifle without any adaptation or changes to the standard missions. The moment an extreme situation evolves, a single button click launches the FCS within split second. All capabilities are available in daytime (see through display) and nighttime (video display) operations with an effective range of 600 meters. During nighttime operations the users has an option to utilize the low light sensor in the system or to add a clip-on Night Vision Goggles in-line with the SMASH system. SMASH x4 is an external add-on system, agnostic to both the weapon and the ammunition with precise data (including disturbed reticle and a constantly updated aiming point) displayed on a see-through sight, increasing the shooter’s situational awareness while allowing both eyes to be open while shooting.

As a COTS Solution (TRL 8, MRL 7) the SMASH operates and has been fielded with many weapon systems such as the M4, M110, SR-25, and various other 5.56mm & 7.62mm caliber weapons.

VALUE PROPOSITION As a TRL 8 solution, SMASH x4 can be utilized in harsh weather conditions and complex urban missions, ensuring lethal shots on the correct target as well as long range engagements hitting targets beyond normal ranges. The advanced image processing capabilities partnered with the ballistic computer eliminate the most critical error factors while engaging challenging targets on the move and provide an extremely high hit probability.

The SMASH x4 is fielded and meant to be used as a last resort if operating EW measures was not successful. In case of an immediate and unprecedented threat on our troops or valuable facilities we find the hard-kill solution a suitable resolution of the extreme event. To reduce the risk of collateral damage we, At Smart-Shooter, integrated different types of less-lethal ammunition that deliver the same result of kinetic engagement with the target and ultimately removing the threat.

An End-to-end Cyber Counter-drone Solution

BASE SECURITY /// PERIMETER SECURITY

Eclipse is a C-UAS fully end-to-end autonomous solution that is based on protocol manipulation (does not use any jamming/kinetic mitigation or radar).

Eclipse provides 4 layers of security:

DETECT – Detecting and locating drones in the vicinity of the perimeter, using a 24/7 monitoring system.

IDENTIFY – Extracting rich real-time data, including the operator’s last known location, drone location (GPS location) and flight parameters such as heading, speed and altitude. Friendly drones can be whitelisted according to their serial (tail) number.

CONTROL – Mitigating airborne drone intrusions by automatically and actively taking over the controls from the operator, navigating the drone to a predefined location, then landing it safely. Intrusion is defined when a drone tries to enter a predefined geo-fenced area (NFZ).

PREVENT – Denying drones from taking off from within a predefined geo-fenced area (NFZ).

Technology used:

DETECT &IDENTIFY - Uses passive RF scanning methods, in which the relevant spectrum bands (can be limited to ISM bands only) are scanned continuously for known drone communications signatures. Once a drone is located, parsing of the telemetry channel provides information about the drone’s location and altitude.

CONTROL & PREVENT (DENY TAKEOFF AND AIRBORNE TAKEOVER) - Uses protocol manipulation techniques to essentially surgically redirect the control from the original drone operator into the Eclipse system. Protocol manipulation is a series of messages sent to the drone that are received as legitimate commands which take over the controls. The controlling channel remains –at all times– without interference and continues to function normally. The level of disruption is minimal and relates only to the drone receiving unexpected command messages.

VALUE PROPOSITION Eclipse is an easily installed distributed platform with a flexible architecture designed for autonomous perimeter protection that scales without issue from small sites to large perimeters. Eclipse’s installation concept is the same as for an integrated security camera system, and uses the same type of infrastructure. It is portable and mobile installations are also supported. Detect and take over multiple drones in parallel in a fully automatic process. This solution is proven to be effective in airports, critical infrastructure and high-security perimeters. Eclipse can comply with FCC standards for domestic US use. This system has proven experience with denying drones from taking off, even in a high density RF environment, while providing operator detection and location tracking. Playback is available for analysis of past events. System deployment options include a variety of integration configurations, and an optional API. A simulator is available for system testing

CULTURE OF INNOVATION /// DRIVING CULTURE CHANGE

The science behind our solution is based upon the innovative fusion of (1) the k-Nearest Neighbors (kNN) AI & machine learning algorithm and (2) Information Theory. These are two well-known and defined disciplines with decades of research behind them. Our solution, which is now backed by 37 patent assets, tackles this challenge in the following way:

STEP 1: GEMINAI™ analyzes the distribution of the original data set, then builds a model for that distribution (as conditioned by the user). With kNN, the model is little more than the data, so the model can prevent synthesizing data that on average is too similar to existing data points.

STEP 2: GEMINAI™ synthesizes new data points from the generated model that approximates (as conditioned by the user) the distribution of the original data set. To create a new synthetic data point, GEMINAI™ incrementally generates a value for each feature of that data point conditioned on the previous feature values for that data point, utilizing the same core mechanism as differential privacy for sampling from the conditioned distribution. This allows the synthetic data to maintain the relationships between the different features of synthetic data point that are found in the original.

STEP 3: Users compare the properties of the original and synthetic data sets using the analysis tools built into GEMINAI™ to help the user validate that the synthetic data is sanitized and suitable for the desired use case.

VALUE PROPOSITION The USAF aims to tackle the most critical modernization challenges by partnering with private industry, including small businesses, to uncover novel dual-use science and technology solutions, including Artificial Intelligence and Machine Learning (AI/ML). However, most AI/ML requires large volumes of relevant structured data to train the model. For the USAF, this training data may be private, sensitive, and/or classified, slowing the speed with which the Air Force can test potential AI/ML solutions and partner with innovative companies that may not yet be cleared to access such information, or potentially killing the project entirely if the partner cannot get such clearance in time.

GEMINAI™ will ease the data sharing bottleneck, allowing the USAF to increase the speed with which it can test, validate, and deploy new technologies that will aid airmen on the battlefield and will protect airmens’ private information by the reducing or eliminating the need to distribute such sensitive information with outside tech vendors.

CULTURE OF INNOVATION /// DRIVING CULTURE CHANGE

Pilot trainers who we interviewed say that as much as 95% of learning happens during debriefs and reflections after live flight exercises. Many of these lessons aren’t transferred to new exercises or real-life missions as no platform exists to integrate them.

Beagle addresses this gap by leveraging existing and new data to enhance the feedback loop and help Airmen learn material faster, retain it longer, and apply it to more situations. Instructors will use Beagle alongside existing training curriculum and simulations to more rapidly produce combat-ready aviators.

The Beagle Platform integrates 1) a proven structure for rapid reflection (Analysis, Evaluation, Synthesis) into every flight or simulation, prompting students to think deeply about where they can improve, and thus upping the value of every flight hour, 2) methods to transfer knowledge from training to real-world missions, 3) continuous assessments of transferable skill mastery, and 4) material from the Lessons Learned database.

Our proprietary AI tools help speed the learning process by identifying common themes across learnings, recording the Airmen’s self-identification of skills and learning patterns, and thus informing personalized curriculum. The unique data set we collect lets us build a visual mind map of every reflection so that pilots in training can iterate more quickly, reducing future mistakes and increasing the speed at which learnings generalize.

The Beagle Platform is used by thousands of college students to learn the 21st-century skills they need for the workforce. By using Beagle’s solution during schoolhouse, virtual, and live training, airmen gain more value from each training hour, the total cost of training new pilots is reduced, the resources and time to refresh and upgrade skills for experienced airmen is lessened, and airmen leverage feedback and transfer their learnings into live missions.

VALUE PROPOSITION The Beagle solution was developed with the combat operations OODA loop (observe–orient–decide–act) in mind. As utilized in the Beagle tool, it promotes agile thinking to produce optimal fighter pilots at a lower cost, ensuring maximal value from the substantial investments the Air Force makes in simulations and training programs.

Integrating this methodology into existing training provides a way for every Airman to participate in both continuous learning improvement and innovation. In higher education contexts, teams using these methods have been observed to be more engaged, make progress on complex challenges more quickly, and provide more support to one another along the way.

Trainers also experience ease of facilitation and administration in both delivering training programs and assessing Airmen’s learning and performance. Trainers can easily see where their Airmen are failing to integrate previous learnings and feedback and can track their overall progress towards generalizing information to real-world scenarios.

Beagle’s solution improves the overall effectiveness of training programs across the Air Force, using tools to seamlessly integrate into current technologies.

Enabling experimentation through deployable makerspaces

CULTURE OF INNOVATION /// ENABLING EXPERIMENTATION

The Gigabot line of 3D printers are affordable, large-scale 3D printers, that can be customized to print with a wide range of materials. The Gigabot was built specifically to fill the gap in the Additive Manufacturing market that existed, and would still exist without the Gigabot. A large-scale, open source solution that can print at the human- scale is a tool that transforms makerspaces, fab labs, and design thinking from the beginning, allowing for full- scale problem solving in real-time.

The acquisition of products and services by the DoD, DHS and other governmental agencies has just experienced the first wave of the effects of additive manufacturing and 3D printing. Subsequent waves will encompass, low volume production, virtual inventory, product enhancement and obsolescence mitigation. From an inventory perspective, the ability to manufacture parts on-site could lead to a significant reduction in excess inventory. The Navy, for example, found $7.5 billion worth of excess inventory in 2008.

This project will leverage existing 3D printer and manufacturing equipment currently owned by re:3D. re:3D hosts a fabrication shop fully capable of manufacturing quality parts in house that exceeds capabilities required for this solicitation. All proposed work will be performed to meet environmental laws and regulations of federal, the state of Texas, and local Governments for, but not limited to, the following groupings: airborne emissions, waterborne effluents, external radiation levels, outdoor noise, solid & bulk waste disposal practices, and handling & storage of toxic and hazardous material.

VALUE PROPOSITION Contested environments present unique challenges for maintaining equipment or prototyping on-demand solutions in DoD operations. For example, resource scarcity as well as regional considerations must be anticipated in advance in order to ensure that all necessary materials are forward deployed. Operational missions can be further complicated by a possible unpredictable resupply of essential materials and equipment. Consequently, excessive amounts of costly on-demand inventory often must be pre-positioned in case of aging equipment failure or compromised reserve replenishment. According to the available data, resupply can take in excess of 45 days, and a 600-warfighter forward operating base (FOB) requires 22 convoy trucks per day to supply the base, with the majority of supplies imported at a cost of 1/3rd of the DoD budget.

3D printing can speed development and delivery for customized products and bring increased flexibility through better inventory management and real-time production of products with variable demand. Other advantages include manufacturing advantages for small batches, cost advantages based on efficiencies for certain applications and unprecedented flexibility in new markets. 3D printing also can improve quality through lighter parts, better ergonomics and more design freedom.

The base of the future shall involve 3D printing. The Gigalab mobile/deployable makerspace will expand the culture of innovation, allow for rapid prototyping, increase the sharing of ideas and designs, and potentially save money when comparing traditional supply chain logistics to the costs of making an item using 3D printing.

Platform for Sharing Prototyping Resources

CULTURE OF INNOVATION /// ENABLING EXPERIMENTATION

This solution not only increases a Culture of Innovation at the USAF, but also advances USAF additive & agile manufacturing efforts.

The Clusters Application allows the USAF to create a process for spinning up local Clusters of manufacturers. These clusters can be leveraged to give many more Airmen immediate access to prototyping technologies, as well as to spin up small run manufacturing efforts.

Admins (called ‘Coordinators’) create Clusters, then invite individuals to the cluster that are operators of micro- manufacturing devices, such as CNC machines, 3D Printers, sewing capabilities, etc. These could be on-base, off-base, or a mix. Coordinators effectively build out a network of prototypers they can access on the fly. How many times has an Airmen designed a prototype part, then sent it out to a 3rd party (such as Xometry) to be 3D Printed and delivered two weeks later, when the whole time there was a 3D Printer in the next building over that was idle and could have produced the part the same day?

