FURTHER DISCUSSION on the following resolution moved by Shri Gopal Chinayya Shetty on the 28 th July, 2017 :- “Having regard to the fact that- Renovation of buildings located in (i) since 1950, a large number of residential buildings have the vicinity of been built in and around the vicinity of various Defence various Defence establishments. establishments located in major cities of the country like Mumbai, Delhi, Pune, Bangalore and Chandigarh which are now in a complete decrepit condition and requires urgent renovation; (ii) Ministry of Defence vide circular dated 21 October, 2016 to Chief of Armed Forces have amended the guidelines for issue of ‘No Objection Certificate’ (NOC) for building construction at a certain distance from the Defence establishments; and (iii) restrictions are being imposed on the renovation of old houses and buildings located within the vicinity of their Defence establishments, this House urges upon the Government to take immediate steps for the urgent compliance of the aforesaid circular by the officers of the Armed Forces, especially the Navy to ensure timely renovation of the residential buildings located within the vicinity of the Defence establishments.” ….2/- -2- 2. DR. RAVINDRA KUMAR RAY to move :- “This House takes note of non-inclusion of Indian culture, nationalism Review of present education policy and moral values in the curriculum from school to university with a view to level and consequent moral de-generation in the society and include nationalism and urges upon the Government to review the present e ducation moral education policy with a view to include nationalism and moral education in curriculum. as a necessary part of curriculum at all levels of education for promoting character building and inculcating moral values”. 3. DR. SHASHI THAROOR to move :- “This house expresses its deep concern on the plight of fishermen in Steps to ensure the welfare of the State of Kerala and urges the Government to take fishermen and immediate steps to- conservation of fish resources in Kerala. (i) ensure equal rights to women as fish workers at par with their male counterparts; (ii) create dedicated cooperatives, formulate social security measures and special facilities for fish vendors; (iii) organize consultative hearings on the impact of GST on the fisheries sector bearing in mind the existing economic weakness of the industry and the special excise exemptions provided under the previous VAT; (iv) protect and promote the inalienable traditional and customary rights of fishing communities over coastal land rivers, lagoons, backwaters, creeks and estuaries including river beds; (v) notify the Draft Marine Coastal Regulation Zone Notification 2017 and also hold public hearings in all coastal states in the country to allow concerned stakeholder to share their views; (vi) enhance funding under the National Fishermen Welfare Fund (NFWF) scheme to complete construction of houses which are urgently required every year in the State; ….3/- -3- (vii) ensure the conservation of coastal and marine biodiversity that protects preferential access and historic User Rights to Coastal and Marine Resources for members of traditional fishing communities; (viii) develop regional mechanisms to facilitate reciprocal access to maritime waters of neighboring countries; (ix) allocate more funds for saving cum relief scheme under NFWF scheme; (x) extend the ‘right of the state on marine fishery resources’ up to thirty-six nautical miles; (xi) establish four new fishery stations for effective monitoring and surveillance of marine fishery; (xii) provide credit support at a lower interest rate for securing capital assets for fishing and aquaculture; (xiii) provide ninety per cent. financial assistance for establishing demonstration units to disseminate technology and providing training for cage farming; (xiv) allocate more funds for reclamation and renovation of ponds and tanks for both fresh and brackish water; (xv) maintain availability of white kerosene for fishermen and exempt it from excise duty; (xvi) provide training and equipment for deep sea fishing to traditional fishermen; and (xvii) upgrade fish landing centers with cold storage facilities.” 4. (i) allocate sufficient funds for development of tourism infrastructure in major tourist areas of the country; ….4/- -4- (ii) sanction pending projects related to tourism sector at the earliest; (iii) take immediate steps to utilize untapped or unexplored tourist areas having potentialities with the object to achieve sustainable development in tourism sector in the country; (iv) grant special funds for the development of famous mythological and historical heritage sites like ‘Maa Bhadrakali Temple’ at Itkhori block and ‘Kauleshwari Temple’ at Hunterganj block in the Chatra district, Fort of Medini Rai and Netarhat in the State of Jharkhand; (v) release funds under the PRASAD Scheme for the development of temples of ancient and religious importance in the State of Jharkhand; (vi) provide for equal distribution of funds by the Regional Cultural Centres to all the member States; (vii) ensure participation of Eastern Zonal Cultural Centres (EZCC) in official festivals of the State of Jharkhand; (viii) provide an amount of rupees twenty-five lakh as Central aid for promotion of each of the festivals namely, ‘Itkhori’ and ‘Maa Ugratara’ celebrated in the State of Jharkhand; (ix) include the Betla National Park (Palamu Tiger Reserve), Lawalong Wildlife Sanctuary and Mahuadanr Wolf Sanctuary in the wildlife circuit or tribal circuit of domestic tourism; (x) connect with a single circuit and develop the Itkhori Bhadrakali temple, Kauleshwari temple, Bhawani Math Chatra, Nagar Bhawani Maa Ugratara ancient temple, Chandwa, Latehaar, Srikedal temple, Jharkhandi temple and Parasnath temple; (xi) develop and include the Palamu Fort and Nawagarh Fort of ancient heritage to any of the Jain or Buddhist circuit/heritage circuits/ eco circuit or rural circuit as domestic tourist spots; and ….5/- -5- (xii) implement special schemes meant for acceleration and exploitation of untapped tourist capacity of the State in order to improve the standard of life and livelihood of the people of the State of Jharkhand.” NEW DELHI; ANOOP MISHRA, Secretary General August 8, 2017 -------------------------------- Shravana 17, 1939 (Saka) .
