15 Rite of Ordination of the Bishop

The Rite of Ordination of the Bishop begins with the singing of the Veni Creator Spiritus. As an invocation of the Holy Spirit, this ancient chant is traditionally used at the consecration of bishops.

Reading of the Apostolic Letter

The Apostolic Letter is the official document from Pope Francis appointing Very Reverend Daniel E. Garcia as Auxiliary Bishop of Austin. It is read by Very Reverend Chris Ferrer, Judicial Vicar for the Diocese of Austin.

Homily Bishop Vásquez then addresses the assembly and Bishop-elect Garcia on the place and role of the Bishop within the Church.

Promise of the Elect Following an ancient custom of the Church, Bishop Vásquez questions Bishop-elect Garcia about his resolve to fulfill the responsibilities of the episcopal ministry.

Litany of Supplication Bishop Vásquez invites all to pray that God will bestow His grace upon Bishop-elect Garcia to provide for the needs of the Church. While Bishop-elect Garcia lies prostrate on the floor, all join in prayer for him and for the Church.

Laying On of Hands

Bishop Vásquez imposes hands on the head of Bishop-elect Garcia, invoking the power of the Holy Spirit, the same Spirit given by Christ to the Apostles. The co-consecrators and all the other Bishops also impose hands, signifying that the ordination of a bishop is a collegial act of the Order of Bishops, incorporating a new member into their community for the service of the Church.

Prayer of Ordination

While the Book of Gospels is held above the head of Bishop-elect Garcia, the Prayer of Ordination is said. This ancient prayer invokes the power of the Holy Spirit upon Bishop- elect Garcia and recalls the importance and role of the Bishop within the Church. The placing of the Book of the Gospels upon the head of Bishop-elect Garcia during the Prayer of Ordination, as well as the presentation of it to him, illustrate that the faithful preaching of the word of God is the pre-eminent obligation of the office of Bishop.

Anointing of the Bishop’s Head and the Handing On of the Book of the Gospels and the Insignia

The anointing of the head is the sign of the Bishop’s distinctive share in the Priesthood of Christ. The presentation of the ring symbolizes the Bishop’s fidelity to the Bride of Christ, the Church; investiture with the miter signifies his resolve to pursue holiness; the presentation of the crosier signifies the duty of guiding and governing the Church entrusted to him. Bishop Vásquez leads Bishop Garcia to his chair. After setting aside his crosier, Bishop Garcia rises and receives the fraternal kiss from Bishop Vásquez and the other Bishops.

28 The shield is ensigned with external elements that identify the bearer as a bishop. A gold processional cross, known as the Jerusalem cross, appears behind and above the shield. The galero, or “pilgrim’s hat,” is used heraldically in various colors and with specific numbers of tassels to indicate the rank of a bearer of a coat of arms. A bishop uses a green galero with three rows of green tassels on each side totaling twelve.

On the shield, the dark blue wavy line which runs horizontal across the shield is a reminder of the Colorado River which runs through the local church, the Diocese of Austin. Upon the blue river in the center of the shield is a symbol of the scallop or pilgrim’s shell, which is a symbol of baptism. The shell’s white color reminds us of God’s purity. The shell is also a reminder to all that Baptism is the beginning of the sacramental journey in the Church. It is in Baptism where a person is initiated into the relationship with Jesus Christ. Also, the centered shell affirms that Baptism is the one sacrament which is shared by all who are members of the Body of Christ.

In the top field of the shield are the Greek letters Alpha and Omega, which are the first and last letters of the Greek alphabet. For Christians, the Alpha signifies the beginning and the Omega signifies the end. In the Book of Revelation 22:13, Jesus says, “I am the Alpha and the Omega, the first and the last, the beginning and the end.” Ritually, these two symbols are recalled in the lighting of the Paschal candle (Easter fire) at the Easter Vigil each year. On this holiest of all nights, we remember that Christ is our beginning and our end.

The three roses at the bottom of the shield signify a devotion to our Blessed Mother, under the patronage of Our Lady of Guadalupe, Patroness of the Americas. The roses remind us of her tender, loving presence, just as expressed to St. Juan Diego in his finding of this miracle (roses) on that cold December morning. As we know, these roses fell to the ground when St. Juan Diego opened up his tilma, displaying the well-known image of our Lady of Guadalupe.

Bishop Garcia’s motto “Walk Humbly with God” is taken from the passage of the book of the prophet Micah (6:8). God invites us to take on a sense of humility as we journey through life, thus adhering ourselves more and more to the ways and heart of God.

29 The Most Reverend Daniel E. Garcia A Brief Biography

On January 21, 2015, Pope Francis named Reverend Daniel E. Garcia, 54, as Auxiliary Bishop of the Diocese of Austin. He has served as Vicar General and Moderator of the Curia since March 2014.

Daniel Elias Garcia was born in 1960 in Cameron, Texas, to Daniel Castilleja Garcia, Jr. and the late Sarah Muñoz Garcia. He was raised in the Catholic faith and received all of his sacraments at Santísimo Sacramento Parish in Cameron. Bishop Garcia has three younger sisters: Sylvia, Becky, and Lydia.

He earned an associate of arts degree from Tyler Junior College in Tyler, Texas; a bachelor’s degree in philosophy; a master’s degree of divinity from St. Mary’s Seminary at the University of St. Thomas in Houston; and a master’s degree in liturgical studies from St. John’s University in Collegeville, Minnesota.

Bishop Garcia was ordained to the priesthood for the Diocese of Austin on May 28, 1988. Following ordination, his pastoral assignments as parochial vicar in Austin included: St. Catherine of Siena, Cristo Rey, St. Louis King of France; parochial vicar at St. Mary Magdalene Parish in Humble, Texas in the Archdiocese of Galveston-Houston; and founding pastor of St. Vincent de Paul Parish in Austin.

Over the years, Bishop Garcia has served as an Associate Vocation Director, Dean and as a member of the Presbyteral Council and College of Consultors. He has also served on the Diocesan Liturgical Commission, Diaconal Advisory Committee and Priest Personnel Board.

I am very grateful for your presence today at this Eucharistic celebration and my Episcopal Ordination as Auxiliary Bishop of Austin. This is a new chapter in the life of the Diocese of Austin and in my own personal life. As many of you have heard me say, “God is indeed one of surprises!”

I wish to express my thanks to the many people who have contributed in making this day come to fruition. From the very moment of the announcement of my appointment by Pope Francis, countless men and women began to prepare and pray for this day. I am in awe of the time, talent and treasure which so many have shared in order to make this day a reality.

I am very touched by the many kind words, signs and gestures of support and, especially, the promise of prayers that so many of you have offered. All of you are indeed blessings to me! Please continue to pray for me as I accept this new ministry in the Church. I look forward to continuing my work and ministry to the faithful of this diocese. May Christ the Good Shepherd continue to guide us and lead us to “walk humbly with God” in all that we do.
