OF JHARKHAND, 4TH FLOOR, PROJECT BHAWAN, DHURWA, RANCHI- 834004 Comprehensive Mobility Plan (CMP) for Dhanbad City of Jharkhand 1. BACKGROUND Dhanbad : Introduction The district of Dhanbad in the country occupies a unique place as an important resource region which is a part of the South‐East resource region. The resource is the coal, often termed as “Black Diamond”, a term which befits its importance as basic fuel in most industries. The Dhanbad district has the largest coal reserves, about 13,000 million tons of metallurgical coal. The region is most commonly identified as “Jharia Coal Field (JCF)” which is the one single depository of coal spread over an area of about 480 sq.kms. This has influenced the location of many coal‐oriented industries, such as fertilizers, washeries, coke plants, ceramic industry, pottery works, steel industries, lead and zinc smelting and numerous other engineering industries. In a relative perspective, the region could be linked to industrial zone of Asansol‐ Durgapur in the West Bengal and Jamshedpur – Chaibasa in the Jharkhand‐ the comparative elements being the Bokaro Steel Plant in the west, Sindri Fertilizer complex, Sulphuric Acid Plant and ACC Cement Factor in the south and a number of coal‐based chemical industries scattered around the coal‐belt. In this venture of coal mining, a number of new mining towns have sprung up in a chain, spreading from Dhanbad south‐wards upto Sindri and westwards upto Katras. -

FURTHER DISCUSSION on the following resolution moved by Shri Gopal Chinayya Shetty on the 28 th July, 2017 :- “Having regard to the fact that- Renovation of buildings located in (i) since 1950, a large number of residential buildings have the vicinity of been built in and around the vicinity of various Defence various Defence establishments. establishments located in major cities of the country like Mumbai, Delhi, Pune, Bangalore and Chandigarh which are now in a complete decrepit condition and requires urgent renovation; (ii) Ministry of Defence vide circular dated 21 October, 2016 to Chief of Armed Forces have amended the guidelines for issue of ‘No Objection Certificate’ (NOC) for building construction at a certain distance from the Defence establishments; and (iii) restrictions are being imposed on the renovation of old houses and buildings located within the vicinity of their Defence establishments, this House urges upon the Government to take immediate steps for the urgent compliance of the aforesaid circular by the officers of the Armed Forces, especially the Navy to ensure timely renovation of the residential buildings located within the vicinity of the Defence establishments.” ….2/- -2- 2. DISTRICT ENVIRONMENT PLAN SAHIBGANJ : Preamble: Hon’ble National Green Tribunal in O.A. No. -710/2017, dated 15/07/2019 ordered regarding constitution of District Committee (as a part of District Planning Committee under Article 243 ZD) under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016. In the above said order, it is stated that among others ‘Chief Secretaries may personally monitor compliance of environmental norms (including BMW Rules) with the District Magistrate once every month. The District Magistrates may conduct such monitoring twice every month. We find it necessary to add that in view of Constitutional provisions under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016 it is necessary to have a District Environment Plan to be operated by a District committee (as a part of District Planning Committee under Article 243 ZD) In this regard, Environment & Forest Dept, Govt. of Jharkhand vide No-FRM- 4869, dt. 26/12/2019 instructed the Deputy Commissioners to prepare District Environmental Plans by constituting District Environment Committee (as a part of District Planning Committee) with representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable officer representing the administration, which may in turn be chaired and monitored by the District Collector/District Magistrate. As per the directions, District Committee in respect of Sahibganj district was formed to evolve and execute District Environmental Plan in the Sahibganj District. District Environment Committee, Sahibganj at Annexure-I. -
