Box 1857, Pietermaritzburg, KwaZulu-Natal, 3200, South Africa Background and Introduction The Permanent Secretary, Prime Minister's Office, Regional Administration and Local Government of the United Republic of Tanzania (GoT) have received a credit from the International Development Association (IDA) for the implementation of the Local Government Support Project (LGSP). It is intended that part of the proceeds of the credit will be used to cover eligible costs under the contract for the Provision of Consultancy Services for Preparation of Preliminary and Detailed Engineering Designs, Cost Estimates and Bidding Documents, and Environmental and Social Impact Assessments for the Investment Sub-Projects in Arusha Municipality under the proposed Tanzania Strategic Cities Project (TSCP). Originally 21 billion Tanzanian Shillings were allocated for Arusha under the TSCP budget. However, from the initial investigations and Preliminary Design it was UWP Consulting (Pty) Ltd South Africa in Association with UWP Consulting (T) Ltd ii evident that this would not be sufficient to implement the full list of sub-projects that were identified by the Arusha Municipal Council. This necessitated a secondary process of re-phasing and re-packaging the sub-projects and also negotiations with the Employer and the funding agent, in an attempt to adjust the budget which resulted into adjustment of the budget to 26.4 billion Tanzanian Shillings. Nevertheless, it is still not possible to implement the full list of the sub- projects proposed under the TSCP. Recently the Arusha Municipal Council has proposed addition of NMC – PPF Road (1.73km) sub-project under the TSCP. This road was initially listed as one of the priority roads to be upgraded under the TSCP; the road was later taken out of the list of priority sub-projects under the TSCP after the Tanzania Roads Agency (TANROADS) promised to upgrade the road section through other government programmes. It has now been learnt that TANROADS is not going to upgrade the road; the arusha Municipal Council has therefore instructed the Consultant to include the NMC – PPF Road on Package 2 sub-projects of the TSCP. In order to stay within the approved budget for Package 2 works, the Consultant has also been instructed to reduce the works on Njiro Road sub-project accordingly to allow for the accommodation of NMC – PPF Road sub-project on the TSCP. The NMC – PPF Road is an important road link between Old Moshi and Unga Limited Radial Roads and forms part of one of the inner ring roads in Arusha Municipality. The improvement of the road will reduce significantly traffic congestion in the town centre. The road is currently a gravel/earth road and will be upgraded to a paved road with improvements on the vertical and horizontal alignments, pavement design, provision of concrete bridge at River Themi and other drainage structures, provision of roundabout at fire junction, sidewalks etc. The construction of NMC-PPF road will go hand to hand with construction of other roads around the municipality under the TSCP in a move which is aimed at reducing traffic congestion that has become bothersome to motorists and pedestrians. Since the NMC-PPF road sub-project was not in the original list of sub- projects, it was not included in the previous Arusha TSCP ESIA Report. This report is therefore dedicated to NMC – PPF Road and has to be considered as supplementary report to the main ESIA report covering the other sub-projects in Arusha under the TSCP (refer to Arusha TSCP ESIA, 2010). Methodologies The scoping exercise was conducted by a team of experts such as environmentalists (EIA expert), material engineers, civil engineers and a sociologist. This kind of combination of expertise is essential in developing sound mitigation measures for UWP Consulting (Pty) Ltd South Africa in Association with UWP Consulting (T) Ltd iii expected impacts, and implementing the same in the design. Ta collection was done through the following: • Direct observations: Some facts were observed directly by the EIA team. The information obtained from this technique assisted the study team to have the starting point during subsequent one-to-one interviews with stakeholders. • Interviews: stakeholders were consulted to give their opinion and concerns on the proposed project. • Secondary information: This information was obtained from existing reports including o World Bank Operational Policy 4.01, o Arusha Municipality Socio-economic Profile (2008), o Arusha Strategic City Project (2009-2013) Documents, o UWP Consulting (2011), Detailed Engineering Design Report for the proposed investment sub-projects in Arusha Municipality – Phase 1 under the proposed TSCP. o UWP Consulting (2010), Environmental and Social Impact Assessment report for the proposed investment sub-projects in Arusha Municipality – Phase 1 under the proposed TSCP. o UWP Consulting (2011), Soil and Materials Investigation report for the proposed investment sub-projects in Arusha Municipality – Phase 1 under the proposed TSCP. Project design The following approved standards by the Ministry of Infrastructure Development (formerly the Ministry of Works (MoW) shall be adopted and used in the design of the road: 1. Geometric design MoW Draft Design Manual of 1989, Code of practice for Geometric Design (Draft) published by SATTC –TU, 1998 2. Pavement and MoW Pavement and Materials Design Manual, Materials 1999 3. Specifications MoW Standard Specifications for Road Works 4. Testing Procedure MoW Central Materials Laboratory testing Manual 5. Structures British Standards BS 5400 6. Hydrology and TRRL East African Flood Model Hydraulics UWP Consulting (Pty) Ltd South Africa in Association with UWP Consulting (T) Ltd iv 7. Surveying Land Survey and Mapping Standards of Tanzania (Land Surveying Regulations CAP 390) Soil and Materials Investigation Bulk samples of soil and construction materials were taken from borrow pits and were