Members provided updates on their community as follows:  debris and garbage remain in some areas due to construction  residents should clean up the debris left on the curb after recycled materials are picked up  people were seen throwing garbage from their cars on the ramp area of Highway 410 and Steeles Avenue East and Highway 410 and Queen Street  election signs have been removed in a more timely manner  on windy days garbage, blue and grey boxes blow and settle on a property at the north west corner of Botavia Downs and Chinguacousy Road

Mr. Gary Hardy, Recreation Programmer, Community Services, advised that the area of Botavia Downs and Chinguacousy Road will be cleaned as part of the Spring Clean-up program. With respect to the throwing of garbage on the ramp area of Highway 410 and Steeles Avenue East and Highway 410 and Queen Street,

F 1. 3R’S Educational Program

Report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 22, 2006, re: Status Update - 3R’S Educational Program Statistics – February 2006.

Mr. Garry Hardy, Recreation Programmer, Community Services, advised the bookings for the 3R’s Educational Program have increased. He circulated the new 3R’s ‘buckslip’ which he said was mailed out to the schools that have not yet booked the program for 2006. He noted that the statistics for the booking schedule will be updated and presented to Committee at each meeting.

Report from Ms. Evelyn Tufts, Office Assistant, Brampton Clean City Office, dated February 22, 2006, re: Status Update - Adopt-A-Park – February 2006.

Mr. Garry Hardy, Recreation Programmer, Community Services, provided an overview of Earth Day celebration which will take place on April 22, 2006 at selected locations throughout the City. Participants will be asked to participate in the clean-up of their neighbourhood recreation centre or park and then be invited to join in an appreciation bar-b-que at Gage Park. As part of the celebration the Peel District School Board has offered to bus students to Downtown Brampton for clean-up of the downtown for which students will earn 40 hours community service necessary for graduation.

Discussion followed on initiatives that would encourage clean-up of the Downtown. Staff suggested that members contact the Clean City office when they observe areas within the Downtown that need to be cleaned.

Mr. Garry Hardy, Recreation Programmer, Community Services, informed members that the Brampton Clean City Committee will be presented with a Spring Clean-up Proclamation at the Council Meeting scheduled to be held on March 27, 2006. Mr. Doug Whillans stated that he will attend the meeting on behalf of Committee to receive the proclamation.

G 1: Newsletter entitled “EPIC News and Views” from Environment and Plastics Industry, Mississauga, forwarded by Regional Councillor E. Moore in December 2005.

H 1. Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Peel Children’s Water Festival.

Mr. Garry Hardy, Recreation Coordinator, Community Services, provided an overview of the Peel’s Children Water Festival which is hosted annually by the Region of Peel. He noted that this year the festival will take place at Conservation area and runs from May 25, 2006 to May 31, 2006. He encouraged members to attend and noted that it was an event that the members could participate in and promote Brampton Clean City at the same time.

H 2. Discussion at the request of Mr. Richard Poersch, re: Garbage at Fast Food Property – Main Street and Bartley Bull Parkway.

The Chair advised that Mr. Richard Poersch forwarded an email dated February 19, 2006 to the City Clerk’s Office regarding the subject matter and explained that the property manager was made aware of the situation and the property has been partially cleaned. He advised that Mr. Poersch will bring forward any further concerns about the area at the next meeting.

H 3. Discussion, re: Monthly Column “Trash Talk” Column – Brampton Guardian 2006

Mr. Garry Hardy, Recreation Coordinator, Community Services, advised that he would liaise with staff of Public Relations on the possibility of continuing the publication of ‘trash talk' columns in the Brampton Guardian.

I. Question Period

I 1. In response to a question on whether the Brampton Clean City Committee schedule of meeting dates should be circulated to community groups so that they can attend the meetings if they wish, staff advised that the matter would be considered by the Clean City Office.

I 2. Staff responded to questions with respect to the possibility of placing garbage receptacles at all bus stops and advised that the matter will be brought to the attention of the appropriate City staff for consideration.