The system also manages logistics around pickup/delivery of the produced parts, tracks demand of specific parts from ‘requesters’, and more.

Version 1 of this system was built in just 10 days! (Leveraging our existing code-base.) It was built in direct response to problems happening in the Covid Crisis. 3D Printer Owners around the globe were trying to coordinate their manufacturing capabilities to print PPE for local medical facilities, but ran into serious logistics issues when they tried to scale their production. The Clusters Application is now allowing Regional Coordinators to spin up manufacturing clusters faster than ever, letting them produce and deliver more PPEs.

We would like to commercialize this application (after the Covid Crisis) by offering it to any organization that needs to spin up any quick manufacturing cluster. We believe there are a lot of use cases within the USAF where this can be applied.

Data Gloves for Every Airman

CULTURE OF INNOVATION /// ENABLING EXPERIMENTATION

Our vision is for every airman to be issued a pair of Forte Data Gloves used throughout their training experience and transitions with them as they advance professionally into the field. Today, they are used for XR training, data visualization, and drone/robotic control. Our intent is to mature the product for internal and field using a common form factor that makes it easy to integrate with training systems throughout the Air Force or tactical equipment when deployed. We want to change art of the possible to state of the art for every Airman.

Forte Data Gloves become a natural extension of an Airman’s experience in the virtual or augmented world. They enable faster VR training adoption and greater effectiveness by flattening the learning curve for new students with eliminating the awkward controllers. The natural intuitive and precision touch with haptic feedback communicates back to the user as they move and interact with the environment – heightening the sense of immersive realism while eliminating the training scaring from performing a task incorrectly with a hand controller.

They are ideal for classroom based LVC or maintenance/operator training where students are engaged with procedural training, tools, and proper mechanical motions to perform tasks in a virtual environment. Any learning environment being developed for future venues should be including data gloves with haptic feedback as part of the training experience.

The gloves can be used with tools for visualizing the mounds of data being created. They enable Airmen to manipulate and dissect data in 3D space so they can find trends/nuances not previously achievable with flat screens, mice, and keyboards. Think Tony Stark interacting with Jarvis.

Afwerx is using the gloves to manage drones via gestures - enabling silent communications to maintain concealment while improving situational awareness and reducing the cognitive load on Airmen by allowing them to keep their “eyes-up and hands on their weapons.

VALUE PROPOSITION To continue the analogy of the Marvel Comics Infinity Glove – there were six stones embedded that gave the gauntlet its power: time, soul, power, reality, mind, and space. Combined, they represented the pinacle of knowledge, power and control over reality. Let us look at the benefits Forte Data Gloves can provide today and into the future as we educate the next generation Airman.

• Time • Mind • Soul • Space • Power • Virtual Space • Reality

Forte Data Gloves will be component of the larger training solutions presented in this AFWERX Challenge for the Base of the Future – by creating a common tactile experience for immersive training and utility that moves from the classroom to the field. They will become part of the Airman’s experience that they carry with them as they work, collaborate and grow.

CULTURE OF INNOVATION /// INCREASED COLLABORATION

FiberTRAX uses quick-curing resins to bond fiberoptic cables directly onto surface pavement. The resins provide layers of protection around a steel-armored cable of 12 single-mode fibers, enabling FiberTRAX to withstand vehicle and pedestrian traffic. The line has a low-profile of 3 inches wide and 3/16 inches tall and can be camouflaged to blend into the bonding surface. FiberTRAX eliminates the need to locate underground utilities, trench, and repair surface pavement.

The FiberTRAXtor automates a FiberTRAX installation. The machine is the size of a riding lawnmower and installs FiberTRAX at a rate of 500 feet/hour. Operators can quickly install durable optical networks to extend communications between secured and unsecured facilities and enhance communications and efficiencies throughout bases.

Whether facilities are located on base or off base, a dedicated or shared network can be created between them. A FiberTRAXtor can rapidly lay multiple paths of communications between these facilities to create primary communications, redundant paths, and a self-healing mesh network. They can be used to connect the facilities directly or to connect wireless devices, like 5G antennas, to enable online course platforms and video hosting platforms.

Base communications must adapt and continuously improve to meet the demands of base personnel for network access. By repurposing work environments, new efficiencies can be discovered. A FiberTRAXtor enables a base squadron to add communication links on-demand for connecting new physical spaces. With FiberTRAX, even temporary events could receive the benefit of a high-speed optical connection.

VALUE PROPOSITION TRAXyL eliminates the time and challenges associated with installing fiber cabling underground. Traditional methods require installers to locate underground utilities and carefully excavate around them before installation, and then reconstruct damaged surfaces. TRAXyL’s rapidly deployed and simple solution provides high-speed broadband connectivity in austere and challenging locations. Bases would benefit from optical connectivity without trenching or cutting into the surfaces. By providing the warfighter, technician, or commander an on- demand fiber installation capability, they can rapidly create a more connected area that is secure and fast.

Expanding fiber optic networks throughout a base can provide the backhaul capability for more wireless connections to laptop, cellular, or network devices. This can assist with quick data transmission for education, training, and emergency response.

According to multiple AF personnel, it is challenging to get connectivity on a flight line due to the distance from existing network infrastructure and resistance to cutting trenches into the pavement. Better connectivity provides access to information and allows a better exchange of ideas. FiberTRAXtors could install FiberTRAX anywhere along the flight line, quickly and without damage. This would enable better real-time collaboration between technicians and airmen. It would also enhance base resiliency at a much lower cost because more areas of the base could be connected with a reliable high-capacity network.

Innovation Training...for When the Bureaucracy Happens

CULTURE OF INNOVATION /// NEW TRAINING METHODS

The Dcode Training Suite supports all aspects of the USAF innovation lifecycle, from problem scoping and minimum viable product (MVP) development to sustainment and scale. Dcode’s foundational course on organizational innovation, Dcode Advance, trains leaders and their teams on innovative business and federal acquisition practices, effective problem definition and refinement, the emerging tech landscape, and overcoming bureaucracy and organizational culture to get tech in the door. There are two follow-on courses to Dcode Advance, both focused on scaling and sustaining innovation programs and culture: 1) Dcode Build expands on how to build out an innovative organization with a specific focus on knowledge retention, resourcing, and cross- organizational collaboration, and; 2) Dcode Sustain expands on how to manage a technical innovation initiative as an iterative, ongoing effort of continuous improvement.

For innovation enablers, to include contracting, finance, and legal, Dcode Procure is a deep dive course on innovative procurement focused on contracting strategies, vehicles, and methods to hack the FAR. Finally, for those Wings/Squadrons who want to boot up on an emerging technology area of interest quickly, we offer Dcode Eureka, a series of one-day, focused trainings for government leaders looking to implement specific technology solutions (i.e. AI, 5G) in support of their missions. In each of our courses, Dcode stresses practical, applied learning around innovation - not just high-level conceptualizing. Our trainees go back to their organizations with clear next steps to address their business problems.

VALUE PROPOSITION Dcode executed 19 training courses for DoD and the Intelligence Community in FY19. To date, 429 DoD? leaders have graduated from a Dcode training program, including over 250 USAF personnel spanning 103 Wings or USAF programs. As a result of our trainings, there are 100+ active minimum viable products (MVP) focused on improving and advancing missions in the DoD. These MVPs aren’t just small scale innovations; we have guided trainees through projects around base access modernization, automating cumbersome pilot scheduling, creatively leveraging CSOs to execute Squadron Innovation Funds, and even building an autonomous lawnmower to curb the dangerous number of ticks on base.

Dcode’s training model delivers powerful results with lasting positive impact. Where most innovation training programs focus solely on the problem owners and senior leadership, Dcode knows that government innovation requires the support of contracting, legal, and finance. That is why Dcode training programs are built to educate the entire innovation team, so each team member, from a contracting officer to a wing commander, knows his/ her critical role in enabling innovation and has a shared understanding of the framework needed to succeed.

Finally, Dcode’s Training Suite is about more than just creating and supporting innovative pockets inside USAF. Through our training alumni program, we connect those who have attended our courses so they can force- multiply on the successes (and learn from each other’s challenges)!

The same technology we use in our XR/Mobile builds for global biopharma, entertainment, and 360 VR training for the AF we will now use in eye controls. QI controls are 4X-15X faster than any other controls. The tablet we are using is completely new. We will create a reticle (cursor) representing the eye and use it to select, activate and scroll through zones of content and interact with checklists and other content using QI’s predictive vector analysis. This will be accomplished by combining QI Technology (no dwells or blinks) with an eye-tracking tablet, which represents the future of eye controls in all devices (i.e. HoloLens). EFB content of three interactive layers of data will be selected and activated with eye controls, and chosen from instrument navigation documents and approach information, quick reference handbooks and checklists, common reference documents (local area procedures, weapons and/or range data and procedures, etc.). The Maintenance Layer will consist of a checklist example and a reference manual example with a possible two Qpoints of information included and the extra content identified by the customer such as Key Tasks List (KTL).

VALUE PROPOSITION Not just for CAF Pilots (above), but for Maintenance personnel, the ability to work with both hands while going through a published technical order (“tech order” or “T.O”) procedures or scrolling through additional reference charts is a game changer in time and efficiency, as well as safety. Junior maintenance apprentices require supervision per task assigned by skill levels identified in steps (3-level, 5-level, 7-level, 9-level). Those application questions or techniques are now available in the AR/MR environment in real time without a pause in job execution through eye-controlled manipulation of technician resources. Tight, contested, and congested environments or complex, multi-step detailed processes are enhanced with information in the face of the user, readily available. Example tasks include jet engine swaps, any phase maintenance operation, and internal fuel bladder repair. This information availability is the catalyst for reducing over the shoulder man-hours, putting answers at the operator’s fingertips, and expanding the value of an individual maintenance professional and his/her experience. This improvement in technical manual usage also is the first step in revolutionizing the maintenance training process across the spectrum for the 21st century.

INSTALLATION RESILIENCE /// AIRCRAFT SHELTER RESILIENCY

AIRCRAFT SHELTER AND OTHER BASE FACILITY RESILIENCY

Many of the USAF’s facilities utilize conventional metal roofs and, occasionally, metal walls as well. These systems are limited in the amount of wind speed they can successfully resist. Most metal roof manufacturers systems are rated up to 130 mph and some can achieve a 185 mph rating. Still, impacts from windborne debris reduces the survivability of these systems regardless of their designed wind-rating. The USAF is often forced to evacuate their aircraft prior to a pending hurricane’s impact. Unfortunately, tornados are harder to predict with enough time to relocate equipment beyond the confines of the base.

The Tandem™ Series of metal roof and wall systems are uniquely suited to protect USAF assets in hurricane, tornado and other wind damaging conditions/events. Its patent-pending design accommodates expansion and contraction movement in 360 degrees. This free movement of roof and wall panels eliminates stress and binding during high winds and impacts. It also supports the use of heavier gauge metal for larger and stronger buildings.

The Tandem Series offers three roofing solution options:

1) for wind speeds of up to 150mph (Tandem150™)

2) for wind speeds up to 200mph (Tandem200™)

3) for wind speeds up to 300mph (Tandem300™)

All of these patent-pending designs can be engineered to any wind-speed requirement while maintaining the system’s high-impact resistance and economic advantage.

The Tandem Series roof systems are compatible with Tandem Roofing Products’ patented EZY Curb™ daylighting system. The curbs and skylights can achieve the same wind rating as the roof system while increasing light levels significantly above those of conventional systems.

