Celebrities in Indonesian Politics: a Voters’ Perspective CELEBRITIES IN INDONESIAN POLITICS: A VOTERS’ PERSPECTIVE BY MAULANA RIFAI A dissertation submitted in partial fulfilment of the requirements for the degree of Master of Human Sciences (Political Science) Kulliyyah of Islamic Revealed Knowledge and Human Sciences International Islamic University Malaysia MARCH 2010 ABSTRACT Since the political reform took place in 1998 which was marked by the downfall of Suharto’s regime, it has constantly changed the nature of electoral rules which brought new trends in Indonesian electoral politics. One striking feature of these trends is an increasing number of celebrities from the entertainment industry who run for public offices. This study attempts to analyze the voters’ perceptions of the celebrity candidates in the 1999, 2004 and 2009 Indonesia’s legislative elections. It examines the voters’ attitude to party affiliation of the celebrity, personality of the celebrity, and leadership style. Starting in 1999 there were 2 celebrities, then it increased to 24 in 2004 and more than doubled in 2009 with 61 celebrity candidates competed in the electoral contests. In those elections, three different electoral systems were used that influenced the behaviour of party elites, candidates, and the voters as well. This study employs the qualitative approach which relies on descriptive, analytical and interpretive using descriptive statistics analysis. The data were collected through questionnaires from 300 randomly selected respondents from the capital city, Jakarta. The result of the study is that the celebrity candidates failed to attract more votes as the outcome of the 2009 elections showed that more than two-third of the celebrity candidates were defeated by conventional politicians. This indicates that their fame did not ensure electability, as political success requires qualities like political experience and competency. More importantly, Indonesian voters have behaved rationally. They preferred professionalism over cheap populism in making their choices. ii ﻣﻠﺨّﺺ اﻟﺒﺤﺚ أدى ﺣﺪوث اﻹﺻﻼح اﻟﺴﻴﺎﺳﻲ ﻓﻲ إﻧﺪوﻧﻴﺴﻴﺎ ﻋﺎم 1998م إﻟﻰ ﺳﻘﻮط ﻧﻈﺎم ﺳﻮهﺎرﺗﻮ (Suharto)، وﺗﻐﻴﻴﺮ اﻟﻨﻈﺎم اﻻﻧﺘﺨﺎﺑﻲ ﺣﻴﺚ ﻇﻬﺮت ﺳﻴﺎﺳﺎت اﻧﺘﺨﺎﺑﻴﺔ ﺟﺪﻳﺪة ﻓﻲ اﻟﺒﻼد. وﻣﻦ اﻟﺴﻤﺎت اﻟﺒﺎرزة ﻟﻬﺬا اﻟﺘﻐﻴﺮ زﻳﺎدة ﻋﺪد اﻟﻔﻨﺎﻧﻴﻦ اﻟﻤﺸﺎرآﻴﻦ ﻓﻲ اﻟﻤﻜﺎﺗﺐ اﻟﻌﺎﻣﺔ. ﻳﻬﺪف هﺬا اﻟﺒﺤﺚ إﻟﻰ ﺗﺤﻠﻴﻞ وﺟﻬﺔ ﻧﻈﺮ اﻟﻨﺎﺧﺒﻴﻦ ﺣﻮل ﻣﺸﺎرآﺔ اﻟﻔﻨﺎﻧﻴﻦ ﻓﻲ اﻻﻧﺘﺨﺎﺑﺎت اﻟﺘﺸﺮﻳﻌﻴﺔ ﻓﻲ ﻋﺎم 2009م،2004م،1999م. آﻤﺎ ﻳﻨﺎﻗﺶ اﻟﺒﺤﺚ ﻣﻮﻗﻒ اﻟﻨﺎﺧﺒﻴﻦ ﻓﻲ اﻧﺪﻣﺎج اﻟﻔﻨﺎﻧﻴﻦ ﻓﻲ اﻟﺤﺰب، وﺁراءهﻢ وﺷﺨﺼﻴﺎﺗﻬﻢ وﻃﺮﻳﻘﺔ ﻗﻴﺎدﺗﻬﻢ. ﻓﻲ ﻋﺎم 1999م اﺷﺘﺮك ﻓﻨﺎﻧـﺎن ﻓﻲ اﻻﻧﺘﺨﺎﺑﺎت اﻟﺘﺸﺮﻳﻌﻴﺔ، وﻓﻲ ﻋﺎم 2004م زاد اﻟﻌﺪد إﻟﻰ أرﺑﻌﺔ وﻋﺸﺮﻳﻦ ﻓ ﻨ ﺎ ﻧ ﺎً. ﺛﻢ ﺗﺮاآﻢ اﻟﻌﺪد ﻓﻲ ﻋﺎم 2009م إﻟﻰ واﺣﺪ وﺳﺘﻴﻦ ﻓﻨﺎﻧﺎً. وﻣﻦ ﺛَ ﻢًّ، اﺳﺘﺨﺪﻣﺖ ﺛﻼﺛﺔ أﻧﻈﻤﺔ ﻓﻲ هﺬﻩ اﻻﻧﺘﺨﺎﺑﺎت ﻟﻐﺮض ﺗﻐﻴﻴﺮ ﺗﻔﻜﻴﺮ اﻟﻠﺠﻨﺔ اﻻﻧﺘﺨﺎﺑﻴﺔ، وأﻳﺪﻳﻮﻟﻮﺟﻴﺔ ﻗﺎدات اﻟﺤﺰب واﻟﻤﺮﺷﺤﻴﻦ، ﻓ ﻀ ﻼً ﻋﻦ اﻟﻨﺎﺧﺒﻴﻦ. ﻳﺴﺘﺨﺪم هﺬا اﻟﺒﺤﺚ اﻟﻤﻨﻬﺞ اﻟﺘﺤﻠﻴﻠﻲ اﻟﻮﺻﻔﻲ اﻟﺬي ﻳﻌﺘﻤﺪ ﻋﻠﻰ أﺳﻠﻮب ﺗﺤﻠﻴﻠﻲ، وﺟﻤﻊ اﻟﺒﻴﺎﻧﺎت وﺗﻔﺴﻴﺮهﺎ. آﻤﺎ ﻳﺴﺘﺨﺪم اﻹﺣﺼﺎءات اﻟﻮﺻﻔﻴﺔ. ﺗﺴﺘﻘﻲ هﺬﻩ اﻟﺪراﺳﺔ ﻣﻌﻠﻮﻣﺎﺗﻬﺎ ﻣﻦ اﻻﺳﺘﺒﺎﻧﺎت اﻟﻤﻮزﻋﺔ ﻋﻠﻰ ﺛﻼث ﻣﺎﺋﺔ ﻣﺠﻴﺐ ﻓﻲ ﻋﺎﺻﻤﺔ إﻧﺪوﻧﻴﺴﻴﺎ (ﺟﺎآﺮﺗﺎ). وﻧﺘﻴﺠﺔ هﺬﻩ اﻟﺪراﺳﺔ، ﻓﺘﺒﻴﻦ ﻓﺸﻞ اﻟﻤﺮﺷﺤﻴﻦ اﻟﻔﻨﺎﻧﻴﻦ ﻓﻲ هﺬﻩ اﻻﻧﺘﺨﺎﺑﺎت، ﺧﺎﺻﺔ ﻓﻲ ﻋﺎم 2009م ﺣﻴﺚ ﻓﺎز اﻟﺴﻴﺎﺳﻴﻮن اﻟﺘﻘﻠﻴﺪﻳﻮن ﺑﺄﻏﻠﺒﻴﺔ اﻷﺻﻮات وﻓﺸﻞ اﻟﻤﺸﺎرآﻮن اﻟﻔﻨﺎﻧﻮن ﺑﺄآﺜﺮ ﻣﻦ اﻟﺜﻠﺚ. هﺬا دﻟﻴﻞ ﻋﻠﻰ أن ﺷﻬﺮﺗﻬﻢ ﻓﻲ اﻟﺪوﻟﺔ ﻻ ﺗﻀﻤﻦ ﻟﻬﻢ اﻟﻨﺠﺎح ﻓﻲ اﻻﻧﺘﺨﺎﺑﺎت. وﻣﻦ اﻟﻤﻌﺮوف أن ﻧﺠﺎح أي ﺳﻴﺎﺳﻲ ﻳﺤﺘﺎج إﻟﻰ ﺻﻔﺎت ﻋﺪة، ﻣﺜﻞ اﻟﺘﺠﺮﺑﺔ اﻟﺴﻴﺎﺳﻴﺔ واﻟﻜﻔﺎءة اﻟﻌﺎﻟﻴﺔ. واﻷهﻢ ﻣﻦ ذﻟﻚ، ﻟﻘﺪ ﺗﺼﺮف اﻟﻨﺎﺧﺒﻮن اﻹﻧﺪوﻧﺴﻴﻮن ﺑﺸﻜﻞ ﻋﻘﻼﻧﻲ وﻓﻀﻠﻮا (اﻟﺴﻴﺎﺳﻴﻴﻦ اﻟﺘﻘﻠﻴﺪﻳﻴﻦ) ﻋﻠﻰ ﺷﻌﺒﻴﺔ (اﻟﻔﻨﺎﻧﻴﻦ) ﻓﻲ ﺗﺮﺷﻴﺤﻬﻢ. iii APPROVAL PAGE I certify that I have supervised and read this study and that in my opinion it conforms to acceptable standards of scholarly presentation and is fully adequate, in scope and quality, as a dissertation for the degree of Master of Human Sciences (Political Science). ................................................ Penulis mengumpulkan sumber yang dianggap relevan dengan judul skripsi. Kedua, metode verivikasi merupakan tahap dalam mengkritik sumber atau penilaian terhadap sumber-sumber sejarah. Sumber ini adalah buku-buku yang relevan dengan judul skripsi. Ketiga, metode interpretasi yang merupakan tahap yang paling penting dalam penulisan atau penelitian. Keempat, metode historiografi merupakan tahap akhir dalam sebuah penelitian atau penulisan sejarah. Hasil penulisan skripsi ini menunjukan bahwa perjalanan hidup Soekarno dari kecil hingga dewasa sangat sederhana walaupun kedua orang tuanya memiliki keturunan bangsawan, ia dilahirkan di tengah-tengah kemiskinan dan dibesarkan dalam kemelaratan. Soekarno kecil sering mengalami sakit-sakitan, yang oleh cerita sejarah bahwa sakitnya Soekarno pada waktu kecil disebabkan oleh pemberian nama yang tidak sesuai.

    State Terrorism and Political Identity in Indonesia Approximately one million innocent Indonesians were killed by their fellow nationals, neighbours and kin at the height of an anti-communist campaign in the mid-1960s. This book investigates the profound political consequences of these mass killings in Indonesia upon public life in the subsequent decades, highlighting the historical speci®cities of the violence and compar- able incidents of identity politics in more recent times. Weaving a balance of theory with an empirically based analysis, the book examines how the spectre of communism and the trauma experienced in the latter half of the 1960s remain critical in understanding the dynamics of