Members provided updates on their community as follows:  bus terminals are neglected and in poor condition  residents in the Heart Lake area complained about litter and debris in the parks and around postal boxes  Food Basics supermarket in the area of Wanless Drive and Highway 10 needs to be cleaned-up  shopping carts found abandoned on City property  property at the north west corner of Botavia Downs and Chinguacousy Road mentioned at previous meeting has now been cleaned up.

Staff advised that the issues raised by members that need attention will be forwarded to the appropriate City staff to be resolved.

Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Spring Clean-Up.

Mr. Garry Hardy, Recreation Programmer, Community Services, provided an update on Spring Clean-Up and Earth Day celebrations which will take place on April 22, 2006 at various recreation centres throughout the City. Materials for the clean-up will be provided to participants who will be asked to clean-up their neighbourhood recreation centre, a park, greenbelt or a school yard and then be invited to join in an appreciation bar-b-que at Gage Park.

Mr. Hardy advised that all park adoptees present will be presented with plaques from Brampton Clean City and that the former Executive Director of Brampton Clean City, Ms. Margaret Jones, will be recognized and thanked at the event for her contributions to Brampton Clean City. Members were encouraged to attend and participate in the celebrations at Gage Park.

As part of the promotion for Spring Clean-up, Mr. Hardy advised that through Rogers television, Brampton Clean City has two opportunities for self-promotion through interviews on television before Earth Day celebrations on April 22, 2005.

Mr. Hardy also reminded members that the Clean City Committee will be presented with a Spring Clean-up Proclamation at the Council Meeting scheduled to be held on March 27, 2006.

Discussion took place on the promotional opportunities for Brampton Clean City presented by Rogers television. Mr. Fraser Williamson and Mr. Doug Whillans confirmed that they would participate in these events and would contact the Clean City Office for more information.

With respect to the proclamation Mr. Doug Whillans confirmed that he will attend the meeting on behalf of Committee to receive the proclamation.

Ms. Mary Held, Recreation Coordinator, advised that the Earth Day celebrations and appreciation bar-b-que will also be held at Donald M. Gordon Chinguacousy Park, on April 22, 2006, and that Regional Councillor Miles and City Councillor Hames will be present.

G. Correspondence

G 1. Discussion at the request of Ms. Mary Held, Recreation Coordinator, Community Services, re: Correspondence from Mr. Densel Fullerton, Resident of Brampton, re Spring Clean-up.

Ms. Mary Held, Recreation Coordinator, Community Services, informed Committee that she received correspondence from Mr. Denzel Fullerton, a resident of Brampton, stating that he felt the City’s response to his complaints on issues regarding garbage pick-up, and litter and clean-up of City property to be unacceptable. She noted that the item of concern for Brampton Clean City Committee was Mr. Fullerton’s comment that he will not take part in future clean- ups because of the unsatisfactory response from staff on the matters he complained about. A copy of the correspondence with details of Mr. Fullerton’s concerns was circulated to Committee.

Mr. Jamie Tufts, District Foreman, Parks Operations, provided background information on the existing issues between Mr. Fullerton and City staff surrounding his statement that he will not participate in future clean-ups.

Discussion followed on a possible solution to this matter that would have a positive impact on Mr. Fullerton. It was suggested that Mr. Fullerton be contacted by a member of the Committee to advise him of the Committee’s mandate and invite him to attend a Brampton Clean City Committee meeting. Mr. Patrick McLeavey, Chair, confirmed that he would contact Mr. Fullerton and provide Committee with an update on the matter at the next meeting.

The following motion was considered:

H 1. Discussion, re: Brampton Guardian Monthly Column “Trash Talk”.

Discussion took place on the topic for the monthly column “trash talk” to be published in the Brampton Guardian for the month April, 2006. Ms. Janet Proctor, Senior Communications Associate, Economic Development and Public Relations, advised that she will be meeting with staff of the newspaper before the Spring Clean-Up and Earth Day celebrations on April 22, 2006, to confirm the date of publication of the April column. Members suggested that the column provide instructions on park clean-up and bagging etc. For future columns members were requested to bring forward topics and ideas for discussion at the next meeting.