As a multiple Phase II AFWERX SBIR grant recipient, we deploy a permanent, irreversible molecular realignment, which was awarded Innovation of the Year last year in manufacturing technology, to help reduce corrosion and double the life of at-risk military metals. Outside of metals, we also have seen limited testing trials increase the life of nylon 200%, and PTFE by 50%. We are compatible with other coatings, which can be applied on top of the existing material that we treat after our technology is applied.

Our one-time process uses liquid nitrogen in a computer controlled chamber to compress molecules together, then uniformly expand them to create a stronger, more coherent structure, which reduces oxidative availability, and thus minimizes corrosion impact.

At 300 Below, we know the US Air Force wants to establish more reliable structures. In order to do that, you need to find technologies that permanently improve at-risk metals, which aren’t just a surface coating pretending to fix a sub-surface problem. The problem is that the US Air Force spends $6 billion to fight corrosion on jets, and your Airmen will spend even more to fight corrosion and replace weak parts with building maintenance, which makes you feel like you’re wasting time and money on half-baked technology that sounds cool but doesn’t perform. We believe it should be easy to treat the items you’d be deploying anyways, then enhance them to be even stronger and more durable than the structures they are replacing. We understand what it’s like to get excited about new technology, but then be disappointed and stuck with poorer performing parts after introducing them into real world applications, which is why we’ve been innovating for the last fifty years to finally win Innovation of the Year in Manufacturing Technology (2019) for our recent work with the US Air Force as a recipient of multiple Phase II SBIR awards.

VALUE PROPOSITION Primary benefits: increase in coherence of structure, stress relief and stabilization of the crystalline lattice of metallic structure, which results in a reducing availability of oxidative surface area, reducing intergranular corrosion and rust in steels and irons.

INSTALLATION RESILIENCE /// OTHER

Facility Resiliency must include addressing a range of environmental and man-made threats. Government and military installations can no longer rely solely on encryption or standoff to protect from intrusions into networks and wireless infrastructure. As population density increases, bases and other operational areas experience ever increasing challenges with appropriate standoff distances. Furthermore, the ability of electromagnetic threats to reach in from long distances is increasing. The bottom line is that electromagnetic threats can reach in from far beyond a guarded perimeter. Communication problems and vulnerabilities can occur through both incidental interference and malicious activity. Faraday Structures NiShield wallpaper, EMCoat paint, and other construction products provide advanced shielding for facilities and mobile shelters and are used to shield sensitive electronics, wireless networks, and secure communications from unwanted emanation, hacking, snooping, Radio Frequency Interference (RFI), intentional and unintentional Electromagnetic Interference (EMI), and Electromagnetic Pulse (EMP) events. Providing a high level of broadband shielding, our wallpapers, paint, and other construction materials can be easily and quickly applied using standard installation methods, enabling high volume, rapidly deployed shielded space solutions. Faraday Structures also provides a range of services to our customers including assessment, installation, certification and support.

VALUE PROPOSITION Faraday Structures provides rooms, facilities, and mobile shelters with electromagnetic shielding at a fraction of the cost of legacy solutions. Our products can be quickly applied using standard construction methods, saving time and installation costs. Additionally, because we use standard construction materials (paint, wallpaper, caulk, etc.), modifications or repairs are much easier than other electromagnetic shielding solutions. In fact, our conductive paint is frequently used to repair and restore SCIF shielding effectiveness where R-Foil or other materials have been compromised or damaged. Recognized as experts in research, development, and engineering in RF and EMI signal management technologies, our installation, and certification services coupled with our innovative products, provide a complete solution that no other company can provide.

Previously, physical asset protection addressed kinetic threats such as intrusion, rifle fire, and vehicle bombs. HPM and EMP weapons can damage equipment from outside the guarded perimeter. To protect aircraft and their critical support systems from these types of attacks, electromagnetic shielding is needed.

INSTALLATION RESILIENCE /// OTHER FACILITY RESILIENCY

HEDS was developed because I saw way too much mold in the living and working spaces on the bases where I was doing energy audits as an HVAC SME for USACE. The DPW/PWD teams were doing everything possible to stop the mold growth, but when the HVAC systems were trying to grow mold 24/7, they could not win. Many HVAC systems actually cause mold growth and equipment, weapons and munitions corrosion. They may work fine for a year or two, but when the excessive maintenance requirements of energy wheels, desiccants, refrigerant based systems, and other complicated systems are combined with the acute maintenance manpower and budget shortfalls that seem to be prevalent, the systems fail to perform, and mold, corrosion, equipment and munitions problems follow, wasting literally $billions each year, per DOD analysis.

HEDS is designed to use the low quality heat available from the chilled water return line as the reheat energy source, using only heat transfer coils & 2 control valves. There are no other moving or rotating parts to fail, except the fan systems, and we use direct drive ECM fan walls to eliminate the belt drive and VFD maintenance and failure points. We listened to the maintenance teams and eliminated everything they hate, and we build them mostly out of marine grade aluminum and stainless steel. The heat transfer fins are 73% thicker than typical, and are epoxy coated and UV-C equipped.

HEDS is designed to keep the buildings positively pressurized with low RH air at all times. For administrative, classroom and training facilities that are occupied 40 hours per week, HEDS can reduce night and weekend energy use for HVAC by over 80%, while actually drying the buildings out.

RAPID RECOVERY – When buildings get wet, HEDS can flood them with >90°F air at 25% RH. HEDS can dry buildings out and return them to service faster than an army of portable dehumidifiers. We submitted to the Open Topics challenge, so there is significant information there, FX201_CS01-0527.

INSTALLATION RESILIENCE /// POWER & UTILITIES RESILIENCY

Using laser surface functionalization, FLITE can make changes to any solar cell that render the surface a deep black without chemical coatings, as well as to improve the surface texture for better yield. This has been lab tested to increase power yield at least 15% and as far as 100% compared to conventional solar cells. The invention was described here.

In addition, the same family of techniques can be used to treat the covering surfaces - whether glass or plastic - to make them superhydrophobic (SHP). Superhydrophobic surfaces remove water droplets nearly instantly. By removing water in this fashion, the surface has resistance to ice buildup, snow, and frost, as well as raindrops that reduce the power yield in a solar panel. The surfaces are also self cleaning, and small amounts of water, wind or vibration will dislodge surface contaminants like dust, ash, smoke, sand, and other airborne deposits that reduce the yield of energy over time.

By expanding this technique to the metal structures that hold the solar panels, we can also inhibit rust without adding weight or flammability.

VALUE PROPOSITION Wherever fixed or flexible solar panels are deployed, we can demonstrate that these techniques will improve the total energy production and prevent their failure due to weather conditions without adding to their operational and maintenance requirements. Once applied, the treatment is permanent.

Most importantly, FLITE’s technique is permanent and durable, and will survive the extreme conditions to which panels are exposed. Other products that make surfaces self-cleaning, based on chemical coatings, do not last long on the surfaces and may need repeat applications.

Moreover, these coatings tend to fail when they are most needed (ie. deep freeze, harsh storms, exposure to fire or strong vibrations, etc.) FLITE’s technique modifies the base material directly, so there are no coatings to peel, crack, burn or freeze. This will apply to solar cells and panels used on base, on small instruments deployed in the field, or on any photovoltaic surfaces on drones, helicopters or other aircraft.

INSTALLATION RESILIENCE /// POWER & UTILITIES RESILIENCY

Our solution is a combination of COTS products with a patented design, proprietary electronics and control system. All products are field proven.

Internally, the system is a battery first design. Every power source (AC and DC in, grid, solar, wind, generator, etc.) are used to charge the batteries. The batteries then take the load (AC and DC out). We use a bi-directional inverter/ rectifier with very high efficiencies.

Using this set-up allows the load to fluctuate and reduces generator time because the renewables are used first and the generator will only turn on if needed to charge the batteries. Our set-up is the same as a study done by the Marines in 2019 (Marine Corps Gazette, March 2019 Vol. 103 No. 3) when the Marines found a cost reduction in fuel of 36% and 24% in ancillary costs only using a battery in conjunction with a generator.

For military applications, we provide an external port for connection of military generators. Wind turbine, mast and solar are optional.

The patented Hybrid Cube is innovative because it packages COTS and proprietary electronics into a pre- packaged, turn-key power solution. It can take any power source without disruption and then power anything. If the grid goes out, the Hybrid Cube uses other power sources. Other benefits included: less than 3% harmonics (cleaner energy than a wall outlet) and zero glitch. A glitch will happen if power is transferred from grid to generator or any other power source including a UPS. Our system power is always on.

• Technology Maturity • TRL = 8 for military, 9 for commercial use • Fully commercialized units have been sold to major companies. • No development or design work is needed, only the requirements of the end user to be tested

WILLIAM SILGUERO COMPANY Valitus Technologies EMAIL [email protected] PHONE 951 898 9743 66 SOLUTION ID: 7608 ENHANCING INSTALLATION RESILIENCE with the AT&T Energy and Building Management Solution

INSTALLATION RESILIENCE /// POWER & UTILITIES RESILIENCY

AT&T developed an Energy & Building Management Solution (EBMS) to reduce costs and greenhouse emissions. EBMS uses IoT connectivity and building systems information for efficient facility equipment management. IoT sensors gather data on previously unmonitored equipment and merge it with data from existing building management systems. Near real-time data collection and a single common platform for analysis allow facility managers to optimize maintenance and address problems in a timely manner via dashboards, reports, and alerts.

The EBMS platform comprises two primary components:

AT&T’s industry-leading portfolio of IoT devices, connectivity, and platforms pull the required data off the machines and out of the building. Whether connecting a cellular gateway to an existing building controls panel to capture required data points or deploying new IoT sensors to collect environmental information, AT&T offers a single source for all aspects of the solution stack.

A powerful rules-based expert system with integrated dashboarding, notifications, analytics and reporting enables a truly vendor agnostic, cross-portfolio perspective for managing sustainability, energy resiliency and facility operations. The platform can be deployed in an AT&T data center, in an AF data center or in the cloud environment of choice.

With AT&T’s EBMS approach, the USAF can standardize and normalize building control, environmental and other data at the edge globally, using a consistent approach for all locations and scenarios. AT&T’s global network architecture has successfully completed Risk Management Framework (RMF) testing and has received the Authority to Operate (ATO) designation for use in transporting building data for the US Navy. This is based primarily on AT&T’s Defense In Depth layered framework for cybersecurity, including hardened device access controls, encryption of the data in transit and the ability to interwork between IoT (cellular) and wireline (MPLS) networks.

VALUE PROPOSITION The EBMS value is derived from driving optimal building performance, operational efficiencies, cost savings, and sustainability. For almost 1,000 buildings in its own portfolio, AT&T lowered overall energy intensity by close to 60% from 2013-2016 and is on track to reduce by an additional 60% by the end of 2020. This has resulted in roughly $600M in cost savings and significant GHG emission reductions. In a recent sample of 375 sites, the EBMS platform identified over $4.4M in potential savings through facility improvement measures.

EBMS will also help TAFB realize significant savings in other areas such as operations, maintenance, equipment life span and worker productivity by enabling continuous monitoring, advanced fault detection/diagnosis, and proactive improvement capabilities. For example, AT&T shifted most building maintenance from a calendar- based preventive approach to a condition-based, predictive model (i.e., fixing things before they become a problem) and reduced work orders by roughly 15%. This eliminated dispatch of maintenance personnel for physical inspection and categorized faults by risk priority (reliability, energy impact, etc.) resulting in significant workforce utilization improvements.