investigated by the regional TANROADS laboratory for detailed investigation and testing. Test results are summarized in section 2.5 of the main report. Policy, Legal and Institutional Framework The study has reviewed existing policies, laws and accompanying regulations related to ESIA and general environmental management in Tanzania. It is a legal requirement to undertake ESIA of development projects in Tanzania. The principal legislation controlling the ESIA process are the Environmental Management Act (EMA) No.20 of 2004 (Cap. 191) and its Regulations, the Environmental Impact Assessment and Audit Regulations of 2005. The National Environment Management Council (NEMC) manages the whole EIA process (from screening to approval of statements). Approved ESIA reports are finally issued with an Environmental Certificate by the Minister responsible for Environment. The relevant sectoral polices and laws include i. National Environmental Policy (NEP) of 1997 ii. Construction Industry Policy, (2002) iii. National Transport Policy, (2003) iv. The Road Act, (2007) v. The Urban Planning Act (2007) vi. Land Use Planning Act (2007) vii. National Transport Policy (2003) viii. Mining Act (1998) ix. The Contractors Registration Act (1997) x. Engineers Registration Act and its Amendments 1997 and 2007 xi. Environmental Impact Assessment and Auditing Regulations (2005) xii. Environmental Assessment and Management Guidelines for the Road Sector (2004) xiii.     NATIONAL ENVIRONMENT MANAGEMENT COUNCIL (NEMC) NOTICE TO COLLECT APPROVED AND SIGNED ENVIRONMENTAL CERTIFICATES Section 81 of the Environment Management Act, 2004 stipulates that any person, being a proponent or a developer of a project or undertaking of a type specified in Third Schedule, to which Environmental Impact Assessment (EIA) is required to be made by the law governing such project or undertaking or in the absence of such law, by regulation made by the Minister, shall undertake or cause to be undertaken, at his own cost an environmental impact assessment study. The Environmental Management Act, (2004) requires also that upon completion of the review of the report, the National Environment Management Council (NEMC) shall submit recommendations to the Minister for approval and issuance of certificate. The approved and signed certificates are returned to NEMC to formalize their registration into the database before handing over to the Developers. Therefore, the National Environment Management Council (NEMC) is inviting proponents/developers to collect their approved and signed certificates in the categories of Environmental Impact Assessment, Environmental Audit, Variation and Transfer of Certificates, as well as Provisional Environmental Clearance. This was the fifth Census after the Union of Tanganyika and Zanzibar in 1964. Other censuses were carried out in 1967, 1978, 1988 and 2002. The Poverty Monitoring Master Plan, which is the monitoring tool for NSGRP and ZSGRP, mapped out core indicators for poverty monitoring against the sequence of surveys, with the 2012 PHC being one of them. Several of these core indicators for poverty monitoring are measured directly from the 2012 PHC.

    ABSTRACT Colonialism and the Development of the Tanzanian Health System Harrison Chase Gottlich Director: Dr. Sara Alexander This thesis examines Colonialism’s lasting effects on the formation of the Tanzanian Healthcare system. Identified key characteristics of the Colonial Health Model include regional specialization, direct taxation, hospital-based care, and physician leadership. The effects of these characteristics are evaluated considering post-independence domestic policies and international health movements, including the 1978 Alma Ata Declaration and the 1993 World Bank Report. A finding of this thesis is that an overreliance on the Colonial Health model has stifled the development of the Tanzanian Healthcare System. Three historically informed recommendations are submitted to support the development of a preventive-focused health model more in line with the 1967 Arusha Declaration and the 1969-1974 Second Tanzanian Development Plan. LAKE MANYARA WATERSHED ASSESSMENT Overview African Wildlife Foundation (AWF) has initiated a detailed assessment of the Lake Manyara watershed, which is one of two catchment basins that sustain the Tarangire-Manyara ecosystem, in northern Tanzania. Through a partnership with the U.S. Forest Service (USFS), AWF is working to protect forest, soil and water resources in important African landscapes, through its African Heartland program. To address concerns of habitat fragmentation and environmental degradation within the Lake Manyara watershed AWF has partnered with local stakeholders and the USFS to conduct an assessment of the watershed. AWF is leading the assessment, which includes development of a GIS and associated database, and compilation of relevant information related to the Lake Manyara watershed. USFS is providing technical assistance in watershed science, as well as financial support. AWF is building upon the considerable work that has already been undertaken by partners in the region1, in order to improve the conservation of natural resources in this important landscape. AWF and USFS are conducting this assessment through a process that aims to characterize ecosystem elements from a watershed perspective, identify key issues and problems in the watershed, and ultimately provide management recommendations. Masai Steppe Heartland The assessment is being implemented through AWF’s African Heartland program, which is a collaborative, landscape-level management approach to conserving Africa’s unique wildlife resources. Heartlands are large areas of exceptional natural value where AWF works with a variety of partners, including local people, governments and other resource users to ensure these landscapes are prioritized for conservation and are kept ecologically and economically viable.
