CHAPTERVII COMMUNITYRELATIONS

OneoftheCCAC’skeystrategiesistoestablishgoodcommunityrelations andcarryouthigh-qualitypromotionalandeducationalactivitiessoastounite andmobilizevariousforces.

In2002,theCCACcontinuedtohold,inaplannedway,seminarstargeting atdifferentgroupsofpeopleoncorruption-freeadministration,andavarietyof activitiesaimedateducatingpeoplefromallwalksoflife.Theseincludedaca- demicsymposiums,publicationofjournalsandbrochures,creationofaquar- terlyperiodical,andtheproductionoftextbooks.Theplanforthesetupofthe branchofficewasbeingfinalizedandscheduledtoservethecommunityinthe middleof2003.

Moreover,theCCACmadecontinuouseffortstostrengthencontactswith otherpublicorgansofMacao,andwithrelevantinstitutionsinthemainland andoverseas,toboostexchangesandshareexperience,forthecommongoalof buildingupcleanadministration.

7.110YearsofSafeguardingHonestyandTransparencyinMacao

Theyear2002isthe10 thanniversaryofthecommencementofanti- corruptionservices.Tocelebratethisoccasion,theCCAChostedanumberof activitiesonthistheme.Bylookingbackonthehistoryoftheconstructionofa cleansociety,thepeopleofMacaocouldreviewthepastandlookforwardto thefuture.TheCCACorganizedseminars,compiledseminarproceedings,

publishedcommemorativepublication,andissuedcommemorativestampsand telephonecards.

7.1.1Seminaron“PromotingIntegrityintheCivilService”

On13September2002,theCCAChostedaseminaron“PromotingIntegrity intheCivilService”intheTowerConventionandEntertainmentCentre. Theseminarbroughttogetherdelegatesofrelevantinstitutions,expertsand scholarsinvitedfromfourregionsonbothsidesoftheStrait.Theyincluded thosefromtheSupremePeople’sProcuratorateandMinistryofSupervisionof thePeople’sRepublicofChina,theDepartmentofSupervisionofGuangdong Province,theZhuhaiPeoples’Procuratorate,theIndependentCommission AgainstCorruptionandOmbudsmanofHongKong,NationalTaipeiUniversity andFuJenCatholicUniversityofTaiwan,andtheUniversityofMacau.Together, theyexploredanddiscussedissuesonthepromotionandconsolidationofclean andjustpublicserviceaswellastherelevantstrategiesandwork.

Participants,numberingover300,alsoincludeddirectorsandchiefsofgovern- mentdepartments,officersofthejudiciary,publicservantsofvariouslevels, scholars,representativesofassociationsanduniversitystudentsmajoringinlaw.

7.2SeminarsonFosteringCleanAdministration

TheCCACcontinuedtoorganizeseminarsforthepublicservants,students andthegeneralpublicofMacao,disseminatingthemessageofhonestyandjus- ticeandenablingtheaudiencebetterunderstandingoftheevilsofcorruption andtheimportanceofanhonestandjustsocietytothelifeofpeople.Atthe

sametime,seminarsandtalksprovideexcellentopportunityfortheCCACto communicatewiththepublicandlistentothem.

TheCCACheldatotalof185seminarsin2002(pleaseseeTable16),an increaseof32%comparedwiththatof2001.Thoughtherewasafallof10%in thenumberofparticipants,thelecturesranatotalof255.5hours,also32% longerthan2001.Thefallwasmainlyduetothedecreaseinthenumberof studentsparticipatingineachseminar.Actually,thenumberofseminarsfor studentswasalmostdoubled,from21in2001to40in2002,sothatstudents hadmoreopportunitiestoaskquestionsandinvolvethemselvesindiscussions.

