Savarkar to Narendra Modi Krzysztof Iwanek* Abstract In May 2014 India’s stock markets climbed to a record high, anticipating the victory of the Bharatiya Janata Party and its charismatic leader, Narendra Modi. However, the first economic decisions of Modi’s government did not incite a market revolution (though it has only been few months since its inception). This, however, is not surprising if one traces the Hindu nationalists’ changing views on economy throughout the last decades. The main inspirations of BJP’s ideology have been its mother-organization (RSS), and two earlier Hindu nationalist parties: Bharatiya Jana Sangh and Hindu Mahasabha (mostly through ideas of its leader, V.D. Savarkar). After briefly describing the views of all of these bodies, I will map out the main issues in the Hindu nationalist approach towards economy. Finally, I will try to show how the present government of Narendra Modi is trying to deal with these discrepancies. While the BJP is assumed to be more free-market-friendly than its main rival, the Indian National Congress (INC), it is also true that the BJP government has usually greenlighted significant government expenditure in areas like infrastructure. This perception comes from many sources: the political assertiveness of minority groups like the Sikhs and Muslims, efforts to convert Hindus to other faiths, suspicions that the political authorities are "pandering" to minority groups, and the belief that "foreign" political and religious ideologies undermine community bonds. This book1 focuses on the best-organized and largest group committed to Hindu revivalism in India—the Rashtriya Swayamsevak Sangh (the RSS). Tracing the growth of the RSS since its formation in the mid-1920s, the authors examine its ideology and training system. They argue that the strength of the RSS lies in its ability to develop close bonds among its members and to sustain these links when members join the various RSS affiliate groups. The swayamsevaks (members) are the steel frame of the "family" of organizations around the RSS that work in the political arena, in social welfare, in the media, and among students, laborers, and Hindu religious groups. The symbiotic links between the RSS and the "family" are maintained by recruiting into the affiliates RSS members who have already demonstrated organizational skills. This superb training system is likely to serve the RSS well as it reaches out to a growing circle of individuals and groups buffeted by change and in search of a new community identity.

Introduction The role of RSS in the national movement against the British rule was not an issue in the first five decades of the independence of India. This issue became hot for the critics of the RSS when Atal Bihari Vajpayee issued a postage stamp commemorating Dr. Keshav Baliram Hedgewar, the founder of the RSS, as a great freedom fighter, on 18th March 1999. Some writers like Shamsul Islam argue that RSS never took part in the anti-imperialist struggle. A prominent Communist Party of India (Marxist) leader Sita Ram Yechuri in his write-up „What is Hindu Rashtra?‟ said that „it virtually boycotted and at times opposed the freedom struggle.‟ Almost similar claims were also made by Sumit Sarkar (Marxist historian) and many other Communist leaders and some Congress leaders of India. It is believed that these leaders and historians have manipulated the truth, distorted facts and misinterpreted historical events. The RSS as an organization or any individual swayamsevak never cooperated or integrated with the colonial government. Even Bipan Chandra, a Marxist historian, conceded though in a distorted manner to this fact when he writes, “Hedgewar never integrated with the colonial regime.”1 Many leaders like Dr. Hedgewar, M. S. Golwalkar, V. D. Savarkar, etc. were staunch nationalists, suffered imprisonment during the colonial rule and directed all RSS shakhas to celebrate the Congress‟s resolution on total independence by hoisting national flag on 26 January 1930 on its offices.

Such a combination is not unusual, in that neoliberalism is usually allied with and promoted by socially reactionary forces (such as the hyper-nationalism of the “bureaucratic- authoritarian” dictatorships in Latin America, the implicit racism and jingoism of Thatcher and Reagan, etc.). Yet the Indian experience, while sharing this broad tendency, also contains some very distinct characteristics. We on the left have tended to understand this simultaneous rise as a straightforward cause-eect relationship. Hindutva is seen as an eort by neoliberalism, or perhaps more broadly by capitalism, to divert attention from class conict, to divide and weaken working class struggles and to deect class-driven anxieties on to minority communities. This approach is problematic in two senses. First, it does not explain why Hindutva organisations are able to develop a mass base, except to the extent that they are seen to be appealing to “historical identity” or “emotive” issues. This is undoubtedly true. But it is also insucient, for by denition any right wing project will appeal to “emotions”; it does not take our understanding of the actual appeal of Hindutva forward. Second, it fails to provide us much understanding of why this specic historical conjuncture has taken place.