(BADAS)

INSTALLATION RESILIENCE /// RAPID RECOVERY

Despite the growing variety of remote sensing and autonomous vehicles deployed in both military and civilian applications, little framework exists for integration, task execution and exploitation of the resultant imagery and information captured by these systems. Focusing on UAVs, the diversity of airframes in current products results in substantial capabilities with respect to specific tasks, such as surveying large areas with fixed wing UAVs or, the increased stability and payload capacity of a multi-rotor UAVs. However, these platforms have yet to be integrated in a manner which capitalizes on their complementary capabilities. Few protocols exist to automate data transfer and post-processing from UAVs and autonomous ground vehicles (AGVs) fitted with various types of sensor suites.

We propose using an integrated, multi-layered sensing approach for assessing airfield damage. Our approach involves a fixed wing UAV tasked to fly the entire airfield. Through edge computing and real-time processing of images the system will assess specific locations in need of more detailed inspection. The results from initial fixed wing UAV sensing flights will direct a multi-rotor UAV with more specialized sensing equipment to thoroughly inspect regions of interest. Results from the multi-rotor UAV flight will be transmitted to an AGV for further action.

VALUE PROPOSITION The objective of this effort is to provide a resilient and efficient system to provide Airfield Damage Assessment across runways, taxiways, ramps, control tower, hangars, aircraft, POL, perimeter fence, etc. This system will automatically inspect airbases to determine hazards and the Airfield’s operational state. The autonomous operation of wide area surveillance and close-in inspection provides remote operations and will save lives and reduce manpower needs.

For the past year we have been actively engaged with a member of AFRL’s Base Resiliency Capability Collaboration Team that is focusing on Rapid Damage Assessment (RDA) Operations Improvement Research and Development. RY’s customer, the Air Force Civil Engineering Center (AFCEC), has concluded that current processes for RDA is overly time consuming and manpower intensive to meet both current and future Minimum Airfield Operational Availability (MAOS) requirements. Furthermore, manual runway assessment and inspection exposes airmen to unacceptable risk of unknown unexploded ordinance (UXO) as well as follow-on attacks. The 3DAerial Team is developing a solution to the runway and infield inspection problem called Autonomous Layered Sensing Technology (A-LIST) under AFWERX SBIR FA8751-19-C-A032.

The 3DAerial Team is proposing to build upon our A-LIST system, to design and demonstrate a system to assess the damage to the broader airfield. This increased capability system, the Broad Airfield Damage Assessment System (BADAS), will include a capstone demonstration at 18 months.

INSTALLATION RESILIENCE /// RAPID RECOVERY necoTech’s Hot Patch On Demand (HOTPOD) product, is a system for the rapid heating of Hot Mix Asphalt Material to be used as a patch repair for asphalt and concrete pavements in all ambient temperatures. By adding proprietary materials to conventional hot mix material, a specialized heat system can be used to rapidly heat a specified quantity of asphalt in an on-demand scenario. In the HOTPOD system, a specialized heater heats the composition within a container (3-5 gallons) so that the asphalt mix can then be poured into the damaged pavement and compacted just like any other asphalt repair product.

The result is a patch that lasts over 10X’s longer than a conventional cold-mix asphalt (CMA) patch product without introducing any added risk for pavement repair. While performing better then CMA, HOTPOD also is equivalent to conventional hot-mix asphalt (HMA) without the downsides of needing large trucking equipment, time-sensitive application windows, or access to a batch facility. Additionally, the HOTPOD system utilizes pre- packaged containers that have nearly an unlimited shelf life (unlike CMA’s two-year shelf stability), that can be stored or shipped to any location.

Further, the HOTPOD system can be used in all ambient temperatures, unlike HMA, increasing both the geographic availability and ability to use year-round. Thus, the HOTPOD system delivers the performance of HMA with the convenience of CMA. It has the positives of each current market solution without the downsides that both HMA and CMA have. It truly is a disruptive technology to the asphalt repair market.

Therefore, with the current level of development at TRL 8-9, and the prototype already being active with the military, we could standup more units into operation within a matter of months, allowing the Air Force to take advantage of the system almost immediately.

STEVE FLAHERTY COMPANY Neco Plastics EMAIL [email protected] PHONE 740 972 1391 69 SOLUTION ID: 7741 BASE OF THE FUTURE - DATA FABRIC

INSTALLATION RESILIENCE /// RAPID RECOVERY

The Data Fabric utilizes the power of Digital Twins coupled with an advanced high-performance data platform. Base resources such as buildings, aircraft, equipment, tooling and people are modeled as Digital Twins. The Fabric collects data real-time from any sensor deployed on the base and as data streams in, each Twin is kept up to date. Collectively, the system is always monitoring the state of all base resources and if any resource is not in an optimal state, corrective actions are deployed seeking to maximize base operations.

VALUE PROPOSITION The Base of the Future - Data Fabric will provide value to all current and future bases starting with Tyndall Air Force Base. Value will be immediately realized by the monitoring and alerting capabilities of the Fabric as soon as it comes on-line. As the Digital Twin infrastructure is built out, machine learning algorithms will understand the future trend of each resource. If a resource is predicted to be heading towards a Red state, proactive measures can be deployed. This would provide a preventative maintenance capability for all base resources. As an example, this scales from a simple air conditioner outage in a building to a full-scale natural disaster impacting the whole base. The Data Fabric knows the state of all base resources and how to get those resources back to Green.

Further, the simulation capabilities will allow base leadership to better coordinate scheduling and logistics in the event of any base disaster or disruption. Leaders can simulate outages of resources and understand how restoration activities can be best managed. This will lead to better preparation for any disaster scenario.

Once the Data Fabric is deployed across all bases, lessons learned from one base can be systematically shared amongst other bases. A base is not an isolated island, but rather part of a complex ecosystem that can be modeled within the Digital Twin construct of the Data Fabric. This coordinated cross-learning will dramatically improve base operations across the entire USAF.

LEVERAGING TECHNOLOGY /// ADDITIVE MANUFACTURING

Elementum 3D is pleased to present A6061-RAM2, our flagship 3D printable material. Elementum 3D’s novel reactive additive manufacturing (RAM) technology has enabled the introduction of an aluminum alloy that achieves properties comparable to wrought 6061-T6 on existing laser powder bed fusion equipment. Key advantages of this material include incredible print speed for low production costs, excellent surface finish, a desirable combination of properties, and the familiarity of 6061.

Aluminum 6061 is one of the most commonly used aluminum alloys and is widely used in aerospace, automotive, defense, and other industries. Designers, engineers, and manufacturers are very familiar with 6061 and have expressed a clear desire for this material to be available in additive manufacturing (AM). Elementum 3D’s mission is to expand the metal AM materials library; and importantly, new AM materials such as 6061 will enable designers, engineers, and manufacturers to innovate with the design freedom of additive manufacturing. Elementum 3D’s printed A6061-RAM2 meets the USAF’s demand for a versatile and light weight material that has excellent printability, strength, and ductility. In fact, A6061-RAM2 meets or exceeds typical wrought 6061-T6 strengths while maintaining excellent ductility for an AM printed material. The printability and excellent properties of A6061-RAM2 stem from improved microstructures, made possible by our patented RAM technology.

VALUE PROPOSITION Although familiarity and excellent properties are important advantages, print speed is where this material really shines. A60601-RAM2 is one of the most cost-effective metals AM materials because of its high deposition rate. On and EOS M290 printer, A6061-RAM2 achieves a deposition rate of 10.4mm^3/sec which is nearly twice as fast than the next fastest material for this printer. Print speed is king in AM and faster print speed directly results in reduced production costs and increased operation effectiveness. Cost effective materials with good performance are critical to taking the next innovative advancement in manufacturing to production.

Factories for 3D Printed Construction

LEVERAGING TECHNOLOGY /// ADDITIVE MANUFACTURING

Robotic, Autonomous, Distributed (RAD) Factories for 3D-printed construction will create a network of state-of- the-art manufacturing facilities that are equipped to service geographically distributed military bases through a manufacturing network or be dedicated one-to-one with critical Air Force installations to provide autonomous, on-demand, and direct-digital construction services. Fully custom construction components can be entirely designed and manufactured in a single workflow because Branch’s patented C-Fab® technology utilizes digital twin and direct digital fabrication (DDF) workflows to create a single source of truth in the fabrication process. This streamlines the typical construction process and can provide control and independence to the Air Force in all its built-environment operations for the air bases of the future.

C-Fab® combines industrial robotics, powerful geometric algorithms, and a novel “Freeform” extrusion technique that enables 3D-printed material to solidify in free space without supports. Branch uses this technology to produce lightweight architectural components that use 20X less material than standard printing techniques and are 4X the structural capacity of normal walls. The printed geometries serve as scaffolding for other construction materials that are integrated to form a composite that can be formed into any shape and embedded with endless functionality because it does not ask one single printed material to be the entirety of the structure. Branch has already produced some of the world’s largest and most significant 3D printed structures in history.

RAD Factories will industrialize this capability for any type of construction and bring autonomous, deployable, and distributed construction manufacturing to the Air Force bases of the future.

VALUE PROPOSITION The construction industry is wildly inefficient. Even though buildings are the largest custom objects produced by humanity, we still use outdated materials and methods to build them. 50 years ago, the manufacturing industry experienced a shift in thinking that caused manufacturing efficiency to rise by more than 200% over the last 25 years while construction productivity has declined during the same timeframe. As a result, the US construction industry is suffering from an annual $200B labor productivity gap and $36B material waste gap that could be closed by adopting methods such as prefabrication and additive manufacturing. The US Air Force currently relies on this industry to build $6B of its annual budget on bases and installations.

LEVERAGING TECHNOLOGY /// AUGMENTED REALITY/VIRTUAL REALITY/MIXED REALITY

All large organizations struggle with data because it's extremely difficult across the entire lifecycle. From the management of collection through the discovery and communication of insights, current analytics tooling is primarily based around flat, two-dimensional information displays like charts, graphs, and tables that are plagued with many problems:

• High cognitive load during analytical tasks • Loss of situational awareness staring intently at a computer monitor • Extensive training needed for simple data editing operations • Scale and field of view is limited to physical screen size • Biases created during subsampling of takeaways

While data has grown exponentially to terabyte and petabyte, charts and graphs look the same as they did 100 years ago. However, virtual and augmented reality introduce a groundbreaking new concept of the infinite display, and a paradigm of interaction where one can explore/manipulate millions of data points in real-time using natural hand gestures and physical control surfaces. Our platform leverages the best of AR/VR and AI to lower the cognitive load and create a shared context of collaboration for decision-making. Based on patent-pending edge computing methods, AROC has no cloud or 3rd party dependencies and can run on-prem, offline, or in RF-constrained environments.

Users first connect live or historical datasets from encrypted storage. Then, they select from task-driven standard ‘data environments’ or customize a new one. Finally, they step inside their data using a biometrically- authenticated AR/VR headset or smartphone. Users can manipulate information and analytics while inviting others for real-time collaboration. The system is currently deployed in the commercial sector where it increases the amount of data within view by 10X-100X.

VALUE PROPOSITION The AROC system is designed for speed and simplicity, based on 100+ AF personnel interviews about their pain points with existing tools. Training managers, analysts, command personnel, and others will be able to explore large-scale, multi-domain datasets with a lower cognitive load, increased situational awareness, and a greater shared context of collaboration. Our platform is designed to enhance cognition both on and off the battlefield, and emphasizes usability to allow people of all technical skill levels to engage.

For the AF, the platform will connect to specific datasets in targeted scenarios and display immersive information within a spatially defined area. Users will wear head-worn AR/VR equipment to collaboratively explore geospatial, personnel, and networking datasets pertinent to mission parameters. The holographic nature of the experience provides significant benefits over traditional methods, as explained above and proven through other immersive technology deployments. Our platform will provide an ROI through the reduction of training costs and increase in speed of decision-making.

Beyond increases in scale, the complexity and dimensionality of data is also rising sharply. Stakeholders struggle with correlating disparate datasets that may contain multiple layers of raster imaging or describe complex hierarchical relationships. While the traditional approach of 2D analytics has served well, the emergence of new technologies like AI and ML offer the potential to rebalance the equation. Advanced displays in AR and VR (realized within AROC) leverage these new technologies to strengthen the relationship between warfighters, their teams, and their data.

LEVERAGING TECHNOLOGY /// AUTONOMOUS SYSTEMS

All enterprises transact data in three formats: Electronic Copy, Soft Copy, and Hard Copy. For data driven strategies and processes to remain reliable and efficient, we need to identify, capture, classify, catalogue, store, integrate, route, and retrieve that data.

FabSoft DeskConnect automates data capture and distribution from recurrent user-level documents. FabSoft DeskConnect identifies documents, locates the field data to capture and store, distributes the data in accordance with business workflow requirements, and stores the documents to the appropriate system or folder. DeskConnect contains features for document manipulation and structured document approval workflow. The tool relies on a simple Machine Learning approach to “train” the system for specific use cases. Users simply “print” a document to a workflow, making it easy to use and adopt.

FabSoft combines best-of-breed document automation solutions to optimize the amount and quality of the data you capture, and minimize the effort required to do it. DeskConnect integrates all new data and document capture capabilities with the technologies already in place. We connect data, documents, and workflows with existing enterprise, line of business, Enterprise Content Management and Document Management Systems.

For examples, please see our Desktop Automation Driver page and videos, and our Document Companion page and videos, which are part of the FabSoft DeskConnect Suite.

VALUE PROPOSITION One of the most significant vulnerabilities in our ability to manage data today stems from the fact that large volumes of data and documents are delivered directly to the knowledge worker, at their desktop. Without tools to consistently process the documents and data, we increasingly shift the function of the knowledge worker away from value-added tasks and towards document and data processing. Is this familiar? Open a document, print, scan, or save it, enter the data to another system, search for the document later. This systematically creates unnecessary costs, reduced quality, and strategic risk for the organization.

FabSoft DeskConnect frees up knowledge workers to focus on decisions and to manage documents only by exception. Better data capture and distribution means better data retrieval and usage. The result is better use of your time, at a lower cost. Calculations show an average time savings of 240 hours per FTE per year and a cost savings of 12.5%.

LEVERAGING TECHNOLOGY /// AUTONOMOUS SYSTEMS

Using artificial intelligence-based decision-making algorithms, Toyon’s Decentralized Asset Manager (DAM) enables team autonomy, where each SUAS conducts a task to support an overall mission. Importantly, team autonomy alleviates the need for a human to apply “joy-stick” control and stare at a video screen, and adjusts each asset’s current tasking dynamically. That is, each SUAS asset changes to the current condition, which allows for the system to conduct seamlessly multiple tasks. This behavior relieves a human operator of what would be an impossible task of constantly updating plans whenever the operational picture changes.

Toyon’s solution uses Centauri’s Common Operational Picture for Event Response System (COPERS) as the Operator Interface. With COPERS, integration is supported with an easy-to-use GIS-enabled interface, functions are provided for alerting, equipment status monitoring, and collaborative sharing of a Common Operational Picture across the base. In the envisioned solution, a COPERS operator can interact with DAM, providing high- level missions and directed tasks to the team, and watching full motion video and other outputs.

The DAM integrates several advanced technologies:

• The Planner (developed by AFRL) to determine optimal SUAS asset and sensor tasks by applying agent-based optimization algorithms • Sensor Guided Flight (Army Aviation) to translate these optimal tasks into specific commands for controlling the SUAS asset • Multi-Modal Fusion Module (JPEO ChemBio Defense) to provide a means for processing the data collected by Chemical, Biological, Radiological, and Nuclear (CBRN) sensors and estimate an underlying hazard • Artificial intelligence-based video analytics for scene characterization • Data fusion for “stitching” tracks collected by multiple sensors • Machine learning for analyzing video and hyperspectral data collected by repeatedly surveying over a long period for detecting incipient changes from a “baseline” condition.

VALUE PROPOSITION The autonomous SUAS team enables the Air Force to conduct both planned (or “routine”) and unplanned (or “response”) missions more effectively and safely. Routine missions include physical security, such as conducting perimeter and critical area security sweeps, where the team will fly repeatable patterns with randomized times and frequency. Video processing algorithms will alert operators to anomalies in the scene and trigger follow-up actions, either with the same or another drone, or operator response.

Inspection roles include scanning runways for Foreign Object Debris (FOD), a task currently done by a line of humans walking the runway. Other weekly tasks could include infrastructure surveys of water treatment facilities, generators, medical, ammunition supplies, fuel depots, food stores, and flight lines. In case, the DAM allows defining mission tasks (e.g., fly around the runway) and provide a means to automatically collect more detailed imagery if something abnormal is detected automatically, or as directed by operator.

Fully integrated RFID and Computer Vision System for Precision Tracking of Passive Sensors

LEVERAGING TECHNOLOGY /// CYBERSECURITY FOR OPERATIONAL TECHNOLOGY (OT)

RADAR’s first product consists of three main components: the Autonomous Retail Sensor (AR Sensor), the mobile app for store associates, and RADAR’s web app.

AR SENSOR: RADAR has built what we call an Autonomous Retail Sensor (AR Sensor) from the ground up. This sensor consists of 2 boards (RF + Digital), an antenna array, 4 cameras for 360 degree vision, and a PoE+ power supply. The AR sensor enables RADAR to read and locate RFID tags in 3D as well as track shoppers positions/joints in 3D. AR sensors are distributed in retail locations at a density of 1 per 500sqft. The AR Sensor is one of a handful of readers built from the ground up without an existing RFID reader chip and boasts superior read sensitivity, location accuracy, range, and read rate. Thanks to novel signal processing, it’s ability to function intelligently in a network of multiple AR sensors, and it’s ability to drop into a receive only mode we have been able to achieve far better location accuracy than existing readers in past prototypes (45cm accuracy vs 3m for other readers) and expect to achieve ~30cm accuracy with the AR Sensor v1.0. The AR Sensor system is also the only RFID system to derive location in three dimensions which is critical for in-store operations, analytics, and checkout.

IOS APP: RADAR’s iOS app has 3 core functionalities

• Lookup - Check stock and locate products on a map • Restock/Resupply - Replenish the sales floor based on what is missing • Floor Set - Define target amounts for items on in a certain region

WEB APP: RADAR’s web app brings the same data from the mobile app to the desktop to teams to get broader analytics/movement data on things like inventory availability over time, resupply rates, item locations, etc. The dashboard also enables users to view the facility in 3D to see where stock is low, how frequently areas have been interacted with, and the movements of people in real time.

VALUE PROPOSITION We are not experts in military needs, however, my understanding is that a great deal of running a successful military base is in logistics and logistics can be greatly improved with omniscience. I believe the base of the future should have a tight grip on all assets available to them AND their precise locations. RADAR is the only solution that enables high precision asset tracking with a sparse infrastructure and extremely cheap/passive sensors. We’d be curious to learn more about specific applications of our technology through this process.

LEVERAGING TECHNOLOGY /// DIGITAL TWIN

Hexagon US Federal’s proposed approach to a digital twin of the Base of the Future would include delivering terrestrial scanning & imaging sensors for building facades and interior mapping. The final output of the data collection would be 3D reconstructions of all the buildings and assets.

For capturing the building facades, we propose the Leica RTC360 3D Reality Capture system, a comprehensive system comprising data acquisition to final deliverables. The RTC360 has a scanning range of up to 130 meters. It is equipped with 5-12MP cameras able to collect HDR imagery. HDR compensates for various lighting conditions, providing a good exposure.

Another benefit of the RTC360 is the Visual Inertial System (VIS). VIS determines the relative position and orientation between two consecutive scanner setups. Based on the relative positioning, the second point cloud can be transformed in the coordinate system of the first. The working principle of VIS is Visual Simultaneous Location and Mapping (SLAM). It combines visual information from five cameras with inertial measurements from an Inertial Measurement Unit (IMU), yielding a highly robust and accurate post estimation system.

For interior mapping, we propose the BLK2GO sensor. The BLK2GO is a handheld unit featuring dual axis LiDAR with up to 700,000 points/second capability, Grand SLAM (VIS, IMU, LiDAR), and a 12 MP high resolution camera. The BLK2GO has a range of 30 meters and a Field of View (FOV) of 300° x 360° and weighs only 1.7 lbs. With the BLK2GO, personnel can quickly and easily walk and map the interiors of all structures with a great deal of accuracy.

Both the RTC360 and BLK2GO can benefit from Cyclone 360 Field and Register 360 software. Cyclone FIELD 360 is the mobile-device app, running on Android or iOS tablets, and is designed to support users to: review the data, check the pre-registration of setups and enrich the data in the field. Register 360 is used for final processing as necessary.

VALUE PROPOSITION A base that is a true “Digital Twin” is important for a variety of purposes, including planning, maintaining, emergency response and mitigation. Creating this digital twin requires high accuracy and precision and that is where Hexagon’s proposal brings true value to the US Air Force.

Hexagon US Federal will enable the US Air Force to create a modern, up-to-date 3D baseline through the use of LiDAR, imagery, and terrestrial scanning. Once this baseline has been established, updates to the digital twin can be done quickly and cost effectively using the aforementioned tools.

Hexagon US Federal is a wholly owned subsidiary of Hexagon AB and the division of Hexagon that provides solutions to the US Federal government. Our sensor technology development spans 200 years. Over two centuries, thousands of customers—including several branches of the DoD—have used our industry leading technology to create the best data. BRIAN LOZES COMPANY Kinemagic XR EMAIL [email protected] PHONE 253 820 2549 84 SOLUTION ID: 6897 STRUCTURAL CONCRETE MIX for Construction for Electromagnetic Pulse (EMP) Shielding

LEVERAGING TECHNOLOGY /// FACILITIES & INFRASTRUCTURE

Conductive Concrete (CC) is a patented mixture and contains ~20% magnetic and electrically conductive components. These components are available worldwide. No special equipment or skilled labor is required to implement CC. A CC enclosure with a 10~12” thickness would provide effective EMP shielding compliant with MIL-STD-188-125-1.

CC can provide protection against a multitude of threats to military facilities including; electromagnetic pulse (HEMP attack), radiated emissions (RF/espionage), and ballistic/blast threats (war/terror events). With increasing nuclear threats around the world including North Korea, Iran Russia, and China, the need for EMP shielding (or HEMP shielding) is growing. CC shielding technology will provide global Radio Frequency (RF) signals shielding for SCIF facilities, stand-alone buildings, C4ISR facilities, bunkers/aircraft hangars, and retrofit inside existing structures. High value infrastructure including command, control, communications, computers, intelligence, surveillance, and reconnaissance would all benefit from CC protection. CC protects the essential equipment at any medical facilities (MRI, CT scan, etc.), data centers, or any mission critical electronic or electrical power grid assets.

Our solution offers built-in shielding against RF/EMP and also provides electromagnetic field immunity and radiated emission security. The CC mixture has the ability to provide shielding against RF/EM waves propagating through the CC by reflection and absorption. An incident RF wave propagates through a medium via three modes: reflection, absorption, and transmission. To minimize transmission, which is measured by shielding effectiveness in dB, is to maximize the reflection and absorption of the RF signals. This is accomplished by the conductive and magnetic components in the Conductive Concrete mixture.

CC has been proven and is ready for implementation at a readiness level of 9 (TRL-9).