H 2. Verbal Update by Mr. Garry Hardy, Recreation Programmer, re: Brampton Clean City Logo

Mr. Garry Hardy, Recreation Programmer, Community Services, and Ms. Janet Proctor, Senior Communications Associate, Economic Development and Public Relations, presented the two designs that were selected by members for the Brampton Clean City Logo at the meeting held on October 25, 2005 for further input and comment from Committee. They reminded members that consideration should be given to incorporating a yellow rose and the words ‘clean and green ‘ as part of the design of the logo.

Discussion followed on the suggestion put forward by staff and one of the two logo designs was selected after an informal vote by members.

The following motion was considered:

BCC010-2006 That the selected design as presented by Mr. Garry Hardy, Recreation Programmer, Community Services, and Ms. Janet Proctor, Senior Communications Associate, Economic Development and Public Relations to the Brampton Clean City Committee on March 22, 2006, be modified by Mr. Alex Dobo, Manager of Marketing, Economic Development and Public Relations, as requested by Committee; and,

That a modified version of the design selected by Committee be presented at a future meeting of the Committee.

H 3. Verbal Update by Mary Held, Recreation Coordinator, re: Bunny Eggs-citement Event

Ms. Mary Held, Recreation Coordinator, Community Services, explained that the ‘2006 Brampton’s Bunny Eggs-citement’ is a family event for children three to eleven years old, and will be held at various recreation centres, throughout the City on April 1, 2, 8 & 9, 2006. The activities include egg decorating, face painting and skating. Members were requested to participate as representatives of the Clean City Committee, set up a display table, hand out promotional material, answer questions and provide general information to the public.

Ms. Mary Held advised that there was a second event called ‘Turn off the Screens’ being held April 3 to April 7, 2006 at various recreation centres. This event is for all youths and they are being asked to turn off recreational screens such as televisions and computers and attend the events between 6:30 and 8:30 p.m. to participate in other activities.

Members were reminded that these events would provide the opportunity to promote Brampton Clean City programs and representation would be beneficial. They were requested to confirm participation with the Clean City Office staff.

H 4. Verbal Update by Mary Held, Recreation Coordinator - Fall Clean-Up 2006

Mary Held, Recreation Coordinator, Community Services, advised that the brochures are being prepared for Fall Clean-up 2006 which is scheduled for October 14, 2006.

Members provided updates on their community as follows:  South west corner of McLaughlin Road and Ray Lawson Boulevard requires clean-up  Catwalk beside the plaza located on south west corner of McLaughlin Road and Charolais Boulevard is littered with garbage and debris etc.

 Visit to Burnt Elm Public School to promote Brampton Clean City was well received  Several bags of garbage were picked up in the area of Fletcher’s Creek and McLaughlin Road South  Pond in the area of Fairhill Avenue and Chinguacousy Road requires clean-up  Park at Terry Miller recreation centre was cleaned up by residents in the area  Park at the front of Huttonville Public School was cleaned up by beavers and girl guides  Staff was advised that some of the garbage bags provided for clean-up came apart during clean-up  Visit to South Fletcher’s recreation centre to promote Brampton Clean City was well received. Several students from Morton Way Public School and Brampton Centennial School completed forms indicating interest in the clean-up of parks  Complaint was received about certain areas of Steeles Avenue and Bovaird Drive that require clean-up  Blue garbage containers on Bartley Bull Parkway were removed, sometimes they are filled with newspapers  On windy days the garbage around Tim Hortons at Shopper’s World blows across the parking lot and unto Main Street.

Staff advised that the areas mentioned that need to be cleaned up and the issues raised that require attention would be referred to the appropriate staff.

Report from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Status Update - 3R’S Educational Program Statistics for Period – January to June 2006.

Mr. Garry Hardy, Recreation Programmer, Community Services, provided an overview of the number of schools and students listed for the program for the period January to June 2006. He noted that Cherrytree Public School has been added to the list for the month of June. He stated that letters have been sent to all schools that have participated in the program in the past as a reminder of the existence of the program.

Verbal update from Mr. Garry Hardy, Recreation Programmer, Community Services, re: Spring Clean-Up.

