D elw it Introduction L’intégration européenne a été un événement essentiel de l’histoire politique de l’après-guerre face auquel les pays européens occidentaux et, en leur sein, les acteurs politiques et sociaux ont dû se positionner. Entreprises inédites, l’unification et l’inté­ gration démocratiques européennes dans les Communautés européennes ont explici­ tement posé des questions déterminantes dans les approches économique, politique ou culturelle des pays membres et non membres. — Quels ont été et quels sont les rôles et les perspectives des Etats-nations dans le cadre de l’intégration en cours ? Devons-nous considérer le dépassement de la nation par la construction européenne et/ou appréhender des complémentarités possibles avec la Communauté européenne ? — Etait-il et est-il institutionnellement imaginable de concevoir ces complémen­ tarités et/ou ce dépassement ? — Assistons-nous à la première forme de transfert de souveraineté nationale volon­ taire dans le chef des élites et des opinions des-pays membres de la Communauté européenne ? Autant d’interrogations fondamentales qui en engendrent une multitude d’autres. Si la littérature scientifique dans les domaines institutionnel, juridique ou encore éco­ nomique de l’évolution des institutions des Communautés européennes est abondante, force est de constater que les « Europe que dessinent les partis politiques » 1 ne sont que très peu étudiées et le plus souvent de façon superficielle. Cet ouvrage se veut donc une contribution à l’étude des acteurs politiques face à la Communauté euro­ péenne et à leurs jeux d’influences réciproques. L’étude des partis socialistes et sociaux-démocrates 2 dans leurs rapports et leur prise en compte de la construction européenne a débouché sur l’examen de problèmes essentiels de l’évolution du socialisme en Europe occidentale, l’identité des principes sociaux-démocrates dans la deuxième moitié du XXe siècle, la nature et l’horizon des partis socialistes. Cette recherche nous a conduit à mettre en évidence leurs concep­ tions théoriques, leurs ambitions, leurs objectifs, leurs espoirs, leurs contradictions et leur pratique politique contemporaine. Tant il est vrai que la construction européenne 10 INTRODUCTION leur est apparue comme une problématique essentielle sinon existentielle, entraînant un champ de questions et d’investigations très vaste. — L’idée et le projet sociaux-démocrates étaient-ils et sont-ils compatibles avec le principe même de la construction européenne ou/et avec la philosophie qui a pré­ valu jusqu’ici dans l’édification de la Communauté européenne ? Est-il vrai, comme l’avançait Alfred Grosser en 1961, que « l’internationalisme prédispose les socialistes à se faire les champions de l’idée européenne » 3 ? — Pouvait-on et peut-on imaginer une transposition de l’Etat-providence ou du Welfare State national — qui a identifié l’apport le plus marquant des partis so­ ciaux-démocrates aux régimes politiques occidentaux — vers un Etat-providence supranational ? L’intégration européenne était-elle et est-elle compatible avec la construction

    Le SP.a (Socialistische Partij anders) Régis DANDOY Le 13 octobre 2001, les membres du parti socialiste flamand SP adoptent en congrès à Gand un nouveau nom et un nouveau sigle pour leur parti qui devient le Socialistische Partij anders – Sociaal progressief alternatief (SP.a). Cette double appellation est révélatrice des tendances observées au cours de la dernière décennie dans ce parti, à savoir un discours rénovateur récurrent et une volonté de construire un grand mouvement de gauche, flamand et progressiste. Ces deux ambitions parallèles jalonnent son histoire récente, expliquant en grande partie les performances électorales, les participations au pouvoir, l’éphémère cartel électoral avec Spirit, le contenu des programmes électoraux ou encore le profil socio-démographique des électeurs et des membres du parti socialiste flamand. Le parti socialiste flamand provient de la scission linguistique de l’historique parti socialiste belge (PSB) en une aile francophone – menant à la création du PS – et une aile flamande en 1978. Les socialistes flamands étaient minoritaires par rapport aux francophones, ce qui eut un impact non négligeable, notamment sur la sélection des dirigeants et élites ou la ligne idéologique et programmatique du parti. Le SP (Socialistische Partij), officiellement créé lors du congrès des 8 et 9 mars 1980, se départit peu à peu de l’influence de son « grand frère » francophone. Le mot anders (autrement) dans le nom du parti fait en partie référence à cette prise de distance par rapport à l’héritage historique du parti et ses liens avec son alter ego francophone. Cette différenciation des deux anciennes ailes linguistiques du PSB atteint son apogée en 2007 lorsque le PS choisit de participer à la coalition en place au gouvernement fédéral, tandis que le SP.a fait le choix de l’opposition.

Two papers by Simon Hix and Stefano Bartolini Notre Europe Notre Europe is an independent research and policy unit whose objective is the study of Europe – its history and civilisations, integration process and future prospects. The association was founded by Jacques Delors in the autumn of 1996 and presided by Tommaso Padoa- Schioppa since November 2005. It has a small team of in-house researchers from various countries. Notre Europe participates in public debate in two ways. First, publishing internal research papers and second, collaborating with outside researchers and academics to contribute to the debate on European issues. These documents are made available to a limited number of decision-makers, politicians, socio-economists, academics and diplomats in the various EU Member States, but are systematically put on our website. The association also organises meetings, conferences and seminars in association with other institutions or partners. Proceedings are written in order to disseminate the main arguments raised during the event. Foreword With the two papers published in this issue of the series “Policy Papers”, Notre Europe enters one of the critical debates characterising the present phase of the European construction. The debate revolves around the word ‘politicisation’, just as others revolve around words like ‘democracy’, ‘identity’, bureaucracy’, ‘demos’, ‘social’. The fact that the key words of the political vocabulary are gradually poured into the EU mould is in itself significant. Soon after this, in 1991, the European Commission began the first of its initiatives to regulate the railway sector by adopting the foundation for rail market opening - Directive 91/440/EEC. A number of other important rail legislative proposals followed: the first railway package was published in 2001, the second in 2004, the third in 2007, and the fourth one in January 2013. CER, representing the vast majority of EU rail business, has always been at the forefront in helping shape rail regulation. CER became an independent body in 1996, and the membership grew quickly to its current level of 82 railway undertakings, infrastructure companies and vehicle leasing companies.

This thesis studies the attitudes and responses to European union of nationalist and regionaiist parties from Brittany, Flanders, Scotland and Wales, in addition to co­ operation between the parties and the emergence of transnational regionalism through the development of the European Free Alliance. Whilst nationalist and regionaiist parties responded to the broad themes of European integration, and demonstrated preferences for an integovemmental or federal Europe, the EC has brought a range of specific opportunities and resources to aid minority nationalism and self-determination. This involved the EC’s challenge to traditional national sovereignty, responses to EC policies and participation in European elections. However, the most significant effect of European integration was its ability to shape and influence party goals and strategies for self- determination.