VALUE PROPOSITION Conductive Concrete (CC) addresses the national security needs for shielding against HPM and EM waves as well as ballistic/blast related threats. A CC enclosure can provide EM shielding at frequencies from 10 kHz to 18 GHz. CC serves as a shield for operations within any new or existing structure.

CC construction costs are about 10% of a Faraday cage or shelter built with metal panels and CC requires little to no maintenance once installed. Other shielding alternatives require substantial initial cost investments and on-going high maintenance/inspection costs. These products require housing within a concrete structure. The protected space provided by a Faraday cage or metal shelter is very limited. The construction costs of these metallic shelters compared to CC for the same shielded space would be cost prohibitive. CC is about twice as strong as normal concrete and possesses a service life of ~25 years. CC does not require special equipment or labor to be implemented. CC resolves critical needs for shielding EMP from high-altitude nuclear explosion (HEMP) and HPM weapon attacks.

Our technology can be applied to command, control communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) operations. Any locations that require radiated emission security could benefit from our CC technology (such as data centers and medical facilities). In addition to HPM/RF and EM shielding, all facilities that use CC technology would enjoy blast and ballistic resistance.

LEVERAGING TECHNOLOGY /// FACILITIES & INFRASTRUCTURE

The VoCollect Maintenance and Inspection Solution (M & I) comprises voice-directed work technology for inspection technicians. Rather than recording findings on paper and manually entering them into a database, the interaction between technicians and the system is carried out by voice while the system is updated automatically. With a voice-directed, hands-free, and eyes-free inspection process, workers eliminate skipped steps, make fewer errors, are more productive and have higher job satisfaction. The voice-directed solution eliminates the post- inspection manual data entry process and facilitates compliance with various inspection processes.

Honeywell’s VoCollect Maintenance and Inspection Solution won the 2016 Commercial Technologies for Maintenance Activities (CTMA) Technology Competition, which was sponsored by the National Center for Manufacturing Sciences and the Office of the Deputy Assistant Secretary of Defense for Maintenance. The competition was designed to introduce new technologies to the U.S. Department of Defense in an effort to sustain material readiness at reduced costs.

ASI and the 375 CES will incorporate and leverage this game-changing technology to build a prototype and further optimize inspections and maintenance across the fleet of specialty vehicles.  This technology can be further leveraged for other specialty vehicles at Scott AFB such as aircraft refueling trucks.  Additionally, this solution will greatly facilitate collaboration amongst organizations maintaining the same type of specialty vehicles.

VALUE PROPOSITION Maintenance and inspections of mission critical assets (from aircraft to ground based vehicles) require the use of well- defined checklists to be followed by the maintenance technicians and detailed documentation of services performed for record keeping. This process is beset with inefficiencies. It requires the technicians working in these hands-busy, eyes-busy environments to enter their observations and findings as a separate step from the actual visual and manual asset inspections.

This solution benefits the warfighter by eliminating outdated back and forth manual data entry and look-up time on a laptop, handheld device or paper forms. The solution also ensures that the technicians strictly adhere to the standard operating procedure for a given type of asset. The data captured is automatically transferred to any DoD EAM/back end system for record keeping

Commercial users of the technology have reported: • 10-35% Improved productivit • 25-50% Error reduction • 5-20% Improved Safet • 15-30% Attrition reduction • up to 50% Reduced training time

Once voice templates are created for a vehicle, those templates are able to be readily shared with every unit that has that specialty vehicle in their inventory.

Asylon is an American-made security drone robotics company that provides unique capabilities to address the shortcomings of small Unmanned Aerial Vehicles (sUAS). Using advanced robotics and AI systems, Asylon developed the “DroneCore’’ platform which serves as a complete and fully autonomous sUAS ecosystem. The platform allows for three main use cases: (1) pre-programmed autonomous missions (perimeter patrols), (2) autonomous alarm response to 3rd party IoT sensors (e.g. CCTV alarm trigger), and (3) manual remote command and control missions (remote click and point flying). In order to support autonomous 24/7/365 security operations, Asylon has developed a patented fully autonomous infrastructure base station that allows for battery and payload swapping capabilities without any human in the loop. Asylon’s non-defense solution is a first of its kind, truly autonomous security drone system. Asylon has received important endorsements from some of the largest U.S.-based, Fortune 100 commercial companies, who use the platform to create value across a number of use cases. Asylon is now intently focused on adapting its best-in-class commercial solution to the unique needs and requirements of the DoD. After conducting nearly three years of customer discovery through DoD end-user interactions and demonstrations, Asylon stands ready to deliver a truly impactful prototype to the US Air Force.

VALUE PROPOSITION Part of the Base of the Future program is to explore how emerging technologies can be leveraged to provide unique and novel value to the US Air Force. This is the ideal group for the DroneCore system to align with as their mission is to identify promising new technologies that could revolutionize base security capabilities in the future. Through discussions with the BoF program office team, we found that DoD base security is conducted largely by humans. While there have been CCTV cameras installed on bases, a human must still watch the feeds to maintain a situational awareness of the environment. Moreover, even if a person is watching the CCTVs to understand the real-time situation, there is currently no mechanism to respond other than sending humans, which takes too long and puts lives at risk. In potentially life-threatening situations, DoD bases need to be able to respond in a few minutes with a machine. That is only possible by leveraging the DroneCore system that can autonomously respond to base alarms and get eyes on target much faster and much more safely than sending in a team of people.

Automated Surface Inspection System

LEVERAGING TECHNOLOGY /// FLIGHTLINE OPERATIONS

Auto-Scan is a proven, ruggedized, flight-line certified handheld inspection tool. It was developed and tested under multiple SBIR programs, initially designed to support inspection of low observable coatings on the F-35 OML and propulsion systems. It has been expanded to support other aircraft and other types of visible inspection surface defects.

While using Auto-Scan, the maintainer’s role is reduced to finding defects/damage and verifying their capture; Auto-Scan automatically measures, characterizes, and registers the defects. Auto-Scan interfaces with aircraft health management systems, and already has proven integration with the F-35 ALIS system among others. Once data is collected and validated by the operator, data transfer to a centralized maintenance system is completely automated.

Auto-Scan consists of two main components: a lightweight rugged tablet with an integrated camera and lighting, and a stereo vision borescope accessory. All components of Auto-Scan have passed Mil-STD tests including temperature, EMI, shock, sand/dust, rain, salt fog, and others. Further, Auto-Scan has been certified for use in CE ATEX and Class I Div. 2 explosive environments, making it flight line ready.

To ensure accurate collection of inspection data, Auto-Scan has a user-friendly software application with a simple touchscreen interface that guides the maintainer through capturing images of damage and assists them with reviewing the damage characterization. Auto-Scan can even display data from previous inspections to help identify new damage or visualize the rate of damage growth.

Auto-Scan is powered by an AI engine that evaluates captured imagery to measure the damage and identiy aircraft reference features to aid registration. In addition, Auto-Scan evaluates the various defect characteristics (color, texture, size, depth, and others) to automatically identify the defect type and category, providing speed and consistency to what is typically a user-dependent manual process.

Based on a Tethered sUAS with a Moving Base Station

LEVERAGING TECHNOLOGY /// FLIGHTLINE OPERATIONS

Travis AFB hosts the 60th Air Mobility Wing with a versatile fleet of 26 C-5 Galaxies (65 ft height), 27 KC-10 Extenders (58 ft height), and 13 C-17 Globemaster III (55 ft height) aircrafts. Inspection of these large airplanes occurs either inside specific large hangars or with the assembly of scaffolding frames that are necessary to inspect the airplane from all directions. In addition, recording and documentation of small flaws such as peeling paint is cumbersome to document and compare over time. The process of inspecting these airplanes is tedious and time consuming. In times of emergency, rapid decisions pose challenges as information is limited.

Easy Aerial proposes an automatic infrastructure-less solution that can inspect all of these airplanes in a brief period of time without the need for a hangar or scaffolding setup. This system will store all results and compare them over time allowing for identification of any material change that would require intervention. This system utilizes a 300ft tether sUAS attached to a self-directing base station. The base station slowly moves in an oval shape around the aircraft taking pictures and videos from all angles. These pictures and videos are available to the maintainers as well as anyone else on the base with the proper credentials in real time. The maintainer can pause the ground station movement and manually move the tethered sUAS camera and zoom in as needed (x20 max) and inspect any site further from the provided tablet.

Easy Aerial autonomous and tethered sUAS have been approved to fly in Air Forcebases (currently only at Travis AFB) by the AFRL in January 2020.

VALUE PROPOSITION Easy Aerial proposes an automatic infrastructure-less solution that can inspect large airplanes duringroutine and emergency maintenance procedures in a few minutes as well as to save all the results and compare them over time. The system uses a up to 300ft tether sUAS attached to a self moving base station. The base station slowly moves in an oval shape around the inspected aircraft taking pictures and videos from all angles. The pictures and videos are available to the maintainers, as well as to those with proper credentials whether on the base or from a remote location, in real time. The maintainer can pause the ground station movement and manually move the tethered sUAS camera and zoom in as needed (x20 max) from the provided tablet.

The proposed solution will significantly shorten the time necessary for routine and emergency maintenance inspections as well as diversify the location of the inspection locations that are currently utilized, as the current condition requires large special hangers. This will enhance the flightline operations process thereby allowing personnel to complete other essential tasks while this system autonomously performs the inspection task. Furthermore, the proposed solution would allow for inspection of the aircraft at any parked location providing additional opportunities and locations to complete this task.

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

As AFWERX COO Dave Harden notes, the Air Force is impeded by “processes that make everything take bureaucratic time...we can’t get solutions to the warfighter.” A clear example of this is the process for getting critical legacy parts to the warfighter. Establishing production sources for legacy parts is mired in bureaucracy and inter-agency strife — a challenge for the Air Force sustainment community.

Reverse engineering is the first step in providing legacy parts, followed by a technical data package (TDP), and prototypes to validate the TDP. At this point, all elements of sourcing and production are in place. It is also at this point that responsibility shifts to DLA, and parts fall into the “DLA black hole,” with convoluted source qualification, sporadic requirements, and high cost/long lead times. Transition from reverse engineering to production should be a seamless unbroken circle; the DLA black hole breaks the circle, adding bureaucratic steps, delays, and cost.

The ADVANCE Circle of Excellence eliminates the black hole. Since 2013, Renaissance Services (RSI) has supported Air Force legacy systems, including reverse engineering of castings, offering an integrated solution through a network of foundries for aerospace castings, supported by sources for other processes to deliver finished parts. It is the model for the ADVANCE COE — an agile system focused on engineering and production. A proven network that matches sources by material and complexity, in a concurrent engineering environment, reducing cost and cycle time. The circle from reverse engineering to production remains unbroken for rapid, affordable legacy components.

ADVANCE COE participants are pre-qualified through their quality and related certifications (e.g., ISO, AS9100, NADCAP). If the Air Force accepts the ADVANCE COE challenge, it can avoid the DLA black hole, acquire essential legacy parts directly — starting with cast-parts—and expand to other components, based on success of a proven model.

VALUE PROPOSITION Current acquisition process for legacy parts is characterized by non-responsive sources, convoluted source qualification procedures, indifferent OEMs, long lead times, and high cost. A single gearbox housing for the TF33 engine (B-52 aircraft) has a lead time in excess of 24 months and costs over $80,000 each. The combined engineering and manufacturing capabilities of the ADVANCE COE have demonstrated ability to reduce such lead times and cost by upwards of 70% — and in some cases by as much as 90%.

