CITIZEN’S CHARTER FOR WATER RESOURCES DEPARTMENT, GOA Irrigation Department was created in the year 1980 with the intention to optimise utilisation of available water resources of Goa. Earlier it was looked after by some Divisions in Public Works Department even prior to liberation of Goa from Portuguese rule. In the year 2000, the Irrigaion Department was renamed as Water Resources Department. Water Resources Department provides infrastructure facilities, deals with Minor Irrigation, Major and Medium Irrigation projects, wells / bore wells, bandharas, Tanks, flood protection, Anti- sea erosion measures and removal of drainage congestion, construction of field channels, Development of command area lands, and formation of Co- operative Societies under various schemes under Command Area Development Authority. Water Resources Department also enlist the contractors for executing various works proposed by the Department. The department also issues N.O.C. for drawing the water from canal/ river/ nallah and looks after distribution of water to the fields. Water Resources Department also undertakes the responsibility of training the farmers for their participation in the irrigation management and also provides the facility to improve marketing facility for agriculture produce in the command area. Goa Tillari Irrigation Development Corporation is a part and parcel of W.R.D. and established to make a special provision `for mobilization of resources for completion of the ‘Tillari Irrigation Project’ a joint venture of the Government of Goa and the Government of Maharashtra in time bound manner and or that purpose to establish the Goa Tillari Irrigation Development Corporation and for purposes -connected with the matters aforesaid. Water Resources Department is headed by the Chief Engineer with its Office functioning at Junta- House, Second floor, Panaji . -

Marija Gimbutas The Gods and Goddesses of Old Europe: 7000 to 3500BC Myths, Legends & Cult Images The image of Earth Mother or Mother Goddess, carved on a large laterite rock bed of the Selaulim River bank in Curdi, in Sanguem taluka (fig.1), is estimated to have existed for at least Fig.1. In 1988, before the tributary of Zuari River at Selaulim was dammed, the Directorate of Archives and Archaeology, concerned that the prehistoric treasure would be submerged by the newly-created reservoir, decided to salvage and relocate the iconic megalith from the watery grave. Fig.2. Now located at Verna The 8.2-feet (2.5m) Lajja Gauri or Shiroyukt Korraivai goddess, weighing 16-tons with its rock base, was transferred to the Verna plateau in the vicinity of the old temple of “Mahalasadevi, a female deity, believed to be an evolutionary form of the Mother Goddess”. The entire cut-out block, after it was transferred to Verna, is shown in the photograph to the right (Fig.2). At the same time the ancient temple of Mahadeo, located about 20 meters from the original site of the carved image, was similarly salvaged and rebuilt with the same stones on a high ground nearby. -

Padmaja Vijay Kamat, The Macrotheme Review 2(5), Fall 2013 The Macrotheme Review A multidisciplinary journal of global macro trends Temple Economy in Goa: A Case Study Padmaja Vijay Kamat Ponda Education Society’s, Shri Ravi Sitaram Naik College of Arts and Science, Farmagudi – Goa, India [email protected] Abstract From the times immemorial, Goa, a tiny state in India, had self-governing village communities or Gramasamsthas. Joao de Barros gave credit for their establishment to the immigrants from Canara namely the Kunbis and Gaudes, who descended the Ghats, reclaimed the land and made it cultivable. The original settlers were made jointly responsible for the village administration. J. C. Almeida called the Gramasamstha, an agrarian association. The Portuguese called it the Communidade. The rural life was dominated by the temple which was the nerve centre of every village. Land distribution was done in such a way, that building and maintenance including performance of various religious rites and rituals of the temple became a major responsibility of the Gramasamstha. Incomes accruing from the best rice fields, coco and areca gardens were set aside for the purpose. Cultivated lands along the river banks were partly used as nelly to fund the maintenance of the village temple. A thorough scrutiny of the primary sources like the Forals or the Revenue Registers, the Communidade Records, the Compromissos or the private statutes and the Annual Budgets of the temples allude to the fact that all temples were richly endowed. Their financial affluence and religious authority invited the Portuguese Government to introduce a regulation that would supervise their management. -
