For more than twenty years, our Vision for Change for Mongolia has focused on engagement locally with the private sector, the public sector, and civil society to increase income and strengthen resilience in rural areas. Mercy Corps has enjoyed a long partnership with civil society and the Government of Mongolia, having worked for over two decades to deliver impactful projects in the livestock, education, and governance sectors. We have provided over 60,000,000 USD of assistance over the years, and have partnered with key government agencies and ministries to implement projects in almost every aimag in the country. From 2015-2020, Mercy Corps implemented three phases of the Leveraging Tradition and Science (LTS) program. Funded by the Office of Foreign Disaster Assistance at the United States Agency for International Development, the program was aimed at reducing the vulnerability of herder households in Mongolia through disaster risk preparedness, improved rangeland management practices, and participatory disease surveillance. And until March 2021, under the Resilient Communities Program, Mercy Corps worked with private sector partners in Selenge, Bulgan, and Khentii to stimulate livestock production, strengthen livestock related value-chains, increase market information and access, and create opportunities for economic diversification. To help develop the sector, Mercy Corps worked with livestock actors up and down the value chain. Now, the agency recognizes that local stakeholders- under the leadership of the government and the innovative thinking of the private sector- are driving development in Mongolia. As such, our headquarters has determined that it is time to sunset our programs here. We will cease our operations in Mongolia in May 2021. We see this as part of a natural progression in development work- and something to be celebrated! We are proud of our two decades of innovative, impactful, influential programming, and we are proud of the contributions we have made here. MERCY CORPS MONGOLIA | 7 This book of Impact Stories captures only a few highlights from the LTS and RCP programs. But these are not our stories alone- these are the impacts and outcomes resulting from joint implementation of innovative projects with Mongolian government, private sector, and civil society partners. The successes showcased in this book belong not to Mercy Corps alone but to the individuals, businesses, organizations and entities driving change in the livestock sector: the herders that raise and supply the animals, the feedlots that fatten cattle for slaughter, the veterinarians that provide animal health services, rural entrepreneurs and farmers that grow forage and feed, the breeders introducing higher quality genetic stock, producers like slaughter plants and meat processing plants, the banks that provide appropriate loans and financial services to livestock actors, and the government agencies committed to and enabling development in rural Mongolia. Through these competitive processes, MCM awarded funding to 14 livestock sector businesses for growth and expansion: 5 feed and fodder producers, 1 livestock breeding unit, 4 meat packing or processing companies, 4 privateveterinary units. Below is a summary of the results and collective impact of these 14 projects. MERCY CORPS MONGOLIA | 11 Demonstrating Impact ESTABLISHMENT OF SLAUGHTERING UNIT IN RURAL DISTRICT Partner Name: Xanadu Razorback LLC. Project location: Bulgan Aimag, Khutag-Undur soum Project Duration: August 2019 - June 2020 Background Mercy Corps Mongolia (MCM) Resilient Communities Program (RCP) partnered with Xanadu Razorback LLC (XR) to strengthen meat processing capacity and retail opportunities within the livestock market system in Mongolia. XR is a business which manages a cattle feedlot and meat processing unit; they have been supplying high-quality beef to high- end restaurants and supermarkets in Ulaanbaatar since 2009. The foundation of XR’s business model is purchasing young cattle from local herders and then raising the cattle until they reach slaughter weight. They then slaughter

