The City Council reserves the right to alter the order of the agenda to allow for an effective meeting. Attendance at the entire meeting may be necessary to ensure interested parties hear a particular item. The public may speak on a closed session item prior to Council’s discussion. To do so, a speaker card must be submitted to the City Clerk at least five minutes prior to the start of closed session. The City values and invites written comments from residents on matters set for Council consideration. In order to provide councilmembers ample time to review all correspondence, any written communication must be submitted to the City Clerk’s office before 5:00 p.m. on the Monday prior to the meeting. September 13-17 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CALABASAS, CALIFORNIA HELD WEDNESDAY, JANUARY 11, 2017 Mayor Maurer called the Closed Session to order at 6:05 p.m. in the Council Conference Room, 100 Civic Center Way, Calabasas, CA. Present: Mayor Maurer, Mayor pro Tem Gaines, Councilmembers Bozajian, Shapiro and Weintraub CLOSED SESSION 1. Public Employee Performance Evaluation Gov. Code §54957 Title: City Manager ROLL CALL Mayor Maurer, Mayor pro Tem Gaines, Councilmembers Bozajian, Shapiro and Weintraub Absent: None Staff: Bartlett, Bingham, Coroalles, Hernandez, Howard, Klein, Lysik, Rice, Rubin, Tamuri and Yalda. The Council convened to Open Session in the Council Chambers at 7:05 p.m. Mr. Howard announced that there were no reportable actions regarding the Closed Session. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Brownie Troop 1036. APPROVAL OF AGENDA Councilmember Shapiro moved, seconded by Councilmember Weintraub to approve the agenda with a modification to move Item No. 10 to the end. MOTION CARRIED 5/0 as follows: AYES: Mayor Maurer, Mayor pro Tem Gaines, Councilmembers Bozajian, Shapiro and Weintraub PRESENTATIONS Recognition of Jeff Cooper for his service on the Architectural Review Panel AGENDA ITEM NO. 1 Mayor Maurer presented a certificate of appreciation to Mr. Cooper for his years of service on the Architectural Review Panel. Michael Harrison, Mark Handel, John Mueller and members of the City Council expressed appreciation to Mr. Cooper. Recognition of Stacy Daugherty for her service on the Parks, Recreation & Education Commission The City Council expressed appreciation to Ms. Daugherty. ANNOUNCEMENTS/INTRODUCTIONS Members of the Council made the following announcements: Councilmember Weintraub: - Reminded the community to take advantage of the Park & Ride lot, which is now open in Old Town. - A hazardous waste collection is scheduled on January 14 at City Hall. Councilmember Shapiro: - Wished Happy New Year to all. - A bingo bash is scheduled at the Senior Center on Friday, January 30. Mayor pro Tem Gaines: - Reiterated Happy New Year to all. - Encouraged everyone to visit Chipotle, which is now open at the Summit. - Attended a Saratoga Hills Homeowners Association meeting on January 10. - Attended the ribbon cutting ceremony of the Blackbird General Store in Old Town. - The Chamber’s breakfast is scheduled on January 12. - Calabasas High basketball will be playing against Agoura on January 24. - Read a quote in remembrance of Dr. Marin Luther King’s birthday. Councilmember Bozajian: - A flea market is scheduled at the Agoura Hills/Calabasas Community Center on January 14. ORAL COMMUNICATIONS – PUBLIC COMMENT Carl Ehrlich and Joe Chilco spoke during public comment. 2 01/11/17 CONSENT ITEMS 1. Approval of meeting minutes from December 14, 2016 2. Adoption of Ordinance No. 2016-344, adding Chapter 10.22 to Title 10 of the City's Municipal Code, to include parking regulations for City-owned and City-operated off-street parking facilities 3. Adoption of Ordinance No. 2016-343 to amend Chapter 17.11, Table 2.2 of the Calabasas Municipal Code (CMC) to allow “Research and Development Services/Laboratories” as a conditionally permitted use in the Commercial, Office (CO) Zone, accessory to a primary use 4. Approval of appointment of Stephanie Williams to the Parks, Recreation & Education Commission (Shapiro) 5. Approval of appointment of Denise Lee to the Library Commission (Weintraub) Councilmember Shapiro requested Consent Item Nos. 2-5 be pulled for discussion. Mayor pro Tem Gaines moved, seconded by Councilmember Weintraub to approve Consent Item No. 1. MOTION CARRIED 5/0 as follows: AYES: Mayor Maurer, Mayor pro Tem Gaines, Councilmembers Bozajian, Shapiro and Weintraub After discussion, Councilmember Shapiro moved, seconded by Mayor pro Tem Gaines to approve Consent Item No. 2. Review and approval of projects for the 43rd Program Year (2017-2018) – Community Development Block Grant (CDBG) funding; and adoption of Resolution No. 2017-1542, approving the CDBG 43rd Program Year (2017- 2018) Mayor Maurer opened the public hearing. Carl Ehrlich spoke on Item No. 6. Mr. Bingham and Mr. Neal presented the report. Mayor Maurer closed the public hearing.
