- 6 - <2.Civic Affairs Division matters> ●In the Event of a Change of Residency If you will move to another place from where you are living now, please get a change of address certificate from the local government office of where you live now. Within 14 days after moving to your new place of residency, take your change of address certificate and residence card (Certificate of Alien Registration also accepted) to local government office of where you live and notify them of your change of address.

●Marriage ・Marriage to a Japanese National When marrying a Japanese national in , there is a need to submit notification to the public office in your local municipality. The following are items you must submit when applying:

1. Passport 2. Certification of competency to marry (Konin Yoken Gubi Shomeisho) from your embassy or consulate. (Those documents not in Japanese must be accompanied with a Japanese translation with the name and address of the individual who has translated it.) 3. Notification of Marriage (These are available at the local public office. In order to register your marriage, you must have the signatures/seals of two witnesses who are 20 years of age or older. In addition, the notification must be written in Japanese.) 4. Copy or Abstract of your partner's (Japanese national) family register

A marriage is valid from the day it is registered. Please note that once married, differences may surface with respect to taxes, pension, health insurance and job allowances. Thus, we suggest that you discuss this matter with the individual in charge of salary at your company.

・Marriage to a Non-Japanese National It is possible, according to determined conditions, for two non-Japanese to marry under Japanese law. However, do note that the marriage may not be valid in the respective native country or countries in the future. Registration should be carried out at the respective embassy or consulate and the public office in your local municipality. Please inquire at your respective consulates and/or an organization offering consultation.

●Divorce Legal procedures concerning divorce in international marriages can become complicated. Even though divorce is recognized according to the procedures taken in Japan, please note that it may be invalid in your native country. Thus, we will stick to a general explanation here and recommend that you consult an individual knowledgeable in the area such as a foreign consultant or specialist.

- 7 - ・When You Don't Consent to a Divorce There is a system of divorce by mutual consent in Japan by which the notification of divorce is submitted to and accepted by the municipality and stands based on the agreement by both the wife and husband. When you with a foreign nationality are pressed for a divorce that you don't want by a Japanese nationality, submission of a signed notification can result in a standing divorce. However, in order to prevent this you should submit a request not to accept the divorce notification to the public office in which the family register of your Japanese spouse is held. If you don't divorce through mutual consent, in this manner you will not be forced to divorce by your spouse without a mediate or proper legal procedure. However, this system cannot be utilized if both wife and husband are non-Japanese.

・When Divorcing When both wife and husband are non-Japanese, the status of the divorce will depend on the laws of their respective native country or countries. In such cases, you are advised to inquire upon such matters at the respective consulates in Japan. If either the wife or the husband is a Japanese citizen residing in Japan and both have agreed to divorce under Japanese law, the divorce will stand according to Japanese law. Inquire at your respective municipality's public office for details.

●Pregnancy and Child Delivery ・When Pregnant By notifying your municipality that you are pregnant and planning to give birth, you will be given a Maternal and Child Health Handbook. This handbook will serve as an important record of various items for pregnancy, child delivery and necessary vaccinations the following seven years. Some municipalities have taken it upon themselves to translate the handbook for expectant mothers into foreign languages. The English, Chinese, Portuguese, Spanish, Korean, Thai, Indonesian, and Tagalog translated versions of the Maternal and Child Health Handbook can be purchased through the mail from the organization below. Copies of birth and child rearing guide books (available in Japanese, English, Chinese, Portuguese, Spanish, and Korean) are available from the same organization. ○For more information, contact: Mothers’ and Children’s Welfare Association URL: http://www.mcfh.or.jp TEL: Main Office: 03-4334-1151 (Service available only in Japanese) West Japan Office: 06-6941-4651

・Costs Involved Normal pregnancies/child deliveries are not classified as an illness, and are thus not covered by health insurance. Instead the health insurance system provides expecting families with a predetermined amount of money somewhere in the range of 200 to 300 thousand yen. It is

- 8 - common for mothers who have given birth in Japan to be required to stay in hospital for four or five days, thus the money provided may be insufficient. The costs involved in hospitalization generally run from 200 to 300 thousand; however, please make a note that this figure differs with respect to the hospital. The provision from the insurance system is made subsequent to discharge from hospital, so it is necessary to have the above stated funds ready when discharged. Inquire at your local public office, regarding provision of the costs involved in childbirth for those with National Health Insurance coverage.

