Overview:

• On January 21, 2015, the Economic Development Committee approved: 7 strategic economic development themes/priorities for 2015-2018 to guide Economic Development and Tourism in their planning and budgeting process from 2015 to 2018; and, that a report be prepared that includes intended outcomes, actions and key performance measures for each of the affirmed strategic economic development themes/priorities.

• The Economic Development and Tourism Office undertook four opportunities to gather feedback from Economic Development staff, the business community, the Brampton Board of Trade, as well as an on-line survey, resulting in feedback from a total of 86 key staff and business community stakeholders.

• From this information gathered, the City of Brampton Economic Development Plan 2015-2018 was developed in order to align with the City's strategic economic development themes/priorities with prevailing economic conditions, emerging economic development trends, opportunities and Council priorities for the next four years.

Recommendations:

1. That the report from Nancy Johnston, Manager, Business Development and Marketing, Economic Development and Tourism, dated June 1, 2015, to the Economic Development Committee Meeting of June 24, 2015, re: City of Brampton Economic Development Plan 2015-2018, be received; and

2. That the City of Brampton Economic Development Plan 2015-2018 be approved, and further that staff annually (or more frequently as requested) update the Economic Development Committee on the progress of this plan. G'-l-l

Background:

In October 2014, a newly formed Council was elected representing the Cityof Brampton. Under this new Council, an Economic Development Committee was established consisting of the Mayor (ex officio) and Council as members.

On January 21, 2015, the Economic Development Committee recommended the following to Council for approval:

1. That the Economic Development Committee affirm the following strategic economic development themes/priorities, as presented by the Chair and Vice- Chair of Economic Development Committee at the Economic Development Committee meeting of January 21, 2015:

a) Downtown and Queen Street Corridor Business Growth Initiatives, b) Business Engagement (BR&E) - Grow Businesses from Within (Economic Gardening), c) Support Advocacy for Infrastructure Expansion (Economic Research & Policy), d) Innovation and Entrepreneurship, e) International and Domestic Business Investment/Attraction, f) Business Climate and City Image, g) Festivals and Special Events; and,

2. That these strategic economic development themes/priorities guide the City of Brampton Economic Development and Tourism Division, the Office of the Central Area and the Festivals and Special Events Office in their respective service planning, budgeting and activity-based performance planning process from 2015 to 2018; and,

3. That staff be requested to prepare a report in the first quarter of 2015, that includes intended outcomes, actions and key performance measures for each of the affirmed strategic economic development themes/priorities; and in the preparation of this report that the Chair and the Vice-Chair of Economic Development Committee, and staff, inform and consult with key stakeholders; and,

4. That the Economic Development Committee request staff to include in this report a recommended method for Council to annually evaluate and align the City's strategic economic development themes/priorities with prevailing economic conditions, emerging economic development trends, opportunities and Council priorities. Current Situation:

As a result of these recommendations from the Economic Development Committee, direction was given to Economic Development staff to develop a 'Brampton Economic Development Plan 2015-2018' to align with the City's strategic economic development themes and priorities.

Four opportunities were developed to provide input into the Economic Development Plan.

• On February 17, 2015, the Economic Development staff engaged in a full morning of focus group discussion to address key business questions on strategies and actions to drive each of the seven themes set out by the Economic Development Committee. Fourteen staff attended, along with Councillor Bowman and Councillor Whillans. • The next step was to engage the business community. On March 2, 2015, a community stakeholder, half-day focus group session was held with 47 key stakeholders from the business, Industrial Commercial Investment realtors/brokers, and local organizations. • In order to obtain feedback from members of the Brampton Board of Trade, Councillor Bowman made a presentation, at a special meeting on March 10, 2015, on the Economic Development Priorities. At this meeting, Councillor Bowman requested feedback from the 30 people that attended. • The last opportunity for input was an on-line survey for anyone that was not able to attend the meetings. There were 9 surveys completed. After all of these focus groups were completed, the information from all the participants was collated, refined and developed into the City of Brampton Economic Development Plan 2015-2018.

Corporate Implications:

Financial Implications: There are no budget implications for 2015. Budgets for 2016-2018 will need to be assessed and submitted annually to Budget Committee and Council as part of the Economic Development and Tourism 3-year budget plan.

Strategic Plan:

This report aligns with the strategic planning framework by:

• Economic Development (Thriving) - Strengthen Brampton's outstanding quality of life by encouraging economic growth, innovation and entrepreneurship that enhances the City's brand and residents' lifestyles. • Growth Management (Growing) - Manage the benefits of growth to build a preeminent city with vibrant and connected communities. Efforts to reinforce Brampton's Downtown and Central Area as the heart of the city will be prioritized 3 &M-4­

to position it as the premier location for business, shopping, living, entertainment and cultural activities. • Aligning key plans on a multi-year basis; and • Continuing financial stability.

Conclusion: The City of Brampton Economic Development Plan 2015-2018 will be the roadmap for the Economic Development and Tourism Office and the Economic Development Committee over the next 4 years. The strategic tactics that were gathered and defined will be integrated, by staff into theirworkplans and budgets.

