The 189th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 27th – 28th May, 2015 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 189th ERC Meeting. Prof.(Dr.) P.C. Sharma - State representative of Assam Dr. Joram Begi - State representative of Arunachal Pradesh Shri Dhirendra Nath Ojha - State representative of Jharkhand Dr. Rokhuno Iralu - State representative of Nagaland Shri Sanjiva Suman - State representative of Bihar Smt Tilottama Senapati - State representative of Odisha Shri Chandrapida Neelap - Regional Director, ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl.No. Item No. Content Confirmation of the Proceedings of 188th ERC meeting, 19-20 May, 2015 at ER-187.1 Bhubaneswar. Minutes of the 188th meeting is confirmed. ATTENTION! The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 1. The cut-off date has been extended up to 31st May 2015 for grant of recognition for the session 2015-16. Institutions are personally responsible if they lose the session due to non-submission or late submission of replies. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (see ERC website for detail). 3. The institutions which have not submitted the balance amount of Rs.4.00 Lacs towards Reserve Fund expected to submit the same. 4. The institution whose applications are pending and reached to the stage of 7(9) [7(13) as per New Regulation] including the institution already submitted the reply of 7(13) prior to publication/implementation of NCTE Regulations 2014 are advised to submit/re-submit their reply as per New Regulations along with other required documents at the earliest to enable to ERC to take appropriate decision. 5. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 6. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 7. The institution must go through the Regulations 2014 about the number of teachers and accordingly they must send the list duly Countersigned by the Concerned University /Affiliating Body. 8. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015. 9. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. The inspection of the institution for shifting of premises was conducted on 13.05.2015. In view of the above the Committee decided as under: Shifting of the institution is permitted to the new premises. DIET Nalbari, Plot No.-725, St. No.-Karia, Vill/Town-Karia, PO.-Karia, Tehsil/Taluka- 2. 189.5.2 Upper Borbhag, town/City-Nalbari, Dist.-Nalbari, Assam-781339\ (B.Ed.) (Additional Course) ( Government) (ERCAPP1958) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs., VTR, the Committee discussed the matter in detail and observed as under: (i) Letter of intent u/c 7(13) of the NCTE Regulation 2014 be issued for one unit in B.Ed. Course. The institution also be asked to submit the faculty position in accordance to the NCTE Regulation 2014 for the B.Ed. Course duly countersigned by the concerned affiliating university as per New Regulation 2014. (ii) Letter to state Govt. to improve infrastructural facilities, instructional facilities, library facilities and appointment of staff on regular basis as per new Regulations 2014 before the commencement of the programme.