Detailsoftheseseminarsaregivenbelow:

1)Basictrainingprogrammeforpublicservants

StartingfromJuly2001,theCCACassistedthePublicAdministrationand CivilServiceBureauinprovidingcoursesonthetopicof“HonestyandIntegrity intheInterestsofthePublic”forpublicservantsattendingthebasictraining programmes.Thefirstphaseoftheprogramme,whichwasdesignedforworkers andauxiliarystaffs,wascompletedinApril2002,withatotalof4,140participants. Inwhich2,580attendedtheprogrammein2001and1,560in2002.Thesecond phaseoftheprogramme,whichwastargetedatadministrativestaffsandpro- fessionalsandtechnicians,beganinMayandendedinNovember2002.Atotal of270newlyrecruitedstaffandthosewhoneededtoretakethecoursedueto absenceswerearrangedtoattendthiscourseinFebruaryorMarch2003.

TheCCACarrangedseminarsfor9publicservicesandinstitutionsin2002, with3,055participants.Someofthemwereonspecialtopics.Forexample, fromtheresearchesonthesystemsandontheoperationsofpublicserviceofthe OmbudsmanBureau,theCCACnoticedsomecomplainthotspots,andadminis- trativeproceduresandpublicfunctionswhereproblemsandconflictsofinterests easilyoccurred.Ifpublicservantswerealertedandcouldpaymoreattentionto theminperformingdailyduties,notonlywouldmanyofsuchincidentsbe prevented,butalsothecredibilityandintegrityofpublicfunctionarieswouldbe enhanced,andthechancesofcorruptionminimized.ThereforetheCCAC arrangedseminarsrespectivelyfortheMacaoCustomsService,theCivicand MunicipalAffairsBureau,andtheMacaoPrison,etc.,onhowtocarryoutpublic procurementinaccordancewiththelawandobservetheprinciplesofhonesty andjustice.Therewerealsoexplanationsofthebasicprinciplesforthemto followandtheoperativemeasuresforthemtoadopt.Theseseminarshelpedto enhancethepublicfunctionaries’awarenessoftheirpublicpositionssothatthey wouldperformtheirdutiesbystrictlyobservingthelaw,andbyworkingfairly andobjectively.

7.3PromotionandEducation 7.3.1Publicationofsupplementarytextbookforprimaryschools

Regardingpromotionandeducationtargetedatteenagers,thepublication ofasupplementarytextbookforprimarystudentswasontheCCAC’sagendain additiontotheseminarsdescribedabove.Thistextbook,entitled“Honestyand Integrity”,wascompiledwiththeassistanceofexperiencededucatorsandteachers ofMacao.Layoutofthetextbookwascompleted.Thetextbooksarenowbeing printedandarescheduledtopublishinFebruary2003.

Therearealtogether6unitsinthetextbookstopromotehonestyandintegrity targetingatprimary4toprimary6students.Besidesthemaintext,thereare alsolivelyhistoricalstoriesandrealcasestomatchwiththeirclassroomactivities sothatthestudentscanlearntheknowledgeaswellasputitintopracticeto constructtheconceptundereffectiveinfluences.

7.3.2Contactsandcommunicationswiththemedia

MaintainingclosetiesandgoodrelationswiththemediahelpstheCCAC betterhearvoicesofthesociety.Themediahasmadeimportantcontributions totheconstructionofacorruption-freeadministrationwithitsimpetusandsup- porttotheCCAC.

Meetingwiththepressandmedia,“AfternoonTeaMeetingonCleanAdministration”

-Theannual“AfternoonTeaMeetingonCleanAdministration”isanimpor- tantoccasion.TheCCACtakesadvantageoftheChineseSpringFestivalto invitepersons-in-chargeofthepressandmediatojointheeventandlistento theiropinionsandsuggestions,whichareofgreatvalueandreferenceforthe CCACinformulatinganti-corruptionstrategies;

-InSeptember,theCCACExhibitionHallwasopenedtothepublicandthe leadersoftheCCACmetwithfrontlinejournalistsinawarmandrelaxedtea gathering;

-“CleanAdministrationForum”:Thisisafortnightlycolumnpublishedinall localChinesenewspapers,witharticlescontributedbytheCCAC.Itisamanifesta- tionofthemanyconcreteprojectsoftheCCACincooperationwiththemedia, andhasbeeninsmoothoperationformanyyears;

-Pressrelease:Thisisroughlydividedintothreecategories,i)cases detectedbytheCCAC,ii)decisionsofthecourtoncasestransferredfromthe CCAC,andiii)thelatestactivitiesoftheCCAC.Besides,theCCACalsoholds pressconference,briefingthemediaondetailsofsomespecificdetectedcases.