    January 4, State Emergency Commission 2016 EMERGENCY ASSESSMENT TEAM REPORT ON THE MISSION FOR EVALUATION OF THE WINTER CONDITIONS AND RISK ASSESSMENT Regarding the direction given by the Prime Minister of Mongolia, Emergency Assessment Teams to examine the winter conditions, conduct disaster risk assessments in 21 aimags and solve some urgent issues on the site, established under the Order of the Deputy Prime Minister of Mongolia and Chairperson of the State Emergency Commission, had a mission from 16 December to 28 December 2015 in 21 aimags. The first team headed by Colonel M.Enkh-Amar, a Secretary of the State Emergency Commission, worked in Uvurkhangai, Bayakhongor, Gobi-Altai, Khovd, Bayan-Ulgii, Uvs, Zavkhan, Arkhangai, Khuvsgul, Bulgan, Orkhon, Selenge and Darkhan-Uul aimags. The second team headed by Colonel Ts.Ganzorig, a Deputy Chief of NEMA, worked in Khentii, Dornod, Sukhbaatar, Dornogobi, Umnugobi, Dundgobi, Gobisumber and Tuv aimags. In total, the both teams visited 91 soums of 21 aimags. The teams included the officials and experts from the line ministries and agencies such as State Emergency Commission, Ministry of Food and Agriculture, Ministry of Health and Sports, Ministry of Road and Transport, National Emergency Management Agency, General Police Department, Specialised Inspection Authotiry, Hydro-Meteorological and Environmental Research Centre, and Disaster Research Institute. During the mission, the meetings of the aimag emergency commissions were convened, the situation in the soums with deteriorating winter conditions was examined in the field, herding households were visited, assessment and conclusions were made on the operations of the local branches of the state reserves, thermotransmission lines, the preparedness of power stations and the outreach of herders on remote pasture lands by public and health services, examination of the work for clearing blocked roads and mountain passes was carried out, some issues were solved and necessary assignments and directions were given.

There is a series of arguments that decentralization of governments enhances growth by improving allocation efficiency. However, the empirical studies have shown mixed results for industrialized and developing countries and some of them have demonstrated that there might be a threshold level of economic development below which decentralization is not effective. Developing and transition countries have developed a variety of forms of fiscal decentralization as a possible strategy to achieve effective and efficient governmental structures.     © Lonely Planet Publications 219 WESTERN MONGOLIA Western Mongolia With its raw deserts, glacier-wrapped mountains, shimmering salt lakes and hardy culture of nomads, falconry and cattle rustling, western Mongolia is a timeless place that fulfils many romantic notions of the classic ‘Central Asia’. Squeezed between Russia, Kazakhstan, China and the Mongol heartland, this region has been a historical transition zone of endless cultures, the legacy of which is a patchwork of peoples including ethnic Kazakhs, Dorvods, Khotons, Myangads and Khalkh Mongols. The Mongol Altai Nuruu forms the backbone of the region, a rugged mountain range that creates a natural border with both Russia and China. It contains many challenging and popular peaks for mountain climbers, some over 4000m, and is the source of fast-flowing rivers, most of which empty into desert lakes and saltpans. The region’s wild landscape and unique mix of cultures is known among adventure travel- lers and a small tourist infrastructure has been created to support them. Bayan-Ölgii leads the pack with its own clique of tour operators and drivers prepared to shuttle visitors to the mountains. But while aimag capitals are tepidly entering the 21st century, most of the region remains stuck in another age – infrastructure is poor and old-style communist think- ing is the norm among local officials. Despite the hardships, western Mongolia’s attractions, both natural and cultural, are well worth the effort. With time and flexibility, the region may well be the highlight of your trip. HIGHLIGHTS

Plaintiff, Greater Hells Canyon Council (“GHCC”),1 challenges the U.S. Forest Service’s decision to reauthorize livestock grazing on approximately 44,000 acres of the congressionally designated Hells Canyon National Recreation Area (“HCNRA”) within the Wallowa-Whitman National Forest (“WWNF”), which threatens to impair the viability and recovery of the Spalding’s catchfly – a federally threatened plant endemic to the HCNRA. The Forest Service’s failure to adequately analyze the harmful effects of livestock grazing on this rare plant, and failure to impose sufficient measures to protect the plant from trampling and habitat degradation, results in this decision violating the National Environmental Policy Act (NEPA), the National Forest Management Act (NFMA), the Hells Canyon National Recreation Area Act (HCNRA Act) and those statutes’ implementing regulations.
