No. 8981, otherwise known as the "PRC Modernization Act of 2000" states that one of the powers, functions and responsibilities of the Professional Regulation Commission (Commission) is to administer, implement and enforce the regulatory policies of the national government with respect to the regulation and licensing of the various professions and occupations under its jurisdiction including the enhancement and maintenance of professional and occupational standards and ethics and the enforcement of the rules and regulations relative thereto; WHEREAS, Section 9 (b) of R.A. No. 8981 further provides for the powers, functions and responsibilities of the various Professional Regulatory Boards (Boards) to monitor the conditions affecting the practice of the profession or occupation under their respective jurisdictions and wherever necessary adopt such measures as may be deemed proper for the enhancement of the profession or occupation and/or the maintenance of high professional, ethical and technical standards, and for this purpose the members of the Board duly authorized by the Commission with deputized employees of the Commission, may conduct ocular inspection in industrial, mechanical, electrical or chemical plants or establishments, hospitals, clinics, laboratories, testing facilities, mines and quarries, other engineering facilities and in the case of schools, in coordination with the Commission on Higher Education (CHED); WHEREAS, Commission Resolution No. 732, Series of 2013, provides for the guidelines in the conduct of inspection and monitoring of educational institutions and establishments; WHEREAS, Section 5.1, Article II of Commission Resolution No.732, Series of 2013, states that the Boards shall submit a proposed annual schedule of all higher educational institutions and establishments to be inspected and monitored for the succeeding calendar year to the Office of the Commission Chairperson, through the Oversight Commissioner, on or before December 1 of the current year; WHEREAS, on 22 August 2019, the Accreditation and Compliance Division issued a Memorandum for the various Professional Regulatory Boards to submit their Calendar of Inspection and Monitoring activities for the year 2020; WHEREAS, the Boards have submitted their respective proposed schedule of inspection and monitoring activities for the year 2020. The focus of this paper is to provide a comprehensive picture of the nature and extent of private higher education in the Philippines. Elements of commonality as well as differences are highlighted, along with the challenges faced by private institutions of higher education. From this evidence, it is essential to consider the role of private higher education and show how, why and where the private education sector is expanding in scope and number. In this paper, the task of exploring private higher education from the Philippine experience breaks down in several parts: sourcing of funds, range of tuition and courses of study, per student costs, student destinations in terms of employability, and other key economic features of non-profit /for-profit institutions vis-à-vis public institutions. The latter part of the paper analyses several emerging issues in higher education as the country meets the challenge for global competitiveness. Pertinent to this paper’s analysis is Levin’s comprehensive criteria on evaluating privatization, namely: choice, competition, equity and efficiency. The Occasional Paper Series produced by the National Center for the Study of Privatization in Education promotes dialogue about the many facets of privatization in education.
