Prato Urbanities, Vol. 9 · Supplement 2 · April 2019 On Legitimacy: Multidisciplinary Reflections © 2019 Urbanities A Modest Rejoinder from a Historian Peter Jones (University of Leicester, U.K.) [email protected] It is a pleasure to participate in this debate on legitimacy. I cannot match the range of learning and scholarship that has gone into the fascinating work edited by Italo Pardo and Giuliana B. Prato (2019); and, therefore, I have concentrated on Giuliana Prato’s illuminating chapter ‘On the Legitimacy of Democratic Representation: Two case studies from Europe’ (2019), which takes a ‘turning point’ in European history: the post-1989 collapse of the Soviet Union and its client state empire in Eastern Europe. The collapse represented a crisis of legitimacy not only of the Soviet Empire as a political entity but also a crisis for the revolutionary ideology of Marxism and the various Communist Parties of Western Europe and, especially, in Italy. We are probably familiar with Francis Fukuyama’s, The End of History and the Last Man (1992) which suggested that the fall of the Berlin Wall marked a final stage in the evolution of liberal democracy and the ‘end point of mankind’s [sic] ideological evolution’ (see also Fukuyama (1989). Such optimism now seems hollow as even Western European states struggle to eliminate corruption and electorates have in some states turned to populist-nationalist political programmes. In this sense, however, Giuliana Prato’s fieldwork illustrates that the processes of change are more complex and drawn-out than the political headlines of the journalist and even sometimes of historians and political scientists.

    BIOGRAPHICAL APPENDIX Aberdeen George Hamilton-Gordon, earl of (1784–1860), was the Foreign Secretary under Robert Peel 1841–46 and a close friend of Guizot and of Princess Lieven. He acted as go- between for Louis-Philippe and the comte de Chambord in 1849–50. He was the Prime Minister of Great Britain in 1852–55. Affre Denis-Auguste (1793–1848) was the archbishop of Paris from 1840. He rallied to the Republic quickly in 1848 but was mortally wounded when he tried to parlay with insur- gents during the June Days. d’Agoult Marie (1805–76) published her Histoire de la Révolution de 1848 under the name of Daniel Stern. Arago François (1786–1853) was an astronomer and member of the Provisional Government and Executive Commission. Barante Prosper de (1782–1866) was a member of the Doctrinaires in the Restoration and prefect during the July Monarchy as well as ambassador in Turin and Saint Petersburg. Baroche Jules (1802–70) was the Minister of the Interior from March 1850, actively supported the electoral reform law of 31 May 1850. He resigned when Changarnier was dis- missed but was made Minister of Foreign Affairs in April 1851, only to resign in October in protest against the President’s attempt to revoke the law of 31 May. After the coup he became President of the Council of State. Barrot Odilon (1791–1873) was prefect of the Seine after the 1830 Revolution.     The Reception of John Stuart Mill in France Concerning Mill’s On Representative Government Vincent GUILLIN and Djamel SOUAFA How did the thought of John Stuart Mill cross the English Channel? Vincent Guillin and Djamel Souafa analyze the reception of Considerations on Representative Government in Second Empire France and show why it is interesting to reconsider Mill’s theory of democratic government today. Nearly twenty years ago, in a preface to a new edition of On Liberty, Pierre Bouretz lamented the “unfathomable ignorance” of John Stuart Mill’s work in France.1 Some day there really ought to be a serious historical and philosophical study of the various reasons for the virtually total absence of references to Mill in France until quite recently2—an absence that is all the more intriguing because, as Bouretz rightly points out, Mill’s work was known and discussed by French philosophers, psychologists, economists, sociologists, and political scientists at least until the 1920s, but all this has been “forgotten.”3 It should be noted, however, that the situation has improved considerably since the 1990s: although Mill’s work is still not central to contemporary debates in France, some of his writing have once again become accessible to a broad audience. The most recent development in this area is the publication of Patrick Savidan’s elegant and precise translation of Mill’s Considerations on Representative Government,4 which has 1 John Stuart Mill, De la liberté, trans.
