General Assembly created the Inactive Hazardous Sites Program in the Department of Environment and Natural Resources’ (DENR) Division of Waste Management (DWM) to identify, investigate and clean up properties contaminated with hazardous substances. The program also manages the assessment and cleanup of old pre-regulatory landfill sites that have environmental contamination. The landfill sites addressed through the program are those that predate modern landfill standards designed to prevent contamination. This report satisfies the requirements, set out in G.S. 130A-310.10, for an annual report to the General Assembly. The report describes activities at voluntary remedial action sites, priority cases, orphan site actions, imminent hazard abatement and EPA National Priorities List sites. DWM has electronically compiled information on the contaminant type and environmental media known or believed to be affected at each site only for the Priority List sites in the Inactive Hazardous Sites Inventory. That information continues to be included in this legislative report. Almost without exception, the "amount" of waste is unknown since there is rarely a record of the amount released. Generally, a complete site evaluation has to be completed before it is possible to reasonably estimate the volume of waste. A table with site status information for each cataloged site can be found in Appendix B of this report. A table with the location of the pre-regulatory landfills (organized by county) is available on the DWM website. These sites are being handled as prescribed in Session Law 2007-550. Since the program started in 1987, 3,106 chemical spill or disposal sites and old, unlined dumps or landfills (pre-regulatory) have been cataloged. Of this number, 2,623 still require work to address public health or environmental hazards. Of the 2,623 remaining open cases, 677 are old, unlined landfills that predate solid and hazardous waste permitting laws. Half of the proceeds of a statewide solid waste disposal tax are directed by statute to the Inactive Hazardous Sites Cleanup Fund to address contamination at these pre-regulatory landfills. DWM has established contracts with private firms to assess and remediate the pre-regulatory landfill sites. At the end of FY2012-13, the uncommitted cash balance in the Inactive Hazardous Sites Cleanup Fund (IHSCF) was $0. The fund has received approximately $400,000 each year from a portion of the Scrap Tire Tax since FY 2009-10. In FY 2013-14, this revenue source was replaced with a $400,000 appropriation. The program has recovered funds for assessment and remediation through bankruptcy claims for several sites over the years. In FY2012-13, $410,699 in additional proceeds was recovered from Lyondell (total $4.1 million recovered) for four sites, $98,010 from Kysor Fuel Systems for one site, $5,866 from Polylok for one site and $3,801 from Collins & Aikman for one site. Additional proceeds in the amount of $1,100 were received from the Pillowtex bankruptcy proceeding for two sites. In most cases, these new monies go into special trust funds, since the payments can only be used in accordance with the bankruptcy settlement agreements. Session Law 2011-186 authorized a new approach to remediating contaminated groundwater. The bill allows use of alternate risk-based groundwater remediation standards for cleanup at certain industrial properties. This remediation approach is only available on sites where the owner can show that contamination has not migrated off the property and will not in the future. DWM has three preliminary applications for risk-based cleanup at the end of FY 2012-13. A total of $67,500 has been collected in associated fees for review of these applications. The following provides a status of sites cataloged by the Inactive Hazardous Sites Program.     1. INTRODUCTION The Red Hot Chili Peppers are an American alternative rock band formed in Los Angeles, California in 1983. For most of its career, the group has consisted of vocalist Anthony Kiedis, guitarist John Frusciante, bassist Michael “Flea” Balzary, and drummer Chad Smith. The band's varied musical style has fused traditional rock and heavy metal with various elements of funk, punk rock, hip hop, and pop. In addition to Kiedis and Flea, the group originally featured guitarist Hillel Slovak and drummer Jack Irons. However, Slovak died of a heroin overdose in 1988, resulting in Irons resigning. Irons was replaced briefly by D. H. Peligro, before the band found a permanent replacement in Chad Smith, while Slovak was replaced by an upcoming guitarist Frusciante. This line-up recorded the band's fourth and fifth album, 1989's Mother's Milk and 1991's Blood Sugar Sex Magik. Blood Sugar Sex Magik was a critical success and sold over twelve million copies. However, Frusciante grew increasingly uncomfortable with the band's success and left the band abruptly in 1992. Kiedis, Flea, and Smith employed Dave Navarro of Jane's Addiction for their subsequent album, 1995's One Hot Minute. It failed, however, to match the critical acclaim of Blood Sugar Sex Magik and sold less than half the copies of its predecessor. Shortly afterwards, Navarro was fired from the band due to creative differences. Frusciante, while absent from the band, developed a severe drug addiction and nearly died. In 1998, he completed rehabilitation and, at Flea's request, rejoined the band.

