Gl-l-l Report U BRAMPTON Economic Development Committee brompton.co FlOWef City Committee of the Council of The Corporation of the City of Brampton Date: June 1, 2015 Economic Development Committee Date: June 2-f ,2oi5 File: CE.x Subject: City of Brampton Economic Development Plan 2015-2018 Contact: Nancy Johnston, Manager, Business Development and Marketing, 905.874.3375 Overview: • On January 21, 2015, the Economic Development Committee approved: 7 strategic economic development themes/priorities for 2015-2018 to guide Economic Development and Tourism in their planning and budgeting process from 2015 to 2018; and, that a report be prepared that includes intended outcomes, actions and key performance measures for each of the affirmed strategic economic development themes/priorities. • The Economic Development and Tourism Office undertook four opportunities to gather feedback from Economic Development staff, the business community, the Brampton Board of Trade, as well as an on-line survey, resulting in feedback from a total of 86 key staff and business community stakeholders. • From this information gathered, the City of Brampton Economic Development Plan 2015-2018 was developed in order to align with the City's strategic economic development themes/priorities with prevailing economic conditions, emerging economic development trends, opportunities and Council priorities for the next four years. Recommendations: 1. That the report from Nancy Johnston, Manager, Business Development and Marketing, Economic Development and Tourism, dated June 1, 2015, to the Economic Development Committee Meeting of June 24, 2015, re: City of Brampton Economic Development Plan 2015-2018, be received; and 2. That the City of Brampton Economic Development Plan 2015-2018 be approved, and further that staff annually (or more frequently as requested) update the Economic Development Committee on the progress of this plan. G'-l-l Background: In October 2014, a newly formed Council was elected representing the Cityof Brampton. Under this new Council, an Economic Development Committee was established consisting of the Mayor (ex officio) and Council as members. On January 21, 2015, the Economic Development Committee recommended the following to Council for approval: 1. That the Economic Development Committee affirm the following strategic economic development themes/priorities, as presented by the Chair and Vice- Chair of Economic Development Committee at the Economic Development Committee meeting of January 21, 2015: a) Downtown and Queen Street Corridor Business Growth Initiatives, b) Business Engagement (BR&E) - Grow Businesses from Within (Economic Gardening), c) Support Advocacy for Infrastructure Expansion (Economic Research & Policy), d) Innovation and Entrepreneurship, e) International and Domestic Business Investment/Attraction, f) Business Climate and City Image, g) Festivals and Special Events; and, 2. That these strategic economic development themes/priorities guide the City of Brampton Economic Development and Tourism Division, the Office of the Central Area and the Festivals and Special Events Office in their respective service planning, budgeting and activity-based performance planning process from 2015 to 2018; and, 3. That staff be requested to prepare a report in the first quarter of 2015, that includes intended outcomes, actions and key performance measures for each of the affirmed strategic economic development themes/priorities; and in the preparation of this report that the Chair and the Vice-Chair of Economic Development Committee, and staff, inform and consult with key stakeholders; and, 4. That the Economic Development Committee request staff to include in this report a recommended method for Council to annually evaluate and align the City's strategic economic development themes/priorities with prevailing economic conditions, emerging economic development trends, opportunities and Council priorities. G-l-l-2) Current Situation: As a result of these recommendations from the Economic Development Committee, direction was given to Economic Development staff to develop a 'Brampton Economic Development Plan 2015-2018' to align with the City's strategic economic development themes and priorities. Four opportunities were developed to provide input into the Economic Development Plan. • On February 17, 2015, the Economic Development staff engaged in a full morning of focus group discussion to address key business questions on strategies and actions to drive each of the seven themes set out by the Economic Development Committee. Fourteen staff attended, along with Councillor Bowman and Councillor Whillans. • The next step was to engage the business community. On March 2, 2015, a community stakeholder, half-day focus group session was held with 47 key stakeholders from the business, Industrial Commercial Investment realtors/brokers, and local organizations. • In order to obtain feedback from members of the Brampton Board of Trade, Councillor Bowman made a presentation, at a special meeting on March 10, 2015, on the Economic Development Priorities. At this meeting, Councillor Bowman requested feedback from the 30 people that attended. • The last opportunity for input was an on-line survey for anyone that was not able to attend the meetings. There were 9 surveys completed. After all of these focus groups were completed, the information from all the participants was collated, refined and developed into the City of Brampton Economic Development Plan 2015-2018. Corporate Implications: Financial Implications: There are no budget implications for 2015. Budgets for 2016-2018 will need to be assessed and submitted annually to Budget Committee and Council as part of the Economic Development and Tourism 3-year budget plan. Strategic Plan: This report aligns with the strategic planning framework by: • Economic Development (Thriving) - Strengthen Brampton's outstanding quality of life by encouraging economic growth, innovation and entrepreneurship that enhances the City's brand and residents' lifestyles. • Growth Management (Growing) - Manage the benefits of growth to build a preeminent city with vibrant and connected communities. Efforts to reinforce Brampton's Downtown and Central Area as the heart of the city will be prioritized 3 &M-4­ to position it as the premier location for business, shopping, living, entertainment and cultural activities. • Aligning key plans on a multi-year basis; and • Continuing financial stability. Conclusion: The City of Brampton Economic Development Plan 2015-2018 will be the roadmap for the Economic Development and Tourism Office and the Economic Development Committee over the next 4 years. The strategic tactics that were gathered and defined will be integrated, by staff into theirworkplans and budgets.
