Prato Urbanities, Vol. 9 · Supplement 2 · April 2019 On Legitimacy: Multidisciplinary Reflections © 2019 Urbanities A Modest Rejoinder from a Historian Peter Jones (University of Leicester, U.K.) [email protected] It is a pleasure to participate in this debate on legitimacy. I cannot match the range of learning and scholarship that has gone into the fascinating work edited by Italo Pardo and Giuliana B. Prato (2019); and, therefore, I have concentrated on Giuliana Prato’s illuminating chapter ‘On the Legitimacy of Democratic Representation: Two case studies from Europe’ (2019), which takes a ‘turning point’ in European history: the post-1989 collapse of the Soviet Union and its client state empire in Eastern Europe. The collapse represented a crisis of legitimacy not only of the Soviet Empire as a political entity but also a crisis for the revolutionary ideology of Marxism and the various Communist Parties of Western Europe and, especially, in Italy. We are probably familiar with Francis Fukuyama’s, The End of History and the Last Man (1992) which suggested that the fall of the Berlin Wall marked a final stage in the evolution of liberal democracy and the ‘end point of mankind’s [sic] ideological evolution’ (see also Fukuyama (1989). Such optimism now seems hollow as even Western European states struggle to eliminate corruption and electorates have in some states turned to populist-nationalist political programmes. In this sense, however, Giuliana Prato’s fieldwork illustrates that the processes of change are more complex and drawn-out than the political headlines of the journalist and even sometimes of historians and political scientists.

The French government initially welcomed missionaries to cater to religiously devout Spanish, Italian, and Maltese settlers in Algeria and to foster their loyalty to the colonial state.

Regatul României Visul unirii tuturor românilor sub un singur steag a frământat mințile conducătorilor încă din cele mai vechi timpuri, dar alianțele militare și interesele de ordin comercial nu au fost în favoarea simplificării relațiilor dintre diferitele formațiuni statale. În vechime, țările românești au negociat protecția celor două mari imperii ale romanilor, apoi începând cu secolul al XIII-lea au întreținut legături de prietenie și ajutor mutual cu Polonia și Lituania. Din secolul al XV-lea, ca state vasale Imperiului Otoman dar sub protecția directă a Hanatului Crimeei, s-a pus problema formării unui eyalat turcesc comun. Proiectul a fost însă refuzat cu dârzenie, ca urmare a divergențelor de ordin religios. Ca o soluție de compromis, sultanii au permis independența religioasă a celor trei principate, în schimbul dependenței economice. Situația de criză a intervenit o dată cu revoluția și apoi războiul de independență purtat de greci și sârbi. Sub aripa ocrotitoare a Bisericii Ortodoxe Răsăritene, creștinii din toate țările Balcanice au ridicat la început glasul, apoi armele, cerând vehement ieșirea din situația de compromis religios. Ca rezultat, boierii și dragomanii greci au fost maziliți, iar mănăstirile filiale ale celor de la Muntele Athos au fost secularizate. În urma grecilor au rămas nenumăratele lor rude născute din alianțe cu casele boierești autohtone, practic aproape toată crema boierimii. Pentru a umple vidul administrativ rămas s-a hotărât instituirea unei locotenențe domnești, ajutată de o Adunare Constituantă a fruntașilor celor două țări. În ambele principate, toate sufragiile au fost întrunite în anul 1859 de Colonelul Alexandru Ioan Cuza, cu funcția de Ministru de Război, fost deputat de Galați și fost șef al Miliției de la Dunărea de Jos.

BETWEEN TWO FIRES: THE ORIGINS OF SETTLER COLONIALISM IN THE UNITED STATES AND FRENCH ALGERIA By Ashley Sanders This dissertation is a comparative study of the establishment of settler colonies in the American Midwest (1778-1795) and French colonial Algeria (1830-1848). It examines how interactions between the Indigenous populations, colonists, colonial administrators, the military, and the métropole shaped their development and advances the theory of settler colonialism. This study centers on the first fifteen to twenty years of conquest/occupation in the American Midwest, focusing specifically on southern Illinois and Indiana, and the province of Constantine, Algeria. Despite differences in geography, relative size of the military presence and Indigenous demographics, the process of establishing settler colonies in both locations followed similar trajectories.

    REFRAMING RUSSIA IN FRANCE: "POPULAR DIPLOMACY" AND THE FRANCO- RUSSIAN MILITARY ALLIANCE, 1871-1901 by Mary Carol Matheson A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (History) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) April 2018 © Mary Carol Matheson, 2018 Abstract In contrast to existing geopolitical, diplomatic and financial studies, this dissertation applies the tools of cultural history to investigate the genesis of the 1894 Franco-Russian alliance, from the French perspective. Drawing on a broad range of sources spanning the textual, audiovisual and material domains - many hitherto unexplored - it argues that after France's humiliating 1871 defeat in the Franco-Prussian War, a significant cadre of extra- governmental actors began to promote and enable the move by the early Third Republic to forge an alliance with Russia, considered by many to be an improbable ally. These actors engineered a radical reframing of attitudes towards Russia between 1871 and 1901, despite the substantial obstacles of diametrically opposed governments, entrenched stereotypes stemming from Napoléon's 1812 invasion of Russia and the Crimean War of 1854-1856, and French Catholic antipathy towards Russian repression of the uprisings in Poland in 1830 and in 1863. To forge an alliance, considerable geopolitical amnesia would be required; a new "politics of imagination" would be necessary, with a politics of persuasion to set it in place. Spurred by chronic government instability and the lack of directional foreign policy as the new Republic struggled to achieve its political equilibrium, and enabled by the evolving social, cultural and political structures that it unleashed, pro-alliance actors exemplified an engaged polity whose efforts targeted both the government and the public as they disseminated positive representations to present Russia as a worthy partner for France.