Together with significant investment at the new ErinoakKids Centre for Treatment and Development and our existing health care infrastructure, we are creating a concentration ofmedical professionals in Brampton, with state-of the-art facilities supporting careers and our whole community. Investment in many sectors continued in 2014, with Carttera Management starting a new LEED Gold certified distribution centre,and BMW, Mercedes andVolkswagen all beginning construction in Brampton's newest auto mall. Sheridan College's Davis Campus launched the Davis Applied Engineering Centre and a new ABB Robotics Centre, introducing newtechnology ideas and opportunitiesto Brampton. These exciting investments represent over $700 million invested in Brampton and there is more to come. Brampton is clearly a city worth investing in, and 2015 offers opportunities for further growth as we focus on management with transparency, partnerships with business and other levels of government, and key sectors with the promise to help propel Brampton to the next level of development. In the coming years transportation will be atop priority for Brampton given that the province is also committed todealing with gridlock in the Greater Toronto Hamilton Area. CURRENT SITUATION

Brampton isa designated growthcentre within the Province of Ontario. Brampton isthe 9th largest city in Canada, the 4th largest city in Ontario and the 3rd largest city in the Greater Toronto Area.

Population and Employment Growth

With a population approaching 627,500 in 2016, itisexpected to reach 842,300 people by 2031 and currently has the 2nd highest growth rateamong Canada's 50largest cities. In keeping the pace, Brampton's2016 employment of 206,750will exceed 292,780 byyear 2031.

The City of Brampton contains one ofthe largest inventories ofvacant employment land in the GTA with approximately 10,750acres of which 2,840acres is deemed to be vacant.

Economic Growth and Diversity

Brampton hasa robust, diversified economy and ishometo morethan 8,600businesses. Seventy-two percentofthese are service-producing companies, and, 28percentare goods-producing.

Refined Priorities

In November2014 a new council was elected representing the City of Brampton. Underthis new council, theyformed the Committee ofCouncil's Economic Development Committee with the Mayor and Council sitting as members. The Economic Development Committee determined that therewere six priorities that needed to be addressed overthe next 4-year term of council foreconomic development. (See Appendix 1 for details.

The Economic Development and Tourism Office requested feedback from the business community, the Brampton Board of Trade and Economic Development staff through focus groups and online surveys. The input received lead to the development of specific tactics addressed in the next eight goals.

GOAL 1: Business Engagement (BR&E) - Grow Business From Within (Economic Gardening) The majority ofnew jobs that willbe generated in the coming years willbe created by companies/businesses already operating in the Brampton businesscommunity. Understanding and assisting Brampton's existing owners with theirbusiness challenges isfundamentally important to ensuring that these they thriveand expand to theirfullest potential.

OBJECTIVE 1.1: To collect intelligence on the local business community in order to have a clear understanding of Brampton's business make up and their expansion needs.

OBJECTIVE 1.2: Engage the business community in economic development initiatives and networking opportunities and help provide external input to develop better collaboration.

OBJECTIVE 1.3: Market the city of Brampton to the business community, influencers and investors through a variety of opportunities.

OBJECTIVE 2.1: Engage and work with youth to develop their entrepreneurship skills by understanding and expanding youth initiatives within the city, increasing the number of sustainable start-up businesses located in the city.

GOAL 3: Create a culture of innovation to facilitate and support the creative economy. Creative industries refer to a range of economic activities which are concerned with the generation orexploitation ofknowledge and information. The creative economy recognizes nine creative sectors: advertising/marketing; architecture; crafts; design; film; Information Technology; publishing; museums/galleries/Hbraries; music/performing/visual arts. Numerous studies show that metropolitan regions with high concentrations ofcreative knowledge workers exhibit a higher level of economic development.

OBJECTIVE 3.1: Engage and work with youth to develop their business acumen resulting in an increased number of sustainable creative economy businesses located in the city by understanding and expanding youth initiatives. OBJECTIVE 3.2: Create and provide opportunities for entrepreneurs in the creative economy including such initiatives asan incubator space, mentorship program, the availability ofgrants, and others that will help to simplify their ability to start up a business.

OBJECTIVE 3.3: Strengthen the innovative and creative industry by leveraging partnerships and policiesthat stimulate an innovative business climate.

GOAL4: Increase international business investment/attraction. Targeting Small and Medium Enterprises (SMEs) in priority sectors including Health and Life Sciences, Advanced Manufacturing, Food and Beverage, Information and Communications Technology in the following target markets including the USA, Europe, India, China, South and Central America.

ANNUAL BUSINESS PLANNING PROCESS

The commitment to the Economic Development Plan 2015-18 is essential in driving measurable results. In order to stay aligned with the economic growth patterns, it is recommended that this plan is revisited every year and changes be reflected in the annual budget planning process and in the work plans for the respective year.

In addition to that and continuing with the grass root nature of this plan, it is recommended that stakeholder feedback and input is acquired on an annual basis. That might include workshop sessions with Brampton Board of Trade members and/or interaction with the business community at large.

Based on the feedback from stakeholders, Economic Development Committee involvement will be sought for guidance and direction resulting in the shaping of the respective year's Business Plan.

The current approved operation budget of $2,667 million will continue to provide the base fundingfor the execution of the plan. Any enhancements or mitigations will be part of the annual budget approval process.