Mr. Garry Hardy, Recreation Programmer, Community Services, provided an update on Spring Clean-Up and appreciation bar-b-que which took place on April 22, 2006 at various recreation centres throughout the City. Due the inclement weather attendance at the event was poor. However, he noted that a group of high school students participated in clean-up of Downtown Brampton. Participants who were in attendance at Chinguacousy Park for the event were involved in various indoor activities at the ski chalet.

Mr. Hardy thanked members who were in attendance at the events and reminded them of the importance of participating at the various events. He stressed the need to continually promote the Brampton Clean City programs. He reminded members that volunteers were required for the opening of the Farmers’ Market on June 17, 2006 to assist in the Clean City display table.

Mr. Garry Hardy, Recreation Programmer, Community Services, and Ms. Mary Held, Recreation Coordinator, Community Services, circulated a copy of a newly designed logo for the Brampton Clean City Committee, which incorporates a yellow rose and the words ‘clean and green ‘ as part of the design of the logo.

Discussion followed and members indicated approval of the new design of the logo. Staff advised that in future all stationery etc. will be printed with the new logo design.

H 1. Discussion, re: Brampton Guardian Monthly Column “Trash Talk”.

Discussion took place on the topic for the monthly column “trash talk” to be published in the Brampton Guardian for the month of May, 2006. Members suggested that the column include information on the role of the City’s Enforcement Division in ensuring that construction sites are cleaned-up as required by the City, contact information for the Enforcement Division and any other pertinent information with respect to clean up of construction sites.

I 1. Mr. Richard Poersch suggested that new initiatives could be introduced through the 3R’s program to encourage the teenagers in the area of W. G. Davis Public School to clean-up, such as a contest for the best public commercial through collaboration with Tim Hortons’, or through the schools’ environmental club.

I 2. Mr. Richard Poersch made reference to an email that he forwarded to all members of committee requesting that the City make a formal request to the Ministry of Transportation “to adopt a litter and trash clean up program along it’s highway road allowances”. Mr. Poersch was advised that this matter was dealt with at a Committee of Council Meeting on April 4, 2006, Recommendation CW133-2006 approved by Council on April 10, 2006.

 Concerns about the amount of litter accumulating around the Tim Hortons located on the south east side of Shoppers World Mall, a suggestion that Committee send a letter to the property owners outlining concerns  A reminder of concerns related to the accumulation of clothing, etc. around the clothing bin located on the north side of Brampton Mall, and an advisory that this clothing bin has now been removed

 Details on an initiative of the City of Vaughan to combat posting of illegal signage on their light standards and street signs and a suggestion that staff keep watch on this initiative to see if it is something that could be utilized in the City of Brampton  Garbage being blown on windy days onto a property at the end of a dead end street in the vicinity of Chinguacousy Road and Sandalwood Parkway  Accumulation of garbage outside Fletcher’s Meadow Public Secondary School  Garbage accumulation in the valleylands across from St. Edmund Campion Catholic Secondary School  Previous concerns with respect to garbage accumulation in and around the former Wendy’s restaurant at Bartley Bull Parkway and Main Street, an indication that a new restaurant is opening soon at this location, and a suggestion that Committee be proactive and visit the new owners during opening week to inform them of Committee’s previous concerns in an effort to advert a repeat of the problems experienced at this site  Concerns related to instances where garbage bags have fallen from the garbage collection trucks and were not picked up by the contracted garbage collectors  Observations on accumulation of Tim Hortons/Wendy’s containers on the site of the nearby Canadian Tire (vicinity of McLaughlin Road and Bovaird Drive) and positive feedback on daily efforts made by the property maintenance staff to ensure the site is cleaned up prior to 7:00 a.m.  An indication that one of the member’s communities is interested in adopting a park and an indication that details would be provided to staff in this regard

Discussion took place with respect to some of the matters raised during the Members’ updates and included:

 The suggested letter from the Committee to the owners of with respect to the accumulation of garbage at the Tim Hortons located on this property, and a reminder of the role of Tim Hortons Brampton as a partner in the Spring and Fall Community Clean-up campaigns  An indication from staff that they would liaise with Fletcher’s Meadow Public Secondary School with respect to concerns about garbage accumulation outside the school, and details from staff on the school’s previous participation and cooperation in clean-up activities  A suggestion that a letter be sent to the individuals/company responsible for ensuring daily clean up of the Canadian Tire store in the area of McLaughlin Road and Bovaird Drive and an indication from Doug Whillans that he would provide the contact information to staff for this purpose

F 1 3R’S Educational Program

Report from Mr. Garry Hardy, Recreation Programmer, Community Services, dated June 14, 2006, re: Status Update – 3R’S Educational Program Statistics – January to June 2006.

Mr. Garry Hardy, Recreation Programmer, Community Services, provided an overview of the current statistics for the 3R’s Educational Program for the period January to June 2006.

Mr. Hardy provided details on an initiative that is being undertaken by the City throughout the summer months to inform, educate and engage young residents on the objectives and benefits of the 3R’s Educational Program as part of the playgrounds and summer camp programs.

In response to a question, Mr. Hardy advised that members interested in viewing the video used by the 3R’s Educational Program instructors should contact the Brampton Clean City office.

 189 of the City’s 358 parks have been adopted to date – staff will be undertaking an audit of all adopted parks over the summer months to determine if the adoptee groups/individuals are still active and interested in the program, this audit will fall in with the new signage program  Recent park adoptions: o Roberta Bondar Public School – Lougheed Park – a combined park adoption and Canada Day ceremony was held on June 28, 2006, during which time a presentation was made to the school on the Adopt-A-Park Program o Amah Foundation of Canada – Newcastle Park

 They have revised the format this year and will kick-off the campaign on Brampton Day on Saturday, September 16, 2006 and carry it through to the end of October 2006, thereby extending the duration of the campaign  Thank-you barbecue to be held on Saturday, October 7, 2006 in conjunction with the closing of the Brampton Farmers’ Market and they are working with City Market staff in this regard

Committee discussion included:

 Alternate venues for the Fall Clean-Up thank-you barbecue, e.g. Ken Whillans Square, Garden Square (Rose Theatre)  A request from Garry Hardy for participation by a Committee Member on the clean-up campaign organization team, which has to date only included City staff and it was agreed that Doug Whillans would represent Committee in this role

Ms. Mary Held, Recreation Coordinator, Community Services, and Mr. Garry Hardy, Recreation Programmer, Community Services, provided an overview of the presentation they made to the Region of Peel on behalf of Committee. They advised that Regional Council supported the funding request in principle, but referred the matter of community programs funding to the Regional General Committee meeting of June 29, 2006.

Committee discussion on this matter included:

 Acknowledgement that members were invited to attend the Regional Council meeting but were not available to do so  Highlights of future priorities for the Brampton Clean City program, such as expansion of the 3R’s Educational Program, increased business involvement, etc.  Suggestions that the be contacted with respect to increased business involvement  Suggestion for increased use of signage along pathways near schools to encourage people to put litter in the supplied garbage cans and outlining the consequences for not doing so

H 2. Discussion, re: Review of ‘Trash Talk’ Column – Article and Ideas for Summer

Mr. Garry Hardy, Recreation Programmer, Community Services, referenced his e- mail to members dated June 15, 2006 and the accompanying draft “Trash Talk” newspaper column entitled “Don’t Be a Litter Bug this Summer” and requested Committee’s feedback in this regard.

Committee Members voiced their agreement with the content of this “Trash Talk” column and Mr. Hardy indicated that he would proceed with having it published in the Brampton Guardian.

It was indicated that staff has a sufficient number of topic ideas to proceed with the next several columns.