1)Slogan-and-PosterDesignCompetition

ExhibitionofthewinningentriesoftheSlogan-and-PosterDesignCompetition onthetheme“BuildingupaCorruption-FreeSocietyTogether”

Inmid-May2002,theCCACandtheChongWaStudentsAssociationof MacaojointlyorganizedtheSlogan-and-PosterDesignCompetitiononthetheme of“BuildingupaCorruption-FreeSocietyTogether”,aimedatpromotingthe conceptofhonestyandencouragingthepublictocontributetothebuildingup ofacorruption-freesociety.Thecompetitionwasdividedintotwogroups,namely theStudentGroupandtheOpenGroup.Participantsmightconceivetheirde- signonthreesub-themes:1)Allcitizensabidebylawandcontributetoacorruption- freesociety,2)Cleanandlaw-abidingpublicservants,and3)Anti-corruption andombudsmanfunctionsoftheCCAC.Warmresponsewasreceivedforthe competition,with331entriessubmittedby137participantsfortheslogan designcompetition,and167entriesforthetwogroupsoftheposterdesign competition,manyofwhichwereofoutstandingmerits.Theawardspresenta- tionceremonyandexhibitionofwinningentrieswasheldon24Augustonthe LealSenadoSquare.

On31August2002,theCCACheldanout-doorshowofperformances,“Let’s JoinHandstoBuildupaCorruption-freeSociety”ontheLealSenadoSquare, withstallgames,modeldisplayoftheCCACfacilitiesandexhibitionofthewin- ningentriesoftheSlogan-and-PosterDesignCompetition.Theseactivities,merg- ingeducationwithentertainment,broughttheCCACclosertothegeneralpublic

andwontheirsupportinamoredirectwaytothedisseminationoftheimpor- tanceofacorruption-freesocietyandoftheevilsofcorruption.

Inordertobringthemessagetovariouscommunities,similaractivitieswere heldintheGardennexttotheIaoHonMarketandintheGardenofFlowerCity inrespectivelyon10and24November.Moreover,theactivitiesheldin Taipaattractedtheparticipationoflocalassociations,thusfurtherstrengthening thetieswithlocalcommunities.

InSeptember2002,theCCACsetupasmallexhibitionhallonthe13thfloor ofitsofficebuilding,showingthefunctionsoftheCCACandtheresultsofits workoverthepastyears,tryingtopromotetheconceptofhonestyinvividand livelyways.TofurtherenhancetheCCAC’sworkonpromotionandeducation, theCCACExhibitionHallisalsoopentoinstitutions,associationsandschoolsby appointment.

On22September2002,theCCACorganizeditsfirstopen-daysinceits establishment,allowingthepublictovisittheinternaldepartmentsandfacilities, includingthereportingrooms,statementtakingrooms,identificationparadesuite, detentionwards,andofficefordeclarationofincomesandproperties.Theopen-

dayhelpedcitizenstohaveabetterunderstandingoftheCCAC,itssophisti- catedmeasuresandstate-of-the-artfacilitiesforconfidentialitysoastoencour- agethemtoreportcasesofcorruption.Theresponsefromthepublicwasen- couragingandtheopen-dayattractedatotalofnearly400visitors.