・Notification of Birth You must submit a Notification of Birth to your municipality within 14 days (including the day of birth) of the birth of any baby. Besides serving as identification for you and the baby, this notification also has ramifications in terms of tax and benefits, therefore it must be submitted. If the baby is of a foreign nationality, you must obtain a passport for the baby at the embassy or consulate of your native country and obtain a status for the baby within 30 days of birth from the Regional Immigration Bureau.

●Notification of Death In the event that a non-Japanese perishes in Japan, there is a legal requirement that notification be submitted to the head (i.e. mayor) of the local municipality and this must be done within seven days of confirmation of death. A licensed physician or medical examiner must essentially carry out confirmation of death in Japan, whatever the case may be. ・When a Family Member or Someone Close to You Dies Due to Illness In this case, it is necessary to receive confirmation by a physician and have a death certificate made. This death certificate should be submitted to the respective municipality of the deceased or the individual submitting the certificate. ・Sudden Death Due to Accident, Suicide or Attack Do not touch the body and immediately telephone the police. The coroner must conduct an autopsy on the body to verify cause of death. ・Stillbirths In Japan, stillbirths are officially defined as the death of a fetus in the second or third semester or of a baby born not breathing and without a heartbeat. You are required to submit a stillbirth notification. An attending physician or nurse who has confirmed the stillbirth can produce a Stillbirth Certification or Fetal Autopsy Report and one of these should be sent to your local public office. ・Required Forms The required forms for notification of death are available at municipal public offices or hospitals.

- 9 - ●Reentry Permits and Extension of Stay ・Reentry Permit (When temporarily leaving Japan) When temporarily leaving Japan within the valid period of your visa, you must obtain a reentry permit in order to enter Japan upon your return. The permit is valid for up to five years (but it can't exceed your period of stay in Japan) and is available in single and multiple reentry forms. The following are items you must submit when applying: ・Application for reentry permit (This can be found at the receptionist's desk in your local Regional Immigration Bureau.) ・ Residence Card or Special Permanent Resident Certificate (Certificate of Alien Registration may also be accepted) ・Passport ・3,000 yen revenue stamp (for single reentry permits) 6,000 yen revenue stamp (for multiple reentry permits) Reentry permits are usually issued on the spot. Applications in Osaka Prefecture are taken at the Osaka Regional Immigration Bureau Central Office. ◎If you leave Japan temporarily within the validity period of your visa, in principle there is no need to apply for a re-entry permit if you will enter Japan again within a year.

・Extension of Stay There is a time limit to the stay you have been granted in Japan. When wishing to extend this stay, you must apply for and obtain a permit. Applications can be made within two months of the limit of your current stay. The following are the items you must submit when applying: 1. Application form (This can be found at the receptionist's desk in your local Regional Immigration Bureau.) 2. Passport 3. Residence Card or Special Permanent Resident Certificate (Certificate of Alien Registration may also be accepted) 4. One photograph of yourself (4 cm x 3 cm) ※Not needed for those under the age of 16. 5. Documents that verify your activities in Japan, past, present and future. (Please inquire about the required documents at the Osaka Alien Residency Comprehensive Information Center as they differ with each status. If you have previously applied for an extension of stay, in principle the required documents will be the same as those required the previous time.) 6. Documents such as a proof of employment and a proof of tax payment verifying that you can pay the necessary costs for living in Japan and engaging in the specified activities during your stay.

Whether you will be permitted to extend your stay is determined upon a review of your case after you submit the necessary documents. When you apply, your passport will be stamped with a message stating that you are currently applying for an extension.

- 10 - The review process takes a look at whether you have achieved your purpose of stay and whether you have a reason to extend your stay, which means that you may not always be permitted receive an extension. Please note that marital status, for example divorce, can influence your status. Make all applications at the Osaka Regional Immigration Bureau Central Office.
