full-yeaTfeVemre-ec4eded the record levels we saw in 2008 before the financial crisis This is particularly noteworthy when you consider that 2008 was record year for the television advertising industry in Russia and that in 2010 the overall market remained 6% below the 2008 levels in ruble terms whereas our full-year 2010 revenues were 14% higher than in 2008 We maintained our national advertising market share at 19% in 2010 despite our significant market outperformance in 2009 and the blended power ratio for our Russian networks remained stable from 2009 to 2010 at 1.5 We operate in highly competitive market where more and more value is placed on the delivery of incremental reach among the most attractive audience groups Our channels have carefully segmented and complementary audience profiles and we are focused on further developing our programming grids and increasing our combined share of viewing In this context it is important to note that CTCs audience share in the most commercially attractive segment of 14 to 44 year olds was stable in 2010 We also substantially enhanced the technical penetration of all of our networks in Russia during 2010 CTCs penetration increased from 90.7% to 93.7% while Domashnys penetration was up from 76.4% to 81.6% and DTVs penetration was up from 68.4% to 72.5% We continued to deliver profitability levels that are high by European broadcasting industry standards with OIBDA1 of $221 million and an OIBDA margin of 37% for the year In addition our CIS Group reported positive full-year OIBDA for the first time Significant changes were made to the Russian advertising law at the very end of 2009 which prohibit federal television channels from selling inventory through advertising sales agencies with market share exceeding 35% from the beginning of 2011 These amendments to the legislative framework triggered review of our sales structure and we carefully evaluated all of the options available to us We established our own internal advertising sales house in September and have continued our relationship with our external sales house Video International on consulting rather than direct sales basis The changes that we have made to the sales structure have enabled us to take full control of our advertising sales and thereby increase the efficiency of the bles process Moreover the changes are expected to reduce our cost of sales in Russia as percentage of our advertising revenues We also continued to develop the CTC-International channel which is targeted at Russian- speaking audiences abroad The channel is now available on pay-TV networks in North America Israel and Germany and we plan to expand this footprint further We announced the launch of our online social television network Videomore.com at the end of the year The service combines the functionality of an on-demand video streaming portal with the interactivity of social network The portal already offers more than 3000 hours of content and is attracting up to 60000 unique visitors daily Our intention is to have 10000 hours of content and 200000 daily users by the end of 2011 of OJBDA is defined as operating income continuing to rise and we expect to capture the benefits of the anticipated market growth in 2011 Approximately 80% of our anticipated full-year national inventory in Russia is already committed at significantly higher average prices than in 2010 Now that we are handling almost all of our advertising sales in-house our advertising revenues will be reported almost entirely on gross rather than net basis and our operating expenses will include both internal and third-party costs associated with the new sales structure In summary we are well positioned to continue to capture the growth in the advertising market Our new sales structure in Russia will enable us to control the sales process more efficiently and increase profitability levels We are investing in the development of our channels and our new online social television network but still expect to deliver higher underlying profitability levels which are already above those of our industry peers We expect to continue to convert high proportion of our profits into cash and to use our cash balances in the development of our existing operations the acquisition of complementary businesses and continuing dividends to our     RUSSIA 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Russian Federation has a highly centralized, authoritarian political system dominated by President Vladimir Putin. The bicameral Federal Assembly consists of a directly elected lower house (State Duma) and an appointed upper house (Federation Council), both of which lacked independence from the executive branch. The State Duma elections in 2011, the presidential election in 2012, and the regional elections during the year were marked by accusations of government interference and manipulation of the electoral process. Security forces generally reported to civilian authorities, although in some areas of the North Caucasus, especially Chechnya, civilian authorities did not maintain effective control over the security forces. During the year the occupation and purported “annexation” of Ukraine’s Crimean Peninsula in March 2014 continued significantly and negatively to affect the human rights situation. The government continued to train, equip, and supply pro- Russian forces in the Donetsk and Luhansk regions of eastern Ukraine, who were joined by numerous fighters from Russia. International monitors and human rights nongovernmental organizations (NGOs) attributed thousands of civilian deaths and injuries, as well as widespread human rights abuses, to combined Russian- separatist forces in the Donbas region and the Russian occupation authorities in Crimea (for details see the Country Reports on Human Rights for Ukraine). Russian law has de facto applied in Ukraine’s Crimea since the occupation and purported “annexation” of the peninsula in March 2014. The government utilized the conflict to stoke nationalism and stifle dissent domestically. On February 27, opposition politician and former deputy prime minister Boris Nemtsov was shot and killed near the Kremlin.

    THE FILM INDUSTRY IN THE RUSSIAN FEDERATION November 2012 Set up in December 1992, the European Audiovisual Observatory’s mission is to gather and diffuse information on the audiovisual industry in Europe.     Moscow Goes Hollywood: The Russian Television Industry in the Global Age by Jeffrey R. Brassard A thesis submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy Department of Sociology University of Alberta © Jeffrey R. Brassard, 2017 Abstract This study examines ways that both authoritarian capitalism and global flows of culture have shaped the Russian television industry. This dissertation explores three main questions: How does the system of state-directed capitalism shape television production, particularly with regards to balancing propaganda and profit? What kinds of representations are possible on television in Russia under authoritarian capitalism? What is the relationship of the Russian television industry with other parts of the global media industry? To explore these questions, this dissertation examines the structure of the Russian television industry with particular attention given to the most important channels and production companies. In all cases, the relationship of these companies to both the Putin-led state and their level of integration with the global television marketplace is examined in-depth. Using a mix of semi-structured interviews with industry workers, analysis of industry trade journals, popular press and textual analysis, this dissertation examines four of the main television stations in the country all of whom have different relationships to the state. I argue that typical accounts of Russian media as merely serving the interests of the state are overly simplistic. The expectation that television channels or production companies linked to the ruling elite create programming that supports the Putin government’s nation-building efforts while commercial stations use their platforms to criticize the status-quo is shown to be erroneous.
