Regnskapsmessig mindreforbruk i driftsregnskapet kr 44,104 mill. avsettes som disponibelt fond. Da havnene fra 01.01.2007 ble lagt inn under MVA-loven og MVA-kompensasjon til Oslo kommune opphørte, utgjorde Oslo Havn KF’s akkumulerte fordringer mot Oslo kommune for MVA-kompensasjon i alt kr. 67 639 847,36 ekskl. renter. Fordringen er tatt ut av regnskapet. Udekket i investeringsregnskapet 2007, art 09800 regnskapsmessig merforbruk, kr 3,050 mill., føres i 2008 opp til dekning på investeringsbudsjettet. Havnestyret slutter seg til havnedirektørens sak om årsberetning og årsregnskap 2007 for Oslo Havn KF. Anne Sigrid Hamran havnedirektør Johan Hoddevik administrasjonsdirektør 4 ÅRSBERETNING OG REGNSKAP 2007 1 Styrets beretning 1.1 Formell status Oslo Havn KF er et kommunalt foretak under Byrådsavdeling for miljø og samferdsel i Oslo kommune og er oppnevnt i medhold av statlig forskrift av 31. oktober 1995 om sammensetning av og myndighet for Oslo havnestyre. Their abandonment and the subsequent reclamation of the waterfront can only be understood in the context of worldwide restructuring, changes in dock labour and the spatial framework of city and port. Differences in cause, procedure, results and planning traditions must be taken into account. Transformation and reclamation is not simply a matter of architectural design, but is also comprised of a complex set of planning, institutional, political, client-related, economic, ecological, legal and financial questions. For this reason comparative case studies, such as those highlighted here, help to identify local characteristic features that may provide opportunities for port and city, water and land, history, the present day and the future merge into a new symbiosis. The last frontier of urban waterfront regeneration: Northern Europe This issue compiles articles on waterfront transformation in North- ern European seaports. The question is raised as to whether these projects share similar characteristics; is there a specific Northern European tradition and planning culture that typifies these projects? How do they differ from those in Southern Europe, or the Mediter- ranean region, North America, or Asia? First of all, the term Northern Europe needs defining.

Bedre blir det ikke av at en stundom ikke helt vet om det er hat eller kjærlighet som en føler mest av ovenfor sitt prosjekt. Denne oppgaven er, sitt beskjedne omfang til tross, et resultat av en lang prosess, som på et vis startet lenge før jeg begynte på min mastergrad. Sommeren 1997 fant jeg, langt inne i et gammelt fjøs, i bokbyen i Fjærland, en bok som jeg mest av alt kjøpte for dens forførende tittel; The Death and Life of Great American Cities. Denne boken var skribenten og byaktivisten Jane Jacobs debutbok fra 1961, og er kan hende en av forrige århundrets viktigste bøker om byer og byers liv og utvikling. Ikke bare var denne boken et viktig debattinnlegg i sin samtid, men den har fremdeles relevans i sin beskrivelse av den mellommenneskelige interaksjon i bysamfunnet, og hvordan byen best ivaretar denne. Det som likevel slo meg mest da jeg leste boken for første gang, var den kjærlighet Jane Jacobs viste ovenfor byen, og det i en tid da antiurbanismen hadde gode kår. Jacobs var av de første som reiste stemmen mot den da rådene byplanideologien som forfektet totalsanering og sonedeling, og som har etterlatt seg mang en ørken av golde bystrøk, dårlige bomiljø og endeløse parkeringsplasser.

    Joar Skrede The issue of sustainable urban development in a neoliberal age Joar Skrede The issue of sustainable urban development in a neoliberal age Discursive entanglements and disputes Abstract The city of Oslo, the Norwegian capital, is in the midst of executing a huge urban waterfront project in Bjørvika. This project has triggered several years of public debate. A key concept in the development project is “sustainable development”, but it is unclear what the concept implies. Several interests are involved which emphasise different goals and different values. In this article, a discourse analysis of the concept, in this particular context, is conducted. Five discourses are identified, which overlap as well as collide. Special attention is paid to how the respective discourses are related to a neoliberal form of government, and as part of the analysis, a discussion of how cultural heritage is used to increase the city’s attractiveness is undertaken. This article concludes that planning for a sustainable use of cultural heritage should imply establishing a reflective cultural policy not subsumed under economic sustainability. Keywords: Sustainable urban development, discourse-coalitions, neoliberalism, cultural heritage Introduction The Fjord City project embodies the most extensive urban development scheme in the Norwegian capital since 1624, when the old town burned down and the city centre was moved further west. The present plan involves freeing up waterfront areas for housing, commerce, culture and recreation. The Fjord City extends from Frognerkilen in the west to Ormsund in the southeast. The whole area is subdivided into smaller regions, Bjørvika being the biggest one. The Oslo Opera House, home of The Norwegian National Opera and Ballet, and the PricewaterhouseCoopers (PwC) building were among the first to be completed in the Bjørvika area1.
