Mme Suzanne Mubarak. 8 AVANT-PROPOS Le Rapport Annuel de cette année revêt d’une importance particulière, étant donné que sa parution coïncide avec la célébration du 5e anniversaire de la Bibliotheca Alexandrina. Comme il était exaltant ce parcours de cinq ans ! Une publication à part jettera la lumière sur la panoplie d’accomplissements d’une période capitale : des millions de visiteurs, des milliers d’événements, un vrai centre de rencontre et d’échange pour le dialogue entre les peuples et les cultures… Des séminaires scientifiques aux concerts musicaux, des discussions sur la citoyenneté au développement des talents des jeunes, la Nouvelle Bibliotheca Alexandrina mérite à vrai dire son statut d’héritière de l’Ancienne Bibliothèque d’Alexandrie. Selon l’habitude courante dans les rapports antérieurs, il a été convenu de choisir un thème précis autour duquel tourne le chapitre intitulé « Points Forts ». La présente année, nous avons abordé dans notre rapport le monde des Arts, n’étant pas forcément au premier abord une des dimensions culturelles associées à l’image de la BA. Toutefois, cette dernière a tâché d’y prouver sa présence et continuera certes à y approfondir ses apports. En fin de compte, l’Art est apte à traverser les frontières et parler directement aux peuples de différentes cultures ; et ce à travers la musique, la peinture et les autres modes d’expression artistique. Il renforce également les liens tissés entre les humains ; et parvient à les rassembler, alors que les discours politiques et économiques ne font que les séparer. Delà, l’Art en soi est conçu comme une des formes de la célébration de l’esprit humain dans sa totalité. Les aspects de la commémoration du 5e anniversaire se sont reflétés sur la première de couverture du rapport de cette année. Nous avons ainsi marqué un point par le choix d’un logo-mosaïque constitué de photos portraits miniatures de l’ensemble de son personnel. Ce n’est qu’un simple geste de remerciement adressé à notre jeune personnel motivé et dévoué, grâce aux efforts assidus duquel la BA est devenue ce qu’elle est aujourd’hui. C’est leur interaction réussie avec le public, les visiteurs et les lecteurs qui a créé une telle atmosphère unique en son genre favorisant la concrétisation de sérieux achèvements. Ceux- ci ont traité tout au long de cinq ans de la paix et l’Humanité, la culture et le dialogue, la rationalité et l’expression, la science et les arts. Ayant traversé jusque-là une étape si importante, la Bibliotheca Alexandrina poursuivra sa marche vers la réalisation des objectifs ambitieux qui lui sont prédestinés. J’espère en mon for intérieur que tous les visiteurs et les lecteurs, par leur présence et leur fréquentation régulière de la Bibliothèque, contribueront en continu à convertir nos rêves en réalité. Officiellement inaugurée en 2002, la BA célèbrera son cinquième anniversaire dans peu de mois. De là, se révèle l’importance du présent rapport, jetant la lumière aussi bien sur les actions accomplies que sur les stades traversés par notre jeune institution dynamique, poursuivant sa marche dans la perspective de remplir la mission prescrite au début de cette publication. L’un des accomplissements les plus remarquables de la BA concerne comme d’habitude le domaine du numérique. Après être devenue partenaire stratégique à part entière de la Fédération des Bibliothèques Numériques (FBN), la BA a accru le travail dans nombre de domaines, notamment l’infrastructure technique, dont le développement a connu un niveau significativement avancé. La preuve en est : plus d’une centaine de millions de hits reçus par le site web cette année et l’installation de l’Internet Archive Petaboxes – serveurs de stockage de données à ultralarge capacité. C’était également un vrai plaisir de signer une convention de coopération avec la Bibliothèque du Congrès,

Mrs. Bishop is too well known as a traveler and a writer to require any introduction to the reading public, but I am glad to be afforded an opportunity of indorsing the conclusions she has arrived at after a long and intimate study of a people whose isolation during many centuries renders a description of their character, institutions and peculiarities, especially interesting at the present stage of their history. Those who, like myself, have known Korea from its first opening to foreign intercourse will thoroughly appreciate the closeness of Mrs. Bishop's observation, the accuracy of her facts, and the correctness of her inferences. The facilities enjoyed by her have been exceptional. They have an obligation towards their past, as they grow and develop. They should not lose their identity or destroy their history. In Egypt, and especially in Alexandria City, the battle between heritage conservation and real estate investment exists and raging. Are we obliged to keep old buildings although they have lost their original settings? The debate of either keeping or demolishing some of the heritage stock to make way for new real estate development is argued in this research at the administrative, public and private levels. This research took into consideration the situation of real estate investments and building laws in Alexandria in the last nine years, since the establishment of the Technical Secretariat of the Standing Committee of the Heritage Conservation Commission in Alexandria. The discussion aims to point out the problems and clarify how to manage heritage buildings in Alexandria and at the same time maintain steady real estate investment. The research also presents a case study on the current building situation in the municipality of San-Stefano, where some heritage buildings are listed while the majority of the area is modernised.
