Notice of 2004 ELECTORAL COMMISSION RE-COMPOSITION of MUNICIPAL COUNCILS AS a RESULT of the PROVISIONS of SCHEDULE 6B OF Notice of 2004 ELECTORAL COMMISSION RE-COMPOSITION OF MUNICIPAL COUNCILS AS A RESULT OF THE PROVISIONS OF SCHEDULE 6B OF THE CONSTITUTION OF THE REPUBLIC OF SOUTH AFRICA, 1996 The Electoral Commission hereby gives notice in terms of section 93B of the Local Government: Municipal Structures Act, 1998 (Act No. 117 of 1998), of the re-composition of each municipal council which has been affected by the provisions of Schedule 6B of the Constitution of the Republic of South Africa, 1996, which provides for the change of membership of municipal councilors for the period 1 September 2004 until 15 September 2004, and the merging or subdivision or subdivision and merging of political parties.     EFF STATEMENT ON SECOND NATIONAL PEOPLES ASSEMBLY, PARLIAMENT DEPLOYMENTS AND OTHER POLITICAL ISSUES Tuesday, 02 July, 2019 NATIONAL PEOPLE’S ASSEMBLY At its Special Meeting convened on the 1st of July, 2019, the Central Command Team resolved that the EFF Second National People’s Assembly will be convened on the 13 - 16 December, 2019 at the Expo Centre, Nasrec under the theme “Consolidating the Ground Towards Socialist Power”. The National People’s Assembly is an elective conference of the EFF, the highest decision-making body and, according to the EFF Constitution, takes place every five years. Accordingly, the CCT has adopted guidelines that pave the path towards the election of delegates from branches, including in regions, and provinces. These will be published on the EFF website for easy access. Within these guidelines are strict rules and deadlines for election of delegates, audit of branches, as well as conduct of all fighters and commissars on lobbying for leadership positions. Members and leaders of the EFF are therefore called upon to internalise these guidelines and participate in the lead up to this assembly with the highest discipline and determination. The Discussion Documents will also be published on the EFF website and they will be sent to branches, so that branches are not only ceased with matters of leadership but they also discuss the state of the nation in South Africa through the Discussion Documents of the EFF and provide what could be a sustainable solution to the challenges that are confronting the poor masses of our people on the ground. PARLIAMENT COMMITTEE DEPLOYMENTS Post 2019 General Elections, the EFF increased its seats from 31 to 53 Members of Parliament (MPs), with 44 in the National Assembly (NA) and 9 in the National Council of Provinces (NCOP).

    Die Suid-Afrikaanse nasionale kiesstelsel - ‟n Kritiese ontleding en alternatiewe PJ GROENEWALD Studentenommer: 10247696 Proefskrif voorgelê vir die graad Philosophiae Doctor in Politieke Studies aan die Potchefstroomkampus van die Noordwes-Universiteit Promotor: Prof A Duvenhage April 2013 OPSOMMING Die Republiek van Suid-Afrika het in 1994 ʼn nuwe grondwetlike bedeling betree. As deel van hierdie nuwe grondwetlike bedeling is ʼn nuwe kiesstelsel, naamlik die geslotelys- proporsioneel verteenwoordigende kiesstelsel aanvaar. Hierdie kiesstelsel is aanvaar vir verkiesings op nasionale vlak van verteenwoordigers vir die Nasionale Vergadering en hou bepaalde voor- en nadele in. Sommige politieke wetenskaplikes, politieke partye en meningsvormers is van mening dat hierdie kiesstelsel meebring dat daar gebrekkige kontak is tussen die verteenwoordigers in die Nasionale Vergadering (parlement) en die kiesers. Die kritici is ook van mening dat partyleiers te veel mag binne hierdie kiesstelsel verkry deurdat die partye die kandidate op kandidaatlyste aanwys. In verkiesings stem kiesers vir bepaalde politieke partye en het dus nie ʼn keuse ten opsigte van wie hulle verteenwoordigers is nie. Die gevolg is dat Suid-Afrika aan die verteenwoordigende aspek van demokrasie voldoen, maar in gebreke bly wat betref verantwoording deur verteenwoordigers aan die kiesers. Die legitimiteit van die parlement word ook hierdeur aangetas. Die doel van hierdie studie is om die Suid-Afrikaanse kiesstelsel te ontleed en die funksionering daarvan op nasionale vlak te ondersoek. In die ontleding word bepaal in watter mate die Suid-Afrikaanse kiesstelsel aan die kriteria voldoen wat gestel word vir ʼn kiesstelsel om legitimiteit aan die parlement en ʼn volhoubaar verteenwoordigende demokrasie en verantwoordbare regering op die langtermyn in Suid-Afrika te verseker.

    Solidarity Research Institute Part of the Solidarity Movement Racism, hate speech and double standards: Not a simple black and white matter Dr Eugene Brink & Connie Mulder www.solidarity.co.za* 0861 25 24 23 Introduction Racism is a worldwide phenomenon and challenge and certainly not unique to South Africa. No country on earth is untouched by this ugly scourge and it has often led to bloodletting, wars and pogroms around the world. In multi-ethnic societies mutual respect, fairness and tolerance are of paramount importance for sociopolitical stability and sound race relations. Extremism and forced assimilation, on the other hand, provide the sparks that could ignite a racial powder keg and turn simmering tensions into a full-blown conflagration. Nobody wins in such situations, except maybe the extremists and their malignant agenda. South Africa does have a fairly unique and well-documented political history. After the demise of apartheid, a new constitution was adopted and new, democratic institutions were created to usher in, and of course buttress, the democratic era. Considering our history, race relations have been relatively good over the past 23 years. People of all cultures and ethnicities work, eat, worship and shop in common spaces. A recent study by the South African Institute of Race Relations (SAIRR) among all racial groups showed that a mere 3% of South Africans regard racism as a serious unresolved problem, and that in fact it pales in comparison with issues such as joblessness and crime. They also found in a 2015 study that a solid 55% of all respondents thought race relations had improved since 1994.