terror, coercion and consent today. Heryanto challenges the general belief that the periodic anti-communist witch-hunts of recent Indonesian history are largely a political tool used by a powerful military elite and authoritarian government. The book investigates what drove otherwise apolitical subjects to be complicit in the engul®ng cycles of witch-hunts. It argues that elements of what began as an anti-communist campaign took on a life of their own, increasingly operating independently of the violence and individual subjects who appeared to be manipulating the campaigns in the 1980s and 1990s. Despite the profound importance of the 1965±6 events it remains one of the most dicult and sensitive topics for public discussion in Indonesia today.     ‘A peaceful festival of democracy’: aristocratic rivalry and the media in a local election in Bali Graeme MacRae and I Nyoman Darma Putra1 On 27 January 2008, Suharto, the second president of Indonesia, died. For more than three decades, he presided over an authoritarian regime known as the New Order. ‘Elections’ held ceremoniously every five years during this period were little more than pantomimes of dictatorship dressed up as democracy. Golkar, the state political machine incorporating the military and civil service, won them by a huge majority. The resulting parliaments duly reelected Suharto as president (Pemberton 1994:2–7).2 For nearly ten years, since Suharto was forced to stand down, the country has struggled to find a path toward democracy. A central aspect of this transition has been, since 1999, a move toward otonomi daerah (regional autonomy) — a systematic decentralisation of power, budgets, and representation to lower, more local levels of government, especially kabupaten (districts). This has involved local governments and their leaders, long appointed from above, now being elected by popular vote. Elections of heads of districts (bupati) known as pilkada (pemilihan kepala daerah) began in June 2005, a year after the first direct presidential election. Since then they have been implemented progressively across the country.3 A few days before Suharto died, the bupati of kabupaten Gianyar in Bali was, for the first time, elected by pilkada. The vote was close: 49.33 per cent (134,527 votes) to 50.67 per cent (138,182 votes), split between the incumbent, Anak Agung Gede Agung Bharata, representing the PDI–P (Partai Demokrasi Indonesia–Perjuangan, the Indonesian Democratic Party of Struggle) and the successful candidate, Ir Tjokorda Oka Artha Ardhana Sukawati, commonly known as Cok Ace,4 who ran on the ticket of Golkar, the party that emerged out of the New Order’s state political machine.

