Professional Experience) Although a lifelong resident of the City of Maumee, I have 30 years of experience in City Management serving as the first Village Administrator for Blissfield, Michigan, then as the first Township Administrator for Springfield Township, Lucas County, and then for the last 19+ years as City Administrator / Safety Director for the City of Maumee. In addition to the dozens if not hundreds of economic development projects I have been involved in, I have also won millions in grants for Maumee (Maumee Indoor restoration, Uptown Revitalization, Wolcott House, and health/safety equipment), Springfield Township (Homecoming Park, Springfield Cemetery, and Fire Station #1 improvements), among others. Last I have demonstrated the ability to effectively promote Maumee by authoring the winning 2006 All America City application and program, and Ohio Magazine’s Best Hometown in 2006 again in 2016. What are your highest priorities when you are elected, and how will you accomplish them?

I would push for mandatory attendance of Ohio Sunshine Laws training courses by each council member and our new city administrator so that the base level of transparency between citizens and government can be upheld and all council members will have a full understanding of what is expected of them. I also see the development and implementation of a master plan as one of the greatest needs of the city. A master plan would bring forth the concerns, wants, needs, and ideas of all the members of this city more thoroughly than any other process. It would then inform the planning of the future of Maumee in a way that citizens can be proud of and invested in. We already have an active and informed group of citizens in the members of Clear Vision for Maumee who have done a remarkable job kicking off this process. One of my first priorities would be to get them the funding and city backing necessary to see the plan through to the end. me the experience to continue to represent Council District. I was also elected to be President by my peers 11-1, I feel this also shows my commitment to the City of Toledo. What are your highest priorities when you are elected, and how will you accomplish them? Southwyck and Streets. I also think water is very important but we as a city have made great strides in improving our treatment plant and also working with the suburbs to reach stability in NW Ohio. I have been working with the current administration on developing a plan for streets. We are very close. I wanted Southwyck to be a reality by now but obviously that's not the case. I feel like I have a score to settle and I will continue to make it a top priority.

My catalyst for running was a “fight or flight” decision that came during the afternoon of March 11th and the tragic shooting of 16-year old Alexa Carey directly in front of my home and my 10-year old granddaughter. No neighbor should have to witness this. No family should have to endure this. Problems like this are playing out in other neighborhoods in other Toledo city council districts as well. Fleeing will not solve our problems. Turning our collective backs will only lead to more families suffering the same fate. My decision to run was obvious --- Fight. What are your highest priorities when you are elected, and how will you accomplish them? My platform concerns are reducing crime, neighborhood redevelopment and rebuilding, improving opportunities for our youth, and taking full advantage of the exciting economic development taking place in East Toledo. We have witnessed over the years how we steadily lost control of our neighborhoods to crime and blight. We failed to adequately address infrastructure concerns in our neighborhoods, like our streets and sidewalks. Some homes in our older neighborhoods endanger families and the children because of lead-based paint. We are being challenged to improve Toledo’s neighborhood organizations to make use of the latest technology to fight crime. We need to, not just address blight, but we have to redevelop and rebuild our neighborhoods for ourselves and the next generation.

My goal is to work as closely as possible with the private sector and other city council members to encourage small business development in our neighborhoods. We have witnessed the downtown revitalization when Promedica located there. Our neighborhoods need the same kind of shot in the arm.

I believe the biggest challenges in improving educational outcomes are poverty and trauma. It is no secret that students lower on the socio-economic scale struggle more in school. They tend to enter school less prepared and have less support at home. I think a school district can address poverty by having a good pre-school and early education (grades K-2) programs that can target these students and get them caught up by third grade. After school programs also help when it comes to homework and other supports. It is also important that schools address trauma in students. Students come from dysfunctional families, abusive situations, and drug addiction scenarios. Those issues cause trauma which makes it more difficult for students to learn. It is my belief that schools need to address mental health in the buildings. Maumee is fortunate that all of our buildings have a school counselor. Maumee is also using state funds to set up wrap around services to help the district address mental health in after school programs.