The ADVANCE COE concept short-circuits an antiquated source qualification and acquisition process that fails to recognize the real issues faced by the sustainment community. In addition to lack of technical data, tooling for these parts is either lost or unusable. This drives non-recurring cost and related factors for prospective suppliers, which in turn, makes producing a handful of parts every few years on an unpredictable basis a wholly untenable business proposition.

Using Artificial Intelligence

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

The US Air Force is rapidly embracing digital technologies to improve the efficiency and effectiveness of weapon system sustainment. This includes the creation of digital Technical Data Packages (TDP) in support of reverse engineering.

The creation of new TDPs from reverse engineering often requires Air Force and contractor personnel to review and analyze legacy 2D engineering drawings. This involves the tedious task of identifying the specific requirements and attributes expressed in these documents. For example, to verify the results of any reverse engineering effort, engineers must assess the 2D drawing to extract the various dimensional requirements annotated on the part’s geometry, and the process requirements that are called out in the drawing notes. The manual review and extraction from these drawings is very time-consuming and laborious.

DISCUS has an existing TDP analysis software tool that has many users in the aerospace and defense industry, including Lockheed Martin, Raytheon, Pratt & Whitney, and GE Aviation. As evidenced by this success, DISCUS has vast experience with transforming 2D drawings and specifications into useful information. In the current state, the DISCUS software tool provides a semi-automated approach for extracting critical information from the 2D drawing using optical character recognition (OCR). The DISCUS user clicks various annotations (dimensions, welding symbols, notes, etc.) on the drawing using the mouse, and the software uses OCR to convert and capture the part’s specific characteristic requirements in a database.

The solution proposed by DISCUS is to enhance the current tool with artificial intelligence (AI) to focus on automatically digitizing non-graphical data in legacy part drawings. In this case, it’s not just generating electronic paper, but creating semantically meaningful information that can be used for expressing part requirements when creating digital TDPs from reverse engineering.

Technologies for DoD Part Repair

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

Additive manufacturing (AM) continues to grow in popularity to meet DoD needs, including prototypes; part obsolesce; rapid evaluations/fit-up; and in-field production. However, metal AM parts when fabricated as a whole, continue to be questioned by design and acceptance authorities due to quality concerns and lack of AM standards to guide acceptance decisions. This project considers hybrid AM repair technologies to leverage milling machines in which laser-based material deposition heads are installed. These deposition heads build up material onto parts being repaired. AM repair technology will be faster to qualify, as the parts will be repaired, not fabricated as a whole. The technology will allow the DoD to leverage AM, but with much less risk. The acceptance criteria will be determined, as will suitable parts, materials and procedures to implement this technology. But, the nature of repair and the build-up of material(s) should be much faster to qualify, even if it’s on a part by part, or application specific basis. The project will be executed in several key stages: select a part suitable for repair, and of a material currently available; perform repairs on the part(s) to determine application techniques, adhesion, tolerance, etc.; perform testing on part(s), and appropriate material coupons; document the results; and determine a path forward for other applications. While this project is not meant to be a “qualification effort”, it’s intended value is to quantify the benefits of AM with respect to repairing DoD parts, leveraging hybrid technology repair procedures. Data security from either CAD models or laser 3D scans of the part to the hybrid production system to post processing will be ensured by protecting the data through strong authentication and encryption provided by a hardware root of trust from a trusted platform module. This approach will strengthen protection of the authenticity, confidentiality and availability of AM files.

VALUE PROPOSITION To maintain system readiness, rapid and reliable repair of critical parts is necessary. In too many instances, legacy metallic parts require excessive lead times of 6 months or more. One solution is to develop and implement new repair technologies for worn, deformed or broken parts. Metallic parts larger than about 12 inches do not lend themselves to production by powder bed additive technologies. Machining and inspection must be completed with other assets; this further delays manufacture and completion of parts.

With a single part setup, hybrid AM repairs can be inspected, datums machined, metal added, final shape machined and post-build inspected. A multitude of metallic (and polymer-based) materials can be added for repair. Minimal heat input is induced resulting in minimal distortion of preexisting metal. Post build heat treatment is needed to achieve a finished part that is mechanically and dimensionally compliant while avoiding the high cost and/or lengthy lead time of procuring a new part.

The benefits of using these technologies in the repair stream include a reduction in repair cycle time (less than a week in most cases) and reuse of existing parts; the process and hardware are adaptable to existing CNC machine tools. Simply: less time needed, fewer new parts needed and use of existing tools, leading to low cost and less implementation risk.

The technology has been demonstrated to a Manufacturing Readiness Level of 7/8 for other repairs. For example, GE has qualified the hybrid AM process, using the AMBIT system from Hybrid Manufacturing Technology, for repair of a variety of ground-based turbine airfoils. The most effective likely location for the technology, once appropriately vetted for applicable use, is at depot repair locations, though it has potential for use in the field. By using a hardware root of trust or similar approach to ensure data are encrypted end to end, the system will make certain that the data are transferred securely within the AM flow.

Antennas Using AI and Additive Manufacturing

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

Our solution uses an agile design process to quickly design and manufacture complex antenna systems. We are creating a large software library of antenna parts that are designed for the additive manufacturing process. The library is being created in such a way that the parts can easily be modified, scaled, and combined for many custom requirements. The library will also include mechanical features such as thermal structures, mounting interfaces, and moving parts. This allows for fast design coupled with fast additive manufacturing.

The antennas are manufactured using metal PBF (Powder Bed Fusion) technologies. This allows the parts to meet high shock and vibration environments. The metal used for our antennas can be a lightweight material such as Aluminum, high-temperature metals, or other metals (Titanium, Stainless, etc.)

VALUE PROPOSITION We are looking to advance the technology, our designs, and the AI software in the next few years to make even more advanced products. We have been designing antennas for the additive manufacturing process for a few years and have multiple prototypes being tested. There are many benefits to the Air Force for complex antenna systems with our process. We have multiple prototype antennas with the benefits below.

• Reduced size by 10 times • Reduced weight by 10 times • Reduced design lead time (4 weeks from 12 months) • Reduced manufacturing time (4 weeks from 12 months) • Reduced costs to complex systems (1/4 of the original costs) • Rapid scaling for manufacturing (multiple additive manufacturers) • Reduced complexity by 100 times (1 part instead of 100 parts) • Reduced vendors needed (1 vendor instead of many) • Reduced inventory of parts (3D print as needed)

Additive manufacturing is a great new tool for creating new products. It has many benefits, but it has many new DfM (Design for Manufacturing) rules compared to traditional machining, diecasting, injection molding, or electroforming. The dream is that additive manufacturing will become an easy copy/paste tool for any design, but it currently requires a complex combination of designs to the 3D printing process. We have been successful at combing our antenna designs with this new manufacturing process and want to accelerate the designs, processes, and printing.

Metal Part Replacement

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

Metal 3D printing has become popular. It is being used to make replacement parts for obsolete or difficult to source situations. In some cases the exact same geometry of design is required for the 3D printed replacement part but in other cases a better geometry that is more efficient can be 3D printed or better materials can be used to improve the design. While metal 3D printing is a powerful method to build parts and even complex parts, most current methods suffer in size, dimensional tolerance and surface finish. The BMA solution advanced USAF additive efforts by addressing all three of these issues. BMA has developed equipment, materials and process for large scale hybrid metal additive manufacturing. The BMA work volume is large enough to print a sports car chassis in a single piece with our 6ft x 12ft work table. The hybrid process is made possible by having a machining spindle on the same machine working in concert with the printing head. The BMA process uses this cutting capability to machine every layer smooth and flat. Not only does ths improve quality of the metal deposition, it also constantly trims the part into tolerance to achieve dimensional tolerance over large distances. There is a 10 position tool changer so the cutting spindle can quickly select different cutting tools to machine part surfaces, cut channels, make smooth tolerance faces and cut access holes. These features go well beyond the other popular metal 3D printing capabilites gaining accceptance today. BMA has made a full scale auto chassis, heavy transportation equipment bracket, DoD vehicle bracket, DoD floating logistics transport, replacement wrench, a replacement valve handwheel and a battery enclosure for an electric vehicle. In many cases we use advanced design techniques to create optimized geometries for performance and process. We have a 1000 test coupon data set that we use for engineering design and we have mechanically validated parts before putting them into service.

VALUE PROPOSITION The benefits of having large metal hybrid additive manufacturing capability available are security, opportunity, time and money. For instance, say there is a cargo transport aircraft that is not in service because it has a damaged cargo door hinge pivot support (as large as a bicycle) that is not available for weeks. It cannot serve the needs of defending the security of a forward location because it cannot transport critical supplies. It cannot serve an opportunity to provide recon equipment to gather intel down range. If a replacement hinge pivot support could be 3D printed from aerospace grade aluminum to get the cargo aircraft back in service it would save weeks of time waiting for legacy part replacement. If the part is obsolete, then it would be yet longer to get a new manufactured process implemented for this specialty article. The BMA process could build such a part in a day at a much lower cost than standing up a legacy manufacturing operation to produce the part.

The BMA machine is based on industrial CNC hardware/electronics and industrial GMAW welding equipment so it is intuitive for trained machinists to operate the machine. While our 6ft x 12ft work table is fairly large, the machine is readily scaled to much larger sizes if needed. It is also much more affordable compared to typical metal 3D printers in equipment and operational costs. If there was an ongoing need at a USAF location for part replacement, BMA could establish and support a machine onsite or nearby to serve the immediate needs of the USAF.

Considering the goal of getting equipment back in the fight, the BMA process can create large functional metal replacement parts; and replacement tools and fixtures to allow other types of repairs to occur. Feasibility has already been demonstrated for other DoD customers. The goal here is to identify the special requirements for USAF part replacement and begin maturing the procedures, database and quality acceptance needs for Air Force applications.

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

DUJUD is a leading-edge 3D printing technology developer (see slides) that brings additive manufacturing (AM) to the microelectronics market. We have invented commercially available manufacturing processes that are employed for producing legacy electronic components. Many defense systems contain electronic chips that are currently at the end of their lifespan, posing imminent reliability concerns. Stocking electronic components is an unreliable approach to address this challenge since shelf aging and performance drifts are well known fundamental limitations; thus, replacement parts are required to be recently manufactured products. Furthermore, electronic packaging schemes that were used to produce these legacy parts are completely obsolete since respective packaging machines are no longer in service nor packaging materials such as metal pins and plastic molds are available. This significantly imposes logistic limitations for recreating every single electronic component. Alternatively, AM offers an extremely flexible general-purpose approach for the reverse engineering of these legacy electronic components. We possess a proprietary micron-scale AM process that exploits commercially available machines and materials to manufacture electronic components with any arbitrary package layout. Our process utilizes resin 3D printing and a selective metallization technique to recreate legacy electronic components while avoiding any injection molds or specialty tooling. This means that a production capability is readily available for electronic devices that are traditionally being manufactured using a lengthy process. This AM approach not only enables reverse engineering of electronic components but also allows to add modern functions and update obsoleted parts. For instance, a 3D metal micro-mesh can additively be incorporated into electronic components in order to provide radiation shielding functionality which is a critical feature for resilient electronics in modern warfare

VALUE PROPOSITION Our additive manufacturing technology for building electronic systems has received significant attention. A recent $2.75M contract award for the additively manufacturing of 3D phased-array antenna systems is the latest validation of our core technology. In addition to the evident benefits of 3D printing, our IP offers the following competitive advantages:

Significantly lower total cost of ownership: Our micron-scale additive manufacturing equipment enables a universal 3D microfabrication process. This capability eliminates the need for a large variety of specialty machines, and hence cuts down on billions of dollars in backend investments. Quantitative comparison: Our $820k selective metallization and micron-scale 3D printer machines produce devices that are conventionally being manufactured by approximately $6.4M machines in cleanroom facilities.

