Outer Islands Transport Infrastructure Investment Project (RRP KIR 53043) ECONOMIC AND FINANCIAL ANALYSIS A. General 1. The proposed project will finance several activities to improve the safety of interisland navigation and provide resilient outer island access infrastructure for four outer islands in Kiribati. The project scope includes a hydrographic survey to establish digital chart coverage of the outer islands to make navigation safer in the country’s waters in accordance with international conventions and small-scale maritime interventions, which are needed to improve the delivery of basic goods and services to the outer islands. The project will finance rehabilitation of causeways in these islands to reduce transport costs within the islands and improve resilience to climate change and disaster risks. 2. The four islands considered for the project investment are Abaiang, Nonouti, Beru, and Tabiteuea South. Kiribati’s 33 islands are scattered over a large area of central and western Pacific Ocean and constrained by geographic isolation, a small population, and high transport and shipping costs. The nation depends on maritime transport to import essential manufactured goods, export agriculture and fishery products, and connect and resupply outer island communities. Only two ports are capable of handling international shipping—one in Betio and the other in Kiritimati and the outer islands, which are served by domestic (interisland) shipping. Safe navigation aids are limited and defined island access infrastructure nonexistent. The proposed project will tackle these constraints and ease safer access to the outer islands. 3. Standard demand analysis to calculate the project benefits is not applicable for some project components. Therefore, cost-effectiveness analysis or cost–benefit analysis was used for individual subprojects, depending on whether the benefits of the subproject were quantifiable or not.1 For example, the installation of aid to navigation (ATON) is essential but does not lead to direct economic benefit or reduced operating costs. -

Na'a Tarawa Conservation Area Kiribati Ecotourism Scoping Study
NA’A TARAWA CONSERVATION AREA KIRIBATI ECOTOURISM SCOPING STUDY Prepared for the South Pacific Biodiversity Conservation Programme of the South Pacific Regional Environment Programme March 2000 1 1. EXECUTIVE SUMMARY The objective of this assignment was to assess the ecotourism potential of the Na’a Tarawa Conservation Area, and to identify needs for planning of tourism development in Na’a Tarawa Na’a (North) Tarawa is well positioned to provide tourism products for visitors arriving in South Tarawa. There is a good range of tourism resources, and North Tarawa is relatively traditional and pristine compared to South Tarawa. North Tarawa is also close to South Tarawa With less than 500 tourists arriving in South Tarawa per annum, the current ecotourism potential is limited. Existing tourism products in North Tarawa also serve other markets (VFR, business visitors, residents). However, if tourist arrivals to South Tarawa increase, there could be a growing potential for North Tarawa communities to provide tourism products This report identifies several initiatives that could increase community participation in current tourism activity and prepare North Tarawa for possible future tourism growth It is recommended that the Buariki community and the two tourism operators in Buariki establish a forum to discuss management issues, and that the community also work with these operators to develop a community-based ecotour It is also recommended that Nabeina further develop their proposal for an ecotourism facility on Biketawa Island, focussing on providing a tour, day use facilities and possible overnight accommodation In preparation for possible future growth of North Tarawa tourism, it is recommended that the Conservation Area develop a closer partnership with the Kiribati Visitors Bureau and with FSP project activities in North Tarawa It is also recommended that the North Tarawa Island Council and all relevant stakeholders consider developing conditions for Council tourism licenses. -

Due to a complete lack of leadership skills evidenced (above the World War II Branch level) and extending up to the General; JPAC lurches from one crisis to another, with our hands extended like a blind Frankenstein, bouncing into walls of excuses for why we can't find and identify more than a handful of MIA's each year, falling off cliffs with insane and unproductive missions, taking years and even decades to accomplish simple tasks, and generally creating animosity with everyone we come in contact with in the course of our unfocused wanderings all over the world. 9 World War II in Kiribati
9 World War II in Kiribati Sam Highland The Republic of Kiribati consists of three groups of islands, namely the Giibert Group, the Line Group, and the Phoenix Group, all scattered across the central part of the Pacific Ocean. The total land area of the country is about 719 square kilometers, most of which is about one meter above sea level. Because the soil is very poor, the planting of coconut trees is the only industry on land. On the other hand the vast waters surrounding the country are good fishing grounds. The national capital is located in Tarawa in the northern Gilberts, and the population of the country during the 1985 census was 64,000. World War IT in Kiribati was confined mainly to the important govern ment bases in Banaba, Tarawa, Abemama, and Butaritari. This paper is about the Tarawa campaign, one of the bloodiest battlegrounds in the entire war, and its impact on the Kiribati people, particularly the inhabitants of Betio village, which was the stage of the main conflict between the Japanese and the Americans. Betio village is an islet located at the southern extremity of Tarawa atoll. Until the ravages of the war, the Betio people engaged in a subsistence lifestyle with some affluence. The land abounded with tropical fruits and crops, mainly coconuts, breadfruit, pumpkins, sweet potatoes, pandanus, papaya, and traditional root crops. The surrounding sea teemed with marine life, fish and molluscs, readily available all year round. Life was easy, luxuri ous, and enjoyable before the threat of war came in the first week of December 1941.
