Because of the wide array of benefits that can be gained upon its establishment, socio-economic contributions were taken into consideration using a descriptive survey method of research among the seven MPAs in Lingayen Gulf. Data revealed that members of the fisherfolk organization is dominated by married males, 30-50 years old, high school graduate, with 0-1 child, earns less than 5,000 pesos a month and fishing as the major source of livelihood. They participate “Moderately” in the management but scored “High” on linkaging/networking with other agencies. MPAs contributed “High” on social aspect despite a moderate contribution in recreation. A “Moderate” and “High” contributions were observed for economic and political aspect respectively. Among the socio-demographic profile, only the number of children is significantly correlated with the extent of participation in management but not with linking with other agencies. It is further revealed that participation is a good predictor of socio-economic contributions.

Bangi2 1Marine Science Institute, College of Science, University of the Philippines, Diliman, Quezon City 110 2College of Aquatic Sciences and Applied Technology, Mariano Marcos State University, Currimao 2903, Ilocos Norte, Philippines Abstract Field monitoring activities were conducted in various sites in five provinces in northwestern Philippines in 2004-2007 to assess the impacts of restocking and grow-out culture of hatchery-reared Tripneustes gratilla juveniles. High incidences of recruits (<4.0 cm test diameter) were noted during the last quarter of 2005 through the first quarter of 2006. Very high densities (up to 460 individuals 100 m-2) were recorded in Lucero, Bolinao, Pangasinan, which is the site for sea urchin broodstock and grow-out cages. Eighty percent of the total density was comprised of recruits of the year. In Sinait, Ilocos Sur, total density and incidence of recruits were significantly higher (up to 67 individuals 100 m-2) than two sites in Ilocos Norte where there was no grow-out culture of sea urchins. In Poro Pt., La Union sea urchins increased after the initiation of grow-out culture activities in 2005 and peaked at 14 individuals 100 m-2 in 2007. The positive correlation in the density of recruits and adults in four sites in Bolinao together with the higher densities and incidence of recruits in different grow-out areas concur with the hypothesis that the aggregation of adults in grow-out culture areas enhanced benthic recruitment.

The question of the subsequent target , Luzon or Formosa, still remained unresolved . Admiral King strongly favoured the taking of Formosa, with telling arguments to support his con- cept : among them that it would sever Japanese communications with her conquests of 1942, would be a step nearer Japan than would be Luzon, woul d continue the successful "Leapfrog" strategy. But there were more cogent arguments against : MacArthur's that the United States was in honou r bound to liberate the Philippines, and his offer to free Luzon two month s after Leyte with the troops to be employed in this last-named ; and the apprehension that casualties in an attack on Formosa might reach a pro- hibitive figure. Most forceful consideration was that the American Arm y would not be able to provide the necessary forces for the Formosa attac k until three months after Germany had surrendered . At an informal con- ference in San Francisco at the end of September between Nimitz an d Sherman, the Senior Army and Air Force Commanders in Nimitz's Pacifi c Ocean areas and Admiral King, the Admiral was persuaded that Luzon, not Formosa, should be next on the list . As a result, on 3rd October 1944, the Joint Chiefs of Staff issued "thei r last important strategic directive of the war" .1 Its main provisions were : MacArthur to invade Luzon on 20th December ; and Nimitz to invade one or more islands of the Bonins-Volcano group on 20th January 1945 , and one or more in the Ryukyus on 1st March .

    II. Profile of the Three Study Sites The three cities selected for this study are located in Negros Island, Northern Luzon and the National Capital Region (NCR) or Metro Manila (MM). Quezon City, MM has the biggest population and the most number of barangays. San Carlos City, Negros Occidental is second in land area but has the least waste generation per capita. San Fernando City, La Union although smaller in land area is more urbanized. It hosts major businesses, financial institutions, regional offices, universities and colleges in Region 1. Figure 1: Philippine Map and the Location of the Three Study Sites 15 All three cities have designed their SWM systems and programs to comply with the requirements of the Ecological SWM Act of 2000 (RA 9003), although the level of compliance and effectiveness differ in different cities and its barangays. Table 1 provides the brief SWM profile of the three study sites. A more detailed discussion of each study site is presented in the next sections. Whereas, Lingayen Gulf has been declared an environmentally critical area through Presidential Proclamation 156; Whereas, scientific studies showed that overfishing in Lingayen Gulf is due to unabated operation of trawl, Danish seine and other commercial vessels, increasing number of small fishing boats, and prevalent occurrence of dynamite fishing and cyanide fishing; Whereas, fishing with the above gears contributes to the depletion of the fishery resources, destroy the coral reefs, seagrass beds and other coastal habitats; Whereas, while the commercial fisheries sector contributes about 3,220 metric tons of fish per year (average from 1991-1995) and provides employment to about 2,000 individuals, studies indicate that the entire gulf waters can only accommodate about 15-20 commercial fishing boats operating in the area; Now, therefore, pursuant to Sections 107 and 128 of Republic Act No. 8550, “An Act Providing for the Development, Management and Conservation of the Fisheries and Aquatic Resources, integrating All Laws Pertinent Thereto, and for other Purposes,” otherwise known as the Philippine Fisheries Code of 1998, the following rules and regulations governing commercial fishing operations in Lingayen Gulf are hereby promulgated.