I have worked and volunteered for the past 8 years in positions that help youth navigate through environmental challenges from employment such as the YWCA Battered Women’s Shelter as the Children Advocate to my current position as a Community Health Worker for Lucas County. I am a certified trauma informed care specialist with several years of experience as a sexual assault and domestic violence outreach advocate. I am current sitting on 2 boards, which are geared to help the community through situations that affect some TPS families. What do you think are the biggest challenges to improving educational outcomes? How do you intend to address them? One of the biggest challenges TPS face is the growing population of the homeless youth status in Lucas County, I plan to partner with organizations to build up in house wrap around services for students and their families. It will not completely eliminate the house insecurities our children face but it will give a more direct assistance approach to information to environmental challenges such as this. The next challenge is funding for TPS, I am advocate and speaking up to get assist for others is what I do. I will use my platform as a TPS board meeting in meetings, at events and hearings at state level to work with elected officials and other public school districts to ensure TPS will have enough funding to continue giving our students higher quality education.

The sum of my life experiences. I taught myself to read at age 4. I taught my brother Ken to read when I was age 6 and he was age 5. I understand and value the importance of reading. I have 2 daughters. I started reading to them within weeks of their birth. I started to teach them to read when they were each about 2 years old. When we would go to the store and they asked for candy, I let them each select a book instead. I enrolled my daughters in a book club. They each received their own separate mail containing 2 books about every other week.

My oldest daughter is currently employed as an Emergency Room Physician in the Toledo area. My youngest daughter is a Science / Biology Teacher at IMG Academy, Bradenton, Florida (she was voted the school's Educator of the Year in 2016 by the IMG Academy students). Discipline is essential for young children and is inherent for a proper learning environment - this too I understand and value. Sports and extra-curricular activities are an important part of learning. I played many different sports growing up and was a Boy Scout. In high school, I ran Cross Country, wrestled, and played baseball. I was the football statistician for 2 years. I wrote for the school Newspaper and was on the Yearbook staff. I wrestled in college and was a 3-time placer in the Mid-American Conference @ 126 pounds. My favorite class in college was Astronomy. After college, I was a volunteer high school wrestling coach and started officiating high school and college wrestling. This season will mark 34 years as a high school wrestling official in the State of Ohio. I have officiated 29 Sectional Tournaments, 29 District Tournaments, and 18 State Tournaments. During my years as a coach, official, parent, and spectator, I have interacted with thousands of young student-athletes; and hundreds of coaches, teachers, and school administrators. I am very aware of the challenges facing young students today, including those within the Toledo Public School District.

What do you think are the biggest challenges to improving educational outcomes? How do you intend to address them?

What do you think are the biggest challenges to improving educational outcomes? For Toledo Public Schools, the biggest challenges are: 1) overcoming the circumstances of so many students from broken homes (or no homes); 2) understanding that a large percentage of students have been traumatized by violence and illegal drug use in their homes and neighborhoods; and 3) discipline. Many of the discipline problems stem from all the negative factors encountered by students before they even get to school.

How do you intend to address them? As a Board Member, it would be up to me to convince other Board Members, the school system administrators, parents, guardians, and students, that attitudes must change for Toledo Public Schools to survive.

The Ohio Department of Education has given Toledo Public Schools an overall failing grade (F). Some Board Members, school administrators and students, view the District. and themselves, as victims for a variety of reasons. These attitudes must change. Toledo Public Schools does not have some of the advantages of other school districts (such as Ottawa Hills) and likely never will.

The Toledo Public Schools are located within The United States of America. We have opportunities not available in many other parts of the world. If Toledo Public Schools were located within Syria or Yemen or Somalia, those associated with Toledo Public Schools might truly be victims. That however, is not the case. Toledo Public Schools are within the greatest country, with the most opportunities, anywhere on planet Earth.

Granted, many of our students come from poor families, poor neighborhoods, and poor circumstances. That is a major reason why our students must take advantage of the opportunities that are available to them. They do not have the luxury of squandering the opportunities in front of them, no matter how lacking they may perceive them to be.

Students with reading problems, including dyslexia, must be identified early. Parents / guardians need to be encouraged to have in- home libraries, no matter how small. As a general statement, students with reading problems tend to have more disciplinary problems. That is why teaching every student to read is critical to overall success. We can expand opportunities for our students by returning to an emphasis on trades and vocational training as early as is feasible. The closing of Macomber/Whitney in 1991 was egregious. I propose that truck driver training be added - presumably at the Woodward High School campus.