InMarch2002,theCCACfoundedthequarterly“CCACBulletin”,which containsthelatestdevelopmentsoftheCCAC,casesrelatingtoanti-corruption, casesofadministrativecomplaints,explicationsoflawsandregulationsandcases ofcombatingcorruptioninotherregionsandcountries.Thispublicationen- ablesboththecitizensandpublicservantstohaveabetterunderstandingofthe workoftheCCAC.In2002,fourissuesoftheCCACBulletinwerepublished, anddistributedtopublicinstitutions,organizations,schoolsandlibrariesofMacao. Theyarealsoavailablefreeofchargeinsomepublicplaces,suchasbookshops.

Thedocumentary,lastingaround18minutes,waspresentedinfourlanguages, ,Mandarin,PortugueseandEnglishtointroduceoftheworksofthe CCACinadetailwayanddemonstratethedeterminationoftheMacaoSARgovern- menttoexercisecleanadministration.Thedocumentarywillsoonbemadeinto VCDsthatareavailablefordistributiontoassociationsandschoolstofosterthe awarenessofhonestyandintegrity.

7)CCACVolunteersTeam

Summarizingtheexperienceofthesuccessstoryof2001,theCCACagain, inMay2002,openlyrecruitedatotalof260volunteersandformedavoluntary teamforthepromotionofacleansociety.Theteamincludesvolunteersfromall walksoflifeofthesociety,suchasstudents,pubicservants,professionals,teachers, workers,clerks,retirees,andhousewives.Quiteafewofthemweremembersof thevoluntaryteamformedforthepromotionofacorruption-freeelectionsfor thefirstLegislativeAssemblyElectionsoftheMacaoSARin2001.Theyhave helpedinmanyoftheCCACactivitiesandaplanismadeforthemtomeet regularlyinthefuture,thusexchangingideasanddrawingoncollectivewisdom forbetterresults.

Inadditiontothearticlescontributedtothenewspapercolumn“Clean AdministrationForum”,contributionstotheinformativeTVprogramme“Inquiry andReply”,newspaperadvertisements,TVcommercials,radioadvertisements andbusadvertisements,theCCACpresentedaspecialradioprogrammeentitled “ViewingtheFightagainstCorruption”,withtheaimatdisseminatingthemes- sageofintegrity.Theprogrammeisbroadcastedinten15-minuteepisodes,run- ningfromAugusttoOctober2002,oneachFridaymorningat10o’clock.CCAC staffandTDM(MacaoRadio)presenterpresidedovereachepisode,together theyintroducedtheworksoftheCCAC,includingitsanti-corruptionand ombudsmanfunctions,personalinterviews,radiodramapromotingmessageof integrityetc.Inaddition,radiodramaadaptedfromreal-lifecasesandquiz gamesegmentwereaddedtotheprogramme,soastoreinforceitspromotional effect.

-TheCarnivalheldbytheJuniorPoliceCallforthepurposeoffightingagainst crimesanddrug-abuse;

-TheactivitiesjointlyorganizedbytheSocialWelfareInstituteandadozen ofothergovernmentdepartmentsandtargetedatnewimmigrants,onthetheme of“Whole-heartedSupporttoNewResidentsandBuildUpaGoodandHappy CommunityforAll”;thedisplayboardshowingtheconstructionofcleanadministra- tionoftheMacaoSAR,thefunctionsoftheCCAC,thewaystoreportcorruption, andthepenaltiesforbribery;theCCACpersonnelgivingtalksonthespot;stalls providinggames,allforthepurposeofenablingthenewresidentsreceivethe messagepromotingintegrityasquicklyaspossible;

7.4PlanfortheEstablishmentofBranchOffice

TheCCACisactivelyconsideringestablishingbranchofficescheduledtobe implementedinthemiddleof2003.ThebranchofficewillhelptheCCACform closertieswiththeorganizationsandcitizensofrespectivedistricts,disseminate CCACmessages,listentothevoiceofthepublic,andgettheirsupport.Atthe sametime,thebranchofficewillprovidemoreconvenientchannelsforseeking consultation,lodgingcomplainsandformakingreports.

7.5TieswithLocalAssociations