It is compounded by the dependency of political parties on their leadership figures. The Indonesian Democratic Party of Struggle (PDIP) is considered as the biggest political party in Indonesia’s post-Suharto era. The existence of Sukarno’s political dynasty in PDIP is not only seen as part of their history but also as the identity of the party and becomes their uniqueness. The purpose of this study is to examine the impact of Sukarno’s political dynasty towards PDIP institutionalization and how it works with the existing liberal democratic system in Indonesia. This research is based on two theories: elite theory and party institutionalization theory. However, political dynasty theory as an extraction of elite theory is also used in the framework to provide better understanding of the concept. In this research, the PDIP institutionalization is measured by combining Levitsky’s (1998) model with the Mark Weatherall’s (2013) approach as well as Basedau and Stroh’s (2008) model. This research is a qualitative study that includes field research to seek information through observation and interviews.

Many places facilitated the disco-lovers which were begun with the development of Discobar, Night Club, then Discotheque. They were used as a medium of socialiZation and became a symbol of modernity which brought social consequences for the society in Semarang. This research discovers; firstly, the emergence of the discotheque and some nightclubs during the Orde Baru governance became an opportunity for the entrepreneurs who work in this field. For the governance, the amount of money circulation in this sector was considered an effective way to increase revenue either officially or through bribery. The existence of discotheques and any nightclubs were considered Received: having an important role in reducing unemployment.     T h e R u s t l e o f G h o s t s : B u n g K a r n o in t h e N e w O r d e r - Karen Brooks Introduction In the final days of September 1994, a polemic erupted in the Indonesian press over a new book written by eighty-year-old journalist and former Nationalist Party of Indonesia (PNI) leader, Manai Sophiaan. The book, according to the author, is an attempt to clarify former President Sukarno's position in the events before, during, and after the tragic coup attempt on September 30, 1965 (hereafter referred to by the Indonesian acronym G-30-S). The author's position on this matter is quite clear from the start: the book's title reads Kehormatan Bagi Yang Berhak: Bung Karno Tidak Terlibat G-30-S (Respect for Him Who Deserves It: Bung1 2 Kamo Was Not Involved in G-30-S). Several weeks later, on September 25, following the publication of a lengthy interview with the author in the magazine, Tiara,3 Manai Sophiaan and his new book became the subject of a fierce national debate. In the now notorious interview with Tiara, as well as other subsequent interviews, Manai declared that he wrote the book in order to "straighten out history"—to make sure that Sukarno is accorded the respect and historical role that he deserves.4 As the book's title suggests, Manai is arguing that Sukarno was not involved in the coup. But given that the Soeharto government has never directly implicated him in the coup, for whom was Manai making his historical clarification? Kajian Teori Sebagai bentuk kegiatan ilmiah, setiap penelitian memerlukan landasan kerja berupa teori yang merupakan kumpulan defenisi-defenisi yang membantu menjelaskan suatu permasalahan. Teori sebagai hasil perenungan yang mendalam, mensistem dan terstruktur terhadap gejala-gejala alam berfungsi sebagai pengarah dalam kegiatan penelitian.11 Dalam penelitian kualitatif teori sifatnya tidak mengekang peneliti. Peneliti bebas berteori untuk memaknai data dan mendialogkannya dengan konteks sosial yang terjadi. Teori membantu memperkuat interpretasi peneliti sehingga dapat diterima sebagai suatu kebenaran bagi pihak lain.12 1. Teori Naratif Algirdas Julian (A.J) Greimas Teori struktur naratif A.J Greimas dibangun dengan asumsi dasar bahwa teks naratif tersusun dari analogi-analogi diadik struktural dalam lingustik yang bersumber dari Ferdinand de Saussure di satu sisi, serta teori naratif dongeng Vladimir Propp di sisi lain. Dengan fokus pada relasi dan fungsi aktan.13 Aktan adalah sesuatu yang abstrak, tentang cinta, kebebasan atau sekelompok tokoh. Aktan adalah satuan naratif terkecil yang dikaitkan dengan satuan sintaksis naratif. Aktan berarti unsur sintaksis yang memiliki fungsi-fungsi tertentu. Sedangkan fungsi adalah satuan dasar cerita yang menerangkan tindakan logis dan bermakna yang membentuk narasi. Fotografi Dullah mampu merekam kehidupan Presiden Sukarno pada saat di istana dan di luar istana presiden. Sisi kemanusiaan Sukarno digambarkan dalam foto-foto tersebut, baik sebagai ayah, pemimpin, maupun penyuka seni. Dengan mengetahui simpul tersebut, foto-foto karya Dullah ini perlu disosialisasikan kepada publik dan dapat digunakan sebagai sarana pendidikan kebangsaan bagi Indonesia, terutama bagi para calon pemimpin.