Woodward has seen a decline in enrollment, is in a severely economically depressed area, and located in the vicinity of much of the area's traditional trucking industry: Manhattan / Stickney/ Matzinger. Students could obtain a Commercial Driver's License (CDL) upon completion of their training and start driving and earning up $50,000 to $60,000 / year.

Many former TPS students and their parents) have told me that they feel that they have been scammed (their words) by being pushed into 4-year college degree programs that have not led to a decent paying job. They have stated they would be much better off had they pursued a trade or vocation and avoided the student loan mess.

"TPS Proud” as a marketing slogan seems hollow to me. Almost none of the TPS students can tell you about the namesake of their school.

I was at a home football game at Waite High School about 10 years ago and a young female student from the visiting school asked a young female student from Waite why her school was named “Waite". The Waite student hesitated for a fair amount of time then blurted out "wait a minute".

I took the time to explain that Waite High School was named after a great man named Morrison R. Waite. Morrison R. Waite was a Toledo lawyer who went on to become Chief Justice of The United States Supreme Court. After the contentious election of Rutherford B. Hayes of Fremont, Ohio as President (Hayes won by one electoral vote), Chief Justice Waite, at the behest of outgoing President U.S. Grant, swore in Rutherford B. Hayes as President of The United States earlier than scheduled, in a private ceremony in the Red Room of the White House.

Roy C. Start was a Toledo Mayor and founder of the West Toledo YMCA. E.L. Bowsher served as Superintendent of Toledo Schools for 20 years. Jessup W. Scott was an Editor of The Toledo Blade newspaper during the 1840s and envisioned Toledo as a future Great City of the World.

I was in a parent-mentor program years ago in the district. I became very involved with the Ability Center and the Board of Developmental Disabilities in advocacy while having quite a bit of funding given in honor of my children.

I am an advocate, self educated nurse, therapist, financier, makeshift attorney, loving mother and wife, and I know my way around common sense and business. I feel that I am the classic representation of the common people in this district, with my finger on the pulse of what us regular folks need for our kids. The board needs diversity from all walks and backgrounds.

One of my sons is in the Air Force, while working with Bedford Fire Department. My daughter, confined to a wheelchair, holds down a job while working at cross fit trying to gain the use of her legs. My other son is completely dependent on us for every need. There is no better skill spectrum for your kids than what I bring to the table.

I have many nursing education courses under my belt, taken to provide care for my kids that most parents will never know or face. I became focused and researched on what they are entitled to as far as their education, and the best ways to achieve and

help meet their needs and goals. What do you think are the biggest challenges to improving educational outcomes? How do you intend to address them? The biggest challenges to improving educational outcomes are The goal is always to not just maintain, but ensure positive smaller classroom sizes and the lack of state funding to support growth, both for my kids and yours. Always stay aware of the public education. As a board member I will continue to lobby newest policies. Always think a step ahead. the state to see that Washington Local receives the funds we are entitled to receive based on their own formula. For our kids to Let's use the wraparound services as an example, that will help receive the best education possible it's imperative that we keep our educators provide the optimal classroom experience for our classroom sizes to a responsible level. What experiences have you had that will enable you to fulfill this office's responsibilities? The biggest challenge to improving educational outcomes starts with the home and family environment. Students, if in attendance, spend 5 - 7 hours per day in school for the 180 days in the school year. The classroom learning experience needs to be supported in the home by the responsible family members. This does not occur in some homes, thus, the educational outcomes are less than expected.

In the school buildings including the campus, educators must address security and safety concerns. Bullying has become a challenge, as well as drug abuse, gangs and gang violence as well. Absenteeism, for whatever reason, reduces the chances of meeting or improving educational objectives. There are numerous other challenges that need to be identified and addressed. Educators need to become more involved with student - family issues if students are not performing well. Faculty, administrators, coaches, and Board members will need to be involved if there is to be improvement in the educational outcomes. There is a financial cost to this approach and a social/societal cost if the status quo remains. Parents and guardians must be brought into the educational processes.
