Approval of Agenda BCC001-2006 That the Agenda for the Brampton Clean City Committee Meeting of February 22, 2006 be approved as amended as follows: To add Item H3: Discussion, re: Monthly Column “Trash Talk” Column – Brampton Guardian 2006 To add Item G1: Newsletter entitled “EPIC News and Views” from Environment and Plastics Industry, Mississauga, forwarded by Regional Councillor E. Moore on December 2005. Carried B. Conflicts of Interest - nil C. C 1. Minutes of Meeting – November 30, 2005. BCC002-2006 That the Minutes of the Brampton Clean City Committee Meeting of November 30, 2005, to the Brampton Clean City Committee Meeting of February 22, 2006, be received. Carried D. Delegations/Presentations - nil E. Community Updates from Committee Members Members provided updates on their community as follows: debris and garbage remain in some areas due to construction residents should clean up the debris left on the curb after recycled materials are picked up people were seen throwing garbage from their cars on the ramp area of Highway 410 and Steeles Avenue East and Highway 410 and Queen Street election signs have been removed in a more timely manner on windy days garbage, blue and grey boxes blow and settle on a property at the north west corner of Botavia Downs and Chinguacousy Road Mr. Gary Hardy, Recreation Programmer, Community Services, advised that the area of Botavia Downs and Chinguacousy Road will be cleaned as part of the Spring Clean-up program. With respect to the throwing of garbage on the ramp area of Highway 410 and Steeles Avenue East and Highway 410 and Queen Street, 2006 02 22 Page 3 of 6 MINUTES Brampton Clean City Committee Ms. Judy Showers, Public Education Programs & Services Section, Region of Peel, advised that the concerns raised by Committee will be passed on to Regional staff for the appropriate action to be taken. F. Program Updates F 1. 3R’S Educational Program Report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 22, 2006, re: Status Update - 3R’S Educational Program Statistics – February 2006. Mr. Garry Hardy, Recreation Programmer, Community Services, advised the bookings for the 3R’s Educational Program have increased. He circulated the new 3R’s ‘buckslip’ which he said was mailed out to the schools that have not yet booked the program for 2006. He noted that the statistics for the booking schedule will be updated and presented to Committee at each meeting. BCC003-2006 That the report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 22, 2006, to the Brampton Clean City Committee Meeting of February 22, 2006, re: Status Update - 3R’S Educational Program Statistics – February 2006 be received. Carried F 2. Adopt-A-Park Program Report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 22, 2006, re: Status Update - Adopt-A-Park – February 2006. Mr. Garry Hardy, Recreation Programmer, Community Services, provided an overview of Earth Day celebration which will take place on April 22, 2006 at selected locations throughout the City. Participants will be asked to participate in the clean-up of their neighbourhood recreation centre or park and then be invited to join in an appreciation bar-b-que at Gage Park. As part of the celebration the Peel District School Board has offered to bus students to Downtown Brampton for clean-up of the downtown for which students will earn 40 hours community service necessary for graduation. Discussion followed on initiatives that would encourage clean-up of the Downtown. Staff suggested that members contact the Clean City office when they observe areas within the Downtown that need to be cleaned. 2006 02 22 Page 4 of 6 MINUTES Brampton Clean City Committee BCC004-2006 That the report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 26, 2006, re: Status Update - Adopt-A-Park – February 2006. Carried F 3. Spring Clean-Up 2006 F 3.1 Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Spring Clean-Up 2006 Discussed under Item F2 F 3.2 Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Spring Clean Up Proclamation Mr. Garry Hardy, Recreation Programmer, Community Services, informed members that the Brampton Clean City Committee will be presented with a Spring Clean-up Proclamation at the Council Meeting scheduled to be held on March 27, 2006. Mr. Doug Whillans stated that he will attend the meeting on behalf of Committee to receive the proclamation. G. Correspondence G 1: Newsletter entitled “EPIC News and Views” from Environment and Plastics Industry, Mississauga, forwarded by Regional Councillor E. Moore in December 2005. The subject newsletter was circulated for information purposes only. H. Other/New Business H 1. Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Peel Children’s Water Festival. Mr. Garry Hardy, Recreation Coordinator, Community Services, provided an overview of the Peel’s Children Water Festival which is hosted annually by the Region of Peel. He noted that this year the festival will take place at Heart Lake Conservation area and runs from May 25, 2006 to May 31, 2006. He encouraged members to attend and noted that it was an event that the members could participate in and promote Brampton Clean City at the same time. 2006 02 22 Page 5 of 6 MINUTES Brampton Clean City Committee H 2. Discussion at the request of Mr. Richard Poersch, re: Garbage at Fast Food Property – Main Street and Bartley Bull Parkway. The Chair advised that Mr. Richard Poersch forwarded an email dated February 19, 2006 to the City Clerk’s Office regarding the subject matter and explained that the property manager was made aware of the situation and the property has been partially cleaned. He advised that Mr. Poersch will bring forward any further concerns about the area at the next meeting. H 3. Discussion, re: Monthly Column “Trash Talk” Column – Brampton Guardian 2006 Mr. Garry Hardy, Recreation Coordinator, Community Services, advised that he would liaise with staff of Public Relations on the possibility of continuing the publication of ‘trash talk' columns in the Brampton Guardian. I. Question Period I 1. In response to a question on whether the Brampton Clean City Committee schedule of meeting dates should be circulated to community groups so that they can attend the meetings if they wish, staff advised that the matter would be considered by the Clean City Office. I 2. Staff responded to questions with respect to the possibility of placing garbage receptacles at all bus stops and advised that the matter will be brought to the attention of the appropriate City staff for consideration. J. Public Question Period – nil K. Adjournment BCC005-2006 That the Brampton Clean City Committee do now adjourn to meet again on Wednesday, March 22, 2006, at 7:00 p.m., or at the call of the Chair.     REPORT City Council The Corporation of the City of Brampton Summary On August 13, 2020, in my capacity as Integrity Commissioner, I received a complaint (the “Complaint”) regarding Mayor Patrick Brown (“Mayor Brown”). The Complaint was based on an incident that took place on August 4, 2020, when Mayor Brown attended at the Earnscliffe Recreation Centre ice hockey arena (the “Arena”). The Complaint alleged that Mayor Brown was there to play hockey and that he was not wearing a mask. The Complaint alleged that Mayor Brown had violated Rule 4 (Use of City Property, Services, and Other Resources), Rule 7 (Improper use of Influence), Rule 15 (Discreditable Conduct), and Rule 18 (Failure to Adhere to Council Policies and Procedures) of the City of Brampton’s Code of Conduct for Members of Council (the “Code”). The Complaint also alleged that Mayor Brown had violated the City of Brampton’s Mandatory Face Coverings By-law 135-2020 (the “Mask By-law”), and implied that he had violated the provincial re-opening guidelines passed under the Emergency Management and Civil Protection Act (the “Emergency Orders”) and was involved in changing the City of Brampton’s “Facility Rental” website to cover his actions. Background and Summary I received the Complaint from Aaron Rosenberg, a lawyer representing the Rebel News Network Ltd. (“Rebel News”) and one of its reporters, David Menzies (“Mr. Menzies”). I will refer to them collectively as the “Complainants”. The Complaint included a link to a brief clip of footage taken by Rebel News on August 4, 2020. The Complaint also contained a link to an article published by the Brampton Guardian on August 9, 2020, titled: “Patrick Brown responds to Rebel News video alleging he broke Brampton’s COVID-19 bylaws” (the “Guardian Article”) (Tab 1).