This law requires two annual reports to the North Carolina legislature. G.S. 130A-310.10 requires certain elements be reported annually to the Environmental Review Commission by Oct. 1 each year. G.S. 130A-310.2(b) requires certain data be provided to each member of the General Assembly annually by Jan. 1 of each year. The October 2011 report has been provided to the Environmental Review Commission. This memorandum serves to convey the January report. G.S. 130A-310.2(b) requires that the department report to each member of the General Assembly the location of each inactive hazardous substance or waste disposal site in the member's district; the type and amount of hazardous substances or waste known or believed to be located on each of these sites; the last action taken at each of these sites; and the date of that last action. In fulfillment of this additional reporting requirement, but so as not to overwhelm your offices with paper, the following is provided.

    RED HOT CHILI PEPERS opis Red Hot Chili Peppers (tudi RHCP) je ameriška glasbena skupina, ustanovljena leta 1983 v Los Angelesu. Kljub mnogim težavam z drogami in večkrat zamenjanimi člani skupine, je Red Hot Chili Peppers ena najbolj uspešnih ameriških rock skupin, saj so vsega skupaj prodali okrog 60 milijonov izvodov albumov. Skozi svojo glasbeno pot so v svoji glasbi črpali iz zvrsti kot so: alternativni rock, punk, rap, heavy metal in psihedelični rock. Skupina se je izvirno imenovala Tony Flow and the Miraculously Majestic Masters of Mayhem. Nastala je po nastopu na Gimnaziji Fairfax v Los Angelesu leta 1983 v zasedbi Michael »Flea«Peter Balzary (bas), Anthony Kiedis (vokali), Jack Irons (bobni) in Hillel Slovak (kitara). Kasneje istega leta, ko je skupina postala priljubljena na losangeleškem rock prizorišču, je podpisala glasbeno pogodbo z EMI. Iron in Slovak sta na skupino gledala kot na stranski produkt. Kmalu sta zapustila Chili Peppers in se osredotočila na svojo izvirno skupino What Is This?. Prvi album The Red Hot Chilli Peppers leta 1984 so posneli z nadomestnima članoma, kitaristom Jackom Shermanom in bobnarjem Cliffom Martinézom. Album je produciral producent skupine Gang of Four Andy Gill in ni doživel komercialnega uspeha. Tudi turneja se ni obnesla bolje. Sherman, Kiedis in Flea se niso razumeli, tako da je Sherman zapustil skupino, vrnil pa se je Slovak. The band contains of vocalist Anthony Kiedis,bassist Michael Flea Balzary,drummer Chad Smith,and guitaristJohn Fruiscante. Red Hot Chilie Peppers are one of the best-selling bands of all time with over 80 million records sold worldwide.Their one of the most well known 90’s band,and while performing they mostly wore shorts and nothing else or they wore colorful clothes and Kiedis and Flea changed their hair through out their career a few times. DISCOVERY OF THE BAND AND THEIR FIRST ALBUM The bend was formed in Los Angeles in 1983. by Kiedis,Flea and their,back then,guitarist Hillel Slovak and their,back then,drummer Jack Irons.The band first started by playing many lockal shows and then they were discovered by EMI and then they released their self-titled debut in 1984. The funk rock band received college radio airplay and rotation on MTV. This album featured guitarist Jack Sherman and drummer Cliff Martinez,instead of Slovak and Irons because of commitment to other bands. SECOND ALBUM ▶ For their second album Slovak rejoind in time,and then they released ,,Freaky Styley’’ in 1985. This album was a mix of punk and funk style.The band often indulged in heavy heroin use while recording the album,which influenced the lyrics and musical direction of the album.
