Signature of the Keeper Date of Action Amended Items in Nomination: The nomination suggests that a nomination for Alexandria National Cemetery in Virginia was submitted along with the cover documentation, but the MPS cover was submitted alone for approval. Section F, p. 4 states that if a Meigs lodge has been destroyed, the cemetery would no long meet criterion C, but might still meet Criterion A. The sentence should state that if a lodge has been destroyed, the cemetery would no longer meet Criterion C for the architecture of the lodge, but might still meet C in the area of landscape architecture, or might meet criterion A. STATEMENT OF HISTORIC CONTEXTS This text follows, chronologically, the establishment of the cemeteries. SIGNIFICANCE The Civil War era national cemeteries are eligible for the National Register of Historic Places under Criteria A and C. Their primary significance is from their strong association with the Civil War, 1861- 1865. Additionally, many contain the fine architectural examples of a prototype design of lodges that were executed in various local building materials from the same floor plan. Lastly, the prototype lodges were designed by a significant person associated with facilities during and after the war, Brigadier General Montgomery C. Meigs, Quartermaster General of the Army from 1861-1882. Many national cemeteries were established on or near specific Civil War conflict sites. For each of these sixteen cemeteries, an information sheet is attached, which includes the name and date of the conflict, background information on the establishment of the cemetery, and Civil War monuments or memorials within the cemetery (Appendix A). INTRODUCTION - ANTE-BELLUM PERIOD From very early times, those who died in defense of their state or nation have been deemed worthy of special commemoration for their service on the field of battle. The Mexican War of 1846-1847 marked an important advance in American burial policy. The action of the Congress in 1850 in establishing the Mexico City Cemetery as a final resting place for those who "fell in battle or died in and around the said city," furnished a precedent for the creation of permanent military cemeteries beyond the seas over a decade before legislative provision was made for a national cemeterial system. The development of national cemeteries came about as the American Civil War was waged. This conflict between Northern and Southern citizens was brought about by sharp differences in political and economic issues between the two factions. The two major issues that brought on the war were the fight over states' rights that involved the right of secession from the Union of the states under the Constitution, and the extension of slavery to new states and territories. By this time, the controversy over slavery had become so intense, tempers so inflamed, and extremists so uncompromising that the basis for peaceful adjustment of differences was lost.     1 The Bandy Heritage Center for Northwest Georgia Atlanta Campaign Driving Tour Kennesaw Mountain Tour Stops Section #11 Battle of Kennesaw Mountain Heavy rain plagued both armies as they withdrew from their Dallas-New Hope-Pickett’s Mill lines during the first weeks of June 1864. Forced to return to the Western and Atlantic Railroad to supply his men, Sherman concentrated his forces in the Acworth-Big Shanty region. The lack of roads and the impassable conditions of the ones that existed prevented Sherman from continuing his strategy of moving around Johnston’s flanks in order to pry him from his strong defensive positions. A more direct approach to Atlanta would be needed. Johnston, having no choice but to shadow Sherman’s movements, established a new line south of Acworth. Taking advantage of several prominent heights in the area, Johnston’s line ran north from Lost Mountain to Gilgal Church, turned east at Pine Mountain, and extended past Brush Mountain to the Western and Atlantic Railroad. This line enabled Johnston to protect both his communications and supply lines as well as the approaches to Marietta. Taking advantage of the wild and broken terrain occupied by his army, Johnston turned the ridges and hills into an extended fortress of earthworks, rifle pits, and artillery firing positions that dominated all avenues of approach across his front. Reinforced by the arrival of Major General Francis Blair’s XVII Corps of McPherson’s Army of the Tennessee, Sherman began his advance to Marietta on June 10, 1864. McPherson, on the left, moved along the railroad toward Marietta.

The Fort Monroe NHL District documentation prepared in 1975 describes the boundaries of the historic district verbally as “…all that land on Point Comfort enclosed by its sea wall ”. The accompanying map defined the area with a paral- lelogram that encompassed the entire peninsula to where the sea wall ends near the northern limit of the fort, just below Dog Beach . It also included a portion of Phoebus and almost all of Mill Creek because of the regular polygon drawn to define the district . Phoebus and Mill Creek were not included in the text of the nomination’s written description of the fort . Currently, it is generally accepted that the boundary of the Fort Monroe NHL Quarters 1 District is roughly the shoreline of Old Point Comfort along Mill Creek to the north, Hampton Roads to the west and south, and the eastern edge of the district follows the sea wall along the Chesapeake Bay to the point where it ends and then the boundary crosses the peninsula to reconnect to Mill Creek .

This irony arose from the wartime difference between ending slavery as a regime and freeing slaves, as individuals. This dissertation explores the ways in which white southerners sacrificed, or refused to sacrifice, their interest in the enslavement of particular southern blacks for the sake of a regime that would safeguard slavery. It argues that African Americans at times sought their own freedom even if it meant aiding the Confederate regime, and at other times sought to avoid warzones even if it meant remaining legally enslaved. It argues that the Union’s war to defeat the Confederacy was also a war waged against the Confederates’ main source of labor. Such a war meant, for most who became free in the Civil War, emancipation through displacement and integration into a new system for managing former slaves, the refugee camp/plantation/recruitment complex.