H 3. Verbal Update on the following past events: 1. Peel Water Festival – May 25 to 31, 2006 2. Fletcher’s Meadow Public Secondary School Energy Conservation Fair – June 1 to 3, 2006 3.  Origination of the program  Number of interested participants to date  Current and proposed future activities, including clean-up of parks, promotion of the program at Brampton schools  The youth range in age from 12 years to senior high school age  The youth are very enthusiastic and well motivated toward the cause of community clean-up, only one indicated their interest in the program is to get community service hours  Details re youth ambassador meeting schedule  The youth have offered to assist the City with clean-up activities at Donald M. Gordon Chinguacousy Park on the day following the Canada Day event  City rewards and incentives for the youth

Committee discussion on this matter included:

 A suggestion that one or two of the Youth Ambassadors be invited to attend the July 2006 Brampton Clean City Committee meeting, and it was indicated that Ms. Held would liaise with the City Clerk’s Office in this regard

Ms. Mary Held, Recreation Coordinator, Community Services, advised that the Brampton Clean City Youth Ambassadors is a new program that encourages youth involvement with Brampton Clean City. She introduced the youth ambassadors, who range in ages from 12 years to senior high school age, and who were in attendance at the meeting, to Committee. She informed Committee that the youths are very enthusiastic and well motivated toward the cause of community clean-up and that their current and proposed future activities include clean-up of parks, promotion of the program at Brampton schools, and other community events such as Communities in Bloom scheduled to be held on August 10 & 11, 2006.

Members provided updates on their communities, which included:

 Concerns about the amount of litter accumulating around the St. Edmund Campion Catholic Secondary School in the area of Brisdale Drive and Sandalwood Parkway which was mentioned at the previous meeting  Park behind the plaza in the vicinity of Fairhill Avenue and Chinguacousy Road is messy  Area around Chinguacousy Secondary School has been cleaned but garage sale signs have not been removed  Terry Miller recreation centre has a sign posted that says “Don’t Liter”, should read “Don’t Litter”  Observations on accumulation of garbage on the sidewalk across the street from Fletchers Meadow Secondary School in the area of Chinguacousy Road, Botavia Downs Drive and Sandalwood Parwkay which was mentioned at the previous meeting  Some garbage in Cherrytree park which was adopted by Cherrytree Public School  Overflowing garbage containers need to be collected more frequently and concerns that garbage/materials are being placed in the blue receptacles that should not be there.

Staff advised that the issues raised by members that need attention will be forwarded to the appropriate City staff to be resolved. With respect to the concerns about overflowing

Members provided updates on their Community, which included the following:

o Previous concerns with respect to garbage accumulation in and around the former Wendy’s restaurant at Bartley Bull Parkway and Main Street were addressed, however, the site is now littered with garbage, complaints were made to Enforcement staff and concerns were expressed about the timing of staffs’ response to recent complaints o Door to door delivery of flyers and other promotional material that are left on porches, etc., and then blown around property on windy days. Questions were raised regarding the possibility of regulating or using material that would not easily be blown around.

o Garbage accumulation at plaza in the vicinity of Airport Road and Castlemore Road o Plaza at the corner of Ray Lawson Boulevard and McLaughlin Road is messy and needs to be cleaned up o Parkland around St. Augustine school on Drinkwater Road is clean and so is the park area around St. Monica school on Sterritt Drive o Observations that styrofoam, which is used for packaging electronic equipment etc., when placed for pick-up at the curb is sometimes found blowing around on the streets. Information on how to package this material for pick-up at the curb should be conveyed to the public through the “Trash Talk” column in the Brampton Guardian.

Staff noted the areas that require clean-up and confirmed that the appropriate action will be taken. With respect to the former Wendy’s restaurant location at Bartley Bull Parkway and Main Street, staff advised that Enforcement staff must follow a process when complaints are received and this may take weeks. However, staff confirmed that the site was recently cleaned up by the Brampton Clean City youth ambassadors.

With respect to the packaging of styrofoam material for pick-up at the curb, staff advised that the appropriate Regional staff will be contacted for information which will be presented at the next meeting of the Committee.

Ms. Angela Watts, Recreation Programmer, Community Services, provided an overview of the current statistics for the 3R’s Educational Program for the period January to October 2006. She advised that the program was requested by two schools in Caledon during the month of October 2006. She confirmed that bookings for the program have already been received for the months of March,

April and May 2007, and believes that even more requests will be received by the end of the year for Spring 2007.

