The process was coordinated by Ken Dunsworth, BC Parks Planner with oversight by the Wuikinuxv Land Use Planning Steering Committee (Peter Johnson, Jennifer Walkus, Andrew Johnson Sr., Rick Shaw, and Frank Johnson). Several Wuikinuxv Treaty Team members (Paul Willie and Alexander Chartrand) participated in the process and provided direction and comments. Several BC Parks staff from the Thompson Cariboo Regional Office (Jeff Leahy, Daryl Stepaniuk, Dave Zevick, and Volker Michelfelder), the BC Parks headquarters in Victoria (Jaime Hilbert) and Forests, Lands and Natural Resource Operations staff (Jennifer Bowman, Carole Bjorkman and Andy Cagle) also participated in this process. This management plan: supports the ongoing spiritual, social, ceremonial and cultural uses by the Wuikinuxv Nation and ensures these uses continue into the future; articulates the key features and values of the Kilbella Estuary (Geldala) Conservancy, determines appropriate levels of use and management, clearly establishes a long-term vision and management objectives for the conservancy, responds to current and predicted future threats and opportunities by defining a set of management strategies, and establishes guidance for implementation and monitoring programs within an adaptive management framework. 1.2 Planning Area The 376 hectare Kilbella Estuary (Geldala) Conservancy is located on the central coast of British Columbia’s temperate rainforest within Wuikinuxv Traditional Territory (see Figure 1). The conservancy is located about 15 kilometres northwest of Wuikinuxv village, 106 kilometres northeast of Port Hardy on Vancouver Island, and 88 kilometres southwest of Bella Coola. The upland portion of the conservancy is 206 hectares and the marine portion of the conservancy contains 170 hectares of foreshore. This small conservancy includes the Kilbella estuary as well as the confluence of the Kilbella and Chuckwalla rivers in Rivers Inlet (see Figure 2). The conservancy’s diverse natural environment includes estuarine and river floodplains consisting of numerous back channels, wet soils and numerous wetlands, salt marshes and majestic towering Sitka spruce forests, encased by steep glaciated mountains containing numerous aquatic species, birds and wildlife, particularly Grizzly Bear. The conservancy can be accessed by water or air. Water-based transportation is best suited for access because the conservancy borders on marine waters and is part of a coastal wilderness area that is not connected to the provincial road system. Air-based access occurs via floatplane or helicopter but no designated landing areas exist in the conservancy. Map of Kilbella Estuary (Geldala) Conservancy Draft Kilbella Bay (Geldala) Management Plan August 3, 2013 3 1.3 Legislative Framework The Kilbella Estuary (Geldala) Conservancy was established in 2007, under Schedule E of the Protected Areas of British Columbia Act and is administered and managed under the Park Act. A conservancy is set aside for four reasons: (a) The protection and maintenance of biological diversity and natural environments; (b) The preservation and maintenance of social, ceremonial and cultural uses of first nations; (c) The protection and maintenance of recreation values; and (d) To ensure that development or use of natural resources occurs in a sustainable manner consistent with the purposes of paragraphs (a), (b) and(c).
