A. Major Development Partners: Strategic Foci and Key Activities

1. External assistance to in has been substantial. The (ADB) has provided loans as well as technical assistance (TA) for about $7.9 billion. The has provided loans and grants totaling about $8.5 billion for national highways, state highways, and rural roads. Japan International Cooperation Agency has provided six loans for a total of about $765 million to upgrade national highways and construct . The Department for International Development of the (DFID) provides TA to support project preparation and capacity development in the sector.

B. Institutional Arrangements and Processes for Development Coordination

Within the overall development framework provided in the government’s five-year plan and in support of the key sector development initiatives such as the National Highway Development Program and the Rural Roads Development Program1, ADB support has been developed in close collaboration with the World Bank, Japan International Cooperation Agency, and DFID as key development partners. Coordination with the World Bank has particularly been active for transport operations. Mini retreats for transport operations in South Asia have become a regular practice for ADB Headquarters staff. For the resident missions of Development Partners and ADB, a broad-based sector collaboration mechanism has been instituted to facilitate the exchange of information between key sector coordinators of both institutions.

C. Achievements and Issues

3. ADB has formed a close partnership with DFID in providing TA in areas that contribute to poverty reduction in India. The two organizations have held regular coordination meetings. Coordination and collaboration with the World Bank and DFID have produced many good initiatives, including (i) the establishment of a trust fund to assist in preparing projects with a focus on poverty reduction (with DFID), (ii) harmonized intervention in the rural roads subsector (with the World Bank), and (iii) close coordination for developing assistance packages for the state of Bihar (in process with DFID and the World Bank).

D. Summary and Recommendations

4. In the road transport subsector, the government has two ongoing development programs addressing infrastructure constraints in the primary (national highway) and tertiary (rural road) networks. Development partners’ assistance for these road networks have been guided by and fully integrated with the relevant development programs. For the secondary network (state roads), ADB and the World Bank have been the key development partners. So far, they have dealt with different groups of state governments and developed customized assistance projects based on infrastructure development needs and the capacity of executing and implementing agencies.

While interaction and consultation with counterparts in the World Bank had been constant in formulating projects for individual states, the need for closer coordination was not strongly felt until the Bihar operation started in 2007. Coordination with DFID and the World Bank resulted in the fast delivery and smooth implementation of the Bihar State Highways Project2 and Bihar State Highways II Project3. The Karnataka State Highway Project4 approved in 2010 was developed in a coordinated manner with the World Bank, which approved a loan to the same state with a complementary scope in March 2011.

6. Similar coordination needs to be continued for the development of assistance for states and thematic interventions, such as road asset management and road safety. In Chhattisgarh, ADB is supporting interventions in the secondary (state roads) and tertiary (rural roads) networks. DFID is supporting project preparation and capacity development by supporting ADB’s TA.