Discussion took place with respect to the following: o initiative to present 3R’s program to Grade 6 students and providing them with the appropriate material to instruct younger students in the school o Esker Lake Public and Parkway Public schools are interested in this initiative o request from Claireville temple for the 3R’s program o provide information to school councils and suggest that consideration be given to appointing a teacher from each school as a Brampton Clean City contact, who would be interested in initiating the program.

Report from Ms. Angela Watts, Recreation Programmer, Community Services, dated September 22, 2006, re: Harvest Clean-up Update.

Ms. Angela Watts, Recreation Programmer, Community Services, provided an overview of the Harvest Clean-up to date. She noted that the number of participants has increased to 18,000. Members who attended the community day clean-up on October 7, 2006 at various recreation centres indicated that it was a success. Following the clean-up provided transportation to all residents who wished to attend the Harvest Clean-up celebration at Gage Park. Members indicated that this event was also a success.

Ms. Watts advised that next spring would mark the 10th anniversary of the Spring Clean-up. She requested that members bring forward suggestions on dates and types of activities that would be appropriate to celebrate the event.

A letter written by R. Chaffey, resident of Brampton, was published in the Brampton Guardian on October 22, 2006 with respect to the intersection of McLaughlin Road and Steeles Avenue. Mr. Chaffey expressed concerns regarding garbage, graffiti, and the safety of the residents in the neighbourhood. A copy of the letter “City has some Problems” was circulated to members.

Discussion followed and staff agreed that because of construction currently taking place at the intersection, litter and garbage has become an issue in the area. Staff confirmed however that Mr. Chaffey has been

Staff circulated a copy of the City of London By-law on graffiti which prevents the sale of graffiti implements to minors.

Discussion followed and included the following:

o graffiti problems in Brampton o Brampton’s by-law states that it is the property owner’s responsibility to clean-up graffiti o City has contractors to take care of graffiti on City property when required o possibility of Brampton passing a by-law similar to that of the City of London which restricts the sale of all materials related to graffiti, such as spray paint, brushes, glass etching tools, to minors.

Staff advised that the City is aware of the property and that there are other issues with the property that involves the police. o Previous concerns with respect to garbage and litter between the sidewalk and the road in the vicinity of the high school at the north west corner of Chinguacousy Road and Botavia Downs have been addressed.

o Concerns with respect to residents raking leaves on their property and leaving large piles of leaves at the curb, which becomes quite messy on windy or rainy days. o Vacuuming of leaves in the area of Jayfield Road and Jardine Street and potential accidents that can happen when the leaves block sewer grates on the streets (email submitted by Leslie Rose). o Trash bin located in the catwalk area of Jill Crescent which leads to Torbram Road and Williams Parkway is constantly filled and needs to be cleaned more frequently (email submitted by Leslie Rose).

Staff noted the areas that require clean-up and confirmed that the appropriate action will be taken. With respect to raking and piling leaves on the curb, staff advised that no action can be taken by the City on this issue and the concerns regarding the vacuuming of leaves and the leaves blocking the sewer grates will be brought to the attention of Public Works department.

She said that students of McHugh Public school participated in the planting of bulbs, composting and schools in bloom program and is now considered the first ‘clean and green’ school.

Ms. Angela Watts, Recreation Programmer, Community Services, provided an update on the status of the complaints that were made to Enforcement on the restaurant location at the Corner of Bartley Bull Parkway and Main Street. After speaking to staff of Enforcement, she confirmed that a notice was given to the owner of the property to regularly clean-up all litter on the property. She said that a complaint was also filed with respect to an illegal sign on City property, however that complaint is being appealed.

Ms. Angela Watts, Recreation Programmer, Community Services, informed Committee that she had spoken to staff of the Region with respect to the packaging of styrofoam for pick-up at the curb. She advised that styrofoam or any other recyclable materials should be put in clear plastic bags and placed near the recyclable boxes for pick-up. Residents may also contact the Region of Peel, Waste Management, for information.

Discussion followed on household waste, articles and other materials that are recyclable, such as pumpkins for Halloween and how they should be packaged for disposal. It was suggested that information on this subject be included in a future trash talk article in the year 2007.