Reduced time to market from weeks to days: Building an injection mold alone takes weeks if not months; custom tooling and specialty machines in addition to design validations are eliminated by our process. Quantitative comparison: A 1x0.5x0.1” encapsulated leaded package approximately takes 1 hour to 3D print vs. approximately 2 weeks for making an encapsulation injection mold while multiple other manufacturing steps remain.

Digital inventory and on-the-fly manufacturing: Providing the ability to produce a wide range of electronic parts directly from standard and custom CAD files. This reduces the negative impact of production delays on mission readiness due to the inherent delays in conventional manufacturing schemes. For example, out of the 79 F-16s, only 42% were mission ready in Shaw AFB due to a serious shortage of 41 critical parts. Our solution is envisioned to eventually enable real-time manufacturing to not only address production delays but also to reduce the inventory size of electronic parts, hence lowering warehousing costs and simplifying the supply chain.

Reverse Engineering System

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

A MicroScribe PCMM combined with RevWorks reverse engineering software and SOLIDWORKS is a fieldable reverse engineering system for quickly modeling legacy parts. To this can be added accessories and fixturing to facilitate measurement under various conditions and locations. Alternate CAD systems can be supported.

Our CAD Driven Reverse Engineering (CADDRE™) approach tightly integrates real-time, interactive data gathering into standard CAD modeling. The modeling cycle seamlessly moves from data collection to model refinement and back. The data is statistically converted into geometry native to the host CAD system, where it can be immediately manipulated with any of the available CAD tools. This provides the CAD operator an opportunity to change dimensions and add geometric relationships at any stage of the process. This ability to capture and refine the design intent of the part separates the CADDRE process from all other modeling methodologies. It is also easy to incorporate the highest precision hand tools into the process when desired. Process Synopsis

• Examine part to gain familiarity and plan modeling approach and set the plan of action. • Set a datum for part alignment and collect the data to create the alignment within the CAD system. • Digitize features and create body geometries in the CAD system. • Interactively add part detail, applying CAD model dimensions and constraints as needed to enforce true design intent. • The interactive model creation process is completed once the desired component features are captured. • Transmit modeled component into the manufacturing process.

Revware is able and willing to update RevWorks to work with any CAD system desired by the Air Force to provide a customized solution. Our capabilities also include general API development, custom software, and custom digitizing hardware development and manufacturing.

More about our products can be found on our website, revware.net, and YouTube.

Using the Largest 3D Printer in the World along with Structural Composites Robotics Thermoforming to Produce Legacy Parts

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

UMaine Advanced Structures and Composites Center (ASCC) integrates two unique capabilities:

(1) Large scale AM using the world’s largest thermoplastic 3D printer with a build envelope of 60’x22’x10’, high temperature thermoplastic processing (melting point up to 716F), and a throughput of 150-500lb/h. The gantry style FDM printer also has a five axis CNC milling head and a future upgrade path for continuous tape placement. This equipment enables fabrication of large tooling for replacement of legacy thermoset or thermoplastic composite parts. For example we have fabricated the following:

• 5,000lb 25’ long marine patrol vessel (https://youtu.be/34F71XqvOjg), • 1,200lb 16’x8’x3’ bio-based mold for a marine composites application, • 4,000lb 23’x8’x6’ carbon/ABS mold, and • Smaller molds for high temperature autoclave applications using HT polymers, i.e., polyetherimide (PEI) and polyphenylene sulfide (PPS).

(2) Compression molding of complex composite parts from reverse-engineered components using our Robotics Thermoforming Lab. These 3’x3’x2’ parts have multidirectional continuous reinforcement. We routinely print molds for reverse-engineered parts using PEI on a Stratasys Fortus 900mc printer. Reverse engineering of legacy components requires a series of steps that include an initial 3D scan to a Point Cloud that can be post processed into a printable CAD file (.STL or solid model). Compression molds are then produced using the cavity function of CAD software packages. Reverse engineering of materials is accomplished by evaluating load cases, optimizing design space, and selecting appropriate materials followed by predictive modeling and validation. One example is the reverse engineering of an automotive rear differential cover. A 1.2lb glass TP composite replaced the original 4.2lb steel componenet for a 75% savings.

We rapidly produce tooling for sheet metal forming applications on a small scale using AM tooling and could potentially scale this method.

SUSAN MACKAY COMPANY University of Maine System EMAIL [email protected] PHONE 207 852 9384 102 SOLUTION ID: 6817 END-TO-END REVERSE ENGINEERING to Remanufacturing Workflow with Mixed Reality

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

USAF’s Reverse Engineering is mostly for remanufacturing of legacy parts. A major pain point is that legacy 2D drawings are often incorrect, which is an outcome from multiple manual updates over time without the changes being tracked appropriately. Therefore, most reverse engineering needed in the USAF supply chain requires cross- referencing both 2D drawings and 3D data to confirm that the documented 2D information is reliable. In many cases, complexity requires manufacturing knowledge dictate the final result. For instance, it is advantageous to combine weldments or assemblies into a single new part that can be manufactured with 3D Printing.

Our solution is to first develop a decision model that will help engineers decide how to approach reverse engineering from the beginning (e.g. what sensor do I use to scan the part?). Second, we will provide on-demand reverse engineering to the USAF and its supply chain by establishing a metrology center. The center will perform two primary functions:

• Build a database of comprehensive data packages (2D prints, 3D scans, and PMI data) using automated robotic metrology systems. • Rapidly create CAD by expert engineers accessing the database real-time and using Mixed Reality (MR). This new MR user-experience will increase the speed and repeatability of human-operations, resulting in Artificial Intelligence (AI) making the end-to-end workflow more automated.

Finally, we will make the manufacturing knowledge part of the decision model. Hence, the reversed engineered CAD is ready for manufacturing instead of being theoretical. The API-connectivity between the design information and manufacturing knowledge will result in a digital thread with technical database of design, manufacturing and quality information, integrating the standards and frameworks for additive and subtractive manufacturing.

MINGU KANG COMPANY ARIS Technology EMAIL [email protected] PHONE 847 894 9180 103 SOLUTION ID: 6827 NEW MATERIALS FOR FREEFORM 3D PRINTING

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

Freeform 3D printing solidifies material in free space instead of simply depositing layer upon layer. This technique enables fabrication of geometries in any direction where printed segments so not require support material. Branch has developed and patented this technology and uses it to create construction components that are printed with a lightweight lattice structure that maximizes structural performance while minimizing the amount of material required. In addition, as a prefabrication operation, Branch’s entire direct-from-digital workflow is an agile manufacturing process. It is also the first of its kind in the world, combining prefabrication manufacturing and large-scale 3D printing.

Unfortunately, this transformative approach to additive manufacturing is not possible with most materials that are typically used in 3D printing. Current material selections for Freeform printing are limited to simple adaptations of-off-the shelf feedstock for standard processes like injection molding. These materials are not optimized for the mechanical properties that Freeform printing favors due to the added complexity of solidifying the material in free space and having less overall surface area at which adhesion occurs. Beginning with this challenge, Branch proposes to develop a new portfolio of additive manufacturing materials that are designed and identified specifically for Freeform 3D printing. These materials will be as cost effective, widely available, and high-performance as standard printing materials, but because of their design that is optimized for Freeform printing, they will bring so much more value to the Air Force than standard materials ever could. Armed with 10 massive, robotic printing machines - each of which is the largest Freeform printer in existence, Branch is uniquely poised to bring this new portfolio of materials to the Air Force and to transition Freeform printing into the right verticals for advancing Air Force additive manufacturing efforts.

VALUE PROPOSITION Deriving inspiration from nature, the Freeform Matrix is a cellular structure that can be used as a scaffold to apply other materials and create composite products with higher performance and integrated functionality. Branch calls this capability Cellular Fabrication (C-FabTM), and it is an infinitely scalable method to fabricate any topology- optimized cellular structure. Nature has many examples of such forms that are normally economically impossible to replicate with traditional materials or layered 3D printing. However, with C-FabTM, these material-efficient, strong, and lightweight forms are possible.

If a Freeform-specific material portfolio was developed, current performance metrics like stiffness, compression, fatigue, and UV resistance would improve even further. The already light Matrix could have higher strength-to- weight ratios, and complete fire resistance could be integrated into the polymer. It could even be possible to add functionalities like conductivity for EMP hardening, indigenous material incorporation, and recyclability.

The warfighter would be equipped with lightweight tools, components, and products. Support operations would see complex formworks, optimized air frames, field-fabricated parts, and almost anything that could be conceived with a basic cellular structure and composite fill materials. All parts would be isotropic and stress-optimized – a characteristic not found in traditional printed parts that are vulnerable to z-axis delamination. Production efficiency would increase from the rapidity of Freeform printing and the material efficiency gained by using 20X less material to produce a part. And finally, Freeform-specific materials would make 3D printed construction even more accessible to normal military budgets. The Air Force already spends ~$6B annually on new construction, and the C-FabTM process has the ability to grant design freedom, budget/timeline autonomy, and unprecedented multifunctionality to Air Force construction.

Novel Equivalent 3D Printable Materials for Airman

ENABLING TECHNOLOGIES FOR REVERSE ENGINEERING AND ADDITIVE /// AGILE MANUFACTURING

Currently only one polymer material for additive manufacturing has been approved by USAF Airworthiness Technical Authority for non-critical airworthy parts: Ultem™ 9085. While Ultem™ 9085 is an excellent base resin for high performance aerospace applications, it is not a fit for all applications where additive manufacturing can be utilized, for example when fiber reinforcement, good chemical and creep resistance and good strength to weight ratio composites are required. To promote the use of additive manufacturing in DoD aerospace applications, it is imperative that a new generation of thermoplastic composite materials are developed and tested as drop-in replacement materials for use across families of similar applications. There are at least 28 MIL specified thermoset laminate types (MIL-I-24768/XX) many of which are redundant and could be consolidated down to a few 3D printable equivalents. Essentium’s material capabilities allow us to rapidly develop additive manufacturing materials that can be evaluated for these aerospace applications. This initial effort will specifically focus where a phenolic material was specified by the original engineering drawing or technical data package.

Essentium will work with Air Force subject matter experts to develop and test thermoplastic composite filaments that meet the MIL specs for phenolic components. We will start with aerospace-grade base resins that meet FAR 25.853 requirements for flame, smoke, and toxicity and modify these polymers with high-performance fillers such as carbon, aramid, PBO, ceramic, quartz, or boron fibers. Selected composite materials should be cost effective for the application, easy to 3D print on a platform such as the Essentium High Speed Extrusion 3D printer, exhibit low warping and residual stress, have excellent interlayer bonding and surface finish, and possess increased toughness and impact resistance compared to the base resin.

VALUE PROPOSITION It is critical for the US Air Force to maintain, repair, and overhaul (MRO) their fleet of aging aircraft and ground support equipment. It is well understood that additive manufacturing will play a key role in increasing the readiness of our warfighters and their assets. However, airmen who currently have access to additive manufacturing equipment are unable to fully utilize their 3D printers to reverse engineer and manufacture required parts because the material portfolio is limited and does not meet the requirements of the original specified materials. By creating a concise palette of composite materials that cover a wide variety of legacy material systems specified for aircraft usage, our airmen will be unconstrained to produce replacement parts at the speed of relevancy. Beyond that, they will be free to innovate new designs and engineered solutions to everyday problems with streamlined approval based on the high degree of confidence found in a class of next- gen materials. With fewer material types and stock shapes to keep in inventory, Air Force bases, depots, and logistic centers will be able to double down on a few versatile material classes leading to massive cost-savings, agile response times, and robust supply-chain security.
